Subject: Hiring of ehicles by the Income Tax Department, Jaipur - Regard ing

The Pr.Commissioner of Income Tax-2, Jaipur on behalf of the President of India, invites quotations in sealed covers from reputed vendors latest by 06.04.2015 for hi ring 8 mid-sized Vehicles of different models (only Diesel/Petrol run) , for the use of the Income Tax Department, Jaipur. The preferred Vehicles and requires numbers thereof are given below:

Different model s of vehicle from different vendors may be hired based on the financial bid rece ived for each model.

The bid shall consist of two parts - Technical bid and Financial bid. Both bids are to be placed in two separate sealed envelopes (clearly super scribing 'Technical Bid' and 'Financial Bid') which in turn are to be placed in one sealed cover. Bids of all parties whose Financial Bid is not in a separate sealed cover or the rates quoted by them find mention in their Technical Bid shall be rejecte forthwith. All the information sought under the head

'Conditions' and 'Other Information to be supplied' is to be given in Technical Bid while price quoted for the same will have to be mentioned only in the Financial Bid. The Fi nancial bids of only those parties shall be opened whose Technical Bids are found to be eligible while the disqual if ied bidders' financial bid shall be returned unopened.

The Technical bid shall be opened at 11.30 A.M. on 07.04.2015 in the office of the Add I. CIT, Range-5, Room No. 332-B, 3rd floor, New Central Revenue Building, Statue Circle, Jaipur in the presence of one representative of ~ the bidder wh wishes to be present.

A. Eligibility riteria for Bidder (Supporting evidences should be submitted along with Technical bidl:-

i. The Applicant Vendor should own sufficient number of vehicles at the time of making application for the contract and should produce evidences to that effect.

ii. Applicant Ve dor should have a reputed client base and should not be blacklisted by any Government Department in last 5 years. The client list along with proof of work order received should be submitted in support of the same.

iii. The Applicant Vendor should have the experience of running a fleet of vehicles on hiring basis for at least 3 years .

iv. The above conditions will not apply to Government or Semi­Government Enterprises.

B. TECHNICAL BID :-

Eligible trans ort vendors, tour/taxi operators are requested to provide the following information in the Performa enclosed with this tender document:-

1. Name & address of the bidder. 2. Nature of busi ess. 3. Income Tax assessment particulars, Ward/circle & PAN 4. Number of vehicles presently owned by the vendor along with proof of ownership

of each vehicle. 5. If the vehicles not owned are to be pressed in service, contract with the owner

placing the ve icles at the disposal of the bidder. 6. Turnover in the past three year along with documentary evidence. 7. Copies of I.T. Returns for the last three A.Y. 2012-13 to 2014-15 along with

balance sheet & P&L A/c & Auditors report, if any. 8. Details of hiri g of vehicles done in the past:-

8.1 Name & address of the parties to whom vehicles were given on hire during last 3 financial year;

8.2 Period for which the vehicles were hired out; 8.3 Number of vehicles given on hire.

C. FINANCIAL BID:-

(a) The rate for hiring of vehicles should be quoted for 2000 kms. & 300 hours per month for veh icles of the make of 2014 or later & having run for not more than 30,000 kms. The time & distance will be calculated from the time & place of reporting to the time & place of release.

(b) The balance of kilometers/hours run during the month are to be carried forward to the next month and any cumulative shortage will lapse at the end of contract year and any umulative excess wi ll be paid at the end of contract year, as per kilometer/hou r basis ..

(c) The rates for petrol/diesel run vehicles for different models are to be given separately.

(d) Rates for extra km / hour must be separately specif ied.

(e) The rates quoted should be exclusive of Service Tax as well as any other taxes, fees fines or levies, as applicable .

GENERAL TERMS & CONDITIONS

1. The Pro Commissioner of Income Tax-2, Jaipur (hereinafter referred to as Pr.CIT) reserves the right to postpone and/or extend the date of receipt /opening rates /quotations or to withdraw the same, without assigning any reason thereof.

2. Rates/Quotations duly filled in, will be received upto the date and time mentioned in the letter/advertisement given in the newspaper or website.

3. Tender Fee is Rs. 200/- which is payable at the time of procurement of the tender document an is non-refundable.

4. The agency will not contact in any way any person/authority for availing the contract. If fo nd so, the tender of the agency doing so will be rejected.

5. The tender m st be submitted along-with Demand Draft drawn in favour of 'The ZAO, CBDT, Jaipur' of Rs. 10,000/-(non-interest bearing) as Earnest Money Deposit (EM D) . Bid submitted without EMD will summarily be rejected. The EMD of the successful bidder will be refunded after furnishing of the Security Deposit and the EMD of the bidders will be refunded at the earliest after completing bidding process.

6. All the rates ust be written both in figures and words. Corrections, if any, is to be made by crossing out, initialing, dating and rewriting shall be authenticated.

7. The vehicles s ould be in excellent condition. Preferably, the color of the cars will be white. They should have been manufactured on or after 01.01.2014 and should not have run for more than 30,000 kms. All the vehicles must have valid taxi permit to run in the territory of Rajasthan. However, the decision of PLCIT will be final in this regard. .

