Ministry of Finance

Varishtha Pension Bimna Yojana

• As a part of governmen’s commitment for financial inclusion and social security the Union Cabinet has given its post-facto approval to launch Varishtha Pension Bima Yojana 2017 (VPBY 2017) on January 24, 2017.

• The Life Insurance corporation of India (LIC) would be the implementing body of the scheme during the current financial year.

• The scheme aims to provide social security to elderly persons aged 60 years during their old age.

• Under the scheme an assured pension with guaranteed rate of return of 8% per annum would be provided for a period of ten years. Besides, the nominee would have an option for pension on a monthly / quarterly/ half yearly and annual basis.

IMPORTANT GOVERNMENT SCHEMES

Ministry of Agriculture and Farmers Welfare

1. Paramparagat Krishi Vikas Yojana

• It is to promote organic farming and the products will be linked with the market.

• It will be implemented in a cluster based approach and farmers will be funded to meet the expenditure from farm to market.

2. Pradhan Mantri Krishi Sinchayee Yojana

• Main objectives are :

a. Extending the coverage of irrigation

b. Improving water use efficiency

c. End to end solution on source creation, distribution, management, field application and extension activities.

• It is formulated by amalgamating ongoing schemes

a. Accelerated Irrigation Benefit Programme (AIBP) - Ministry of Water Resources, River Development & Ganga Rejuvenation (MoWR,RD&GR).

b. Integrated Watershed Management Programme (IWMP) - Department of Land Resources (DoLR), Ministry of Rural Developement.

c. On Farm Water Management (OFWM) - Department of Agriculture and Cooperation(DAC).

• Implementation - Decentralised manner through State Irrigation Plan and District Irrigation Plan.

3. Mera Gaon - Mera Gaurav

• The scheme envisages scientists to select villages and provide information to the farmers on technical and other related aspects.

• It includes scientist functioning at the various centers and institutes of the Indian Council of Agriculture Research (ICAR) and working with state agricultural universities.

• They may function with the help of KVKs and Agriculture Technology Management Agency(ATMA).

4. Pandit Deendayal Upadhyay Unnat Krishi Shiksha Scheme

• It was launched to promote agricultural education.

• Under the scheme 100 centres are opened.

• “Attracting and retaining youth in Agriculture (ARYA)” is a project sanctioned by the Indian Council of Agriculture (ICAR) and is being implemented at Krishi Vigyan Kendra (KVKs).

• The main objective of the project was to provide complete knowledge and skill on processing, value addition and marketing of coconut and banana products through capacity building programmes involving research and development organizations.

DAIRY SECTOR

1. Rashtriya Gokul Mission

• The mission is launched for conservation and development of indigenous breeds in a focused and scientific manner.

• It is a project under National Programme for Bovine Breeding and Dairy Development.

• The objectives of this mission includes Conservation of indigenous breeds and their development to improve their genetic makeup, enhancing the milk productivity and distribution of disease free high genetic merit bulls for natural service.

through “State Implementing Agencies(SIA) viz Livestock Development Boards.

• Scheme is implemented on 100% grant-in-aid basis and throughout the country.

• Implementation

a. Establishment of Integrated Indigenous cattle centres “Gokul Gram”.

b. Establishment of Breeder’s societies “Gopalan Sangh”.

c. Award to Farmers “Gopal Ratna” and Breeders’ societies “Kamadhenu”.

d. Assistance to institution which are repositories of best germplasm.

2. Pashudhan Sanjivani

• An animal wellness programme encompassing provision of Animal Health Cards - “Nakul Swasthya Patra”.

• It also issues UID identification of animals in milk and establish a National Database for controlling the spread of animal disease and keep tracking of trade in livestock and its products.

3. E-Pashudhan Haat Portal

• It is launched under the National Mission on Bovine Productivity for connecting breeders and farmers of indigenous breeds.

• This portal helps farmers to be aware about breed wise information on indigenous breeds.

• Farmers/breeders can sale animals of indigenous breeds through this portal.

