WHEREAS, because KIUC and the County share similar goals in reducing the use of fossil fuels, reducing carbon based emissions, and lowering the overall cost of energy for the citizens of Kauai, an opportunity exists for the parties hereto to explore alternative rate structures, collaborate on transactions, and share technical and engineering resources in order to maximize benefits for the shared constituencies of both parties.

Reduced maintenance • Reduced burn time/dimming • Better illumination and control Challenges: • Getting the standards right • Getting the RFP right • Getting the price right • Getting the tariff right …or close enough

Current cost of County Street Lights to Island residents

Possible CapX: • Fixtures at $200-$400 ea. • Controls at $100-$300 ea. • Install costs? • At $500/fixture = 2800 x $500 = $1.4m • At $700/fixture = $1.96m • At $900/fixture = $2.52m

Possible Annual Savings: • Reduce kWh 50% = ($390k) • Reduce maint. = ($150k)

Electric Vehicles & Fleet Efficiency Moving forward with EV’s • Using LEAF’s in ‘Green Motor Pool’ Pilot • Working with KIUC on charging network • Support an ‘EV charging rate’ from KIUC

Planning an expanded motor pool: • Reduce # of vehicles in fleet • Increase usage of each vehicle • Increase average vehicle efficiency • Specific targets & details TBD

Electric Vehicles are an important long term piece of a much bigger effort to transform the transportation sector. They are also important to provide load growth for our utility cooperative.

• EV Rental Mandate – Should we consider a rental car policy that requires employees of State and County to rent EV’s when they are available ? (provides a backstop for rental car companies to promote EV adoption in rental fleets) – Reduces fuel costs – Possibly reduces parking costs (short term only) – Increases EV adoption – Assures early market for vehicles – Exposes potential EV buyers to product

Energy & Utility Data • Electric utility data fully

uploaded summer of ’13

• Data is in monthly intervals lags by 2 months + (billing data)

• Energy use ‘creeps’ up every year without intervention

• Departmental energy planning in early stages

• Important to provide tools to allow broader engagement at Department level

• Planning for continuous improvement in tools and data quality

• Implementing this (imperfect) system was important 1st step

What we have: 1. A lot of methane (more than 2x what

we currently use in our fleet) 2. A lot of trucks and busses 3. A large annual vehicle fuel bill 4. An expectation that our fleet fuel

demand will grown significantly

What we need: 1. A backup supply of gas! 2. More trucks and busses using CNG now 3. A CNG fueling station
