Event Handbook Purpose Statement The purpose of this document is to provide Gymnastics Victoria (GV) Members with the rules and regulations applied to participation in all Gymnastics Victoria Tier 1 and 2 competitions. The Event Handbook is also available online at www.gymnasticsvictoria.org.au This booklet version is available to all Clubs and technical members and is correct as at January 2016. For any updates please visit the Gymnastics Victoria website for the latest information. All of the staff at Gymnastics Victoria are here to assist you. 1. Events The Gymnastics Victoria Events Department is responsible for the management of events governed by Gymnastics Victoria. The Events Department is accountable to the Chief Executive Officer and is guided by each Technical Committee concerning sport specific technical requirements.

1.1 Event Entry Policy The following guidelines apply to all Gymnastics Victoria events. GV is responsible for publishing the following information prior to an event:

1.1.1 Entry Deadlines Entries must be received by GV on or before the advertised closing date. This is the Wednesday 4½ weeks prior to the event unless otherwise stated. Late entries will be accepted at the discretion of GV if the late entry fee is paid and if there is room in the event.

1.1.2 Entry Forms Clubs and schools are required to submit their entries on the correct GV entry forms. Clubs and schools are required to submit their entries with a completed and signed entry cover sheet. All details provided must be accurate and complete. All handwritten entries must be in legible BLOCK letters. Typed entry forms are preferred.

1.1.3 Payment, Administration and Late Levies Payment can be made via Credit Card, Cheque, Cash or Direct Debit and must accompany all entries and be received by GV prior to close of business on the advertised closing date. Entries will be considered late if full payment is not received by GV prior to close of business on the advertised closing date. Clubs and schools will be charged a late entry levy of 50% of the entry fee, per late entry. Failure to pay late entry and administration levies will result in withdrawal from the event.

1.1.4 Eligibility to Compete Athletes may only compete in a GV event if:

They are registered prior to entry.*

They are accompanied by a currently registered coach.

They are 5 years old as of January 1, in the year of the event.

They are registered at the appropriate Level prior to entry.

* Exception is for events that are open to non-members

1.1.5 Transfers All transfers must be finalised prior to the advertised closing date. Information is available on the GV Website under Member Services/GV Affiliation & Registration/Gymnast Registration.

1.1.6 Withdrawals If an athlete is unable to compete due to injury/illness Member Clubs may apply for a refund of the entry fee, less a 25% administration fee. If an athlete is unable to compete due to a National Team assignment, member clubs may apply for a refund of the entry fee, less a 25% administration fee. Member clubs wishing to apply for a refund are required to complete and submit a withdrawal form. Withdrawal forms received by GV after the advertised closing date will be processed only if accompanied by a medical certificate. Withdrawal forms will not be processed after 5 working days past the event date. All refunds will be provided to the club in the form of a credit note. Withdrawal Forms received before the advertised closing date will receive a full refund in the form of a credit note. 1.1.6.1 Withdrawals Special Consideration

Sports which have a small group or pair system will adhere to the above guidelines. However, when an athlete is forced to withdraw from an event due to illness or injury all members of the group will be eligible for the 75% refund. Substitutes in some sports are permitted. See specific Sport section.

1.1.7 Victorian Championships Athletes may enter Victorian Championships in as many disciplines for which they are eligible, however, they may only enter one* Victorian Championships per year in any one discipline. For WAG this includes State Pennant.

RG athletes may compete in both an Individual Championships and Group Championships.

WAG athletes may compete in both an Individual Championships and Team Championships.

1.1.8 Judges For some Gymsports a club must provide a judge to enter the event. This will be outlined on the appropriate entry form. When nominating a judge clubs are required to:

Ensure that the judge is appropriately qualified and currently registered for the specific Gymsport.

Ensure the judge is not representing another club for the same competition.

Seek and confirm the judge’s availability and inform them they will be nominated.

Include the most current contact details, including email, on the entry form.

Entries received without this information will be deemed incomplete.

Clubs that are not able to provide a judge are entitled to apply to the relevant TC for a waiver. In this instance a Judging Waiver form must be completed and submitted with the entries.

1.1.9 Event Personnel - Club Volunteers The provision of volunteers is the responsibility of the host club or co-presenting club.