8. The vehicle should be for the exclusive use of the Income Tax Department for all seven (7) days of a week. The Department may prohibit using the vehicles, by the vendor, for any other purposes.

9. The vehicle will be at the disposal of the Pr.CIT and the timing and duration of deployment of vehicles will beas per the requirement of the controlling officers.

10. All expenses r lating to salary and allowances of t he driver, over time payment, maintenance of vehicles, insurance, petrol/diesel , oil or any other expenditure related to the vehicle and the driver will be borne by the Vendor.

11. The vendor wi ll have to follow all the statutory rules and regulations in respect of its employees .e. Labour Law, ESI, Provident Fund etc.

12. All legal obligat ions in respect of the vehicle i.e. Road Tax, RTO registration and permissions etc. and in respect of the driver i.e. minimum wages as per Govt. Regulation, social security etc. will be the responsibility of the Vendor.

13. The vehicle wi ll be kept neat and clean and in perfect running condition provided with seat covers & curtains.

14. In the event of breakdown of vehicles or absence of driver, the Vendor shall provide a substitute vehicle/driver immediately. In case vehicle does not report on time/does not report at all, a penalty mentioned in clause (35) below will be deducted from the monthly bill of the vendor.

15. The drivers sh uld have valid driving license with a minimum experience of two (2) years. The vehicle should be registered with the concerned authorities of Central/State Govt. A certificate to this effect should be provided. The drivers of the vehicle must follow traffic rules and other regulations prescribed by the ~Government from time to time.

16. The Drivers must observe all the etiquette and protocol while performing the duty. He must be neatly dressed, should wear proper uniform & must carry a mobile phone in 24x7 hours working condition, for which, no separate payment shall be made by the Department.

17. The Transport operator and driver shall be bound to carry out the instructions of the Departm nt as well as of the Officers assigned to the vehicle.

18. In case of any accident, all the claims/damages arising out of it shall be met by the vendor. The vendor will be responsible for any loss/damage to property because of negligence of driver or poor maintenance of vehicle or due to an accident. The department will not be responsible for any such loss.

19. TDS will be made as per law.

20. The Contract for a vehicle can be terminated at any time after giving, one month notice without assigning any reason by the department and two month's notice by the vendor.

21. The rate sho Id be specified (exclusive of Service Tax & other Govt. levies as applicable) for 2000 kms (reckoned from place of reporting to place of release) & 300 hrs on m nthly basis (reckoned from time of reporting to the time of release) for each vehi cle. The charges for each vehicle for addit ional hours after 300 hours and/or additional distance after 2000 km per month should also be specified in the rate. In case any vehicle is required on Sunday kilometer, mileage/hours for those days wi ll be included in the monthly limit of 2000 kms/300 hours.

22. Any claim for additional hours after 300 hours and/or additional distance after 2000 km per month should be supported by the logbook, duly verified by the officer-in-charge of the vehicle.

23. The vendor shall provide separate dedicated vehicle and driver for each officer. Any c ange in vehicle and/or driver should be made only in very exceptional circumstances and with the prior permiss ion of the concerned officer.

24. The Vendors s ould ensure payment of wages, as per minimum wages Act, to the drivers deployed by them. Department may call for the wages or salary register/vouchers for verification, as and when required in order to ensure payment of correct wages as per law.

25. The vendor sh uld have been registered with the authority concerned of State or Central Government. He is also required to fulfill the conditions prescribed in Section 66 of Motor Vehicle Act, 1988 for hiring vehicles.

26. If the total kilometers/hours run during a month is more/less than the scheduled, if any, would be carried forward and cumulative shortage will lapse at the end of contract year and any cumulative excess will be pa id at the end of contract year, as per kilomete r/hour basis .

27. No other person except the vendor's authorized representative/driver shall be allowed to enter the office premises.

28. Within the offic premises, the vendor's personnel/driver shall not do any private work other than assigned duties.

29. The vendor sha l ensure that peace and order is maintained in the office premises by his employees.

30. The vendor or h s representative would ensure that all his personnel/driver would behave courteously and decently with the Officers/Officials of the Income Tax ~ent and also ensure good manners.

31. The vendor shall submit copies of the Registration Certificate and comprehensive insurance pol icies of the vehicles being offered for hire and particulars with photograph of the drivers dedicated to each vehicle.

32. The successful bidder shall be required to produce the vehicle in the office for the physical veri f ication/inspection.

33. The vehicle should carry a designation plate as designed by the department and for which no separate payment shall be made. The designation plate should be covered when a particular officer is not occupying the vehicle.

34. TERMS OF PAYMENT :-

a) The month ly consolidated bill in triplicate for the no. of vehicles hired will be submitte to the office of the Pr.CIT, within five days of the end of the month, which shall be got duly verified by the office r-in-charge . Payments will be released by the office of the Pr.CIT after making necessary verification.

b) Income ax Department, Jaipur shall release due amount after making recoveries from the penalties imposed during the month, if any, through crossed account payee cheque, in favour of vendor, subject to deduction of tax at so rce.

35. PENALTIES :-

The default and the consequential penalties will be applicable as below:
