ScopeofActivities:

TheSeaIceImplementationTeam(SIIT)addressestheneedtounderstandsea-iceprocessesandclimatefeedbacksintheBeaufortandChukchiSeasandthecontiguousArcticOcean.InYear1(September2012-October2013),theteamhasimplementedanumberofactivitiesthatcontributeto(1)developmentofaframeworkofobservations,research,andmodelingtosupportforecastingandpredictionofseaiceextentonseasonaltoannualscalesforoperationalandresearchneeds;and(2)identificationandstudyofsiteswhereclimatefeedbacksareactive.

TheSeaIceImplementationteamhasmeteverymonthbutonesinceSeptember2012.UntilAugust2013theleadagencyfortheteamwastheOfficeofNavalResearch(DOD).TheleadagencyiscurrentlytheU.S.ArcticResearchCommission(USARC).Atotalof35differentindividualsfrom11agencies(seetable)haveparticipatedinthe12meetings.Thenumberofagencyparticipantspermeetinghasrangedfrom14to21.TherehavealsobeenfourinvitedspeakersfromoutsidetheFederalGovernment.Seaiceteammeetingshavenotbeenopentoanyinterestedparty.

What’sbeenaccomplished?

AmajoraccomplishmentoftheteamhasbeentheunprecedenteddegreeofinteragencydiscussionofArcticseaiceandrelatedresearchandinitiationofanumberofinteragencyprojectsthathavelaidafirmfoundationforthefuture.AnearlysuccesswasthepublicationoftheNationalAcademyofSciencesreporton“Seasonal-to-DecadalPredictionsofArcticSeaIce:ChallengesandStrategies”.Supportedbytheintelligencecommunity,NASA,andONR,thereportpromptedalengthydiscussion,whichalsoincludedthemodelingimplementationteam,ofthepotentialvalueofaseaiceinter-comparisonprojectaspartofalargerefforttoimprovelarge-scalecoupledmodelsandseaiceprediction.Asignificantoutcomeofthatdiscussionwastheinitiationofa“SeaIcePredictionNetwork”fundedbyNSF,ONR,NASA,andDOE,andwhichalsoincludesthe“SeaIceDemonstration”projectoftheinteragency“EarthSystemPredictionCapability”project(NOAA,USAF,USNavy,DOE,NASA,NSF).Also,NOAAandBOEMenteredintoaformalagreementintendedtoimproveseaiceforecastsintheChukchiSea;thisprojectwilldrawon

dataandinformationfromfieldandmodelinginvestigationsdescribedbelow.Observationsandprocessunderstandingareessentialforimprovingmodelsandpredictions,andtheSeaIceITismakingsignificantprogresstowardsmeetingthisneed.Insummer2013,theNASA/NOAA“MarginalIceZoneObservationsandProcessExperiment(MIZOPEX)”mainfieldexperimentwasconductedwithavarietyofunmannedaircraftsystems(UAS)overtheBeaufortSeacontinentalshelfimmediatelynorthofAlaska.Furtheroffshore,theONR“EmergingDynamicsoftheMarginalIceZone”projectconductedapilotproject,inpartnershipwiththeintelligencecommunity,thatinvolveddeclassifiedhighresolutionvisiblebandimaging(intelligencecommunity)andsyntheticapertureradar(ONR)totrackinstrumentedicefloes.TheintelligencecommunitycontributedtotheONR-funded“SeasonalIceZoneReconnaissanceSurveys(SIZRS)”projectthattakesadvantageofUSCGArcticDomainAwarenessflightstomakeavarietyofatmosphere,seaice,andoceanobservationsandmeasurementsintheBeaufortSeaandCanadaBasin.ThemainfieldexperimentoftheONRmarginalicezoneproject,scheduledforMarch-October2014intheBeaufortSeaandCanadaBasin,willalsoinvolveNASA(OperationIceBridge),theintelligencecommunityand,subjecttoavailability,NOAAUASassets.The2014marginalicezoneinvestigationwillalsoincludeelementsofpilotprojectsfortheONR“SeaStateandBoundaryLayerPhysicsoftheEmergingArcticOcean”projectandtheBOEM-led“MarineArcticEcosystemStudy(MARES)”project.MARESwillbethesubjectofaNOPP(NationalOceanographicPartnershipProgram)solicitationinFY14thatincludesBOEM,NOAA,ONR,NSF,USCG,USGS,USIntegratedOceanObservingSystem(IOOS),andShell.MARESandtheONRseastateprojectareplanningmainfieldexperimentsin2015,andthesewillbecoordinatedtothefullestextentpossible.The“SeaIcePredictionNetwork”isadirectconsequenceoftheimplementationoftheIARPC5-yearresearchplanandexemplifiesthevalueofregularmeetingsamongagenciestoexchangeinformation,discusscommoninterestsandsynergies,andtodevelopjointly-fundedprojects.OtherprojectsdescribedabovehadbeeninitiatedorwereintheplanningstagesbyindividualagenciesbeforeimplementationoftheIARPC5-yearresearchplanbegan.But,allhavebeenenhancedbythedeliberationsoftheseaiceteam,whichhavehelpedtransformsingle-agencyprojectsintomulti-agencyeffortsthatwilllikelyachievefarmorethananyindividualagencyalone.

Whatisthevisionforthisgroupmovingforward?