1.1.10 Event Photographer or Videographer GV may employ the services of a photographer or videographer for the purpose of photographing or filming an event. Member clubs that have athletes or coaches who do not wish to be photographed or filmed are required to inform the GV Events Department via the official form no later than two weeks prior to the set event dates and inform staff on the day. For further information see the GV photographic policy on the GV web site under GV/Policies.

1.2 Events Hierarchy GV has established an events hierarchy to ensure the smooth delivery of all events. GV staff and resources for events will be dependent upon that event’s place in the hierarchy. GV is committed to conducting one State event for every Gymsport and level.

1.2.1 Tier 1A Events

Tier 1A events are considered major events and are co-presented by GV and a Member Club. They are usually a Victorian Championships and are held in a stadium or arena. 1.2.1.1 Example Tier 1A Events

1.2.2 Tier 1B Events

Tier 1B events are co-presented by GV and a Member Club and held in a purpose built gymnastics training facility. 1.2.2.1 Example Tier 1B Events

Primary Inter School Gymnastics

Secondary Inter School Gymnastics

1.2.3 Tier 2 Events

Tier 2 events are delivered and managed by member clubs under the guidance of GV. These events are held in a purpose built gymnastics training facility and are usually qualification or team selection events. 1.2.3.1 Example Tier 2 Events

State Team Trials

State Championship qualifying events

1.2.4 Tier 3A Events

Tier 3A events are member club invitationals that have been ratified with LAT status. These events are managed by Member Clubs with the LAT component administered by GV.

1.2.5 Tier 3B Events

Tier 3B events are member club invitationals that have been ratified by the relevant TC and GV. They are managed entirely by Member Clubs.

1.3 Awards Champion Team pennants will be awarded to all first placed teams.

Perpetual trophies will be awarded as donated and available, and will be granted to the winner for up to 6 months. After this time they will be collected by GV for the purpose of maintenance and re-awarding. Trophies must be returned engraved and in good, clean condition.

Both non-residential and residential awards will be given in any instance where interstate or international competitors have gained a place. The title goes to the first placed Victorian (registered).

In the event where there is a single competitor in any one division, only All Around awards will be presented.

The Acrobatic Gymnastics Club Champion award will be given to the Club with the highest average routine score from those groups which competed all appropriate routines for their level. Ties in the Club Champion award will be broken by means of the highest routine score

1.3.2 Victorian Championships Tie Breaking Rules Tie breaking rules are gymsport specific. For all gymsports, when an equal place is recognized the subsequent award will be:

e.g. 1st, 1st, 3rd or 1st, 2nd, 3rd, 3rd, 5th etc.

1.4 Medical Coverage GV will supply an appropriately qualified Doctor, Physiotherapist, sports trainer or first aider at all State Team Trials and Victorian Championships which incorporate the highest levels according to the list below. The medical coverage will vary between levels and Gymsports.

Level 4 – Senior International

A first aid kit and contact details of local hospitals and medical clinics will be available at all GV events.

1.5 Event Specific Information 1.5.1 Gym for All (GfA) Events

GfA events are participation based and apply the principles of the 4 ‘F’s: Friendship, Fun, Fundamentals, and Fitness.

1.5.2 State Pennant Events

The philosophy of these events is to introduce young gymnasts to competition in a fun and inclusive atmosphere. The emphasis is on team participation and a positive outcome, rather than individual performances. (Refer to each specific Gymsport on the website).

1.5.3 Level Awards Tests (LAT)

The purpose of these events is to test and recognise the progression of the gymnasts through levels. Each Gymsport has specific rulings regarding technical requirements and pass marks for an LAT. *TRP refers to Level Award Testing (LAT) as National Levels Program (NLP) (Refer to each specific Gymsport section for further information).

1.5.3.1 Lower Levels Testing Testing for lower levels (as listed below) is conducted internally within the club. Clubs can order badges for the lower levels for registered gymnasts through GV on a needs basis. WAG 1-3 | MAG 0-1 | RG 1-2 | ACR 1-3 |TRP 1-4

1.5.3.2 Upper Levels Testing The following process applies to LAT events for MAG, WAG, RG & ACR: Attaining a Level: Clubs wishing to apply for an LAT must enter a sanctioned LAT event at the

level they hope to attain and pay the advertised entry fee to the host club.

