Adopted the 2000-edition of the Life Safety Code (LSC), NFPA 101.No “grandfather clauses”; eliminates references to all earlier editions.Effective Date: March 11, 2003Compliance Date: September 11, 2003All Medicare & Medicaid participating facilities become 2000-existing, (Chapter19).

Roller Latches

The Federal Register has not adopted 19.3.6.3.2 Exception 2, “Existing roller latches demonstrated to keep the door closed against a force of 5 lbf shall be permitted to be kept in service.” CMS is giving a 3-year phase in period for this

requirement.

2001 Health Care Facilities Fire Safety Rules does not allow roller latches, so this requirement should already be met by Michigan facilities.

Emergency Lighting

2000 LSC, 7.9.2.1, requires 1½ hours capacity. CMS is giving a 3-year phase in period

for this requirement.

1997 LSC requires 1½ hours, so this requirement should already be met by Michigan facilities.

Protection of Vertical Openings

2001 Health Care Facilities Fire Safety Rules only require ½-hour separation for existing.

2000 LSC, 19.3.1.1, requires 1-hour separation for existing.

What effect does the 2000 Life Safety Code have?

Many requirements of the 2000 LSC are also requirements in the 1997 LSC. In many instances, facilities should already be in compliance with certain requirements. In some areas the 2001 Health Care Facilities Fire Safety Rules (that adopts the 1997 LSC) may be more restrictive than the 2000 LSC. To maintain their state license facilities will be required to meet the 2001 Health Care Facilities Fire Safety Rules.

Door Locking

2000 LSC, 18/19.2.2.2.4, Exception 1“Door-locking arrangements without delayed egress shall be permitted in health care occupancies, or portions of health care occupancies, where the clinical needs of the patients require specialized security measures for their safety, provided that staff can readily unlock such doors at all times.”

After the occurrence of a fire that results in personal injury or loss of life or property, the administrative authority of a health care facility shall immediately notify the local fire department of all details of the fire.

Fire Watch

9.6.1.8 & 9.7.6.1, Where a required fire alarm system or sprinkler system is out of service for more than 4-hours in a 24-hour period, the AHJ shall be notified and the building shall be evacuated or an approved fire watch shall be provided for all parties left unprotected by the shutdown until the fire alarm or sprinkler system has been returned to service.

Alcohol-Based Hand Cleaner Dispensers

These dispensers may not be mounted on egress corridor walls.The dispensers may be mounted in rooms or suites of rooms.Storage is prohibited in corridors including medication carts that are not in use.
