Chairman Message It is my proud privilege and pleasure to welcome all of you to the Annual General Meeting on behalf of Executive Committee of MSAK. MSAK with more than 50 years contribution to the mining Industry will work to improve all the aspects of mining, which includes production, safety and environment with dedication, sincerity and untiring efforts. The association is dedicated to the service of mining fraternity with great zeal and enthusiasm in strengthening the industry, which is the back bone for the nation’s economic growth. As you know that MSAK propose to conduct National Conference on “MSAK MINING CONCLAVE 2020” “during June 2020 to deliberate on main themes, but due to Covid-19 pandemic, the programme was postponed indefinitely. In view of the Covid-19 pandemic, the entire world is in a grip of a monumental public health crisis as well as concomitant acute economic and humanitarian distress. However, in view of the pandemic, we are holding the AGM on a virtual platform. The Annual Report for 2019-20 gives broad picture of activities of MSAK. Annual General Meeting was called in the month of August 2019 for the following reasons.

4. Fixation of Safety Week Celebration dates, place & date for final day function,
fixation of trade test schedules.

6. Presentation and adoption of audited statement of accounts for the year 2018-19
7. Adoption of report and accounts for the year 2018-19
8. Appointment of Auditor from the conclusion of this AGM to the conclusion of next

The Annual General Meeting (AGM) of Mines Safety Association Karnataka (MSAK) was
held on 14.08-2019 at 9.00 AM. Shri G. Vijaya Kumar, Dy. Director General of Mines
Safety (Officiating), Southern Zone, Bengaluru and Shri Mihir Choudhury, Director of Mines
Safety, Ballari Region, who are the patrons of the association, Shri K. Gyaneswar, Dy.
Director of Mines Safety, Ballari Region were present. Dr. Meda Venkataiah, Chairman,
presided over the meeting. Shri Dhananjaya G. Reddy, Hon. Secretary, Shri Shanta Kumar,
Treasurer and Shri Kamlesh V. Patel, Jt. Secretary were present during the meeting.
QUORUM
The Chairman called for the attendance register signed by all the attendees and after taking
count of members and confirming the quorum for the AGM, called the meeting in order.
WELCOME ADDRESS
The Hon. Secretary welcomed all the DGMS officials and all the Members present in the
Annual General Meeting.
1. GENERAL TALK ON “MINING AFTER 2020 – NATIONAL STEEL POLICY –
EMPLOYMENT OPPORTUNITIES”
Dr. Meda Venkataiah briefed General talk on “Mining after 2020- National Steel Policy –
Employment opportunities”. Mining is the largest source of employment in remote and rural
regions next only to agriculture. Mining results in a positive impact on the socio-economic
development of local communities and employment of rural youth.
Mining involves identifying and extracting mineral resources hidden in the earth, which are
of no value unless extracted. Thus, mining creates primary value out of nothing and further
leads to value addition through mineral beneficiation. In the process, it generates huge
employment opportunities; which intern leads to improvement in social-economic status of
the communities and inclusive growth in the economy. He also stressed the impact of so
many working mines which are going to be non-operational w.e.f. 1st April 2020. There may
be impact of closure of many working mines beyond that date, upon the employment
opportunities, raw material availability to the value chain, etc to some period.
2. CONFIRMATION OF THE MINUTES OF AGM FOR THE YEAR 2017-18:
Hon. Secretary presented the zest of the minutes of the previous Annual General Meeting
2017-18, which was held on 29th September 2018 and printed in the Annual Report for
approval. The minutes were accepted and approved; Sri K. Ramani proposed and seconded
by Sri. Y. Ramamohan Reddy.
3. PRESENTATION OF HON.SECRETARY REPORT FOR THE YEAR 2018-19:
Hon. Secretary presented the report highlighting the conduct of AGM, Executive Committee
meetings and Sub Committee meetings of MSAK during the year 2018-19 and the decisions
arrived at the meetings briefly:
Fixation of schedules of Trade test and Mines Safety week celebrations for the year 2018.
Fixation of State level function and host.
Brief details of National Conference held during the year
Felicitation of Shri P.K. Sarkar, DGMS and Shri Utpal Saha, Dy.DGMS, SZ, during the year.
Felicitation of Senior Mining Professionals like Shri Ramaiah and Shri M.S Raju during State
level final day function.
Development of MSAK website: www.msak.co.in, etc.
The detail annual report of MSAK for the year 2018-19 containing details of all the activities
carried out during the year was circulated to all the members present in the meeting.
4. FIXATION OF SAFETY WEEK CELEBRATION DATES AND PLACE & DATE