Clubs must apply and pay the GV LAT fee within 12 working days post event on behalf of their gymnast/s who has achieved the minimum pass score.

Level badges for successful applicants will be sent directly to their club post-event.

Member clubs that submit an LAT application after 12 working days post-event will incur an increase of $100 in addition to the standard LAT fee, per athlete.

MAG and WAG athletes competing in the international stream and at a recognised elite training program are not required to LAT.

Hosting an LAT Event: Club Invitational events are sanctioned with LAT status by the relevant TC

and the GV Events Department.

Clubs are not guaranteed LAT status for their event as there may only be a limited number approved per year.

LAT events must be open to all clubs to attend.

The GV Event Entry Policy is applicable to all LAT events.

Competition entries must be sent to the host club NOT GV.

The host club will determine and advertise the set closing date.

The host club is required to submit a complete electronic entry database to GV within 5 working days after the advertised closing date.

The host club is required to liaise with the relevant TC Judging Coordinator to arrange suitable judges for the event.

The host club is required to submit a work order and judges roster to GV within 10 working days after the set closing date.

GV is required to check all athlete registrations and is responsible for identifying any discrepancies prior to the event. All entries are subject to correct registration and may be forfeited if discrepancies cannot be resolved adequately prior to the event.

The host club, in conjunction with a technical member nominated by the relevant TC, is responsible for the approval of all event results

The host club is required to submit a complete set of event results in electronic format to GV within 2 working days after the event (In RG this will be the Judging Coordinator).

1.5.4 Selection Trials & Qualifiers

The purpose of these events is for athletes to be selected to represent a Victorian Team or to qualify for another event. (Refer to each specific Gymsport section for further information).

1.6 GV Events – General Information 1.6.1 Judges’ Invitational Events

All Judges Invitational events are coordinated by the relevant TCs. Entry forms and payment should go to the appropriate organiser, not GV. (Refer to each specific Gymsport section for further information).

1.6.2 Club Invitational Events

All club invitational events must be sanctioned by the relevant TC and GV. Clubs wishing to host an invitational event are required to apply to GV using the appropriate form. Gymsport specific event application guidelines and key selection criteria are available on the GV website. Key Selection Criteria for all Gymsports are based on the following:

Event operations All clubs conducting an event at any level must ensure they provide a safe environment and appropriate equipment.

All clubs conducting an event are encouraged to abide by the GV and GA event entry policies.

1.7 Competition Etiquette Competition etiquette is an important factor in the smooth running of any gymnastics event and contributes to the positive public perception of the sport.

It is highly recommended that clubs take new athletes to view an event prior to them being entered into a competition. This will enable them to understanding competition etiquette and will help them gain the confidence to compete. Coaches are responsible for training their athletes in gymnastic etiquette.

Failure to obey official instructions at competitions, displays of poor temperament and unsportsmanlike behaviour, either by words or gesture, should not occur.

The penalty may be a technical deduction or in cases of serious misconduct, disqualification or sanctions.

1.7.1 Coaches Coaches must dress appropriately in club uniform. Coaches must carry on their person their current Working with Children card. Coaches are responsible for the direct supervision of their athletes at an event. Coaches must abide by both the national Coaches’ Code of Conduct and GV Codes of Conduct.

1.7.2 Movement on and Around the Competition Floor

Athletes’ movement to and from the competition floor and between apparatus is controlled by the Announcer and Floor Managers and shall be carried out in an orderly, quiet manner. Specific sports may vary slightly but the principle of maintaining a well conducted event and caring for the interests of all competitors is the same for all.

Unless actually performing, athletes will remain seated and quiet. Some unobtrusive stretching or low-key activity may be allowed at the discretion of the Event Manager and Head Judge. Athletes who are back stage in a warm up area must ensure the competing athlete is not disturbed.

Once the competition has commenced athletes, coaches and judges are not permitted to leave the Competition Floor or warm up area without the express permission of the Event Manager, Floor Manager or Head Judge. Penalty for non-compliance will be according to the relevant rules and the TC.

1.7.3 Non-attendance

The name of any athlete, who has been entered but is unable to compete, must be given to the Head Scorer or Event Manager prior to the end of general warm up.

1.7.4 Spectator Contact

Athletes, coaches and judges are not permitted to have contact with spectators during a gymnastics competition.