Astrengthoftheseaiceteamhasbeenthemonthlymeetingsattendedbythesamecoregroupof10-15individualswhohavemadesignificantprogresswithanumberofactivitiesandmilestones.Consequently,wewillcontinuethissuccessfulapproachandalsoissuefurtherinvitationstospeakerstoprovideinformationonkeytopicsandemergingissues.But,wemustopenthemeetingstoabroadercommunityandaneffortisunderwaytoidentifynon-Federalindividualsandorganizationsfromwhomwecanlearnanddeveloppartnerships.Thiswouldincluderepresentativesfromacademe,theprivatesector,stateandlocalgovernmentsinAlaska,Alaskanativeorganizations,otherNGOsetc….

Wewillundertakeareviewofthemilestoneswithaviewtoidentifying(1)priorities;(2)gaps,andthuspotentialnewmilestones;and(3)milestoneswhichmightbemergedordropped.Oncethatexercisehasbeencompletedtheteamwillconsideroptionsforcoordinated,multi-agencyfundingofprojects,e.g.,aNOPPsolicitation,asexemplifiedbytheimminentMARESannouncement.Oneareathatseemsto

beripeforasolicitationisimprovingthemodelsthemselvesby,forexample,developingbetterdataassimilationmethodsorimprovingthesimulationofkeyprocessesandelementsofthecoupledair-ice-oceansystem.Thisindicatesafurtheropportunitytoworkwiththemodelingimplementationteamandbuildontheestablishmentofthe“SeaIcePredictionNetwork”.

Thebasicrationaleforimprovingthemodelsistoimprovepredictionsatavarietyoftimeandspacescales.Attheveryshortendofthescale–dailytoweekly–thereisaneedtoengagewiththeoperationalforecastersandtheirstakeholderstodeterminewhattheirneedsareandwhatresearchisneededtomeetthoseneeds.Thisisataskfor“interagencyexpertgrouponseaiceforecasting”,asub-groupoftheseaiceimplementationteam.

Theseaiceteam’ssuccessfulengagementwiththemodelingteamresultedintheco-fundingoftheseaicepredictionnetwork.TheseaiceteamplanstoengagemorewiththeBeaufort-ChukchiEcosystem,DistributedBiologicalObservatory,Atmosphere,andArcticObservingNetworkteamstoexploresynergiesandthepotentialforjointactivitiesandco-fundedprojects.

Theseaiceteam’sresponsibilitiesincluderesearchwithinternationalpartnersintooceantoatmospheremethanefluxesandtheirconsequences.ThistopicwillbegivenahigherpriorityinthecomingyearastheRussian-AmericanLong-termCensusoftheArctic(RUSALCA)projectcontinuesitssynthesisactivitiesandplanningforresumptionofsignificantfieldinvestigationsin2015-2020.

TheoverarchinggoaloftheDistributedBiologicalObservatoryImplementationTeam(DBOIT)isfullimplementationofstandardizedoceansamplinginfiveregionsofhighproductivityandbiodiversitythatextendfromthenorthernBeringSeatotheChukchiandBeaufortSeashttp://www.arctic.noaa.gov/dbo/.ApilotDBOprogram,initiatedin2010andfocusedontwoofthefiveregions,hasdemonstratedtheutilityoftheDBOsamplingprotocol,withannualreviewofdatafacilitatedthroughtheinternationalPacificArcticGroup(PAG)http://pag.arcticportal.org/.Throughdevelopmentofabroadscaleoceanobservatory,theDBOITaimstoprovidealong-term,biologically-focusedsciencefoundationtoimprovetheabilityofresourcemanagementagencies(e.g.,BOEMandNOAA)todeterminetheeffectsoftheiractionsonmarineresources.Ultimately,thiswillresultinimprovedconservation,protection,andmanagementofArcticcoastalandoceanresources.

TheDBOITactivitiestableconsistofelevenmilestones,fourofwhicharecompleted,sixinprogress,andonenotyetstarted(Appendedattheendofthissection).AllmembersoftheDBOITthatregularlyjointheteleconferences(~10people)havebeenenthusiasticintheirparticipation.DataproductsandcontributionstoITmilestoneshavecomeprincipallyfromNOAA,NASA,NSF,AOOS,andacademicpartners–seelinkshere:http://www.arctic.noaa.gov/dbo/workshop_products.html.

Notably,fundingfromtheNSFArcticObservingNetwork(AON)programhasbeeninstrumentalinthesupportofsamplinginallfiveDBOregionsatleastonceperyearsince2012,andinthedevelopmentofaphysics-focusedwebsiteatWoodsHoleOceanographicInstitution(WHOI).NASAhasprovidedabeta-versionsatelliteproductfocusedonDBOsamplingregions,andtheAlaskaOceanObservingSystem(AOOS)isprovidingaDBOworkspaceontheirwebsite.NOAAhasbeeninstrumentalinsupportingforumsforcoordinationandreviewofDBOprogress,especiallyduringspringandautumnPacificArcticGroup(PAG)meetings.ThisconsistentsupporthasresultedintheDBObeingidentifiedbythePAGasa'highlightedproject'attheInternationalConferenceforArcticResearchPlanning(ICARP)III,tobeheldinJapanin2015.

HowhastheIARPCcoordinationmechanismresultedinresearchimprovementsforthisactivityarea?

TheIARPCcoordinationhasfacilitatedimprovedandregularcommunicationamongacademicscientistsandUSagencyscientistsandmanagersonthetopicofstandardizedsamplingtodetectbiologicalresponsestoextremesinphysicaloceanographicvariabilityinthePacificArcticsector.CoordinationamongNSF,NASA,NOAA,andBOEMactivitiesisespeciallyusefulwithregardtothedevelopmentoftheArcticObservingNetwork,theAlaskaOceanObservingSystem,researchfundedbyBOEM/AlaskaRegion,andthecontributionoftheDBOinthatcontext.