6 PRESENTATION OF AUDITED STATEMENT OF ACCOUNTS OF
HEADQUARTER & NATIONAL CONFERENCE ACCOUNTS FOR THE YEAR
2018-19.
Mr. Shantha Kumar, Treasurer, MSAK, presented the audited accounts of MSAK
(Headquarters) and National Conference Accounts for year 2018-19 with detail explanations.
Gross Receipts & Payments for the year ending March 31, 2019 were Rs.24,46,025/- &
Rs.19,25,105/- respectively, with net result of excess of income over expenditure of Rs.
5,20,920/-. The assets MSAK Headquarters as on 31.03.2019 is Rs.69,00,493/-
Further Hon. Secretary presented National Conference Accounts for the year 2018-19 with
details explanations. Gross Receipts & Payments for the year ending March 31, 2019 were
Rs. 47,86,022/- & Rs.36,86,172- respectively, with net result of excess of income over
expenditure of Rs.10,99,850/-.
ACCOUNTS FOR THE YEAR 2018-19
Shri. Shanta Kumar, Treasurer presented the audited accounts of MSAK with detailed
explanations for approval of the AGM for the year 2018-19 for the Association as a whole.
Gross Income & Expenditure for the year ending March 31, 2019 were Rs.87,50,237/- &
Rs.75,08,203/- respectively, with net result of excess of income over expenditure of
Rs.12,42,034/-. The assets of MSAK as on 31.03.2019 is Rs.91,85,753/-, and the amounts
have been kept either in the form of fixed deposits &/or respective bank accounts.
The financial statements i.e. the Balance Sheet as on March 31, 2019 & the Income &
Expenditure Accounts for the year then ended were adopted unanimously by the members
present in the AGM after detail discussion.
The audited accounts was unanimously accepted and passed as proposed by Shri
P.Sreenivasa Rao and seconded by Shri K. Madhusudana.
8. APPOINTMENT OF AUDITOR FROM THE CONCLUSION OF THIS AGM TO
THE CONCLUSION OF NEXT AGM:
As per RULE-15, an external auditor to audit the financial statements of the Association is
required from the conclusion of this AGM to the conclusion of next AGM. Shri. Dhananjaya
G. Reddy, Hon. Secretary informed the gathering that M/s. Satyam & Dutta, Chartered
Accountants, Hosapete are retiring auditors are eligible for re-appointment. The members
have unanimously agreed to re-appoint M/s. Satyam & Dutta, Chartered Accountants,
Hosapete to carry out the functions as auditors of MSAK at remuneration to be fixed by the
Executive Committee.
PERIOD 2019-21
As per MSAK Circular dated 13.04.2019 All Zones nominated names for Executive
Committee for the term 2019-21. Nominations are as per approval of respective zonal AGM
meetings. The list is placed before AGM. After detailed discussion few changes are made in
the nominations of Zone-II and approved by AGM.