Spectators are not permitted to be on the Competition Floor or Warm Up Area and may be asked to leave the venue if they venture into the competition or warm up area. Additional penalties may apply if parents are in these areas.

1.8 Hosting or Co-Presenting a GV Event All clubs are encouraged to apply to host or co-present a GV event. Applications must be submitted on the appropriate form to the GV office. The GV Events Department in conjunction with the relevant TC will process all applications.

The GV Events Department will liaise with all successful applicants to compile a Host Club Agreement that outlines venue hire, personnel and catering requirements in addition to the distribution and allocation of event related tasks.

Clubs that are successful in their application are required to:

Complete and sign an event agreement.

Provide the venue for exclusive hire on the set event dates.

Provide suitable and safe equipment for the level of competition.

Provide a suitable sound system.

Provide a suitable scoring system.

Provide suitable and healthy catering.

Provide adequate spectator seating.

Provide adequate spectator hospitality services.

Provide suitable bathroom and change room facilities.

Provide adequate event support staff.

Provide a Venue Manager for the duration of the event.

Provide first aid facilities.

Provide a smoke free environment.

1.8.1 Event Personnel Training Clubs that wish to train their members for event related positions are encouraged to contact the GV Events Department to arrange training.

2. Men’s Artistic Gymnastics *The Events Handbook should be read in conjunction with the Year Book

2.1.2 Competition Structure

Trial events are 1-day competitions. Trial events will serve as selection/qualification meets for one or more of the following:

There are no limitations on numbers of athletes entering Trial events.

2.2 Senior Victorian Championships 2.2.1 Levels

The Senior Victorian Championship event is the State competition for the following Levels: Men’s Level 4-10, following the Australian Levels Program (ALP). Men’s Junior and Senior International, following the International Code of Points (COP).

2.2.2 Competition Structure

The Senior Victorian Championships is a 1-day competition for Levels 4 – 6 (Competition may be two day event, at Gymnastics Victoria’s discretion, dependant on number of gymnasts that qualify).

The Senior Victorian Championships is a 2-day competition for Levels 7 – Senior International

Athletes will qualify to the event from Trial events.

2.2.3 General There is no requirement for gymnasts to gain their Level Award Test (LAT) prior to entering the Senior Victorian Championships. The Senior Victorian Championships can be used for gymnasts to gain their Level Award Test (LAT).

2.3 Junior Victorian Championships 2.3.1 Levels

The Junior Victorian Championship event is the State competitions for the following Levels: Men’s Level 1-2, following the Australian Levels Program (ALP).

2.3.2 Competition Structure Junior Victorian Championships Qualifiers is a 1-day competition.

There is no requirement for gymnasts to gain their Level Award Test (LAT) prior to entering the Junior Victorian Championships. The Junior Victorian Championships can be used for gymnasts to gain their Level Award Test (LAT).

3.2 Senior Victorian Championships 3.2.1 Levels

The Senior Victorian Championship event is the State competition for the following Levels: Women’s NL 7-10, following the Australian Levels Program (ALP). Women’s IL 6-10, following the International Levels Program (ILP). Women’s Junior and Senior International, following the International Code of Points

(COP).

3.2.2 Competition Structure The Senior Victorian Championships is a 1-day competition for NL 7-10. Athletes will qualify to the event in their Age Divisions, from Trial 2. The Senior Victorian Championships is a 2-day competition for IL 6-Senior:

IL 6-7 – Teams Day 1; All Around Day 1 + Day 2; Apparatus Day 2 IL 8-Senior – Teams Day 1; All Around Day 1; Apparatus Finals (top 8) Day 2.

NL 9 and 10 will be eligible to also compete in the National Levels Spectacular session during the Championships. Teams can be a combination of level 9 and 10 athletes competing on NL10 requirements. Team sizes as per table below.

If there are less than 16 in one age division, the other age divisions will be expanded to a maximum of 32 AA per Level.

One Reserve per level for All Around competition will be named. Individuals nominated as reserves at Finals may participate in the general warm up period. If a withdrawal takes place before the end of general warm up then the highest scoring reserve will be placed into the competition in the place of the withdrawn gymnast. If there are no withdrawals at the end of general warm up, reserves will not be required to continue with warm up and will not be permitted in the competition. No apparatus reserves will be named or will participate in Finals.