Whatisthevisionforthisgroupmovingforward?

ThevisionfortheDBOITistocompletethebuild-outoftheobservatorytosupportconsistentsamplingintheinitialfiveregionsby2015and,ifpossible,toinitiatesamplingin2-3additionalregionsinthenorthernChukchiandBeaufortseasby2016.Since2011,theDBOframeworkhasbeenverywellreceivedandrepresentedinUSArcticresearchplanningdocuments,resultinginenthusiasmforsimilarbiologically-focusedsamplingattheinternationallevel(e.g.,theInternationalArcticScienceCommittee’sMarineWG;Norway-US/Fisheries).Thereisarealopportunitynowtobuildapan-arcticoceanobservatoryfocusedonbiologicalresponsestorapidphysicalchangesintheArcticmarineecosystem.

Whataretheurgentprioritiesinthisarea?

Anurgentpriorityistodemonstratethelong-termutilityofDBOsampling,bothtotheacademicsciencecommunityandtoUSagencyrepresentativeschargedwithprotectionandmanagementoflivingmarineresources.Currently,thebiggestobstacletothis'nextstep'isprovidingfinancialsupportfortheanalysis(i.e.researchscientist'stime,thoughtandmanuscriptpreparation)requiredtoevaluatethebiologicaldataresultantfromfouryearsofDBOpilot-studysampling.WhilethephysicaloceanographydataarepostedattheWHOIwebsite,thereisanurgentneedforbiologicaldatatobeavailabletoparticipatingDBOscientistssuchthattheycanfurtherdevelophypotheses,conceptualmodels,andcontributepeer-reviewedmanuscriptsonthetopicofhowthemarineecosysteminthePacificArcticisrespondingtorapidclimatechange.TheDBOITintendsthat,withthedevelopmentoftheAOOSDBOworkspace,biologicaldatawillbepostedandavailableinaninteractivewayprovidingcapacityforDBOinvestigatorstocollaborateonresearchprojectsandmanuscripts.

Indicateifnewactivitiesormilestoneswillbedevelopedtoaddressgaps

Ratherthannewactivitiesormilestones,theDBOActivitiesTablecouldbestreamlinedtoaddresswhichactivitiesoccurannually(a,e,i),whicharecompletedandcanbedeleted(c&d),andwhicharegoalsthatarestillonetotwoyearsout(b,f,g,h,j,k).Asabove,afocusondevelopmentofdataproductsfromtheDBOpilotstudyshouldbeclarifiedandeitherincludedingoal'j',oraddedasastand-alonegoal.Similarly,adiscussionofaddingnewDBOregionsisapriority(goalk),butregionsmustmaintainconsistencywiththedefinitionoftheoriginalfiveregions(i.e.highproductivityandbiodiversity),otherwisetheyshouldbedesignated'annex-DBO'regions.

Fromtheperspectiveoftheteamleader,whatisthestrengthofthisgroup?Whatistheweakness?

integration,visualization,andanalysispursuanttothedevelopmentofDBOdataproducts.AlsoalackofmeaningfulintegrationoftheworkoftheDBOITwiththeworkofotherIARPCITs,especiallySeaIce(SIIT),ChukchiBeaufort(CBIT),andModeling(MIT).TheDBOprovidesaframeworkthatcouldbeparticularlyinformativetotheworkoftheCBIT.

Whatwouldthisimplementationteamlooklike,whatwouldbehappening,ifitwasfullyrealizingitspotential?

ExistingDBOdatawouldbeanalyzedanddevelopedtotheconceptualmodelstageforeachofthefiveregions,suchthatnewdatafromannualsamplingcouldbecontributedtothatframework,supportingfollow-onstepsofanalysisandmodeldevelopment.Tofullyrealizeitspotential,theDBOneedsmoreactiveparticipationandintegrationwithNSFAONandtheCBIT,andimprovedsynergieswithRussian-AmericanLong-termCensusoftheArctic(RUSALCA),CircumpolarBiodiversityMonitoringProject(CBMP),PAGandwithotherIARPCITsincludingSeaIce,Observing,ArcticData,Modeling,andArcticCommunities.Ultimately,sustainedfunding(similartoNSF’sLong-termEcologicalResearchprogram)isessentialtosupportanationalDBOthatcontributestoaninternationalpan-arcticDBO.Thiswillrequireenhancedparticipationfromexternalpartners,improvedcoordinationwiththestateofAlaskaandotherregionalpartners,andacoordinatingbody(e.g.Inter-agencyprogramoffice)tostreamlinecommunicationandprovideoversight.Withagreementthatthisgoalisworthy,thedevelopmentofafullyfunctionalandinternationally-linkedDBOshouldbemadeapriorityobjectiveduringtheUSChairoftheArcticCouncilupcomingin2015-17.

TheImplementationTeamcoordinatedacollaborativesynthesisstudy(http://pacmars.cbl.umces.edu/)supportedbyShell,ConocoPhillips,NSF,andtheNorthPacificResearchBoard(NPRB).Thesynthesisstudywillbecompleteearlyin2014andwillprovideareviewofcurrentscientificandtraditionalknowledgeoftheecosystemandanaccountingofdatasourcesandarchives.

