Applicant at first log on to Single window Clearance system Portal at a given web address http://swc.bihar.gov.in/portal/#!/home

Applicant click on Pre-Establishment tab and select services related to fire department (Fire NoC Permission)

Upon resolution of the raised query by the applicant, the concerned fire officer will conduct site inspection

Applicant will be directed to application page. Applicant fill in the requisite application form

After completion of application form applicant will have to upload all the requisite documents as per checklist mentioned in table above/website both.

Applicant submits the application form after uploading all requisite documents.

Application request is received by the State fire officer along with the requisite documents .He forwards the same to the concerned fire officer and for scrutiny at second level

The concerned fire officer will scrutinize the application and documents forwarded by State Fire Officer and may pose query , if any

The Concerned Fire Officer will prepare the inspection report after verifying the actual site

condition with the submitted Site plan.

The Concerned Fire Officer will forward his recommendation to the State Fire Officer (Nodal)

for Final Approval

The Concerned Fire Officer will prepare the inspection report and verifies it with the Site plan

then, prepare & upload the Advisory report for fire safety

The Nodal Officer will accord final approval and issue (upload) the Advisory for Fire Safety to

the concerned applicant.

The applicant can view and download the advisory issued by State Fire Officer from his/her

dashboard

Applicant will be directed to application page. Applicant fill in the requisite application form

The state Fire Officer accord the final approval after reviewing the recommendation

The State Fire Officer (Nodal Officer) will issue (upload) the final NoC for Fire Safety to the concerned applicant

The applicant can view and download the advisory report from the dashboard

Annexure-1: Online process for application submission, payment, tracking and monitoring without the need for a physical

touch point for document submission to obtain NOC from Fire Department through Single Window Clearance System Applicant is required to follow below mentioned steps (illustrated with relevant Screenshot) also may call at toll free no. in case any

assistance is required in this regard.

Step 1: Visit SWC Home Page (http://swc.bihar.gov.in/portal/) of Department of Industries, GoB and click on login tab at the top on right

corner of the screen.

Step 2: Login Screen Appears: Applicant may Login with user id and password

Step:3 After login, Page will be opened and applicant has to initiate for SIPB Approval stage 1 as shown in screen below :

Step4: Applicant mandatorily will have to fill in CAF (Common Application Form) with details like Enterprise Profile, Stakeholders Detail,

Unit Profile, Employment detail etc. as shown in screenshots below: Applicant can fill in all the required detail one by one thereby clicking

menu tab at the left side as marked.

Step5: After filling in all the detail, applicant can upload the requisite documents as shown in screenshot below and then click on continue

button at bottom to proceed further:

Step6: After filling in all the details and uploading requisite doc, applicant can review and submit the CAF (Common Application Form)

upon Aadhar Verification as shown below:

Step 7: After Aadhar verification click on Make Payment option for final submission

Step8: After clicking on Make Payment option, Payment Page will appear wherein applicant can fill in requisite detail and proceed for

payment

Step 9: After successful payment, Acknowledgment will be received , Click on OK button to proceed as shown in below Screen Shot:

Step 10:Tracking application status:Applicant may visit their dashboard and track status of application In Progress or approved :

Step 11: After Approval of CAF, Applicant can apply for NoC for Fire Safety. Go to Dashboard then click on Pre-Establishment tab on the top

menu then Click on “Apply tab”(at left ) of the corresponding service to apply1

1 Online procedure to be followed by applicant in case of issuance of advisory and NoC for fire safety is same. Applicant will have to click on Pre-operation tab post completion of construction. Rest all process is

same as illustrated in Subsequent screenshot. Also Applicant may take assistance of call centre(toll free no.provided at the beginning) in case of nay problem being faced by them while online application procedure.

Step 12: Next Application Form for NoC for fire safety will appear. Fill in the form, upload requisite document and review it before final

submission

Query Submission: Applicant after query submission will have to again review and submit application for furtherance

Approval: After query is submitted as sought, approval is granted to the applicant. Upon approval status can be tracked as shown in

dashboard here and applicant can view and download certificate as shown below:
