Rent Calculations:The spreadsheet will calculate the applicant’s share of the rent once the information is completely entered.

Appeals:Each Central Access Agency and C of C must

have an appeal process.Appeals are based on a determination made

after a full in person assessment that an applicant is not eligible and must be in writing.

IHCDA will receive and handle written appeals only! Telephone calls from applicants will be referred back to the Central Access Agency.

Appeals:A written form has been developed and will

be distributed. It need not replace an existing form or process that has the expected components for an appeal.

Appeals must be related to a substantive issue, e.g. incorrect calculation of income or lack of documentation of imminent eviction.

Appeals should be handled in an expedited process – no longer than 5 working days.

I-HOPE:Presently, only the HPRP portion of the I-HOPE is

available. This limits its suitability as a widespread prescreening tool.

Persons who complete the I-HOPE remotely do not receive feedback on why they may be ineligible for HPRP support.

The criteria for exclusion from HPRP benefits are “hard wired” into the I-HOPE and can be arbitrary, especially for persons who may have been sheltered for some time, e.g. families.

I-Hope:We will be temporarily making the I-Hope accessible

to authorized users only. All persons completing the tool will be assigned a number (so that reasons for rejection may be seen.)

The public visiting the web site will see a list of the Central Access agency for their region/ county.

Once the full I-Hope tool is complete, with all homeless services included, we may make it publically available again.

In the meantime, we will strongly encourage shelters to have their case managers become I-HOPE users.

Intake Assessment:The assessment, as designed by Andrea White, is

under revision and will be distributed early next week. It is presently a paper form but will also be available as a “form” within the HMIS. IHCDA is still considering whether this assessment will be fully embedded into the AWARDS software.

The assessment is not primarily a qualification instrument for the HPRP; it is designed to assist in developing active, goal directed housing case plans.
