Rule 2 PROPERTY SUBJECT TO UNIFORM HOUSEHOLD GOODS BILI OFLADING

a. Unless otherwise provided, when property Is transported subject to the provisions of thistariff, or as amended, ihe acceptance and the use of the Uniform sill of Lading asat(ached here(o and made a part hereof le required,

The rates shown herein are reduced rules conditions upon the use of the UniformHousehold Goods Bill of Lading, and in l(su(hereof to (rave ihe carrier transport andproperty with carrier's liability limited only as provided by common law and by ihe laws ofthe United States and the several states Insofar as they apply, bui subject to the termsand conditions of the Uniform Household Goods Bill of ladfng insofar as they apply, bu(subject to the terms and the conditions are not inconsistent with such common carrier'sliability; the rate charged therefore will be one hundred (100%)percent higher ihan ihetransportation rate contained in this tarift as would apply for such shipment If offered fortransportation by a released value not exceeding sixty cen(s (.60) per pound per article.When lhe consignor elects not to accept any of the terms of such bill of lading he mustgive notice to ihe initial carrier of such elsclion, The inliial carrier must indicate thereceipt of such notice by writing or stamping thereon a clause signed by the carrierreading: "(n consideration oi the higher rate charges, ihe property herein described vAII

Rule 8 DECLARA ION OF VALUE

a. Shippers are required to state spec(greatly, In writing, the agreed or declared value of theproperty.

b. Valuations shall be declared in accordance with FMCSA released rates under MC-No. 02,of January 29, 1938, and staled in cents or dollars end cents per pound per article,

c. If shipper declines to declare the value or agree to a released value in writing, theshfpment cannot be accepted.

General Rules and Regulations

Governs all sections of this tariff unless otherwise provided within Individual sections. Except asotherwise provided heroin the rates =lames in Ibis tariff include one pick-up and loading at pofntoforiginand on delivery and unloading at pointof destination.

.Rule '1 GOVERNING PUBLICATIONS

Household Goods Mileage Gulde No. 10, supplements thereto or subsequent reissuesthereof, Any dispute as to mileage shall be referred to the Soulh Carolina Public ServiceCommission for determination.

Rule 2 PROPERTY SUBJECT TO UNIFORM HOUSEHOLD GOODS DILL OF

LADING

a. Unless oLherv,,lseprovided, when propertyts transported subject to the provlslons of thfstariff, or as amended, the acceptance and the use of the Uniform Bill of Lading asattached hereto and reade a part hereof Is required.

b. The rates shown herein are reduced rates condilions upon the use of the UniformHousehold Goods Billof Ladlng, and in lieu thereof to have the carder transport andproperty with carder's llab]lib,, limited only as provided by common law and by the laws ofthe United States and the several states Insofar as Ihey apply, but subject to the termsand conditions of the Uniform HouseholdGoods Bill of lading insofar as they apply, bulsubject to the terms and the conditions are not Inconsistent with such common carder'sliability; the rate charged therefore will be one hundred (100%) percent higher than Ihetransportation rate contained In this tariff as would apply for such shipment If offered fortransportation by a released value not exceeding sixty cants (.60) per pound par artlcle.When the consignor elects not to accept any of the terms of such btllof lading he mustgive notice to the inilial carrier of such election. The lnltialcarrier must Indicate the

receipt of such not ca by wcitlngor stareplng thereon a clause signed by the carrierreading: in consideration of the higher rata oharges, the propertyherein described willbe carried and the services to be rendered hereunder will be performed, with the carrier'sliability lireltad only as provided by law; but subject to the terms end candillons of this Billof Lading Insofar as they are notInconsistentwith such common carrier's Ilablllly.

Rule 3 DECLARATION OF VALUE

a. Bhlppers are requlrad ta state specifically, In wdting, the agraed or declared value of theproperty.

b. Valuations shall be declared in accordance with FMCSA released rates under MC-No.02,of January 29, 1936, and stated In cents or dollars and cents per pound per article.

c. If shipper declines to declare the value or agree to a released value In wdtlng, the

shipment cannot be accepted.

d, The agreed or declared value shall be deemed ta relate ta all services undertaken bY thecarder for its agents and to each adiole separately and not to the shipment as a whole,and such agreed end declared value must be entered on the Billof Lading In thefollowing form:

Shipper may declare, on specific articles, valuagons in excess oi value declared on theshipment; and each such article must be described and Its excess declared vaius setforth in space provided on Bill of Lading.

Carrier may provide replacemenl cost coverage ai an additional cost.

Rule 4 BASIS OF WEIGHT

a. The tare weight of each vehicle used in the transportation of household goods shall bedetermined by having it weighed prior to the transportation of each shipmeni, vrithout thecrew thereon, by a certified weigh master or on a certified scale, and when so weighedthe gasoline tank on each such vehicle shall be full end the vehlde shall contain allblankets, pads chains, dollies, 'had trucks, and other equipment needed in thetransportation of such shipment. Each carrier shag retain In the vehicle subject toInspection, a weigh masteys certificate of weight ilcksts as each such vehicle showingthe tare weight, a dale weighed, and a list of such equlpmsnt.

b. After the vehicle hes been loaded It shall be weighed, without ths crew thereon, prior todelivery of ths shipment snd the net weight shall be determined by deducting the tarsweight from the loaded weight, except that In instances where no adequate scale islocated at origin or at any point within a radius of tsn (10) miles thereof, a constructiveweight, based on seven (T) pounds per cubic foot of property loaded van space, may beused. The gross weight, tare weight, and nst weight, or the constructive weight, shall beshown on the Bill ol Lading and Freight Bill.

In the fransportetlon of part loads this rule shall apply in all respects except that the grossweight of a vehicle containing one or more part subsequently loaded thereon, and a partload for any one shipper, not exceeding one thousand (1,000) pounds, may be weighedon a csrgfled scakr prior to being loaded on a vehicle, such part load to be accompaniedby a weight ticket evidencing such weighing.

All tars, gross, actual or construclive weights, shall be properly cergf lsd to, by tho personor persons who ascertain such weights.

Rule 6 EXPEDITED SERVICE

Expedited Service as used herein means tendering delivery of shipment less than fivethousand (6,000) pounds on or before a specific date.

Subject to the availability of equipmeni for fhs particular service desired, shippers mayobtain expedited service on a shipment of less than five thousand (6,000) pounds andtransportation charges shall be computed on the basis of five thousand (6,000) poundsand tariff rates applicable to five thousand (5,000) pounds. The carrier shall not berequired to provide exclusive use of vehicle under this paragraph. For exclusive use ofvehicle refer to paragraph three (3) of this liern.

Rule 6 EXTRA PICK-UP OR DELIVERY

Subject lo Rule 7 portions oi a shipment may be picked-up at one or more places enroutebetween origin and desllnallon. Charges will be for the total weight or entire shipment fortotal distance from farthest point origin to ultimate deslinallon. The lotal charges forpicked-up or delivered portions shall nol, in any case exceed the total charges as would

Rule 7 CONSOLIDATED SHIP ENTS

a. Property of iwo or more families or establishments located at different addresses will notbe accepled for transportation as a single shipment. Such property must be handledfrom each address as a separate shipment on a separate Bill of Lading.

b. The name of only one shipper and one conslgnes shall appear on one Bill of Lading, butthe Sill of Lading may also specify the name of a party to notify of the arrival of theshipment at deslinatlon.

STORAGE-IN-TRANSIT of household goods Is the holding of a shlpmenl in thewarehouse of carrier of carrier's agent for storage pending further transportation. Thisservice will be performed only upon requesl of shipper end subject to the following

provisions:

a. Carrier may require payment of accumulated transportation and accessorial chargeswhen transit shipment Is delivered to temporary storage warehouse.