Theteamproducedastraw-manconceptualecosystemmodeloftheNorthernBering,Chukchi,andBeaufortseas.Thatstraw-manwasusedtoprovokethethinkingof16specialistsinlargeecosystemsbroughttogetherinathree-dayworkshopattheWhiteHouse.Bydesign,thosespecialistsincludedecologistsfamiliarwithArcticecosystemsandotherswhosewithexperienceinnon-Arcticsystems.Aworkshopreportisinfinalreviewandproduction.

AmajoraccomplishmentoftheteamhasbeenNSFco-funding,withUSCLIVAR,ofaninternationalworkshop,entitled“UnderstandingtheResponseofGreenland’sMarine-TerminatingGlacierstoOceanicandAtmosphericForcing”,inBeverly,MA,inJune2013.Thepurposewastoaddressthechallengestoimprovingobservations,processunderstandingandmodelingofglacier-fjordinteractions.Theworkshopparticipantsincludednearly50USscientistsand40internationalscientists,representing10differentcountries.Aworkshopreportisinthefinalstagesofpreparationandabrieffollow-onmeetingisplannedinconjunctionwiththeFallAGUmeeting.Therewasagreementamongsttheagenciesthatsuchinputfromtheresearchcommunitywasanecessaryjustificationforandprecursortodevelopmentofstrategiestodealwiththemilestonesassignedtothisteam.AnunforeseenoutcomeofthemeetinginBeverlywasthattheUScommunitylearnedofaGermaninitiativetostudyoceanographicprocessesinthevicinityofZachariaeGlacieronthenortheastcoastofGreenland.Asaresult,onedeploymentofoceanographicobservationalequipmenthasbeenfundedbyNSF.ThecommunityhassuggestedcreationofaGreenlandIce-OceanObservingSystem(GrIOOS).Whilesuchalargeinternationalprogramwillbechallengingtoinitiate,ongoingmonitoringeffortshavebeenmaintained.ThemostnotableoftheseincludeNASA’sIceBridgecampaignandNSF’sfundingofGNET.

Newandrepurposedinstrumentationwillbeneededforbothprocessstudiesandlongtermobservationsintheharshenvironmentalconditionsassociatedwithglacier-fjordsystems.Asinitialinvestments,anawardhasbeenmadebyNSFtotesttheabilityofpressureinvertedechosounders(PIES),anestablisheddeepwateroceanographicinstrument,tomonitortheheatcontentoffjordsandanotherbyNASAtodevelopnoveltechnologiestoretrievebathymetricdatafromice-chokedfjords.WhilethecontinuedmonitoringprogramsandtheinvestmentinPIEStechnologyarelikelytohaveoccurredintheabsenceofthisimplementationteam,thefocusbroughttothesetopicsbytheGFITcertainlysupportedthefinalinvestmentdecisions.

TheBeverlyworkshopmentionedabovewasasuccessfulapproachforgaininginputtotheteamfromthenon-federalcommunityofresearchers.Thiscommunicationwasdesignedtobeone-way.Inthecomingyear,theteammustidentifyproductivewaystoopenadialoguewiththecommunity.Thiswilllikelyinvolvecommunitypresentationstotheteamandsolicitationofcommunityrepresentativestoparticipateinsomeoftheregularteleconferences.Similarly,wehavebeenunabletoidentifyrelevantprogramofficersatnon-USfundingagencieswithwhomtoengageinconversationsconcerningdevelopmentofcollaborativestudies.WehopethatthecontactsestablishedatBeverlywillbegintofacilitatesuchconversation.

AnimmediategoalforthecomingyeariscoordinationwiththeModelingImplementationTeam(MIT)tolearnmoreaboutmodelneedsfromandpotentialcontributionstotheobservationalcommunity.WehaverepresentativesfromtheMITonourteamandhavebegundiscussionsofapproachestothesequestions.

Amajorsuggestionfromtheresearchcommunityistheestablishmentof‘megasites’wherecomprehensivestudiesofthefjord-glacierenvironmentcanbeinitiated.Thesewillbeexpensiveandrequireinteragencyandpotentiallyinternationalcooperation.Animmediategoalforthecomingyearistodetermineinteragencyabilityandwillingnesstoinvestinsuchstudiesandtoidentifyanappropriatemechanismforidentifyingsitesandsolicitingproposals.

Thefirstwebinarisfocusingonblackcarbon.Although"blackcarbon"hasrecentlybecomeapopulartermtouse,"absorbingaerosol"isprobablymoreappropriate.Theimportanceofblackcarbonistheice-albedofeedbackfromblackcarbondepositionontheiceandsnow.Blackcarbonisahighlyreducedaerosol,generatednaturallyinflamingfiressuchasgrasslandburning.Borealforestfirestypicallyproducemuchmore"browncarbon,"whichislessabsorbingofredthanbluelight,butwouldstillbeimportantfortheice-albedofeedback.Severalagenciesareengagedinobservationalandprocessstudyactivities.Thusthistopicisanaturalareafordiscussionandpossiblefuturecollaborations.

TheAOSIThasworkedcollaborativelytoestablishseveralkeyproducts,whicharebeingusedasmodelsbyotherinternationalArcticorganizations.Thefirstisthemasterscheduleforobserving,whichincludes26differentfieldsofinformationforeachUS-fundedobservingproject.Projectdetailsincludefundingandleadershipinformation,aswellasfacilityusage,nationalandinternationalcollaborators,relationshipstolarge-scaleprograms,anddataarchiving.ThefullscheduleisintendedforAOSITuse,butasubsetoffieldscouldbereleasedpublicly.Dataentryintothistablecontinuestoincorporateallpartnerinformation.