Hon. Secretary informed the house that 1st Meeting of executive committee will be held at
4PM on this day to select by new office bearers. All New Executive Committee Members
are requested to attend without fail.
10. ANY OTHER MATTER WITH PERMISSION OF THE CHAIR
MSAK WebSite:
As decided in the previous AGM, on this occasion Hon. Secretary informed the august
gathering that MSAK has developed its own website with portal www.msak.co.in. Requested
all the members to visit the website and provide feedback to the undersigned for further
improvement. He also informed the gathering that the website will have payment gateway
also within couple of weeks and requested the members to utilized the facilities.
Allotment of Land for MSAK Activities: Hon. Secretary informed the gathering about the
allotment of land to MSAK by the district administration of Ballari and requested Shri
Madhusudhana to brief the gathering. Shri Madhusudhana informed that the identification of
the land parcel with pending with the Thasildhar of Hosapete and file is not moving further.
He informed that the present Deputy Commissioner is more forthcoming in such matters and
we may approach him for further assistance in this regard. Chairman proposed to purchase
some immovable assets at Hosapete if, land allotment is getting delay. All the members
present unanimously agreed to purchase some property.
Southern Zone:
He has stressed the need of commencing the Mine Mate trade in Industrial Training Centers
across the country to cater to lower level supervisory staff of the mining industry. He advised
all the members to discontinue use plastic in day to day life. He advised all the Group
Vocational training centres to introduce Yoga as one of the subjects while imparting
vocational training. He Explained the importance and benefits of keeping the Air
Conditioner temperature at 25 deg to 26 deg. Said all the mine managements should use
more solar power in day to day activities of their mines. Stressed the need of educating the
mining population about MGVT Rules. Advised all the mine managements to prepare the
Crisis Management Plan and to submit the certificate to DGMS. Advised all the concerned to
utilize the online services of obtaining permissions from the directorate.
Concluding Remarks by Shri Mihir Choudhary, Director of Mines Safety, Ballari
Region:
He stressed the need of conducting mine safety weeks; conferences, etc., to achieve zero
harm accident rate in the industry. He wished MSAK a safe and productive year

Annual Report 2019-20
MSAK is an apex association in spreading the safety awareness in Karnataka & other states.
The association has its continuous service to the mining fraternity with great zeal and
enthusiasm in strengthening the industry which is the backbone for the nation’s industrial
growth.
MSAK is organizing inter mines competitions, by conducting safety weeks, final day
functions etc, in all 4 zones with objectives to inculcate the Safety awareness among the
Mining Community in particular and common public in general with updated safety standards
and mines rules & regulations.
MSAK has conducted inter mines competitions & Trade tests in all four zones and member
mines participated in Safety Week Celebration during the year 2019-20 and the details are as
follows:

ACHIEVEMENT OF MSAK
The Association since its inception has contributed immensely in the development and
propagation of science and technology in all spheres of mining industry. Noteworthy
contributions of the Association include holding of National Seminars on several
contemporary topics of importance. The Association is successful in bringing the
academicians, researchers, professionals and equipment suppliers on to a single platform
where the technology and expertise related aspects are discussed in detail. The Zones are
also engaged in conducting short-courses, training programmes, workshops to the mining
fraternity.
The Association continues to strive forward to strengthen the competitiveness of the
professionals working in the mining industry and assumed to play a vital role in the economic
development of the mining and mineral industry in the country. Some of the noteworthy
efforts put forward in year 2019-20 are as follows.
Zonal Activities:
The Mines Safety Association Karnataka, Zone-1 Celebrated Mines Safety Observance &
Control of Respirable Dust Week 2019-20 by involving all the Mines of Ballari District and
some part of Andhrapradesh.
AGM of Zone-1 was conducted on 09.05.2019 on Thursday at MGVTC, Sandur. MSAK,
Zone-1 initiated the Safety Week by organizing 28 trade tests from 25.09.2019 to
12.10.2019 among 38 Iron Ore Mines. In these Trade tests total 709 employees were
participated and 122 prizes were distributed. 2nd and 3rd prizes were distributed after
completion of trade tests at venue only and 1st Prizes were distributed in final day function
celebration at Priyadarshini Grounds, Beside Priyadarshini Hotel, Station Road, Hosapete.
Participation: During the year 2019-20, under Zone-1, 38 Iron Ore mines in Bellary &
Bagalkote district and 63 Granite Quarries & iron ore mine of Ballari, Davanagere district &
Anantapur district of Andhra Pradesh have participated. Participation of No. of granite
quarries increased drastically this year due to lot of efforts from DGMS, Ballari office,
Ballari
Participating Mines have been divided into 7 groups, Namely Mechanised-A1, Mechanised
A2, Mechanised-A3, Mechanised-A4, Mechanised B1, Mechanised B2, and Semi
Mechanised –C1 and Semi Mechanised –C2.
Inspection: The inspections of these mines were conducted between 04th to 08th of
November 2019. 22 inspection team members from different cement companies have
inspected all member mines of this zone and given their judgments against Safety and
Control of Respirable Dust.
On 10.11.2019 Zonal level final day function was organized in Priyadarshini Grounds, Near
Priyadarshini Hotel, Station Road, Hosapete. Prizes among the mines were distributed by the
dignitaries on the dais. This year Zonal level function was hosted by M/s. Narayana Mines
Private Limited, Sandur. They have organised the function in very good manner during final
day function and organized cultural activities during final day function. MSAK, Zone-1
appreciates & express sincere thanks to the M/s Narayana Mine P. Limited, Sandur for
hosting the final day function in admirable way, Shri G. Vijay Kumar, Dy. Director General
of Mines Safety, (Officiate) Southern Zone, Bangalore was the Chief Guest of the function,
Shri S.S.Nakul, IAS, District Commissioner, Ballari, Shri Mihir Choudhury, Director of
Mines Safety, Ballari Region, Ballari, Shri K.A. Mahaveer, Dy. Director, Department of
Mines & Geology, Hosapete, were the Guests of Honour. Dr. Meda Venkataiah, Chairman,
MSAK & Executive Director, M/s. MSPL Ltd., presided over the function. Shri K.