Teams – No age groups apply. That is, teams are formed across age groups.

The NCE may nominate “mixed teams” made up of athletes training in that program. Should a club wish to include an NCE athlete from their club in their own team, this is to be mutually agreed by both programs, and advised in writing to Gymnastics Victoria prior to the close of entries.

3.4.2 Competition Structure

3.4.2.1 State Pennant Athletes do not need to LAT prior to entry. It is expected that athletes have been suitably prepared in their club.

Two Regional Wildcard events will be run in conjunction with major Regional events. A club is deemed Regional if they are located greater than 100km (by road) from central Melbourne. Clubs located in the North-East and South-East Regions will be deemed “Eastern”, and Clubs located in the North-West and South-West Regions will be deemed “Western”. Exact designations will be published once the Regional consultation process is complete.

Teams qualifying to Finals will compete again at State Pennant Finals. Scores gained at the Qualifier or Wildcard do not carry through to Finals.

NL 1 – This is a circuit-based event, therefore there are no results and no qualification to Finals.

NL 2-3 – There will be up to two Regional Wildcard teams also qualifying to Finals (one Wildcard per level from each Region).

State Pennant is a team only event. Teams can have athletes of varying ages. Select the age division of the oldest team member to determine which division to enter. No scores will be shown. The emphasis is on enjoyment and team participation. It is important for coaches and judges to remember that this is a children’s event for the entry level to our sport. Taking these events “too seriously” is strongly discouraged.

If entering more than 1 team in the same division, each team is to be named (starting with a different letter of the alphabet) i.e. “Club Name Red”, e.g. “Fun Gym Green”.

Clubs with individuals are welcome to make up mixed teams with other clubs (but it is the clubs’ responsibility to do this). The two clubs wishing to combine must apply in writing to

the WAG TC, no later than two weeks prior to the set closing date. Clubs can only make up a mixed team with “individuals”, e.g. If you have three to five gymnasts they are considered a team and cannot join with individuals from another club. If you have one or two individuals then you can join with any one or two individuals from other club(s).

All potential Team substitutes must be indicated on the entry form (no payment needed, however substitute gymnasts’ full details are required)

Team makeup at the Qualifier is not required to be the same as the Team Finals format. Team substitutes must be substituted prior to the end of the apparatus warm up on the first competition rotation and only in the event of injury/illness - after this time no team changes can be made.

There are no limitations on numbers of teams entering the event.

If a team qualifies for Finals through winning the Wildcard qualifier they may still enter the State Pennant Qualifier. Non metro clubs may compete at either or both Wildcard events. If a team qualifies both at a Wildcard event and at a Qualifier, the qualification position will be transferred to the 7th place Metropolitan team.

Clubs may indicate a team reserve gymnast on their entry forms (no payment needed, however reserve gymnasts’ full details are required) and in the event of injury or sickness of a team member this reserve may compete in their place.

Junior Victorian Championships (Finals) is a 1-day competition for NL 4, and two 1-day competitions for NL5-6. This will be held in an Arena setting. The following titles will be awarded:

NL 4 – Team All Around and Team Apparatus NL 5-6 – Team All Around (Day 1), Individual All Around (Day 2), Apparatus (Day 2)

Team qualification:

For NL 4, team age divisions apply. For NL 5-6, no team age divisions apply. That is, teams are formed across age groups. Team makeup at the Qualifier is not required to be the same as the Team Finals

format. Team reserves must be substituted prior to the end of the apparatus warm up on the

first competition rotation and only in the event of injury/illness - after this time no team changes can be made.

4.3 Aussie All Stars 4.3.1 Levels

4.3.2 Competition Structure

The Aussie All Stars competition is a Victorian initiative designed to cater specifically for teams of rhythmic gymnasts. Each division is made up of composite teams with gymnasts across several levels. It is designed to encourage participation.

Aussie All Stars is a Team Competition, with 3 – 5 gymnasts per team. Each team must present a minimum of 9 routines and a maximum of 12. The top nine placings will contribute to the team score. The team score will be made up of points allocated to placings as follows: 1st place – 20 points, 2nd place – 19 points, 3rd place – 18 points …and so on to 20th place.

