Introduction
This tutorial was created by the Office of Aviation to assist you in completing your Ohio Aircraft
Registration online using the Aviation Registration Management System (AVRMS).
Owners of Ohio based aircraft are required to register their aircraft with the Office of Aviation
annually, regardless of the aircrafts airworthiness status.
NOT AIRWORTHY AIRCRAFT ARE REQUIRED TO BE REGISTERED
Even though an aircraft may not be airworthy, it is still required to be registered. No fee is
required for aircraft registered as Not Airworthy.
If the aircraft becomes airworthy at any time during the year, the owner must contact the Office
of Aviation to update the aircraft’s registration status and pay the applicable fee.
What Categories is Online Registration Available For?
Online registration is available for RENEWAL and NOT AIRWORTHY categories only.
All other registration categories must be processed by mail using the registration application
form you received in the mail. These categories include:
• Sold
• Destroyed/Scrapped
• Aircraft No Longer Based in Ohio
New Registrations must be Processed by Mail
New aircraft registrations must also be processed through the mail. If you are making application
for a NEW aircraft registration, please download and use the Ohio Aircraft Registration
Application form.
Helpful Tips
Be Sure to Save Any Changes – When entering information in AVRMS (i.e. owner
contact information, aircraft base, etc.), be sure to always save your changes before
moving on to the next page in the process.
You may have to Scroll Up or Down – Depending on your monitor settings, it may be
necessary to scroll up or down while registering online to reveal content at the top or
bottom of an AVRMS web page.
If at any time you don’t see content as outlined in this tutorial, look for the scroll bar at the
right side of the webpage and if visible, slide the bar up or down as necessary to reveal
additional content at the top or bottom of the page.

Logging In
Forgot or don’t have an AVRMS User Name?
Whether you already have an AVRMS account set up or you’re a first time user, your AVRMS
User Name will be on the registration application you received in the mail. Look for it at the
upper right of the form highlighted in yellow. First time users will have a temporary user name
until their account is created and a permanent user name is assigned.
After locating your AVRMS User Name, navigate online to: https://avrms.dot.state.oh.us

Already have an AVRMS Account?
Users who have previously created an AVRMS account may log in using their AVRMS Username and Password.
Proceed to page 6 of this tutorial for previous user log in instructions.

After navigating to the AVRMS home page at https://avrms.dot.state.oh.us, left click on
the “Create an Account” button.
You will be redirected to the Create Account webpage.

Fill in the blocks with your information. All blocks are required except Middle Initial.
Password must meet minimum requirements.
See example at bottom of page for where to locate your temporary AVRMS User Name.
AVRMS User Name is case sensitive.
Left click on “Create Account” button after entering all information.

The “Account Created” message will appear
IMPORTANT: Before going any further, make a record of your new assigned Username. This will now
be your permanent AVRMS User Name. You will use this user name to login to AVRMS in the future.
After making a record of your Username, left click on “OK”
After left clicking on “OK”, you will be redirected to the Owner Profile page.

Already Have an Account – Logging In
If you have previously created an AVRMS user account, navigate online to:
https://avrms.dot.state.oh.us or search ODOT AVRMS from your web browser search engine.
Enter your AVRMS User Name and Password then left click on “Log In”
You will be redirected to the Owner Profile page
NOTE: If you have forgotten your AVRMS User Name, it can be found on the registration application
you received in the mail; upper right of the form, highlighted in yellow (see below).

Verify Contact Information
On the Owner Profile page, verify your Contact Information is correct (address, phone
number, and email).
Left-click on “Save” if any changes are made.
Verify Aircraft Base
Under Aircraft Information at the bottom of the page, left-click on the N-Number hyperlink
of the aircraft you would like to register. You will be redirected to the Aircraft Profile page
to verify your aircraft base.

Verify your Aircraft Base
On the Aircraft Profile page, verify your Aircraft Base is correct. Left-click on “Save” if any
changes are made.
NOTE: If your aircraft is NOT based at an FAA Listed Airport, after the question “Is your
Aircraft located at an FAA Listed Airport”, select “No” then enter the physical street
address of where your aircraft is based/stored in the blocks provided for Non FAA Listed
Airport.

Registering Your Aircraft
Renewal To renew your aircraft registration, proceed to the next page of this tutorial for instructions.
Not Airworthy If you’re aircraft is Not Airworthy, proceed to page 15 of this tutorial for instructions.
All Other Registration Categories Must be Mailed In All other registration categories must be processed by mail using the registration application
form you received in the mail. These categories include:
• Sold
• Destroyed/Scrapped
• Aircraft No Longer Based in Ohio
New Registration If you are making application for a NEW aircraft registration, please download and use the
Ohio Aircraft Registration Application form from the Office of Aviation website, Aircraft Registration
page.

a. On the Aircraft Profile page under the Owner Information section, left-click on the Owner
Name hyperlink to return to the Owner Profile page and complete your registration.

b. On the Owner Profile page under the Aircraft Information section, left-click on the check
box under Select to Register on the line of the aircraft you would like to register, then left-
click on the “Register Selected Aircraft” button. You will be redirected to the Registration
Summary page.

c. On the Registration Summary page, enter the number of Ohio aeronautical publications
you would like to receive. You may request up to 1 publication per registered airworthy
aircraft.
d. After verifying the information is correct, left-click on the “Confirm and Pay” button. You
will be redirected to the Central Payment Portal page.

e. Enter your payment information in the blocks provided then left-click on the “Continue”
button.

f. On the following page, verify your payment information is correct then left-click on the
“Confirm” button to process your payment.
g. You will then receive a Confirmation Summary. Your registration is now complete. Your
Ohio Aircraft Registration Certificate will be mailed to you within 7 to 10 days.

Not Airworthy – Register Your Aircraft as Not Airworthy
a. On the Aircraft Profile page under the Aircraft N-Number at the top of the page, left-click
on the “No” button next to Airworthy.
b. You will then receive a pop-up message stating, “Aircraft Not Airworthy – This will complete
your registration for the current year as not airworthy for aircraft (N Number). Is this
correct?”
c. Left-click on the “Yes” button to register your aircraft as not airworthy.
NOTE: By left-clicking on the “Yes” button, you are affirming that your aircraft is not
airworthy and will not be flown in the upcoming year.
d. A pop-up message will appear stating, “Success – Thank you. A status report will be mailed
to you within 7 – 10 days.” Left click on “Ok” to acknowledge. Your registration is now
complete.
