The Nigerian Federal Universities, (presently 34 are being allocated resources), gets about 50% of total allocation to the sector

This is followed by Agencies/Parastatals at about 15%

Colleges of Education (the arm that trains Teachers), with about 21 Institutions gets less than 10% allocation

The least allocation goes to Technical schools

A further analysis shows that about 71% of 2013 Main Ministry budget went for Capital Expenditure while the remain 29% went for Recurrent Expenditure, Personnel cost 24% of this 29%.

Clearly, the HQ is investing rightly in projects and this is highly commendable. However, the effect of these Projects must come to the fore and its impact felt by the Education Stakeholders.

On the average, between 2005 and 2013, Universal Basic Education got the highest allocation, followed by National Teachers’ Institute, National Library of Nigeria, National Examination Council, etc in that order.

NECO gets more allocation than WAEC (International & Local)

The NUC receives more allocation than NBTE and NCCE

Allocation to the National Teachers’ Institute is considerably one of the highest, surpassed only by Universal Basic Education. This shows that there is concerted interest in the training of Teachers

Allocation to the National Library of Nigeria is the third highest, this implies that our schools ought to be equipped with necessary books. Also, the Liberian Registration Council of Nigeria is equally well funded, together, these two receives the second highest allocation. The implication of this means there supposed to be adequate supply of books and proper management of information in the Education Sector

Clearly, the Government is spending a larger percentage of the Sector’s allocation on Universities, nevertheless this has not brought much of the required chances. While it is clear that there exist a funding gap, I posit to say that beside funding other pertinent issues would need to be looked at, and in the words of former Minister of Education – Oby Ezekwesili – Education Governance would be the proper way to go.

The multiplicity of Agencies; where there exist very thin lines between the works of two Government Agencies is another issue; for instance, the NUC, NBTE, NCCE, are 3 regulatory bodies in charge of Tertiary institutions, the Steve Oronsanya report advised government to merge these 3 Agencies as one body in order for government to maximize the available resources.

Also, a gap exist between Budget Allocation and Budget Implementation; a control measure such that each Head of Agency gives reports on their budget implementation effort will be a crucial step for proper accountability.
