FORM-I SITA RAMA LIFT IRRIGATION PROJECT, PHASE-I, TELANGANA 1 (I) Basic Information 1. Name of the project/s Sita Rama Lift Irrigation Project, Phase-I The present scheme proposes to withdraw water from Godavari River U/S of existing Dummugudem Anicut. The Dummugudem Anicut is located at Dummugudem Mandal in Bhadradri Kothagudem district at 17°52′26″ N and 80°53′6″ E. Project Background Prior to bifurcation of Andhra Pradesh, two project namely (i) Rajiv Dummugudem Lift Irrigation Scheme (ii) Indira Sagar Rudramakota Lift Irrigation Scheme were proposed in order to harness the irrigation potential of left out ayacut from existing irrigation schemes, which is about 6.5 Lakh Acres out of which about 2 Lakh Acres was proposed to be covered by Rajiv Dummugudem Lift Irrigation Scheme and 1.25 Lakh Acres was proposed to be covered by Indira Sagar Lift Irrigation Scheme. Even after execution of this scheme, about 2.55 Lakh Acres would still here remained to be covered by any future irrigation schemes. After bifurcation of Andhra Pradesh 7 Mandals of Khammam District were transferred to Andhra Pradesh and it was amalgamated in West Godavari District of Andhra Pradesh. In this process the intake structure of proposed Indira Sagar Lift Irrigation Scheme went into administrative boundary of Andhra Pradesh. Thus, there was a need for revision of the Indira Sagar Scheme in order to avoid administrative difficulties of O&M between the states of Andhra Pradesh and Telangana.     (I) Basic Information

    1. Name of the project/s Sita Rama Lift Irrigation Project, Phase-I The present scheme proposes to withdraw water from Godavari River U/S of existing Dummugudem Anicut.     Prior to bifurcation of Andhra Pradesh, two project namely (i) Rajiv Dummugudem Lift Irrigation Scheme (ii) Indira Sagar Rudramakota Lift Irrigation Scheme were proposed in order to harness the irrigation potential of left out ayacut from existing irrigation schemes, which is about 6.5 Lakh Acres out of which about 2 Lakh Acres was proposed to be covered by Rajiv Dummugudem Lift Irrigation Scheme and 1.25 Lakh Acres was proposed to be covered by Indira Sagar Lift Irrigation Scheme.

    Even after execution of this scheme, about 2.55 Lakh Acres would still here remained to be covered by any future irrigation schemes. After bifurcation of Andhra Pradesh 7 Mandals of Khammam District were transferred to Andhra Pradesh and it was amalgamated in West Godavari District of Andhra Pradesh. In this process the intake structure of proposed Indira Sagar Lift Irrigation Scheme went into administrative boundary of Andhra Pradesh. Thus, there was a need for revision of the Indira Sagar Scheme in order to avoid administrative difficulties of O&M between the states of Andhra Pradesh and Telangana.

    In view of above, present Telangana Government decided not only to integrate earlier proposed Indira Sagar and Rajiv Sagar Lift Irrigation Scheme into one lift irrigation scheme but also cover the Gap Ayacut which was not covered under any present or future irrigation schemes.

    The present scheme is called as Sita Rama Lift Irrigation Project is being formulated to cover about 9.36 Lakh Acres of Bhadradri-Kothagudem, Khammam and Mahaboobabad districts. The project has been planned to execute in two phases. Phase – I of the Sita Rama Lift Irrigation Project will cover the Bhadradri-Kothagudem, Khammam and Mahaboobabad Districts. The Phase – II will cover the Bhadradri-Kothagudem, Khammam and Mahaboobabad Districts. Phase – I of this Project covers

    command area of 2,72,921 ha. with new ayacut of about 1,33,085 ha. and Stabilization of about 1,39,836 ha.

    The present Form-1 Application pertains to the Phase-I of the Sita Rama Lift Irrigation Project.

    The project location map and project layout map are enclosed as Annexures-I and II respectively. The salient features of the project are enclosed as Annexure-III.

    The project has been planned to execute in two phases:

    Phase – I of the Sita Rama Lift Irrigation Project will cover the Bhadradri- Kothagudem, Khammam and Mahaboobabad District whereas Phase – II will cover the Bhadradri- Kothagudem, Khammam & Mahaboobabad district.

    Phase – I of this Project covers command area of 2,72,921 ha with new ayacut of about 1,33,085 ha and Stabilization of about 1,39,836 ha.

    The present Form-I deals with Phase-I of the Sita Rama Lift Irrigation Project.

    Phase-I of the Project envisages construction of Head Regulator at Dummugudem Anicut and to draw water from Godavari through an approach channel of CBL EL. 45 m.

    The Approach Channel has been designed 1.5 times the capacity the of required discharge i.e., with a design discharge of 382 cumec (13500 cusec) from the River with a length of 1.0 km and then designed as gravity canal for a length of 9.50 Km and runs up to 1st Pump house with a discharge of 255 cumecs..

    Water will be lifted through the proposed 1st pump house with a discharge of 255 cumes (9000 cusecs) at B.G. Kothuru village, Aswapuram mandal, Bhadradri Kothagudem district from El. 43.510 m to El. 67.180 m.

    Water will then be flowing through a gravity canal of length 33.100 km crossing two major rivers Kinnersani and Murredu at Chainage 36.250 km and 38.00 km respectively.

    near Village V.K.Ramavaram H/O Pusugudem , Mulakalapalli mandal, Bhadradri Kothagudem district with a discharge of 250 cumec (8781 Cusecs) from El. +62.464 to El 110 m to Delivery Cistern at Ch. 44.650 km

    Water will then be flowing through a lined canal of about 12.575 Km length up to proposed 3rd Pump House at Km. 57.225 at Kamalapuram village, Mulakalapalli mandal, Bhadradri Kothagudem district which will lift the water through a pumping main of length 1525 m from El. 108.238 to El. 160 m to delivery cistern at 58.750 Km with a discharge of 209.23 cumecs.

    From this point, the Water conductor system consisting of Gravity canal and Tunnel has been proposed to irrigate the earlier proposed Rajiv Sagar Ayacut, including stabilisation of NSP, Wyra and Paleru projects with a ayacut of about 5,39,387 Ac (New ayacut of about 1,93,853 Acres and rest under stabilization).

    From the 3rd pump house at Kamalapuram village water will be lifted to EL.200m to feed ayacut of (Indira Sagar Ayacut of about 1,35,000 Acres) covering Sathupally and enroute mandals through water conductor system.

    4th pump house has been proposed at Dibbagudem H/o Gandugulapalli village, Dammapeta mandal, Bhadradri Kothagudem district. One pressure main will take off water and will be lifted from El. 197m to El. 265 m covering 60,000 Acres through a gravity canal. 2nd pressure main from this pump house will take off water and will be lifted from El. 197.00 to 245m covering an ayacut of 25,000 acres.

    Total Stabilization of Major and Medium projects like NSP, Wyra, Lankasagar and Paleru is of about 2,76,660 Acres and other minor irrigation schemes where there is no assured irrigation source for an area of about 97,158 Ac. will be also being stabilised through Phase – I of this Project. Also, provision for Industrial and Drinking Water Supply has been taken into account.

    Apart from this, the present scheme envisages Pump Houses, Regulators, Offtakes, Cross Drainage and Cross Masonry works across the main Canal wherever

    Yes During construction phase, labour colonies are proposed to be located at various locations close to the construction site. About 2000 laborers and 500 technical staff are likely to congregate in the area during construction phase. Considering family size as 4, the increase in population is expected to be of the order of 10,000. The average per capita solid waste generated is of the order of 210 gm/day/person. The solid waste likely to be generated from labour camps shall be of the order of 2.1 tons /day. Adequate facilities of, collection, conveyance and

    disposal of solid waste will be developed. For solid waste collection, number of masonry storage bins will be constructed at appropriate locations in various labour camps. These bins will be emptied at regular intervals and the collected waste will be transported to landfill sites. The biodegradable portion of solid waste shall be treated through vermin-composting. The compost so generated shall be distributed free of cost to local farmers. The non-degradable portion of the solid waste shall be disposed by land filling. Covered trucks shall be used to collect the solid waste from common collection point and its transfer to the disposal sites will be put in practice. As a part of the study, it is proposed to segregate the municipal solid waste into bio-degradable and non-biodegradable components. The biodegradable component is proposed to be treated through Vermi-composting. The non-biodegradable component shall be disposed through landfilling. Suitable land fill and vermic-composting sites will be identified, to contain municipal waste from various project township, and labour colonies etc., in consultation with the local administration. One community toilet is proposed to be provided per 10 persons. The sewage from the community toilets can be treated at sewage treatment plant (STP), companion aerated lagoon, and secondary tank. For each labour camp, a sewage treatment plant can be commissioned. The treated water from the STP can be disposed in the nearby water body.

    Energy requirement during construction period are proposed to be met from TSGENCO. The provision shall be made for the electric power supply, general lighting during construction phase. For emergency situation, the power shall be supplied through standby DG sets. To avoid cutting of the forest by labourers for fuel during construction, alternative fuels like LPG & kerosene will be provided free of cost for the families of labourers by contractor. Also, provision for fuel to the departmental labour will be kept in the DPR.

