Updates From Around the Village
Capital Improvement Plan (CIP): On August 17th the Village Board adopted the 2018-
2022 CIP. The CIP is a list of the major expenditures the Village expects to save for or
spend money on over the next five (5) years. Roads are the single largest expenditures in
our annual CIP and budget . Next year, the Village intends to pave Mayfield Road from Pioneer Road south to Pleasant Hill Road and Monches Road from STH 164 to Plat Road.
The cost of each one (1) mile stretch of road is approximately $355,000. As a part of this
Plan, we also intend to save $212,000 towards the purchase of new vehicles in our fleet.
Rather than borrow money to pay for plow trucks, patrol trucks, etc. we save an equal share of the vehicle’s cost for each year of its expected lifespan. This fiscally responsible
approach assures that when vehicles come due or unexpected major mechanical failures
occur, that we have the capital to pay for them.
DPW Building: The Village recently signed an agreement for masonry repairs, the
installation of control joints to help with building movement, and the exterior painting of the Village’s DPW Building. The building, constructed 19 years ago at a cost of
approximately $600,000, has had limited masonry work preformed on it over the years
and still has its original coat of blue paint on it. Repairs such as this are necessary to
extend the life of this vital Village facility.
Address Markers: On October 19th, the Board will continue their discussion on Village-
wide address markers. During the month of August Trustees took up a request from the
Richfield Volunteer Fire Company’s (RVFC) Board of Directors to consider the erection of
these markers on properties throughout our community. The reasons cited by the RVFC
are related to resident safety. Safety over insufficient mailbox markings, multiple mailbox groupings in residential subdivisions, non-sequential house numbering in some
parts of the Village, shared driveway access points, and most importantly, increased
efficiency and a reduction on emergency response times. In 2016, the RVFC responded to
466 EMS calls and 121 fire calls.
PASER Results: The Village’s engineer completed its biennial review of the condition of our 146 miles of road. Each segment of roadway is rated on a scale of 1-10, with 10 being
classified as a newly constructed road. The results of the study showed approximately 40
miles rated a 5 or worse needing repair and 46 miles rated at a 6, which is considered “Fair”. The Village Board referred these results to the CIP Subcommittee for review and
analyzation.
Passing of former Town Chairman John Kohl: On August 16th, our community lost one
of its proverbial icons. Next month the Village Board will be considering a resolution
honoring his life and service to the community.
Richfield Days: Thank you to the men and women who helped organize and volunteer
their time and talents to make Richfield Days a huge success this year!

Public Works Thinks Fall
Winter will be here in no time and the Department of Public Works is already getting prepared! Currently, our Shop Foreman is
checking plow trucks, installing wings and salters that have been removed for summer hauling and ensuring all equipment
operates correctly. This work coincides with the day-to-day issues that pop-up. Regular maintenance such as oil changes and
other general repairs to the fleet as well as the unexpected breakdowns that occur, keep the shop busy every day!
Our Highway Crew has been busy with multiple projects such as ditch cleaning in areas that, over the years, have filled-in which
has reduced flow of storm water in the ditch line. Several new cross culverts have also been installed along with continued
shoulder work. Additionally, our Public Works team is in the process of coordinating with the Washington County Highway
Department for crack sealing and to asphalt some areas too large for our staff to address alone. By working with the Washington
County Highway Department, we can accomplish more results while maintaining our limited road budget. We are truly grateful
for all the assistance the County has provided.
Although the summer season is winding down, our Parks System continues to stay very busy! Fall baseball and soccer have
begun, requiring weekly field prep and painting. Grading of the trails at Heritage Park was recently completed, as well as the
installation of a small access trail from the new parking lot off Hubertus Road. Soon we
will be shutting down the restrooms and concession stands for the winter. Tree
trimming and general repairs to park features such as tables and benches will be
addressed as well.
The Transfer Station has been extremely busy all summer long! I can only assume that
this volume of use will continue into the fall months. Beginning October 9th, the
Transfer Station will be open for leaf drop-off. Residents can come during normal
business hours (7am to 3pm) Monday through Friday and during normal scheduled
days of operation for the Transfer Station to dispose of leaves. This drop-off is for
LEAVES ONLY and not for brush or woody materials. Leaf drop-off will end November
11th. There is no fee for dropping off leaves during this time. All other fees for disposal
remain the same.
As we have done in years past, we will be providing laths for marking the edge of
roadways during the winter months. These laths are available for all residents to use on
the road right-of-way to help our plow operators navigate the roadway when visibility
is reduced. If a resident chooses to install these laths along their property line we ask
that they be installed a minimum of 24” from the edge of pavement. When installed
right at the edge of the pavement there is no area for snow storage, causing the plow
operator to either plow over the lath or jogging away from it, possibly damaging the
shoulder on the opposite side of the roadway. These laths will be available beginning
late October.

