Abstract

Across Europe, governments face a set of common social challenges including ageing populations, pensions crises, increasing health costs, and an increasing flow of migrants. These challenges are often faced in a context of fiscal decline, resulting in a strong and growing movement that aims at the involvement of non-governmental actors in meeting social needs with strong attempts at engaging civil society at large based on "solidarity and fair sharing of responsibility''. uHelp introduces an innovative platform for collaborative service provision in communities, which mobilises citizens to collaborate and exchange services for supporting each others' everyday basic needs. uHelp's social objectives include achieving resilient and self-sufficient communities, strengthening social ties that foster social inclusion, cohesion and mutual support, and raising collective awareness about communities needs and cohesion. uHelp's design and development follows a bottom-up participatory design where stakeholders knowledge is key. The innovation behind uHelp's platform lies in its AI-based technologies. Its intelligent volunteer search uses a novel combination of trust and flooding mechanisms to look for trusted volunteer's in one's social network. Its argumentation-based tools for participatory design, allow community members to post, visualise and vote on opinions relating to all aspects the uHelp design and functionality. We run pilots in 4 existing European communities focusing on three areas of support around three vulnerable groups: two communities supporting refugees and immigrants, a community supporting the elderly, and a community of single-parent families. The results are carefully evaluated, to assess uHelp's effectiveness and social impact. The uHelp app's initial prototype is already available for download. Towards the end of the project, we want to create a social enterprise that would sustain the uHelp platform, and boost adoption and impact.

5 - Call specific questionsExtended Open Research Data Pilot in Horizon 2020If selected, applicants will by default participate in the Pilot on Open Research Data in Horizon 20201 , which aims to improve and maximise access to and re-use of research data generated by actions. However, participation in the Pilot is flexible in the sense that it does not mean that all research data needs to be open. After the action has started, participants will formulate a Data Management Plan (DMP), which should address the relevant aspects of making data FAIR – findable, accessible, interoperable and re-usable, including what data the project will generate, whether and how it will be made accessible for verification and re-use, and how it will be curated and preserved. Through this DMP projects can define certain datasets to remain closed according to the principle "as open as possible, as closed as necessary". A Data Management Plan does not have to be submitted at the proposal stage. Furthermore, applicants also have the possibility to opt out of this Pilot completely at any stage (before or after the grant signature). In this case, applicants must indicate a reason for this choice (see options below). Please note that participation in this Pilot does not constitute part of the evaluation process. Proposals will not be penalised for opting out.