Training: MSAK, Zone-1 organized to send 4 Nos. of First Aid teams to Annual Brigade
Orientation Training from all the working mines of Zone-1. The training was conducted by
St. John Ambulance, Bangalore. In this, all type of industries like Gold Mines, Garments,
Security, Rescue teams, Factories etc. are participating every year and the following are the
Mining teams from Zone-1 were participated in the training.

2. AGM of Zone-II was conducted on 29.04.2019 on 02:30PM at Hotel Akshaya International
Navanagar Bagalkot.
3. MSAK, Zone-II initiated the Safety Week by organizing 9 trade tests from 16.09.2019 to
23.09.2019 among 55 Mines L/s, Dolomite, Granite & Iron Ore Mines. In these Trade tests
total 96 employees were participated and 31 prizes were distributed to 1 st,
2 nd
winners on final day function celebration at Bagalkot.
Participation: During the year 2019-20, under Zone-II, 1- Iron Ore, 29- L/s, Dolomite & 25-
Granite mines were participated from Raichur, Bagalkpt & Koppal District.
This year mines participation reduced drastically due to floods in the areas. The participated mines
were divided in three groups – B Mechanized mines, C Semi mechanized mines & D Manual mines.
Inspection: The inspections of these mines were conducted between 18 th to 23
nd of November
2019. These were 5 inspection team members from deferent mines have inspected all participating
mines of this zone and given their judgments against Safety and Control of Respirable Dust.
The zone-II all officers and members were taken a decision to support to the flood effected people by
cutting down unnecessary expenses in celebration of Mines safety week – 2019.
We are pleased to inform that the cheque Number – 180271 for Rs.300000/- (Three Lakh only) is
handed over to The Deputy Commissioner of Bagalkot towards Chief Minister Relief fund (Natural
calamity) on 27-08-2019 by officers and members of Zone-II.
On 25.11.2019 Zonal level final day function was organized at Managolis Shri Sitaram Bhavan,
Vidyagiri, Bagalkot. Prizes among the mines and trade test winner were distributed by the dignitaries
on the dais. This year Zonal level function was hosted by M/S Dolphin International, Ilkal. They have
organised the final day function in a grand way and organized cultural activities during final day