Ministry of Civil Aviation

Regional Connectivity Scheme (RCS) - UDAN

• Main motive: A major step towards making flying a reality for the small town common man. UDAN is an innovative scheme to develop the regional aviation market. It is a market-based mechanism in which airlines bid for seat subsidies. This first-of-its-kind scheme globally will create affordable yet economically viable and profitable flights on regional routes so that flying becomes affordable to the common man even in small towns.

• Features:

1. The scheme UDAN envisages providing connectivity to un-served and under-served airports of the country through revival of existing air-strips and airports. The scheme would be in operation for a period of 10 years.

2. UDAN has a unique market-based model to develop regional connectivity.

3. Interested airline and helicopter operators can start operations on hitherto un-connected routes by submitting proposals to the Implementing Agency.

4. The operators could seek a Viability Gap Funding (VGF) apart from getting various concessions. The operator submitting the original proposal would have the Right of First Refusal on matching the lowest bid in case his original bid is within 10% of the lowest bid. The successful bidder would then have exclusive rights to operate the route for a period of three years. Such support would be withdrawn after a three year period, as by that time, the route is expected to become self-sustainable.

5. The selected airline operator would have to provide a minimum of 9 and a maximum of 40 UDAN Seats (subsidized rates) on the UDAN Flights for operations through fixed wing aircraft and a minimum of 5 and a maximum of 13 Seats on the Flights for operations through helicopters. On each such route, the minimum frequency would be three and maximum of seven departures per week. Route networks would also be encouraged under the scheme to achieve economies of scale and optimal usage of aircraft.

6. The fare for a one hour journey of appx. 500 km on a fixed wing aircraft or for a 30 minute journey on a helicopter would now be capped at Rs. 2,500, with proportionate pricing for routes of different stage lengths / flight duration.

7. This would be achieved through (1) a financial stimulus in the form of concessions from Central and State governments and airport operators and (2) a Viability Gap Funding to the interested airlines to kick-off operations from such airports so that the passenger fares are kept affordable.

8. Central Government would provide concessions in the form of reduced excise duty, service tax.

9. State governments will have to lower the VAT on ATF to 1% or less, besides providing security and fire services free of cost and electricity, water and other utilities at substantially concessional rates.

10. Airport operators shall not impose Landing and Parking charge and Terminal Navigation Landing Charges in addition to discounts on Route Navigation Facility Charges.

11. A Regional Connectivity Fund would be created to meet the viability gap funding requirements under the scheme. The RCF levy per departure will be applied to certain domestic flights.

12. The partner State Governments (other than North Eastern States and Union Territories where contribution will be 10 %) would contribute a 20% share to this fund. For balanced regional growth, the allocations under the scheme would be equitably spread across the five geographical regions of the country viz. North, West, South, East and North-east.

13. The States have a key role under the scheme. The selection of airports where UDAN operations would start would be done in consultation with State Government and after confirmation of their concessions.

14. The UDAN is likely to a give a major fillip to tourism and employment generation in the hinterland. Through introduction of helicopters and small aircraft, it is also likely to significantly reduce travel timings in remote and hilly regions, as well as islands and other areas of the country.

Ministry of Commerce and Industry

1. Revenue Insurance Scheme for Plantation Crops (RISPC)

• Revenue Insurance Scheme for Plantation Crops (RISPC) for protecting the growers from the risks such as pest attacks, yield loss and income decline caused by fall in prices.

• RISPC announced in September 2016 is improved form of the Price Stabilization Fund (PSF) Scheme, 2003 which was closed 2013.

• It was launched for protecting growers of plantation crops from twin risks of yield loss due to pest attacks, adverse weather parameters etc. and income loss caused by fall in domestic and international prices.

• It shall be covering tea, coffee, rubber, cardamom and tobacco plantations and shall be implemented by the commodity boards.

• It will be implemented on a pilot basis for two years i.e. till 2018 in eight districts in West Bengal, Kerala, Andhra Pradesh, Assam, Karnataka, Sikkim and Tamil Nadu.

• On the basis of performance of the scheme in pilot project, it will be considered for extension to other districts.

