According to Eugene, his Lightower Fiber Network (Reference (a) above) is now at the door-step of your Stevens Institute of Technology in Hoboken, New Jersey.

You may then consider to have a “Global Lecture Hall (GLH)” multipoint-to-multipoint, multimedia interactive videoconference mainly between your Stevens Institute of Technology and the University of The Gambia to inaugurate your joint science, mathematics, engineering and technology (SMET) education in K-to-12 schools, which may be extended to other ECOWAS and other African countries through GLORIAD/ACE of your Baharicom (Reference (a) above).

I have done GLH once or twice every year from the late 1980s to 1990s spanning globe from Moscow to New Zealand (Reference (d) above), as using sometimes 11 channels in 9 satellite transponders — all free of charge!!  This included the one which I did with Frank Melli (ANNEX III below).

The occasion of this videoconference may be at the workshop which is to be held at the School of International and Public Affairs (SIPA) of Columbia University and your Stevens Institute of Technology — hopefully next fall — say, six months after the planning workshop of our GEWS/GUS project which is to be held at Greg’s GLORIAD office at the University of Tennessee in Knoxville (UTK) -- hopefully in next spring time.

BTW, Ali is now working on the revision of our NSF grant application for this workshop.

ED Friedman and I wanted to share with you the initiative that we are taking in The Gambia.

An executive summary of our World Bank presentation is attached.

The plan is to implement in Sub Sahran Africa, an approach to teaching mathematics and science that has been extremely effective at inner city schools in New Jersey that was developed by Bob Goodman,

I have attached the Power Point Presentation that Bob used when he and I visited the World Bank in November 2011.

Slides 5 and 6 show that in the TIMSS - the International Testing program in Physics - that U.S, students are at the bottom of the heap - but those who have taken AP Physics are in the middle - and those who have taken AP Physics and passed it are on top.

Bob argues that AP Physics is the metric by which his program should be judged.

Slides 7 and 8 show how students in his schools ( which are average schools or below average schools academically ) compare in their rates of taking AP exams and passing AP exams compared with other schools in New Jersey.

Slide 16 refers to the fact that schools can eliminate text books - all the material for the course is in the Smart Notebook. It is open source and continuously improvable.

Slide 17 refers to the fact that if there are multiple sections of physics in a school with more than one teacher - all the classes are in synch and any student can discuss his or her work with any other student and with any teacher.

Slides 19, 20 and 21 discuss how his science sequence of courses differs from the standard sequence in U.S. Schools. The Physics course is in the 9th grade and uses the 9th grade Algebra. It brings students to the Bohr Model of the Atom - which then prepares them to study the Periodic Table in 10th Grade Chemistry.

The Chemistry courses includes the study of molecular structure which prepares the students for a molecular approach to the study of Biology in the 11th grade.

Slide 33 presents the numbers of newly certified Physics teachers that Bob's program has trained. These are individuals who are already certified teachers - in some field - which could be mathematics, biology, english, history, social studies, etc. After completing his program the State of NJ authorizes Bob to anoint them as certified physics teachers. They are then eligible to take the Physics Praxis exam.

He has trained many more Physics Teachers than all the colleges and

universities in NJ put together.

The numbers being produced in other states is minuscule.

He has been enlisted to conduct massive training in the state of Colorado.

(1) I am very happy to get to know you by the kind introduction of Prof. Ed Friedman at the Stevens Institute of Technology.

(2) At our mtg at the Stevens Institute of Technology on April 9th, Ed Friedman and Victor Lawrence strongly suggested us to have you participate in our Global Early Warning System (GEWS) project (References (a) to (d) above).

I took the liberty of admitting you into our list so that you will be updated with our daily progresses — pls enjoy reading them.

(3) This project is to have simulation models of socio-economic-energy-environmental systems of participating countries. Your university can be one of the 15 member countries of ECOWAS.  The models of those countries are to be inter-linked through broadband Internet of GLORIAD and “Africa Connect to Europe (ACE)” ultra high-speed (5 tera bps) optical submarine cable of Baharicom Development Company — see the References (c) and (d) above.

(4) Those models in each countries would become the core of simulator/trainer of government officials and future leaders.  This simulator/trainer may utilize the real-time data for the Mission Control Center of their countries as similar to the one in Rio de ne Janairo (Reference (f) above).

(5) We are now working to raise fund for our first planning workshop (Reference (e) above) from the US National Science Foundation, which suggested the following steps;

(a) Hold our planning workshop with the NSF’s unsolicited grant,

(b) Apply for the new program of the Office of International Science and Engineering (OISE)(http://www.nsf.gov/funding/pgm_summ.jsp?pims_id=12815&org=OISE) when it will be announced this summer
