Why is response rate an issue?
By definition, the list of “leavers” is 6–18 months oldDecember 2005 count has leavers from
the first half of the 2005–2006 academic year
December 2006 count has leavers from the second half of the 2005–2006 academic year
Even if addresses were updated right as they “left,” how often do you think 17–25 year olds move?
The Benefit
Telephone response in other states40–60 percent of graduates10–30 percent of dropouts
Exit survey boosts response rates by 10–20 percent
Many states have not attempted to survey dropouts in annual surveys because it was “too hard” to reach the population