The Richfield Volunteer Fire Company is hosting its annual Fire Prevention Kick-Off event
on Friday, October 6th. Festivities will take place at Station No. 2, located at 4166
Hubertus Road. Events will include a display of fire trucks and emergency equipment,
tours of the Survive Alive Trailer, fire extinguisher training, fire-hose spraying, viewing of

Washington County Clean Sweep - October
Saturday, October 7th is the next opportunity for Washington County residents to dispose of various items that are
customarily difficult to get rid of. Items that can be disposed of include but are not limited to: unwanted hazardous
chemicals, electronic goods, medications, used tires, large household appliances, and televisions.
The event will take place at the West Bend Highway Shop, located at 900 Lang Street, West Bend, WI. Hours for the event
are from 8:00AM-12:00PM. Residents can either register online at https://washcoparks.com or mail form below. Cost to
residents is a $30 per vehicle as a pre-registration fee. There is limited participation for disposal of hazardous waste,
electronics, televisions, and household appliances. The $30 registration fee does not apply to tires, which will have a
disposal charge, per tire. For residents interested in registering right away, please fill out the form below, along with a
check for $30, and mail to the Washington County Planning and Parks Department, Land and Water Conservation Division.

Gun Use: Village Ordinances to Be Aware of During Hunting Season
Chapter 275: Peace and Good Order, Article II. Firearms of the Richfield Village Code addresses those items directly related
to the discharge of weapons in the Village. We get numerous questions about gun use in the Village at this time of year,
it’s important to review the rules and regulations put in place by both the Village and State so you know how to keep
yourselves and your neighbors safe!
§ 275-12 Discharge of weapons regulated and statutes incorporated
A. The purpose of the regulations of this subsection is to protect the public health and safety.
B. Adoption of statutes.
1. The following Wisconsin State statutory provisions describing and defining the regulations of firearms and
dangerous weapons, exclusive of any provisions therein relating to penalties to be imposed, are adopted by
reference and made a part of this section as if fully set forth
§ 167.30 Use of firearms, etc., near park, etc.
§ 167.31 Safe use and transportation of firearms and bows
§ 175.35 Waiting period for purchase of handguns
§ 175.60 License to carry concealed weapon
2. This subsection is intended to be as restrictive as the foregoing Wisconsin State Statutes. In the event the
Wisconsin State Statute sections described above are amended or renumbered or otherwise revised, the
amended, renumbered or revised Wisconsin State Statutes are incorporated herein and shall control.
C. It shall be unlawful for any person to discharge any firearm or other dangerous weapon within the boundaries of the
Village in a careless and heedless manner and in willful and wanted disregard for the rights and safety of others, or
without due caution, or in a manner so as to endanger or be likely to endanger property or any person.
D. It shall be unlawful for any person other than a law enforcement officer in the performance of official duties to use or
discharge a firearm or other dangerous weapon:
1. Within 500 feet of a building devoted to human occupancy without the permission of the owner or occupant.
The term "building," as used in this subsection, shall not include a house trailer, mobile home, tent, bus, truck,
vehicle or similar portable unit.
2. Within a distance of 200 feet from the center line of any highway or road surfaced with concrete or blacktop.
3. Within any Village park or other land owned by the Village.
4. Within any publicly owned land except as expressly allowed and duly authorized by state law.
E. In no case shall a firearm or other dangerous weapon be discharged in a direction that could result in the projectile
landing on or flying over any adjacent property unless the owner of such adjacent property has given written
permission to do so.
F. The provisions of this section which regulate the location of the discharge of a firearm or other dangerous weapon shall
not apply to the discharge of firearms or other dangerous weapons within shooting ranges that are properly permitted
pursuant to Chapter 143 of this Code, provided the discharge is conducted fully in compliance with the conditions of
the permit, the rules of the shooting range, and other applicable laws.
G. It shall be unlawful for any person to discharge a rimfire rifle larger than .22 caliber or any center-fire rifle .22 caliber or
larger anywhere within the boundaries of the Village.

School Consolidation
The Friess Lake School District School Board passed a
resolution to consolidate with the Richfield Joint School District
No. 1 at their Board meeting held on July 18th.
Likewise, on July 24th, the Richfield Joint School District No. 1
School Board adopted the same resolution, in order to
consolidate with the Friess Lake School District.
This decision to consolidate the schools was made after careful
consideration and much input from community members. Both
School Boards feel that the community’s students will be better
served if the Friess Lake and Richfield School Districts join
forces as a unified system. Both districts, and the Richfield
community, have a history of supporting the interests and
needs of our students. In establishing this new district, both
Boards have committed to work tirelessly to ensure that new
traditions of excellence are created.
Though consolidation will mean significant changes for the
2018/19 school year, we are working hard to make everything
flow as seamlessly as possible. Parents and students in both
original districts should not expect an interruption in services
this year. Each administration team has been careful in their
planning and consideration for the upcoming school year, so
that “business” will carry on as usual. As teachers, board
members, and administrators ring-in the 2017/18 school year,
preliminary plans for a newly consolidated school district will
enter phase one (1) of planning. The public is encouraged to
contact either District or school board members with any
questions, comments, or concerns.

Host a “Town Hall” in Richfield
Congressman Jim Sensenbrenner will be hosting a
“Town Hall” meeting for his constituents in the Lower
Level Board Room of Village Hall, located at 4128
Hubertus Road. The meeting will be on Saturday,
October 28th and is slated to begin at 9:00AM.
Congressman Sensenbrenner represents the 5th
Congressional District in Wisconsin which includes
portions of Milwaukee, Dodge, and Waukesha Counties,
and all of Washington and Jefferson County,
respectively. Congressman Sensenbrenner has served
the 5th District for over 30 years. Currently, the
Congressman serves on the Judiciary and Foreign Affairs
Committees in Washington D.C., along with several
other subcommittees.

Richfield Historical Society Update
Many people, when they hear the words Historical Society, think of something stuffy. However, the Richfield Historical Society
(RHS) partakes in various interesting activities such as: helping to manage the Richfield Historical Park, preserve, restore and
reconstruct various historical buildings in the Park, provide tours and educational opportunities for students and residents, offer
projects for Eagle Scouts and Girl Scouts, and host fundraising events!
RHS has an agreement with the Village to manage the Richfield Historical Park which is joined with the Nature Park. This means
the actual Village “costs” to maintain the Historical Park are very minimal. While the Village owns all park buildings, over the years
RHS has funded the restoration of the west, north and east walls of the Messer/Mayer Mill (photographed below). Most recently
RHS and Village of Richfield awarded a bid to C.G. Schmidt to restore the south wall. RHS will again totally fund the mill
restoration project. As the property owner, the Village managed the bids but will now use monies donated by RHS to pay the cost
of the final exterior renovations.
At the July Village Board Meeting, it was
noted cost for reconstruction will be
$337,392.00, an amount that has been
funded through profits from RHS events
and generous donors. In addition to
financial donations, RHS has a treasure
trove of volunteers. From January 2017
through June of this year, there have been
6,400 volunteer hours logged. Many of
those volunteer hours have been lovingly
spent preserving historic buildings in the
Pioneer Homestead, located on the south
end of the Park near the Motz Log Cabin
and the Messer Log Barn. Both buildings
were dismantled, transported and
reconstructed in the park. The Lillicrapp
Welcome Center is a restored historic
home, located on the north end of the park,
and had originally been home to a family on
Amy Belle Lake.
The second area of the Richfield Historical
Park is the Timber Frame area with a
granary and maple sugar shack. These
structures are located on the south end of
the Historical Park.
New this year is the Blacksmith Shop
located across from the Sugar Shack. RHS
volunteers spent over 500 hours
dismantling the building and over 5,000
hours reassembling the structure!
Eagle Scouts have donated various projects
to the Park such as the Sugar Shack, the
Little Libraries and various benches for
visitors to utilize. The Girl Scouts have
constructed the bridge over the raceway
which provides a convenient walkway
between the Mill House and the Lillicrapp
Welcome Center, and what a phenomenal
job they all did! Stop in and check out the
Scouts’ handiwork throughout the Park.

Recycling/Transfer Station
The Transfer Station and Recycling Center are open from 7AM-1PM every first and third Saturdays of each month and the
second and fourth Thursdays of summer months from 6PM-8PM, ending November 9th and continuing again in spring.
Both disposal areas are located at 1345 Hillside Road, just west of the Village’s DPW Building.
