Food Stamps Can Fill the Gap

Why should food stamps be a priority for your food pantry?

Food pantry directors across Los Angeles have identified two major barriers to providing adequate hunger relief for their clients: 1) lack of funding for expansion and 2) donations insuffiecient to meet the needs of ever increasing lines of clients. At the Los Angeles Regional Food Bank, we realize that we can never meet 100% of the nutritional needs of our community. Luckily, the Food Stamp Program is in place to help fill this need. This severely underutilized resource can begin to alleviate the needs of eligible clients by providing them with free benefits to assist them in keeping their families fed.

. What exactly are food stamps?

The Food Stamp Program is a federally-funded program that helps low-income people buy the food they need for good health. For most households, food stamps are only part of their food budget (benefits average $80/person monthly). In addition, food stamps can supplement families whose with nutritional needs exceed the capabilities of your pantry, such as households with special dietary needs.

What can you buy with food stamps?

You can buy: 1) all food for human consumption; 2) seeds and plants to grow food for household use.

Who is eligible for food stamps?

Your clients may be able to get food stamps if they have a low, or no income and: Work full or part-time. Are unemployed. Receive welfare or other assistance. Are elderly or disabled. Are homeless. Do not receive Supplemental Security Income (SSI).

What do food stamps look like? No more paper stamps!

EBT, which stands for Electronic Benefit Transfer, is the new way clients will receive food stamps and/or cash benefits. Instead of waiting for food stamps or checks to come in the mail or going to pick them up at a public assistance office, benefits are electronically put into a special account set up just for clients. To buy food or other items with the benefits in this account, they will use at the grocery store their Golden State Advantage Card (above), commonly called an EBT card, similar to a credit or debit card.

FACTS about the Food Stamp ProgramIn talking with several clients and emergency food providers, we at the Food Bank

realized that several myths are circulating in the community that may be preventing 2

eligible people from applying to the Food Stamp Program. Below is a list of these myths demystified, which we hope you will pass on to your clients to help us put these common misconceptions to rest for good.

- You do not have to pay back the benefits that you receive.- Your children will not have to pay back food stamp benefits.- You will not be deported if DPSS knows you are

undocumented.- Applying for the Food Stamp Program will not affect your

eligibility in becoming a permanent resident or US Citizen.- If both parents in your family work, your family can still

qualify for food stamps.- The Food Stamp Program is a way to provide your family

with nutrition they need – it is not welfare. - You can qualify for the Food Stamp Program if you are

already receiving WIC and/or CalWorks.- Having a bank account does not disqualify you from

receiving food stamps.- Owning a reliable car does not disqualify you from

receiving food stamps.- You can own a home and still qualify for the Food Stamp

Program.- Receiving food stamps will not affect your chances of

getting Section 8 housing.- If you are homeless or a senior citizen, you can still qualify

for the Food Stamp Program.

- If you are undocumented and you apply for foods stamps for your US-born children, your US-born children will not be taken away from you.

- You do not need to work full time in order to qualify for food stamps.

- There are enough food stamp benefits for everyone who qualifies for the program

- Income eligible clients never have to pay for food stamps. 3

- The Food Stamp Program is not a public charge program.

Five Easy Ways Your Food Pantry Can Strengthen Hunger Relief Efforts Your Community

1) Connect with your local food stamp office. a. Visit your local office

i. Get to know your local DPSS staff: the district director, deputy director, and advocate liaison are all important contacts for you and your clients. These contacts can begin a working relationship with the office. Work to make the food stamp office a less intimidating place for your clients.

b. Attend your local food stamp office community meetingi. Locations and contact information are found on the next page

c. Recognize and reward strong food stamp offices or particular workers 2) Participate in Outreach Efforts.

a. Work with other local hunger relief agencies and your local food stamp office to increase targeted food stamp outreach efforts in your community. For more effective outreach, target your efforts toward identified, underserved populations (i.e. seniors, immigrants, and working families)

3) Promote Food Stamps to your clients as a nutrition program rather than a welfare program.

a. Many clients have a negative impression of the Food Stamp Program, in part because they inaccurately believe it is a part of the welfare system. With the introduction of California Advantage Card and with new legislative changes making it easier for families to apply, the program is changing. Food stamps are a way for low-income families to meet their nutritional needs and should be utilized by your clients for this purpose.

4) Bring food stamps directly to your clients. Consider partnering with other organizations to bring a DPSS food stamp eligibility worker on-site at a local pantry.

a. For many clients, transportation is a barrier to reaching the DPSS office. A successful pilot program currently exists at SOVA Food Pantry in Tarzana connecting a food stamp eligibility worker with pantry clients once a week on site. DPSS is thinking of expanding this program. Encouragement and interest from local pantries willing to host the program will be very helpful in bringing along this needed change.

b. Participating pantries are responsible for the outreach and physical location, and the DPSS office provides the county worker to take applications.

5) Join a hunger coalition in your area. If one does not exist, think about starting one.

a. Meeting with other hunger relief groups in your community can help to more efficiently meet the needs of your clients. Benefits of meeting regularly with other food pantries and community advocates include:

i. Coordination of distribution times to meet community needsii. Coordination of target client populations to meet the needs of all low-

income people in your community (i.e. seniors)iii. Share ideas, frustrations and solutions to common problems iv. Get involved in advocacy for positive change

v. Split food transportation costs (i.e. truck rental) with other small nearby pantries

Advocacy

Advocacy is another important way you can work to eliminate hunger in your community. Advocacy simply means speaking up, making your voice heard and sharing your client's stories. Recent victories in hunger advocacy in Los Angeles County, such as changes in food stamp eligibility, were achieved through the work of local food pantries and advocates working together for hungry families

Each year there are dozens of important decisions made about nutrition programs in Washington D.C., Sacramento and in downtown Los Angeles. By getting involved, you can make sure your voice and the voice of the families you serve are heard by your elected officials when they vote about hunger.

Several organizations are ready to work with you and your clients to contact your local elected officials. We have organized this into three easy steps.

2) Take a look at the current issues under debate in Washington, Sacramento and Los Angeles. Several local partners track hunger and nutrition legislation:

Other Useful Resources

In addition to food resources, you may want to direct your clients towards other resources useful to helping them to get back on their feet. Since transportation, utilities and job training are all resources commonly referred by our agencies, we have included each in this manual followed by contact information and an explanation of services.In addition to resources listed below, INFOLINE is a very useful resource and can be found at: www.healthycity.org or (800) 339-6993. United Way is another useful place to find community resources: www.unitedwayla.com.

Transportation Bus passesAll Los Angeles County transit operators and all the city bus lines honor a “disabled identification card.” Call 213-680-0054 for application information and locations.

To be eligible you must show any one of the following: Medicare card California DMV disabled or disabled veteran placard certificate with a current

“valid through” date Proof of receiving SSI or SSDI A certification on school letterhead signed by a Special Education teacher Part III of the application form, which is a one-page certification signed by a

health care professional

For other bus passes, ask for discounts for students and seniors. If you have moved from “welfare to work,” GAIN or RITE can provide bus fare or car travel reimbursements as part of “post employment” services. The Department of Rehabilitation may also provide you with a bus pass if you qualify for their services.

City Ride and other para-transitMost cities in the county offer subsidized transportation for seniors age 65 or more or for people with disabilities. Call “cityride” service from any area code in Los Angeles with 808-RIDE (808-7433) for more information.

Low-cost Car InsuranceLow-income drivers in Los Angeles County who good driving records can purchase special auto insurance for $347 a year. To apply call (800) 622-0954 to find the agent nearest to you.

Utility Bills

Families and individuals who need assistance with their utility bills can access the following resources:

United Way’s Utility Assistance Program (UAP) (for winter utility bills)Call Peggy Robinson of the United Way at 213-630-2126.From February 10, 2004 through April 30, 2004, United Way will distribute one-time funds to more than 120 agencies in 12 counties in central and southern California.

The California Alternative Rates for Energy Program (CARE) To request an application form and more information, please call: PG&E1-800-743-5000Edison1-800-655-4555Southern California Gas1-800-427-2200

CARE is available in Los Angeles (L.A.) County to qualified customers of Pacific Gas and Electric (PG&E), Southern California Edison and Southern California Gas Company. This program offers a 15-percent discount in gas and electrical costs to low-income individuals. To be eligible for aid, a single individual must not make more than $18,200 annually in gross taxable/non-taxable income.

Home Energy Assistance Program (HEAP) (213) 989-3215 or (213) 989-3233 The state of California offers this program to help low-income individuals with overdue gas or electric bills. HEAP also offers a rebate program. The rebate check with an annual maximum of $207 is given directly to the utility company to be credited to the customer's account. Applications for this program generally take six weeks or more to process. Priority is given to applicants with the highest utility bill and the lowest income.

Emergency Crisis Intervention Program (ECIP)Contact your utility companyThis program provides utility assistance for low-income individuals. Eligible people get

assistance to avoid a shut-off notice, reconnection fees, or to establish a new utility account. Contact your utility company to locate the nearest participating agency that

receives this specialized funding.

Department of Water and Power Programs(800) DIAL DWP (342-5397) or [email protected] Income Rate and Payment ExtensionsThe Department of Water and Power offers low-income rate to customers within qualifying income levels. This rate reduces the cost of electricity, water and sewer services for a permanent, primary residence by up to 15 percent. Income means all income of all persons who live in the household. Call for current income requirements. DWP will also work with you in setting up a payment plan if you are experiencing difficulty paying your bill.

Senior Citizen or Disabled Individual Lifeline Rate This program helps senior citizens 62 years or older or permanently disabled individuals who have an annual household income of less than the allowed maximum.

Life Support Device Discount This discount is available to DWP customers who have an essential life-support unit in their home powered by electricity or water supplied by the Department of Water and Power. The application is subject to review by the DWP medical director prior to acceptance and is also subject to periodic review by the DWP.

Medical Baseline Allowance (800) 427-2200 If someone in the household has scleroderma, multiple sclerosis, a compromised immune system, a life-threatening illness, or requires regular use of life-support equipment you may be entitled to an additional baseline allowance.

CalWORKS (323) 419-5570 If you are participating in CalWORKS or have applied for the program you may be able to get "immediate need" money to pay your delinquent utility bills.

Low-Income Energy Efficiency Program (LIEE)(800) 736-4777The LIEE program provides no-cost weatherization services to low-income households who meet the CARE income guidelines. (Senior citizens and disabled persons qualify for these services if their incomes are at or below 200% of the federal poverty guidelines.) Some of the services provided include attic insulation, energy efficient refrigerators, energy efficient furnaces, weather-stripping, caulking, low-flow showerheads, water heater blankets, and door and building envelope repairs that reduce air infiltration.

Training and Education

Workforce Investment Boards offices use government money to help you with job training and placement. These offices each provide grants to fund community based job programs and can help you get placed in one.
