In that daily journal of truth and reconciliation, The Evening Standard, my eye was caught last week on a small nugget of detail located deep in one of the many residential articles that chart the current hubris in the London residential sector: ‘an average mortgage deposit for time buyers is set to soar beyond £100,000 by 2020’ and ‘population growth by 2012 from ‘8.2m to 9m people also by 2020’.

If one places this against the many other fault lines which are regularly discussed in our media - transport links, new sewage systems, ‘hub’ airports, growing employment and the ever increasing flows of income into London – one can see why we might agree with the Chinese proverb ‘may you live in interesting times’.

It is safe to say that finding solutions for new homes in London will be trending as a top issue for many years. Developers must also turn to mixed use as an option for future schemes ironically not just as a response to planner’s demands but also from a return on investment perspective. It makes good financial sense to have resi in your scheme. Just look at Kings Cross Central, I am sure that Google in their HQ decision matrix, had it high in their search criteria.

London has many challenges in its pursuit to house the future ‘middle market’ and today’s conference with the help of the Mayor of London’s office is a start in the journey to finding solutions for these issues. It is increasingly recognised that housing construction will help to significantly boost London’s economy. The government estimates that every 100,000 homes built could add 1 per cent to GDP, and the Mayor’s housing programmes alone will help to support 100,000 jobs.

But the economic importance is not just about construction – housing product, particularly supply aimed at the mid-market, is also integral to the capital’s economic success. To support this, the Mayor has launched a new Housing Covenant: Londoners who contribute to making the capital a success should expect a reasonable housing offer to meet their needs and aspirations. This programme builds on recent successes, including a record numbers of affordable homes delivered so far, with the Mayor on target to see 100,000 affordable completions over two terms.

The Mayor’s Housing Covenant aims to do two things: the first is remove red tape to open up the intermediate market, including allowing Londoners to transfer equity shares between homes and choose their home and then the financial product to buy it, rather than planning prescribing the precise product. The Mayor has also committed £100 million to boost supply of intermediate product, initially helping at least 10,000 Londoners.

This will be supplemented with further funding made available as part of the Mayor’s Housing Care and Support fund, and the GLA has also recently set out our plans to make the private rented sector work for Londoners. This private rented sector now houses a quarter of all London households and we aim to harness it to increase supply, empower consumers and raise standards. The GLA has jointly published the Build to Rent fund prospectus, which should enable the construction of new homes custom-designed for the market rented sector, and we continue to work closely with institutional investors who are very keen to substantially invest in residential, including exploring potential on our land holdings.

The Mayor has committed to an outcome being in place on all GLA-owned land by 2016, and the new London Development Panel, will help to fast track the procurement of development partners on land owned across the public sector.
