    Working conditions and job-sta-bility of temporary workers in spe-cialized industries such as culture,arts and sports have turned out to bevery poor. The National HumanRights Commission (NHRC) releaseda survey result of 325 people inthose industries conducted by the ForOccupational & EnvironmentalHealth. Some occupations includebroadcast crews, film staff, or schoolsports coaches.

    According to the results, 55.6% ofbroadcast crews reported that theyreceived monthly salaries of less than

    1.5 million won ($1,300). Most ofthem work in the form of indirectemployment, in which they have acontract as dispatch or sub-contractworker with terrestrial broadcastingcompanies. 21.3% of the respondentsreplied that they work 61 hours perweek exceeding the work amountallowed by labor laws (52 hours perweek) and 22.1% said they workedall night long at least once a week.Also, 40% of them said to haveexperienced their rights ignored and35% said to have received abusivelanguage from broadcasting compa-

    nies or producing companies, otherthan their employers.

    Laborers in the film industry havereceived an average of 738 thousandwon monthly. The film industry hasbeen continuously criticized forpractices where investors and dis-tributors demand laborers workintensively, yet they are not paid ontime. This level of low wages is dueto the fact that those who areemployed for each piece of filmcome back out of employment afterthe films completion. Moreover, outof 72 interviewed in the film industry,

    38 said to have experienced delayedpayment of salary up to 5.2 millionwon ($4600).

    In addition, school coaches are allunder one year base contracts withthe city and provincial educationboards in accordance with boardpolicy. Accordingly, coaches can befired if they do not have record ofreceiving an award during nationallevel competitions or youth athleticcompetitions. These coaches receivean average monthly salary of 1.5million won ($1300).

    Pendant le nettoyage de mon

    bureau, jai trouv quelques photos

    du voyage familial en Gaspsie de

    lt dernier. En les regardant, je me

    suis rappel un petit incident qui me

    fait sourire encore.

    Sur lautoroute vers la Gaspsie,

    jai vu beaucoup de panneaux avertis-

    sant lapparition soudaine des orig-

    naux. Un orignal est un grand animal

    dont la hauteur lpaule peut

    dpasser 2 mtres et il peut atteindre

    700kg de poids; si une voiture frappe

    un grand orignal mle, ses bois qui

    peuvent dpasser 1,60 m de largeur et

    20 kg de poids cogneraient directe-

    ment le pare-brise et ce sera fatal

    pour le conducteur.

    Au bout de 10 heures de routes et

    mille panneaux dorignal, on est

    finalement arriv la ville de Gasp

    pour faire la course avant de com-

    mencer 4 jours de camping. Dans le

    supermarch, jai t assez tonn de

    voir une grande annonce dans un coin

    : Rabais 40% Saucisse Orignale 2

    paquets par client seulement. Je me

    suis dit : Il y a tant dorignaux en

    Gaspsie quon fait des saucisses

    lorignal. Bon, je nen ai jamais got

    de ma vie, alors pourquoi pas?

    Ce soir-l, on a fait un bon feu

    pour faire cuir ces saucisses et l, jai

    t encore vachement tonn:

    Contrairement au recto, le verso du

    paquet de saucisse tait marqu

    Saucisse Originale. Donc, ces

    saucisses ne contenaient aucun

    Orignal et ctait tout simplement une

    erreur dorthographie de ltiquette

    (Originale Orignale)! Au super-

    march, jtais trop aveugle de dsire

    de goter de lorignal pour compren-

    dre ce que je voyais.

    Da Vinci Code, les aveugles sont

    ceux qui ne voient que ce qu'ils veu-

    lent voir. Un proverbe arabe nous

    prvient que les yeux sont inutiles

    un cerveau aveugle alors quun dic-

    ton franais nous rpte quil n'est

    pire aveugle que celui qui ne veut pas

    voir, il n'est pire sourd que celui qui

    ne veut pas entendre.

    Ces jours-ci, les mots aveugle,

    sourd sont jugs dnigrants len-

    droit des personnes handicapes,

    donc, ils sont viter. Lhumoriste

    franais Guy Bedos a fait une blague

    ce sujet: Pour les aveugles, on dit

    non-voyant, pour les sourds, non-

    entendant, et pour les cons, non-com-

    prenant.

    Une nouvelle anne nous frappe la

    porte. En 2012, soyons moins non-

    voyant et non-entendant; tchons de

    voir et entendre un peu plus souvent

    ce quon ne veut pas voir et entendre.

    Soyons juste un peu plus gnreux

    envers les autres.

    The Kaesong Industrial Complex, a

    symbol of inter-Korean economic part-

    nership, remains unfazed after the

    death of North Korean leader Kim

    Jong-il.

    Other than the halting of operations

    at some companies Monday afternoon

    due to agitation among North Korean

    workers following news of the death,

    normal operations have continued for

    the past three days.