Gymnasts & coaches must be registered with the same club. An exception exists for clubs that have less than 3 gymnasts within a division. In this instance two clubs may combine to present a team OR Clubs would be allowed to make up a composite team if they have less than 3 gymnasts in one division, as long as no team is composed of more than 4 different levels. All composite teams will compete in the division of the highest level gymnast.

All gymnasts who are to compete must be named on the original entry form and in the division they are to compete. The apparatus being competed must be stated on the entry form.

Gymnasts must be 5 years old by January 1 in the year of competition. GV Events reserves the right to combine/delete categories/divisions in order to

ensure financial viability of the event.

4.3.3 Judges Judging shall be according to the ALP and FIG Manuals. (exception: Levels 1 & 2) The judging panels’ decision is final – there will be no protests. Aussie All Stars competitors are not eligible to judge at the

event. A judges meeting will be held prior to the competition.

4.3.4 Awards

Participation certificates will be presented to each gymnast competing in the event. Medals will be presented to the 1st, 2nd and 3rd placed teams (individual members to

receive) in each division. The apparatus champions in each level will be recognised. There will be no individual All Around medal.

The top nine placings will contribute to the team score. The team score will be made up of points allocated to placings as follows: 1st place – 20 points, 2nd place – 19 points, 3rd place – 18 points …and so on to 20th place

4.4.2 Competition Structure

There are no limitations on numbers of athletes entering Junior Victorian Championships & State Pennant events. Levels 1-2, State Pennant will be run as teams of individual gymnasts performing standing elements. State Pennant: A Pennant will be awarded to the Champion Club based on the team rankings in each division: 1st placed team = 6 pts, 2nd = 5 pts etc Levels 3-6 will be run as Individual gymnasts performing individual routines

4.4.3 General Optional Elements levels 5 & 6 open and junior The optional elements allowed in levels 5 & 6 may be selected to suit each gymnast, however the routine remains a club routine, using the same music and choreography (except for those particular difficulties). Example: the gymnast performs set element, dance steps, dynamic rotation, then comes an optional difficulty – a balance – every gymnast must at this point perform a balance, which may be either the same or different to the other gymnasts from that club. There is a limit of 0.3 for optional elements. All optional elements must be listed in the ALP.

If numbers permit, for Levels 3 & 4, those levels may be split into age groups and 2 competitors will compete on a half floor each, using separate judging panels. The corresponding age groups will be:

Level 3A – Maximum age 8 at 31 Dec Level 3 B – 9 and above Level 4A – Maximum age 9 at 31 Dec Level 4B – 10 and above

It is possible that only one – or neither - level would need to be split, it will depend on numbers. However, all coaches please note, you will need to ensure that routines for these levels are limited to half the floor area.

4.5.2 General The Senior Victorian Championships is the primary competition for Open, Sub-Junior, Junior and Senior Groups and Aesthetic Group Gymnastics and the venue where State Championship Groups are recognised. If groups in these categories wish to display their routines for the following year for judging analysis and competition practice they may do so, however, no medals will be awarded.

4.5.3 Pairs

The RG Technical Committee has decided to retain Pairs – both same apparatus and

mixed apparatus – as an addition to the nationally recognised Trios and Groups. However, divisions for pairs will be based on levels rather than ages, as stated in the ALP for Trios and Groups. All other requirements will remain the same as the corresponding Category number (above) – body difficulties, dance steps, collaborations, time, dynamic elements, etc except formations.

Division 1 may only perform FX and same apparatus routines. Divisions 2, 3 & 4 may only perform same or mixed apparatus routines. The Technical Committee reserves the right to combine/delete

categories/divisions in order to ensure financial viability of the event. This may mean that a gymnast competes “against herself” if performing in both Same and Mixed apparatus.

Gymnasts may compete in more than one division/category of pairs (depending on level restrictions – gymnast may compete in a division higher than their current level but not lower).

Club Champion Award:

The Acrobatic Gymnastics Club Champion award will be given to the club with the highest average routine score from those groups which competed all appropriate routines for their level. Ties in the Club Champion award will be broken by means of the highest routine score.

State Pennant: The State Pennant is a club based award across all three levels. Each club’s score for this award is calculated by adding the 6 highest routine scores and 0.01 times all the remaining routine scores together. The club with the highest total is awarded the State Pennant.