Zone-III
The Mines Safety Association Karnataka, Zone-3 Celebrated Mines Safety Observance Week
(Control of Respirable Dust) 2019-20 by involving all the Member Mines of Chitradurga, Tumkur,
Mysuru, Hassan, Udupi, chikkamangaluru, Bengaluru Urban Districts in Karnataka and Krishnagar
District of Tamilanadu.
AGM of Zone-3 was conducted on 03.05.2019 and executive committee meeting on 28.02.2020 at
Bengaluru.
MSAK, Zone-3 initiated the Safety Week celebrations by organizing 20 trade tests from 22.09.2019 to
29.09.2019 among the Iron ore mines, Limestone mine and Granite Quarries. In these Trade tests
totally about 235 employees have participated and 98 prizes were distributed to the successful
winners. The 2 nd
and 3 rd
prizes were distributed to the winners at the venue of trade tests and 1 st Prizes
were distributed in the final day function held at Murugarajendra Anubhava Mantapa, Chitradurga.
Participation: During the year 2019-20, about 52 mines in Karnataka and 70 Granite & Blue Metal
Quarries in Tamilnadu have participated in Safety Observance Week.
The Mines have been divided into 8 groups, Namely Mechanised-A, Group-B, Group-C1, Group-C2,
Group-D1, Group-D2, Group-D3 and Group-D4.
Inspection: The inspections of these mines were conducted between 25 th November to 1
st of
December 2019. Eight inspection team members drawn from different companies have inspected all
participating mines of this zone and given their judgments. Team Conveners were drawn from Other
zones of MSAK.
The Zonal and State Level final day function of Mines Safety Observance Week 2019 was organized
on 1 st December 2019 at Anubhava Mantapa convention hall, Murugarajendra mutt, Chitradurga. The
host for the zonal and state level function was M/s. R. Praveen Chandra. The function was organized
in most grand & beautiful manner with stalls displaying different safety products and also the good
practices being implemented in different mines. The audience was entertained by the Cultural team of
M/s. Anjana Nruthya Kala Kendra, Chitradurga. The prizes for zonal level trade test winners (1 st
prize) and winners of inter mines competition were distributed by the dignitaries graced the occasion.

State Level Function
The State Level final day function was organized at Anubhava Mantapa, Shri Murugarajendra Mutt,
NH-4, Chitradurga on Sunday, the December 1, 2019 by Mines Safety Association Karnataka and
M/s. R. Praveen Chandra, ERM Group of Companies. Shri R. Subramanian, Director General of
Mines Safety (Officiating), Dhanbad, was the Chief Guest of the function. Shri G. Vijay Kumar, Dy.

PRIZE DISTRIBUTION
The Mines Safety Association Karnataka, Zone- 4 Celebrated Mines Safety Observance &
Control of Respirable Dust Week 2019-20 by involving all the Mines of Kurnool,
Ananthapur District, A.P., NMDC, JK Cements, and all the cement plants of Kaliburigi
district of Karnataka.
AGM of Zone- 4 was conducted at ACC Wadi on 10.06.2019.
MSAK, Zone- 4 initiated the Safety Week by organizing 22 trade tests from 22.09.2019 to
29.09.2019 among 33 mines participated. About 475 employees participated in the Trade
tests competition and 103 prizes were distributed in the final day function held at M/s. Penna
Cement Industries Limited, Talaricheruvu, Ananthapur District.
Participation: During the year 2019-20, about 33 mines participated in Safety week
celebrations; 31 mines are limestone in A.P. and parts of Karnataka and 2 are Iron Ore mines
of NMDC in Bellary district, Karnataka. Participating Mines have been divided into 4
groups, namely Mechanised - A, Mechanised - B1, Mechanised - B2, Mechanised – C.

