1 At 9:30 a.m. the Board held a public hearing on the Amended and Restated
TIF Plan (Margaritaville Project). After finding that no public comments were
received, the Board adopted a RESOLUTION approving the adoption and
implementation of the Tax Increment Financing plan, traffic flow and
thoroughfare improvement plan project, Harrison County, Mississippi,
November 1997, as amended, August 1999, as amended and restated, June
2011, as amended and restated, March 2012.
[The city of Biloxi will pledge 50% of state tax rebate for this project.]
A motion was made by Supervisor Swetman III seconded by Supervisor
Ladner, that this Resolution be ADOPTED by the following vote:

2 ORDER declaring the intention of the Harrison County Board of Supervisors
to enter into a loan agreement with the Mississippi Development Authority in
an amount not to exceed $1,000,000.00 for the purpose of completing capital
improvements identified as the installation of water system for West Harrison
Water and Sewer District and authorizing the Clerk of the Board to publish a
public notice therefor.
[Virgil Gillespie, Esq., stated that this project will provide a water distribution line to
serve 186 households in Delisle. The West Harrison Water and Sewer District will
repay the loan.]

3 ORDER authorizing preparation and submittal of an application for CBBG
funds from the Mississippi Development Authority.

4 ORDER approving the proposal from the Gulfport Department of Economic
and Urban Development for process and utilization of eligible HOME funds for
the Harrison County down payment assistance program.
[Any administration or legal costs associated with the HOME program will be paid from
said fund. The city of Gulfport will check with HUD whether Pass Christian, Long
Beach and D'Iberville can be included in the HOME program.]

5 The Board received comments regarding the impact of Section 42 housing on
their respective sectors from Clay Easterling with the Homebuilders'
Association of the Mississippi Gulf Coast, Fred Swan representing merchants
and Greg Smith representing landlords. After full discussion, the Board
adopted an ORDER placing a moratorium on "Section 42" housing in the
unincorporated areas of the county.

a) The time worked by part-time or temporary employees would count toward
the 6 month waiting period should the employee move to regular full time
status.
b) CT Scans, MRIs, and PET scans scheduled through One Call Medical are
payable at 100% after calendar year deductible.

100% if network provider is used.

40 The Sheriff reported that 938 persons are currently housed in the Harrison
County Jail Facilities; these numbers include 105 misdemeanors and 123
females. Fifty-four persons are on the OTU program. He also reported that
today, Stone County should approve the contract for housing Gulfport's
sentenced misdemeanors.

41 ORDER authorizing the transfer of six double wide trailers (12 titles of
transfer, two individual trailers combined to make one mobile home) to the
Harrison County Sheriff's Office from the Department of Public Safety, and
