    Research Initiation Awards


    A revised version of the NSF Proposal & Award Policies & Procedures Guide (PAPPG), NSF 13-1, was issued on October 4,2012 and is effective for proposals submitted, or due, on or after January 14, 2013. Please be advised that the guidelinescontained in NSF 13-1 apply to proposals submitted in response to this funding opportunity. Proposers who opt to submitprior to January 14, 2013, must also follow the guidelines contained in NSF 13-1.

    Please be aware that significant changes have been made to the PAPPG to implement revised merit review criteria based on theNational Science Board (NSB) report, National Science Foundation's Merit Review Criteria: Review and Revisions. While the twomerit review criteria remain unchanged (Intellectual Merit and Broader Impacts), guidance has been provided to clarify and improvethe function of the criteria. Changes will affect the project summary and project description sections of proposals. Annual and finalreports also will be affected.

    A by-chapter summary of this and other significant changes is provided at the beginning of both the Grant Proposal Guide and theAward & Administration Guide.

    Please note that this program solicitation may contain supplemental proposal preparation guidance and/or guidance that deviatesfrom the guidelines established in the Grant Proposal Guide.

    Important Reminders

    Undergraduate Student Mentoring Plan: HBCU-UP requires that each proposal that requests funding to support undergraduatestudent researchers must include, as a supplementary document, a description of the mentoring activities that will provided for suchindividuals.

    Limit on Number of Proposals per Organization: An eligible institution can submit no more than two Broadening ParticipationResearch proposals, no more than two Targeted Infusion Project proposals, and no more than two Research Initiation Awardproposals per year.

    First Round Implementation Projects: Eligible institutions applying for an Implementation Project for the first time are limited to aproject length of up to 4 years and an award size of up to $1 million.

    Award Size for Targeted Infusion Projects: The award size for Targeted Infusion Projects is up to $400,000.

    Program Title:

    Historically Black Colleges and Universities - Undergraduate Program (HBCU-UP)

    Synopsis of Program:

    Historically Black Colleges and Universities (HBCUs) have awarded a large share of bachelor's degrees to AfricanAmerican students in science, technology, engineering and mathematics (STEM), and nine of the top tenbaccalaureate institutions of African American STEM doctorate recipients from 2006-2010 are HBCUs. [1 ] To meetthe nation's accelerating demands for STEM talent, more rapid gains in achievement, success and degreeproduction in STEM for underrepresented minority populations are needed. The Historically Black Colleges andUniversities Undergraduate Program (HBCU-UP) is committed to enhancing the quality of undergraduate STEMeducation and research at HBCUs as a means to broaden participation in the nation's STEM workforce. To thisend, HBCU-UP provides awards to develop, implement, and study evidence-based innovative models andapproaches for improving the preparation and success of HBCU undergraduate students so that they may pursueSTEM graduate programs and/or careers. Support is available for Targeted Infusion Projects, BroadeningParticipation Research Projects, Research Initiation Awards, Implementation Projects or Achieving CompetitiveExcellence Implementation Projects, and other funding opportunities.

    Targeted Infusion Projects (TIP) provide support to achieve a short-term, well-defined goal to innovate or improvethe quality of undergraduate STEM education at HBCUs. The Broadening Participation Research (BPR) in STEMEducation track provides support for research projects that seek to create and study new theory-driven models andinnovations related to the participation and success of underrepresented groups in STEM undergraduate education.Research Initiation Awards (RIA) provide support for STEM faculty at HBCUs to pursue research at the homeinstitution or at an NSF-funded research center, a research intensive institution or a national laboratory.Implementation Projects provide support to design, implement, study, and assess comprehensive institutionalefforts to increase the number of students receiving undergraduate degrees in STEM and enhance the quality oftheir preparation by strengthening STEM education and research. Within this track, Achieving CompetitiveExcellence (ACE) Implementation Projects are intended for HBCUs with exemplary achievements and establishedinstitutionalized foundations from previous Implementation Project grants.

    Anticipated Type of Award: Standard Grant or Continuing Grant

    Estimated Number of Awards: 44 - In FY 2013, up to 15 Targeted Infusion Projects, up to 6 Broadening Participation ResearchProjects, up to 6 Implementation Projects, and up to 2 ACE Implementation Projects. In FY 2014, up to 15 Research InitiationAwards.

    Anticipated Funding Amount: $17,700,000

    - Approximately $14.7 million in FY 2013 for Targeted Infusion Projects, Broadening Participation Research Projects, ImplementationProjects, and ACE Implementation Projects pending the availability of funds. Additionally, $3 million, pending availability of funds, inFY 2014 for Research Initiation Awards.

    Eligibility Information

    Organization Limit:

    Proposals may only be submitted by the following:

    HBCU-UP Proposals: Historically Black Colleges and Universities (HBCUs) that are accredited and offerundergraduate educational degree programs in science, technology, engineering and mathematics(STEM).

    PI Limit:

    The Principal Investigator for a Targeted Infusion Project should be the individual who will direct theimplementation of the project activities.



  • The Principal Investigator for a Broadening Participation Research Project should be responsible formanaging the project and should be one of the key researchers. At least one of the Principal Investigatorsmust have experience in education or social science research.The Principal Investigator for a Research Initiation Award should be a faculty member in a STEMdiscipline at the HBCU. Co-Principal Investigators and senior personnel are not permitted.The Principal Investigator and co-Principal Investigators for the Implementation Project and ACEImplementation Project should be the key personnel that will be responsible for guiding theimplementation of the project.

    Limit on Number of Proposals per Organization:

    An eligible institution can only submit one Implementation Project or ACE Implementation Projectproposal and can only have one active Implementation P