Torepresenttheobservingdensity,geographical,anddisciplinarygaps,aswellasencouragescientificandcommunitycollaborations,anArcticObservingViewer(AOV)hasbeenlaunchedontheweb:http://www.arcticobservingviewer.org.Thiseffortdrawsonintra-AlaskanandinternationalcoordinationtodevelopcommonmetadatastandardsandrecentobservinginventoriestomapallUSandinternationalobservingactivityintheArctic.Theback-endofthesystemhasundergonetestinginthepastyearwithassistancefromtheAlaskaOceanObservingSystem(AOOS),GeographicInformationNetworkforAlaska(GINA),AdvancedCooperativeArcticDataandInformationService(ACADIS),andotherstoprepareforaninternationallaunchattheArcticObservingSummitinFinlandinApril,2014.

Thesystemallowsonetosearchbyagency,investigator,discipline,timeperiod,andgeographicalregion,aswellasexportinformationtofilesandlinktodatadirectlyinlong-termarchives.AOSITmembershavemadetheirobservinginformationavailabletotheAOVteamviadatacenters,andthereisinterestfromArcticCouncilworkinggroupsandothernationstoingesttheirinformationforamorecompleterepresentationofobservingactivity.ThedevelopmenthasbeensupportedbyNSFforpossiblefutureco-investmentwithinterestedorganizations.

Face-to-facemeetingswithpotentialAOSITpartners,particularlyfromindigenousgroupsandtheStateofAlaskaorganizationswereheldinAugust.Presentationsweremadetoover65differentorganizations,includingtheInupiaqCounciloftheArcticSlope,InuitCircumpolarCouncil,NorthSlopeScienceInitiative,NorthWestArcticBorough,AlaskaVillageCouncilPresidents,DepartmentofEnvironmentalConservation,DepartmentofNaturalResources,andAlaskaDepartmentofFishandGame.WecontinuetoengagewiththesegroupstoshowutilityoftheIARPCprocessandhopefullywillbeabletoincludethemaspartnersinfutureactivities.

Ontheinternationallevel,AOSITprogresswassharedwiththeSustainingArcticObservingNetworks(SAON)boardandattendeesofthefirstArcticObservingSummitinVancouverinMay.WehavesuccessfullynegotiatedfortheSAONexecutiveboardtopostbusinessonthecollaborativeonlineworkspacededicatedtoArcticobserving--ArcticHub,http://www.arctichub.net.ThisagreementtoengageontheHubwillmaketheirdealingsmoretransparentandrelevanttoobservingpractitioners,particularlyasSAONundergoesarevisioningprocesswithaimstobuildamoreproactiveorganizationalstructure.

ThelastpieceofthepuzzlehasbeendiscussionofmanagementandgovernancestructureswhichbestsupporttheenormityoftheArcticobservingendeavor.WithcontributionsfromanumberofAOSITagenciesandobservingleads,aseriesofquestionswasdevelopedtoaddresscommonlyheldchallengesforimplementationoflong-termobserving.Thesequestionshavebeensharedwithaverybroadobservingcommunityviawebinars,whichwillbeheldoverthenext5months.Ifwebinarattendeesaresoinclined,theymayapplyforsmalldiscussiongrantsviaARCUSthatwillallowsupportofcyberinfrastructure,telecommunications,orprofessionalfacilitationofmeetingscenteredonthesemanagementandgovernancequestions.ThecrowdsourcedinputfromthesedistributeddiscussionswillbepostedpubliclyontheArcticHub.AOSITwillreviewthisinputatthemonthlymeetingsanddetermineifthereisconsensusorbestpracticesthatcouldbeimplementedwithinfundingagencies.HowhastheIARPCcoordinationmechanismresultedinresearchimprovementsforthisactivityarea?

ManyoftheAOSITactivitiesrequire“heavylifting”andsignificantman-hourstobemadereadyforIARPCandtheresearchcommunity.Theproducts,inparticular,arestillinastateofdevelopmentandwillbemademorewidelyavailableatthesecondArcticObservingSummitinFinland.

TheAOSITinteractionhascontributedtothedevelopmentofthemanagementandgovernancequestions,whichwillencouragelong-termthinkingintheacademiccommunityaswellasprovideusefulinputtoagenciesandorganizationstooptimizeinvestmentsinlong-termobserving.

Whatisthevisionforthisgroupmovingforward?

Thecontinuedexposuretootheragencyactivitiesandprioritieshashelpedusdevelopadeeperunderstandingofotheragencies’priorities,perspective,andprocess.However,progresscouldstillbemadeinthisarea.AttheJanuaryAOSITmeeting,wewillbeginaseriesofagencyandorganizationalusecasestomoreclearlydefinetheoperationalspaceofeachorganization.Thisinformationwillallowustobetteridentifyareasofpartnershipandco-fundingforobserving.

Oncetheproductshavebeenmadebroadlyavailable,theycanbeusedbytheAOSITtolookatareasofoverlaporsharedinterest.Byincludingout-yearsandfundinginformationinboththeAOVandmasterschedule,wecanalsolookatandprepareforpossiblegapsinfunding.

Nonewmilestoneshavebeencreated.ThoseoutlinedintheIARPCplanforthisthemeareveryhighlevelandchallenging,requiringperhapsmorethanthe5yearsallottedtothiseffort.

