PERMIT REQUIREMENTS • ALL Home Based Businesses within
Lloydminster City Limits require a
Development Permit to approve the use,
prior to obtaining a Business License.
• If your Business is located outside City
Limits and you drive in to provide
services, you may obtain a Business
License as an Out of Town Contractor,
without a Development Permit.
• Development permit applications can be
found on our website
www.lloydminster.ca or at the
Operations Centre located at 6623 52
Street.
• A questionnaire must be completed as
part of the Development Permit
application.
• Owner Authorization will be required if
you are not the property owner.
• The fee for a Development Permit for
Home Based Business ranges from $50 to
$300. As per our fee bylaw.
DID YOU KNOW?
• Bed and Breakfasts, Family Day Homes,
Private Babysitting Facilities, Child Care
Services, Hair Salons, Massage Therapy
Services, Esthetic Services are all forms of
Major Home Based Businesses.
• Minor Businesses can only have
residents of the dwelling as employees
• Major Businesses can have one (1) non-
resident employee, in addition to the
residents of the dwelling.
• Hours of operation will be at the
discretion of the Development Officer
• A Home Based Business can only occupy
15% of net Floor Area of a Dwelling.
• Home Based Businesses will not be
permitted if, in the opinion of the
Development Officer, such use would be
more appropriately located in a
Commercial or Industrial District.
DID YOU KNOW? • Minor Businesses require a minimum of
one (1) off street parking space for the
Business. Major Businesses require at
least two (2) off street parking spaces.
• A Major Home Based Business shall not
be allowed within the same principal
Dwelling containing a Secondary Suite or
within the same Site containing a Garage
Suite or Garden Suite and an associated
Principal Building.
• It can take up to 15 business days to have
your Minor permits reviewed and
approved, and up to 45 business days to
have Major permits approved so be sure
to plan ahead.
• If your development application is
refused you may have the right to appeal
the decision within fourteen (14) days of
the date of notice of decision.
• Should you apply for a permit after the
fact, you will be charged double the
permit fee, as indicated in our fee bylaw.
• For additional Home Based Business

in our Land Use Bylaw.
• Superior Safety Codes issues building
permits and completes inspections. If you
are making any changes in your home to
operate your business you should contact
their office to see if a permit is required
for the work. For building permit
information and application details
please contact their office at
780-870-9020.
• When you apply, personal information
may be collected under the authority of
the City of Lloydminster Land Use Bylaw
and will be used to process the
application and may be used to provide
statistical data. This information is
subject to the provisions of the Freedom
of Information and Protection of Privacy
Act (FOIP).
DEFINITIONS: • Home Based Business, Major – Means
development consisting of the use of an
approved Dwelling or Accessory Building
by a resident of that Dwelling for a
business that may generate more than
one business visit per day.
• Home Based Business, Minor – Means
Development consisting of the use of an
approved Dwelling by a resident of the
Dwelling for a home office that shall not
require more than one business visit per
day at the Dwelling.