15.11.2019. 16 inspection team members drawn from different mines of Zone –3 have
inspected all participating mines of this zone and given their judgments on the Safety and

INDEPENDENT AUDITOR’S REPORT
To, The Members Mines Safety Association Karnataka (MSAK) Hosapete, Ballari District, Karnataka Opinion We have audited the accompanying financial statements of Mines Safety Association Karnataka (MSAK) (“the Association”), Hosapete, Ballari District, Karnataka, that comprises the Balance Sheet as at 31st March 2020, the Income & Expenditure Account for the year then ended and the annexed significant accounting policies. In our opinion and to the best of our information and according to the explanations given to us, the
aforesaid financial statements read with notes thereto, are prepared, in all material respects, in
accordance with the Karnataka Societies Registration Act, 1960 and give a true and fair view of the
state of affairs of the Association as at March 31, 2020 and its deficit (excess of expenditure over
income) for the year ended on that date.
Basis for Opinion We conducted our audit in accordance with the Standards on Auditing (SAs) issued by the Institute
of Chartered Accountants of India (ICAI). Our responsibilities under those standards are further
described in the Auditor’s Responsibilities for the audit of financial statements section of our report.
We are independent of the Association in accordance with the code of Ethics issued by the ICAI and
we have fulfilled our other ethical responsibilities in accordance with the code of Ethics. We believe
that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our
opinion on the financial statements.
Responsibilities of Management and those charged with Governance for the Financial Statements The Executive Committee of members of MSAK is responsible for the preparation of these financial
statements that give a true and fair view in accordance with the requirements of the Karnataka
Societies Registration Act, 1960 and generally accepted accounting principles and to provide for such
internal controls as the Executive Committee determines it necessary to enable the preparation of
financial statements that are free from material misstatement, whether due to fraud or error.
In preparing the financial statements, the Executive Committee is responsible for assessing the
Association’s ability to continue as a going concern, disclosing, as applicable, matters related to
going concern and using going concern basis of accounting unless the Executive Committee either
intends to liquidate the Association or to cease operations, or has no realistic alternative but to do
so.
Those charged with governance are responsible for overseeing the Association’s financial reporting
process.
Auditor’s Responsibilities for the Audit of the Financial Statements Our objectives are to obtain reasonable assurance about whether the financial statements as a
whole are free from material misstatement, whether due to fraud or error, and to issue an auditor’s
report that includes our opinion. Reasonable assurance is a high level of assurance, but is not a
guarantee that an audit conducted in accordance with the Standards on Auditing (SAs) issued by the
Institute of Chartered Accountants of India will always detect a material misstatement when it
exists. Misstatements can arise from fraud or error and are considered material if, individually or in
the aggregate, they could reasonably be expected to influence the economic decisions of users taken
on the basis of these financial statements.
As a part of an audit in accordance with SAs, we exercise professional judgement and maintain
professional scepticism throughout the audit. We also:
- Identify and assess the risks of material misstatement of the financial statements, whether due
to fraud or error, design and perform audit procedures responsive to those risks, and obtain
audit evidence that is sufficient and appropriate to provide a basis for our opinion. The risk of
not detecting a material misstatement fraud is higher than one resulting from error, as fraud
may involve collusion, forgery, intentional omissions, misrepresentations, or the override of
internal control.
- Obtain an understanding of internal controls relevant to the audit in order to design audit
procedures that are appropriate in the circumstances, but not for the purpose of expressing an
opinion on effectiveness of the Association’s internal controls.
- Evaluate the appropriateness of accounting policies used and the reasonableness of accounting
estimates, if any, and related disclosures made by the Executive Committee.
- Conclude on the appropriateness of the Executive Committee’s use of the going concern basis
of accounting and, based on the audit evidence obtained, whether a material uncertainty exists
relating to events or conditions that may cast significant doubt on the Association’s ability to
continue as a going concern. If we conclude that a material uncertainty exists, we are required
to draw our attention in our auditor’s report to the related disclosures in the financial
statements or, if such disclosures are inadequate, to modify our opinion. Our conclusions are
based on the audit evidence obtained up to the date of our auditor’s report. However, future
events or conditions may cause the Association to cease to continue as a going concern.
We communicate with those charged with governance regarding, among other matters, the planned
scope and timing of the audit and significant audit findings, including any significant deficiencies in
internal control that we identify during our audit.
We also provide those charged with governance with a statement that we have complied with
relevant ethical requirements regarding independence, and to communicate with them all
relationships and other matters that may reasonably be thought to bear on our independence, and
where applicable, related safeguards.