Thisgroupisrichwithexperienceandisgenuinelyinterestedinpreservingthehealthofcurrentobservingsystems,whilealsodevelopingnewactivitiestomeetnationalandresearchpriorities.However,thesizeofthegroupandscopeofinterestcanbechallenging.Wehaveentertainedseveralpossibilitiesforrestructuringthegroupsothatthecallisusefultoallpartners.Inonescenario,itwassuggestedthatwecouldcoalescearoundcertainsharedprioritiessothatwecouldadvancemorequicklyinthosefocusedareas.However,itmaytakesometimetoidentifyareasacceptabletoallandnotcreateanadditionallayerofworkbysub-dividing.Withoutcertainhooksoraverydynamicdiscussion,weareindangeroflosingtheattentionofthosewithmanyobligationsontheirplate.

Wealsohavethechallengethatobservingiscoretoalloftheotherimplementationteams.Itisnotpossibletoparticipateasanobserverinalloftheotherdiscussions,yetthereisusefulinputfromotherITgroupsthatweshouldassimilate.WearecurrentlylookingforamechanismtothreadthatintotheAOSITdiscussion.

InafullyrealizedAOSIT,thestreamofinformationintothemasterscheduleandAOVwouldhappenatafasterrate.AnalyticalproductsbasedonthescheduleandAOVwouldalsobesharedbackwithAOSITmembersmorequickly.AhealthyAOSITwouldhavemoreparticipationfromothermembers,allowingtheburdenofleadershipandagenda-settingtobesharedamongstmanyagencies.WewouldhavemoreinteractionwiththestateofAlaska,indigenousgroups,andnon-profits–eitherthroughpresentingattheirmeetingsorprovidinginputtooneofthemanyAlaskancoordinationgroupsalreadyinexistence.And,ultimately,wewouldhaveanappreciationfortherangeofperspectivesthatengageinobserving;proactiveplanningforout-yearsandpossiblefundingshortfallsordecommissionedcriticalsites;andprocessesforpartnershipandco-managednetworks.

Whilespecificmilestonesandaccomplishmentsarelistedinthenextparagraphs,anothermajoraccomplishmentoftheMIThasbeenthedevelopmentofpersonalconnectionsandawarenessamongprogrammanagersacrosstheFederalcomplex.ThishastakenplacewithintheMIT,betweentheMITandotherimplementationteams(e.g.,SeaIce,GlaciersandFjords,andTerrestrialEcosystems),aswellasbetweenIARPCandotherNSTCsubcommittees(i.e.,USGCRP).Thisisdrivenbytherecognitionthatmodelingisacross-cuttingactivitythatimpingesupon(orshouldimpingeupon)alloftheotherresearchareas.

• AtemplateforsurveyingFederal,ArcticmodelingeffortshasbeendevelopedandapprovedbytheImplementationTeam.ItcurrentlyisbeingpopulatedbytheMITagenciesandalreadyincludesmorethan90discreteactivities.Oncethesurveyiscomplete,itwillbesharedwithallinterestedagenciesandwillbeusedtohelpidentifyopportunitiesforcollaborativedevelopmentand/orjointcampaigns.

• Discussionsareongoingregardingtheneedforgriddingstandardsforobservationaldata.Initialconclusionsarethattranslationalcapabilitiesexist(orcanbeeasilycreated)tore-gridmostanyobservationaldatasetstomeettherequirementsofthetargetmodel.Thusisappearsthatitmaynotbenecessarytoconstrainobservationsinthisway.FinaldiscussionsandanultimatedecisionareexpectedinearlyFY14.

• Effortsareunderwaytoimprovecommunicationbetweenthemodelingandprocessresearchcommunitieswiththegoalofidentifyingandsatisfyingtheneedsofeachcommunity,therebyimprovingtheflowofknowledge,data,andneeds.Thehighlightofthiseffortaretwo-largeFederalresearcheffortsunderwayandplannedfortheArctic–DOE’sNGEE-ArcticandNASA’sABoVE.Thesetwoeffortseachseektoimproveourunderstandingofhighlatitudeecosystemswiththeultimategoaloftranslatingthatimprovedunderstandingintoimprovedmodelrepresentationofthesesystemsandtheirproperties.ThoughenvisionedpriortotheIARPC5-yearplan,thecoordinationofthesetwoprojectsistheresultofcollaborationthroughIARPC.NGEEandABoVEarebeingdesignedcollaborativelysuchthateachprojectcantakeadvantageoftheotherandtheuniquecapabilitiesofthesponsoringagencies.Astheseprojectbecomeoperational,theywillprovidearesource(bothphysicalandvirtual)forusebyotheragenciesorresearcherswithinterestsintheseareas.Asanexample,theArcticLCCistryingtodevelopasurfaceformmapfornorthernAlaska.Itisclearthattheonlyfeasiblewaytodothisisthroughautomatedmappingmethodsusingexistingremotesensingproducts.TheLCCwasmadeawareofNGEEandiscurrentlyindiscussionstoseeiftheNGEEeffortstotranslateremotesensingdataintopographicdatasetsistransferabletotheLCCneeds.

Theaccomplishmentsaboveareacombinationofactivitiesunderway(e.g,SeaRiseMIP)andactivitiesthatwereinitiatedbytheMIT.TheMITwasabletocompleteormakesignificantprogressonthreeofitsfourFY13milestones.

AsaresultoftheformationandregularmeetingsoftheMITcoordinationandconnectionbetweenprocessandmodelingresearchisimproving.ItisexpectedthatsuchimprovedconnectionwillleadtomoreefficientadvancementinourabilitytorepresentandprojecttheArcticanditsprocesses.Whiletraditionalmodelingreliedontheharvest,translation,andparameterizationofpublishedresearchresults,IARPCseekstocoordinateactivitiessothatunderstandingandobservationsmeshwellwithmodelingneedsandthatmodelingoutputisdesignedtoinformfutureprocessresearch.

Whatisthevisionforthisgroupmovingforward?

WefeelthattheMITmilestonescapturetheurgentpriorityforArcticmodeling:improvedcoordinationbetweenmodelingandprocessscientists.Throughbothhardandsoftcoordinationbetweenmodelingandprocessresearch,wecandevelopArctictestbeds(suchasNGEE-ArcticandABoVE)wherebymultiplemodelscanbeevaluatedagainstobservations,ultimatelyimprovingthemodelsandinformingfutureobservationsandprocessresearch.

WhiletheModelImplementationTeamwillcontinuetoevaluatecurrentandfuturemilestones,atthistime,thegroupiscomfortablewiththemilestonesastheyexist.

Overthepastyear,thegrouphasbeeninterestedandenthusiastic.Programmanagersfromdifferentagencies(andsometimeswithinagencies)havedevelopedstrongconnectionsandappreciationforthemissionsandcapabilitiesofotheragencies.ThisistruewiththeMIT,butalsoamongtheotherimplementationteams.FromtheTeamLeader’sperspective,itisclearthatthegroupistoolarge,thescopeofmilestonestoobroad,andthecross-cuttingnatureofmodelingtoogreattoexpectcontinuedprogressusingonlyone-hour,monthlygroupmeetings.InFY14,wewillgroupmilestonesintoasmallnumberofcategoriesandidentifysubcommitteeleadsandmemberstotacklethosemilestones.Thiswouldincludecollaborationwithotherimplementationteams.Inthisway,themonthlyMITmeetingscanbecomeavenueforprogressreportinganddiscussionratherthantheactualmechanismforprogress.

Asanexample,thefollowingmilestonesfromdifferenttopicswithinmodelingcouldbeconsolidatedunderonegroupwhichwouldfocusonbringingmodel-intercomparisonsalongwithmodelvalidationtogethertocreateanArcticTest-bed.ThiswouldbeanArcticClimateModel/DataSynthesiseffortthatwouldconsolidateobservations,facilitatemodelevaluation,enablemodelstoinformobservationalcampaigns,andalsoinformmodeldevelopment.

Theobservationalfocuswouldbeto:

• consolidateobservationstohelpevaluatecurrentglobalandregionalmodels;• standardizeanddevelopthemetadatastandardstoenablequick,andeasymodel

evaluation;and• developanobservationaldatabase.

Themodelingfocuswouldbeto:

• developnewmodelexperimentsbasedongapsincurrentmodelpredictions;• usethedesignofthenewersetofexperimentstoguidethecollectionofmore

observationaldata;• informmodeldevelopmentbasedonprocessesnotcapturedwell;• fosteracommunitythatsharesmodelcodes;and• informwhereandwhatnextobservationswillbemade.

ThiscouldpotentiallybestartedasaneffortwithintheMIT,orasajointeffortbetweentheMIT,andSIITteamandthenexpandedtoincludeotherimplementationteamsasneeded.

TheultimategoaloftheMITwouldbetohaveaFederalArcticmodelingcapabilitythatseamlesslyspannedscales,disciplines,andagenciestoprovidetheNation(andtheworld)withthecapabilitiesneededtoinformcriticaldecisionsregardingtheArctic’sfuture.TheMITrecognizestheneedtoincludestakeholdersinatleastpartsofthesediscussionsandwilldevelopmechanismsandvenuestoaccomplishthat.

TherearetoomanymilestonesforACIT,andmanyofthemaretootheoreticalanddifficulttomeasureprogress.Anotherobstacleisuncertaintyaboutfuturegovernmentfunding.Issuesrelatedtocommunitypreparednessandheritage/languagepreservationareoftenatthebottomofmostagencies’longlistofprograms,andthesequesterhascutmuchsupportinthese‘lowerpriority’areas.Developingeffectivecross-agencycollaborationandsharingmaybeachievedwithmoreresourcesavailabletothepartnersorwhen/ifthepartnersdevelopnewstrategiesforcollaborationunderamuchtighterbudgetclimate.Finally,somemilestonesarehighlydependentonStateandlocalcollaborationthatcannotalwaysbemusteredbyaplanthathastoberesponsivetoFederalmanagers.

StrengthsandWeaknesses:Thestrengthinthegroupisinitsdiversityand‘unusual’composition(agencypeople,scientists,indigenousactivists,communityandlanguagedocumentationexperts–thatis,atleastfourcomponentsversustheusualtwo,formostothergroups).Thisalsocreatesnon-anticipatedweakness,asitisunclearwhoisgoingtoleadtheeffortsandhowthe‘powerstructure’shouldbeorganized.Weareverydifferentfrommanyothergroupswhereasingleagencyleadmaydominatebyvirtueofitbeingthekeyfundingagency.IntheACIT,thereisneitheraclearfundingnoradministrativeleader,andsharingcanbemostlyachievedintheinformationandplanningdomains.

Significantprogresshasbeenmadeonallprojects.Accomplishmentsinclude:AFatiguePreventionTrainingToolforAirTaxiPilotswascompleted.ThismilestoneencouragedCDC’sNationalInstituteforOccupationalSafetyandHealth(NIOSH)toconductfocusgroupswithpilotsandcompanyownersflyingtoremotevillagestoidentifystrategiestocombatpilotfatigue,particularlyinthehigh-risksummermonths.Thefocusgroupshavebeencompleted.NowNIOSHwilldevelopafatiguepreventiontrainingtoolforairtaxipilots.ApaperwaspublishedonOccupationalFatalitiesinAlaskaentitled,“TwoDecadesofProgress,1990-1999and2000-2009”1.AmanuscriptdescribingzoonoticinfectionsthatoccurinhumansandanimalsinAlaskawaspublishedintheInternationalJournalforCircumpolarHealth2.AreportwaspublishedrelatedtotheAlaskaViolentDeathreportingSystemandNationalYouthRiskBehaviorSurveystoprovidedataforanalysis,reports,andtoassistwithfuturesuicidepreventionefforts3.

AnAlaskainteragency“OneHealth”WorkingGroupwasformedtoimplementedaNOAA-CDCmemorandumofagreementforenvironmentalandpublichealthimpactsprovidingexchangeofscientificexpertiseandresourcesintheareasofclimate,weather,water,andenvironmental,oceanographic,andatmospherichealthasitrelatestopublichealth.TheAlaska“OneHealth”WorkingGroupmeetsquarterlyandiscomprisedofrepresentativesfromTribalgroups(ANTHC),Federalagencies(CDC,NOAA,USFishandWildlife,USGeologicalSurvey),StateofAlaskadepartments(PublicHealth,Veterinary,FishandGame),andresearchersfromtheUniversityofAlaska.Thepurposeofthegroupistoshareinformationonactivitiesrelatedtoimpactofenvironmentalchangeonhumanandwildlifehealth;toprovideaforumforidentifyingareasofcommoninterestandcollaboration;todeterminelinkagesbetweenweatherandclimate,andinfectiousdiseases,biotoxinandpollutantprevalenceanddistribution,andtodevelopcollaborativeworkplans.Effortsarebeingmadetofocusinteragencyeffortsonresearchgapsintheareaofbehavioralandmentalhealth,substanceabuse,andsuicide.FederalresponsibilityforsupportingresearchintheseareasiscontainedwiththeNationalInstituteofMentalHealth(NIMH),SubstanceAbuseandMentalHealthSciencesAdministration(SAMSHA)atNIH,andtheNationalCenterforInjuryPreventionandControl(NCIPC)atCDC.However,littleresearchsupportisbeingfocusedonArcticregion.TheIARPCplanisbeingusedtoincreaseawarenesswithintheseagenciesofthisgapandneed.Fournewmilestoneshavebeenaddedtothissectionoftheplan.Inaddition,theseeffortsarealsobeingassistedbyresearchproposedbythePublicAgencyofCanadaandtheCanadianInstitutesofHealthResearchentitled“Theevidencebaseforpromotingmentalwellnessandresiliencetoaddresssuicideincircumpolarcommunities”aspartofCanada’sChairmanshipoftheArcticCouncil2013-2015.TheUSissupportingthisproposalwithin-kindsupportandconsultationsfromNIHandCDC.Whatisthevisionforthisgroupmovingforward?

Plansfor2014aretoengagestakeholderswithintheStateofAlaskaintheplanimplementationandrevision,toconsolidateinteragencyeffortstoaddressbehavioralandmentalhealth,substanceabuseandsuicide,andtolookforopportunitiestoenhanceandraisetheprofileofinteragencyresearcheffortsintheareasofobesity,diabetes,food,andwatersecurity.

TheIARPCTeamLeadersmetonDecember5thtoevaluateprogressin2013anddiscussplansforimplementationin2014.Afewthemesemergedfromthatmeeting.Theprimaryaccomplishmentformostteamsistheimprovedcommunicationandcooperationbetweenagencyrepresentativeswhonowtalkonaregularbasis.Manyformalandinformalarrangementshavegottenunderwayasaresultoftheseconversations.Communicationbetweenimplementationteamsneedstoimprove.Thereisalackofcommunicationbetweenteamswhichhinderspotentialcollaborationoncross-cuttingissues.Thesecretariatandteamleadersshouldlookforways,throughjointmeetings,webinars,andworkshops,toimprovecross-cuttingdiscussions.Balancingtheamountoftimeinmeetingswiththebenefitofincreasedcommunicationisanincreasinglyimportantconsideration.Ensuringthatthetimeofbusypeopleisutilizedwiselymustbeanongoingconsiderationinmeeting/webinar/conferencediscussions.Communicationwithoutsidepartnershasbeenspotty.ThoseteamsthathavenotyetincludedoutsidepartnersareexploringwaystodosowithintheguidelinesestablishedbytheOfficeofScienceandTechnologyPolicy.Mostteamsmadeprogressontheirmilestones.Approachestothemilestoneshavevaried.Someteamshavemaderevisionstothemilestonesandtheserevisionshavebeencloselytrackedbythesecretariat.Otherteamsareregroupingmilestonesandcreatingthemeswhichcanaddressgroupsofmilestonesratherthantryingtoaddresseachmilestoneindependently.Allowingflexibilityforteamstoaddressmilestonesinawaythatrespondstotheirresearchcommunityisimportanttothesuccessoftheteamsandultimatelyimplementation.