Shipments moving under this rule may be stored In transit only once and for a period notlo exceed 180 (ons hundred eighty) days from date of delivery to warehouse. Wheninslrucllons for further transpodations sre not given prior to the expiration of 180 (onshundred eighty) day period, the in-transit character of the shipment will cease snd thewarehouse shall be considered the final destinallon of the shlpmenl. ITEM 190

FUEL COST PRICE ADJUSTMENT SURCHARGE

The fuel surcharge to bs charged on shipments 30 mlles or less will be a flat $30,00 per truck per

dsy,

The following percentage Fuel-Related Cost Price Adjustment (Surcharge) will apply on line. haul

transportation charges on shipments that are 31 mlles or mors and transportation charges on

shipments picked up and delivered Into storage-ln-transit, as described below:

1. On ths first Monday of each calendar month, the South Carolina average price per

gallon of diesel fuel will be determined,

2. If ths first Monday of the month Is a federal holiday, the price v/ill be determined

based on the price available on ths next subsequent business day (Tuesday).

Ths fuel price obtained will then be indexed based on the fuel price/adjustment factor

matrix set forth in this item to determine ths Fuel Cost Price Adjustment that will

become applicable on the fifteenth (15s) dsy of the month. The adjuslmsnt

determined vAII apply for shipments loaded beginning on the 15 of the month and

remain In effect through the 14"day of the subsequent follovAng month starting from

ths effective date of this item.

For example, If the reported price of self-service diesel fuel determined on Monday, June

5, 2000 Is $1.269 per gallon, a two (2.0%) percent Fuel Cost Price Adjustment will apply

for shipments loaded as of June 16, 2000 through July 14, 2000. Then, If the reported

price of diesel fuel on Monday, July 3, 2000 Increases to $1,379 per gallon, a three (3%)percent Fusi Cost Price Adjustmenl will appty for shipments loaded as of July 16, 2000through August 14, 2000.

To determine ths Fuel Cosl Adjustment amount to apply, mulliply the applicable line-

haul transporlallon charges as determined fn accordance with Item 300 or applicable

transportation rate schedule, and the applicable pickup and delivery transportation

charges on ths Storage-ln-Transit shlpmenls as determined in accordance with Rute

164 of this tariff, by the percentage Fuel Cost Adjustment Factor, The resulting

charge Is in addition to sll other applicable trsnsportslion charges.

For example, If the applicable line-haul lransportation charge Is $1,080.00 a two

FUEL COST PRICE ADJUSTMENT (SURCHARG.E}

The fuel surcharge to be charged on shipments 30 miles or tess will be a flat $30,00 per truck per

day.

Tile following percentage Fuel.Related Cost Price Adjuslment (Surcharge) will apply o=l line-haultranspodatlon charges on shipments that are 31 miles or more and transportation charges onshlpments picked up and delivered Into storage-In-transit, as described below:

1, On the first Monday of each calendar month, the South Carolina average price pergallon of diesel fuel will be determined.

2. If the first Monday of the month Is a fedora/holiday, the price wilt be determinedbased on the price available on the next subsequent business day (Tuesday).

3. The fuel price obtained will then be Indexed based on the fuel price/adjustment factormatrix set forth in this Item to determine the Fuel Cost Price Adjustment that wlllbecome appllcabM on the fifteenth (15"') day of the month h The sdJu.s.lmen!determined will apply for shipments loaded beglnnlng on the 15 of the moron anaremain In effect through the '14_ day of the subsequent following month stadlng fromthe effective date of this item.

For example, If the reported price of self-servlce diesel fuel determined on Monday, June5, 2000 Is $4.259 per gallon, a two (2.0%) percent Fuel Cost Price Adjustment will applyfor shipments loaded as of June 15, 2000 through July 14, 2000. Then, If the reportedprice of diesel fuel on Monday, July 3, 2000 (harasses to $1,_79 per gallon, a three (3%)percent Fuel Cost Prlca Adjustment will apply for shipments loaded as of July t5, 2000throughAugust t4, 2000.

4. To determine the Fuel Cost Adjustment amount to apply, multiply the applicable line-haul trensportallon charges as determined In accordance with Item 300 or applicabletransportation rate schedule, and the applicable pickup and delivery transportationcharges on the Storage-In-Transit shipments as determined in accordance with Rulet6-4 of this tariff, by the percentage Fuel Cost Adjustment Factor, The resultlngcharge Is in addition to all other applicable transportation charges.

For example, If the applicable line-haul transportation charge Is $1,080.00 a two(2.0%) percent Fuel Cost Adjustment Factor would be $21.60.
