CONCEPT

On the occasion of the Annual Meetings organized by the World Bank and the International Monetary Fund, the Parliamentary Network offers MPs the opportunity to engage with both institutions during a dedicated High-level Parliamentary Meeting.

In the context of an ambitious global development agenda, the high-level parliamentary meeting at the Annual Meetings plays a critical role in building political will to ensure that both development programs and the Sustainable Development Goals (SDGs) are attained, while encouraging country ownership and government accountability. All sessions will provide concrete examples and actions parliamentarians can take to achieve the goals and challenges discussed which will culminate in a concrete outcome document from the event.

This year’s meeting features a special focus on Investing in Human Capital. Investments in human capital are central to development, delivering substantial individual and aggregate economic benefits. Studies have shown that investing in young people and women can be particularly beneficial for economic growth and social cohesion. The sessions of this year’s event will discuss more closely how legislators can support human capital investments in their countries in areas such as youth, gender and governance, as well as the new Human Capital Index of the World Bank.

About 60 MPs from more than 25 countries are expected to attend the high-level meeting organized by the Parliamentary Network and the Parliament of Indonesia, in collaboration with the World Bank and IMF. This year’s edition will have a special focus on Asia with concrete examples of development success stories from the region, as well as the launch on the Parliamentary Network’s Asia Chapter planned on 9 October 2018.

Corruption presents a major challenge to achieving both development goals and prosperous global economy. Corruption is a major obstacle to attaining the Sustainable Development Goals, weakening governments’ ability to tax, and distorting spending away from valuable investments in areas like health, education, and renewable energy, and toward wasteful projects with short-term payoffs. More broadly, economic activity is harmed by corruption—with corruption operating as a strong disincentive to foreign investment, and being linked to inequality and the loss of trust by citizens. Parliaments across the world have a special responsibility for combatting corruption in all its forms, especially in public life, but increasingly in the wider economy as well. Earlier this year, the IMF unveiled a new framework for engaging with countries on corruption and governance issues, intending to ensure that these issues are dealt with “systematically, effectively, candidly, and in a manner that respects uniformity of treatment.” The World Bank Group continues to work at the country, regional and global level to build transparent and accountable institutions and design and implement anticorruption programs, focusing on helping both state and non-state actors establish the competencies they need to implement policies and practices that improve results and build public integrity.

As the Indonesian example shows, creating sufficient jobs for its young and growing population and reaping the benefits of the demographic dividend requires higher sustainable and inclusive growth and economic diversification. This is the case for many countries in the region that currently face challenges in employing their young population. At the same time, anxieties about the adverse impact of new technologies on jobs and incomes have re-emerged. The latest wave of technological innovation has come at a time of slow wage growth, particularly for low-skilled, often young, workers. Looking forward, new technological advances, like automation, may be even more disruptive. As robots get more productive, more tasks in the future could be performed by a combination of machines and artificial intelligence instead of people. The IMF’s latest research shows that investment in human capital is key to allow low-skilled workers reap the gains of technological change. The World Bank will be publishing its flagship World Development Report (WDR) on the “The Changing Nature of Work”, which will look at technological improvements in relation to overall living standards, and how we need to reorganize our social contract through investments in human capital to ensure that the changes are least disruptive and do not exasperate rising inequality.

14:45 - 16:00 WOMEN’S PARTICIPATION IN ECONOMIC GROWTH

Closing gaps in all aspects between men and women globally will lead to stronger impact in tackling poverty and boost inclusive and sustainable economic growth for all. In particular, the session will look at how differences in earnings affect counties’ economic wellbeing. A recent study by the World Bank found that globally, countries are losing $160 trillion in wealth because of differences in lifetime earnings between women and men. This amounts to an average of $23,620 for each person in the 141 countries studied by the World Bank Group. The IMF’s research shows that closing gender gaps will result in greater stability and a positive fiscal and budgetary impact on client countries: raising female labor force participation rates to male levels could boost gross domestic product by 5% in the US, 9% in Japan, and 27% in India. The discussion will also complement the World Bank and IMF efforts in exercising their Gender Strategy at various levels.

At the 2017 Annual Meetings, the World Bank Group announced the Human Capital Project (HCP), envisioned as a program of advocacy and analytical work to raise awareness of the importance of human capital and to increase demand for interventions to build human capital in client countries. The index will be launched during the 2018 Annual Meetings. The IMF targets its work in this area by working with countries to strengthen the capacity of officials at finance ministries and central banks through hands-on advice, training, and peer-to-peer learning. This session will look at how legislators can use the Human Capital Project and Index for improvement country by country. It will focus especially on to what they can do at the national level to systematically invest in their people to compete in the economy of the future.

THE INDONESIAN PARLIAMENT

Overview: The People’s Consultative Assembly of the Republic of Indonesia (MPR) is the bicameral legislative branch in Indonesia’s political system. It is comprised of the People’s Representative Council (DPR), translatable as the House of Representatives, and the Regional Representative Council, or the House of Regions. The former is made up of 560 members and its three main functions are legislative, budgeting, and oversight. There are representatives from 10 political parties, with the center-left Indonesian Democratic Party of Struggle (PDI-P) holding the most seats (109). In the government coalition, along with the PDI-P the right-wing Golkar party holds 91 seats, while the Islam-based National Mandate Party (PAN) holds 48, followed by the PKB (47), PPP (39), Nasdem (36), and finally Hanura (16). The opposition coalition is formed of the right-wing Gerindra Party, with 73 seats, and the PKS party holding 40 seats. Finally, the unaligned centrist Demokrat party holds 61 seats. The House of Regions is formed of 132 seats. Its authority is limited to areas related to regional governments, and it can only propose and give advice on bills to the People’s Representative Council, thus it has no direct law-making power. In 2012, women made up 18% of national parliament representatives.

Main bills passed: Under the 1945 Constitution, several legislations were enacted to develop the national legal system, such as the Basic Agrarian Law of 1960, unifying the substantive Adat and codified civil law concerning land law into one system. Other examples are Law No. 8 of 1981 on Criminal Procedure, law No. 5 of 1999 Banning Monopolistic Practices and Unfair Business Competition, and recently the Act Regarding Waste Management of 2008.

Parliament has an important but limited control in the loan approval process. It is required to ratify loans or credits negotiated by the government, though the law limits the role of parliament to either accept or reject loan agreements, and so it cannot propose amendments. That being said, there are no exceptions to the law which allow loans to become effective without parliamentary ratification, so it has the final say in the approval process.

Key players: Bambang Soesatyo is currently the Speaker of the DPR and member of the Golkar Party, the second-most popular party in Indonesia and part of the ruling coalition with the PDI-P.

Megawati Sukarnoputri was the President of Indonesia from 2001 to 2004 and was the country’s first female president. She is the daughter of Sukarno, the first President of Indonesia, and currently leads the ruling PDI-P party.

Joko Widodo is the current president of Indonesia, elected in 2014. Before that, he held the title of Governor of Jakarta, becoming known for reducing the city’s bureaucracy and improving quality of life in the city by introducing universal healthcare and constructing a subway system. As president, he introduced a highly successful tax amnesty bill, allowing wealthy Indonesians to declare previously unreported assets before increasing oversight, thus leading to around $366 billion of unreported assets being declared to the tax office.