    "North Korea is providing active

    assistance for us to carry out normal

    operations and to say nothing of the

    South Korean government," said Ok

    Sung-seok, vice chairman of the

    Corporate Association of Kaesong

    Industrial Complex, an organization of

    tenant businesses in the complex.

    In addition to its status as the last

    remaining symbol of economic cooper-

    ation between the Koreas, the hale and

    hearty state of the complex is attributa-

    ble to the considerable benefits it

    brings both countries. For Pyongyang,

    it is an important means of earning for-

    eign currency. Based on an average

    monthly pay of $100 to $115 for the

    roughly 48,200 North Korean workers

    at the complex, the country's yearly

    earnings for personnel are estimated at

    some $50 million to $60 million.

    Cho Bong-hyun, an analyst at the

    IBK Economic Research Institute, said

    net earnings after expenses amount to

    about $200 million of the $1.5 billion

    won in North Korean exports each year.

    "The earnings at the Kaesong

    Complex are too high for the North

    Korean economy to ignore, amounting

    to fully one-quarter of its earnings

    through exports," Cho said.

    The complex also contributes sub-

    stantially to providing jobs. The popu-

    lation of Kaesong is estimated at

    around 200 thousand workers, with a

    productive population of about 150

    thousand people aged 20 to 50. With

    some 48,200 of them working at the

    complex, each family has on average

    one member employed there. The abili-

    ty to learn production techniques, man-

    agement skills and benefit by the

    intense interest showed in the complex

    by Kim Jong-il were also cited as fac-

    tors in the value accorded to it by

    Pyongyang.

    The president of one tenant business

    said, "I've often heard from North

    Korean representatives that they have

    to make it succeed because it was cre-

    ated by Kim Jong-il."

    For South Korea, the complex is a

    crucial means of sustaining inter-

    Korean relations. News of normal oper-

    ations there has led to reduced percep-

    tions of risk on the Korean Peninsula

    for the outside. It is also providing an

    important avenue for marginalized

    domestic SMEs to establish competi-

    tiveness. Currently, there are 123 tenant

    businesses, with five to six thousand

    companies supplying them with raw

    and subsidiary materials.

    The Kaesong Complex has a major

    advantage over China and Southeast

    Asia in terms of its costs, including

    personnel and distribution. According

    to data from a Korea Small Business

    Institute analysis, the $115 per capital

    monthly wages for employees there are

    far lower than in competitor regions,

    including the $368 to $460 paid in

    Qingdao, China, and the $151 to $164

    paid at the Tan Thuan industrial park in

    Vietnam.

    In distribution terms, a round trip to

    Kaesong can be completed in two days,

    compared to several days for Qingdao.

    Analysts said these factors have

    helped South Korean shoe and sewing

    businesses to reestablish some degree

    of competitiveness. Ok Sung-seok, the

    head of Nine Mode, a tenant company

    since 2007, said, "Had it not been for

    the Kaesong Complex, we would have

    already gone into China or Southeast

    Asia."

    "Since we get all our raw and sub-

    sidiary materials from South Korea,

    there's a major ripple effect from the

    Kaesong Complex for the South

    Korean economy," Ok explained.

    The trend is visible in the increasing

    scale of production and work force.

    Since 2005, production there has risen

    by fully 22 times from $14.91 million

    to $335.13 million for January to

    October of this year. Over the same

    period, the number of North Korean

    workers rose eightfold from 6,013 to

    48,206.

    Even after last year's May 24 meas-

    ures restricting inter-Korean exchange

    in the wake of the Cheonan sinking,

    production rose by a monthly average

    of over 20%, and the number of work-

    ers by some 11%.

    Nowadays, there is a kind of slang used by Internet and mobile users that haspopularized widely.     had some fish cake left over aftercooking Ddeokbokki the other day.

    It is quite a common side dish inKorea but I havent cooked this waybefore. Though it turned out muchbetter than I expected.

    Ingredients for 2 people(expected preparation time :7

    minutes, cooking time :5 minutes)

    Square fish cake 2 sheetseomukfry ingredients

    1/4 each of a red capsicum and ayellow capsicum

    1/2 an onion1/4 a carrot1/5 a zucchiniSome olive oil

    -Seasoning sauce (mix thesetogether in a bowl):

    Soy sauce -1 tbspCorn syrup -1 tbspRefined rice wine -1 tsp1 small size squashed garlicSesame oil 1 tsp

    -PreparationThin slice all the vegetables.Parboil the fish cake (for my hus-

    band, that means boil it very briefly).(To get rid of its oil

    Thin slice the fish cake.

    -CookingPre heat the wok for about 20

    seconds.Put some olive oil into the wok.Add all the vegetables (except

    capsicums)Stir it for about 3 minutes.Add capsicums and fish cake.

    Stir it for about 2 minutes.Add the seasoning sauce and stir it

    for about 1 minute.Serve it on the plate.

    Tips :I add some rice next to this dish

    and add some tomato sauce(ketchup)

    It turned out to be a good, quick,and simple meal.
