Dear Mr. Angell: The purpose of this letter is to request that Rhode Island Department of Environemtnal Management (RIDEM) provide EPA with a list of the State applicable, relevant and appropriate requirements (ARARs) for the Western Sand & Site. As you know, the PRPs have almost completed the the Remedial Investigation for the Western Sand & Gravel Site and submitted a copy of the Draft Groundwater Remedial Investigation Report to EPA and RIDEM on February 27, 1990. As EPA understands, RIDEM only received one copy of the report and needed additional copies to conduct a complete review. Although RIDEM requested copies immediately, copies were not received until March 16, 1990. Therefore, RIDEM needs additional time to complete the review of the report. Based on our discussions, you have agreed to submit all comments directly to the PRPs by April 9, 1990. In addition, EPA is requesting that RIDEM submit a list to EPA of the State ARARs no later than April 16, 1990, thirty (30) days from receipt of all necessary copies of the report. At a minimum, this list should include the State chemical and location specific ARARs applicable to the Site. In the near future, EPA will request that RIDEM provide additional State action specific ARARs based on the alternatives developed in the Feasibility Study.