    Yes Normally an irrigation project increases the incidence of water-borne diseases owing to increased water availability, as it leads to the formation of stagnant pools of water in command area, canals, etc. This could result in increased proliferation of mosquitoes, eventually leading to increased frequency and incidence of water-borne diseases, especially malaria. This aspect will be studied as a part of CEIA study and adequate measures to be implemented during project construction and operation phases.

    3.3 Affect the welfare of people e.g. by changing living conditions?

    Yes The details of various welfare schemes for locals shall be outlined as a part of Area development activities and the details will be outlined in the CEIA report. A provision of 0.5% of the project cost will be earmarked is for Local Area Development

    3.4 Vulnerable groups of people who could be affected by the project e.g. hospital patients, children, the elderly etc.,

    Yes There will be hospital patients, children, elderly amongst the PAFs. The impacts on the same shall be covered as a part of the CEIA study. This aspect will be covered in detail as a part of the CEIA study.

For solid waste collection, number of masonry storage bins will be constructed at appropriate locations in various labour camps. As a part of the study, it is proposed to segregate the municipal solid waste into bio-degradable and non-biodegradable components. Suitable land fill and vermi-composting sites will be identified, to contain municipal waste from various project township, and labour colonies etc., in consultation with the local administration.

    1. GENERAL

    The Environmental Impact Assessment of the proposed project shall examine the project's potential negative and positive environmental impacts and shall recommend measures required to prevent, minimize, mitigate or compensate for adverse impacts and improve environmental performance of the scheme. The Ministry of Environment, Forest and Climate Change (MoEF&CC), Government of India (GoI) has issued EIA Notification 2006 guideline for obtaining Environmental Clearance. An EIA study is a pre-requisite for obtaining Environmental Clearance. The Study Area for the EIA study shall comprise of the following:

    8. ENVIRONMENTAL MANAGEMENT PLAN

    Feasible and cost effective measures to prevent or reduce significant negative impacts to the acceptable levels are to be developed, including the estimate of the impacts and cost of these measures, and of the institutional and training requirements to implement them. When impacts cannot be mitigated, compensation to affected parties shall be considered. The management measures proposed to be suggested for the following aspects:

    Measures to control the water pollution due to various effluents to be discharged during construction phase.

    Measures to control air pollution during construction phase.

    Measures to contain noise pollution and mitigate adverse impact on construction staff and habitat in the study area.

    Reclamation of areas disturbed during construction including quarry stabilization and construction waste disposal sites

    Development of public health management plan

    Maintenance of water quality during project operation phase.

    Compensatory Afforestation Plan in lieu of forest land to be acquired for the project

    9. RESETTLEMENT AND REHABILITATION PLAN The project envisages acquisition of 1930 ha of f o r e s t land for various project appurtenances apart from private land of about 2905 ha. The same shall be confirmed as a part of DPR preparation. A Resettlement & Rehabilitation (R&R) Master Plan highlighting the guidelines of land acquisition and provisions for rehabilitation measures shall be formulated. The “Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013”. shall serve as a basis for preparation of the R&R plan for the project affected families.

    10. CATCHMENT AREA TREATMENT

    A Catchment Area Treatment Plan for catchment area intercepted at barrage site is prepared as a part of the Comprehensive EIA study. The procedure for preparation of CAT plan for each watershed area to be covered is given as below:

    Catchment area Treatment Plan to be prepared using SYI method. Delineation of sub-watersheds in the catchment area.

    Land use pattern using satellite data, slope map using Survey of India toposheets, etc. is prepared.

    Mapping of critically degraded areas based on Integration of Remote Sensing technique, GIS methodology and Silt Yield Index method and prioritization Watershed treatment

    Preparation of phase wise Catchment Area Treatment (CAT) Plan for sub-watersheds with very high and high erosion intensity.

    Estimation of cost required for implementation of CAT plan is prepared.

    11. LOCAL AREA DEVELOPMENT PLAN As a part of the CEIA, a Local Area Development Plan (LADP) shall be formulated for implementation in study area villages. An amount of 0.5% of the project cost shall be earmarked for implementation of Local Area Development Plan 12. ENVIRONMENTAL MONITORING PROGRAMME The Environmental Impact Assessment is basically an evaluation of future events. It is necessary to continue monitoring certain parameters identified as critical by relevant authorities under an Environmental Monitoring Programme. This would anticipate any environmental problem so as to take effective mitigation measures. An Environmental Monitoring Programme will be formulated for implementation during project construction and operation phases. The cost estimates and equipment necessary for the implementation of various measures suggested as a part of Environmental Monitoring Programme shall also be covered as a part of the EIA Study.