2. Niryat Bandhu Scheme

• The objective of the Niryat Bandhu Scheme is to reach out to the new and potential exporters and mentor them through orientation programmes, counselling sessions, individual facilitation, etc., for being able to get into international trade and boost exports from India.

3. Vishesh Krishi and Gram Udyog Yojana (VKGUY)

• Vishesh Krishi And Gram Udyog Yojana (VKGUY) compensates the high transport costs (from village to port / airport for export) and offset other disadvantages to promote exports of the following products:

a. Agricultural Produce and their value added products;

b. Minor Forest Produce and their value added variants;

c. Gram Udyog Products;

d. Forest Based Products; and

e. other such products notified.

• What is actually done in this scheme is that government returns the 5 % of FOB value of exports (in free foreign exchange) as the so called Duty Credit Scrip.

• In case of Flowers, Fruits, Vegetables, this is 2%.

Ministry for development of North-Eastern region

North East Rural Livelihood Project (NERLP)

• It is a central Sector scheme externally aided by World Bank and implemented in four North Eastern States namely Mizoram, Nagaland, Sikkim and Tripura.

• The objective is to improve livelihoods of the poor, especially that of women and the disadvantaged people in the project area.

• The identification of Districts for the project was done by the State Governments based on social and economic backwardness.

• Desired Outcomes -

a. Making the SHGs promoted and supported by the project sustainable,

b. Increasing the income level of the members of the SHGs (at least 60% of them) and disadvantaged households by 30% in real term

c. Providing jobs or self employment to the unemployed youths through various skill trainings, entrepreneurship development trainings, vocational trainings and management development trainings.

Ministry of Electronics and IT

Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA)

• It is the new scheme to make rural households digitally literate by 2019.

• This scheme is initiated under Digital India Programme and expected to be one of the largest

digital literacy programs in the world.

• It would empower the citizens by providing them access to information, knowledge and skills for operating computers/digital access devices

Ministry of Health and Family Welfare

1. Janani Suraksha Yojana

• Janani Suraksha Yojana (JSY) is a safe motherhood intervention under the National Rural Health Mission (NRHM) being implemented with the objective of reducing maternal and neo-natal mortality by promoting institutional delivery among the poor pregnant women.

• JSY is a 100 % centrally sponsored scheme and it integrates cash assistance with delivery and post-delivery care.

• The Yojana has identified ASHA(the accredited social health activist) and Anganwadi workers as an effective link between the Government and the poor pregnant women.

• Important Features of JSY:

a. The scheme focuses on the poor pregnant woman with special dispensation for states having low institutional delivery rates

b. Tracking Each Pregnancy: Each beneficiary registered under this Yojana should have a JSY card.

c. Eligibility for Cash Assistance:

BPL Certification – This is required in all HPS states. However, where BPL cards have not yet been issued or have not been updated, States/UTs would formulate a simple criterion for certification of poor and needy status of the expectant mother’s family by empowering the gram pradhan or ward member.

2. Rashtriya Kishor Swasthya Karyakram (RKSK)

• Health programme for adolescents, in the age group of 10-19 years, which would target their nutrition, reproductive health and substance abuse, among other issues.

• The key principle of this programme is adolescent participation and leadership, Equity and inclusion, Gender Equity and strategic partnerships with other sectors and stakeholders.

• The programme envisions enabling all adolescents in India to realize their full potential by making informed and responsible decisions related to their health and well-being and by accessing the services and support they need to do so.

• MOHFW in collaboration with UNFPA has developed a National Adolescent Health Strategy. It realigns

the existing clinic-based curative approach to focus on a more holistic model based on a continuum of care for adolescent health and developmental needs.

• It introduces community-based interventions through peer educators, and is underpinned by collaborations with other ministries and state governments.

• Objectives

a. Improve nutrition

• Reduce the prevalence of malnutrition among adolescent girls and boys

• Reduce the prevalence of iron-deficiency anaemia (IDA) among adolescent girls and boys

b. Improve sexual and reproductive health

• Improve knowledge, attitudes and behaviour, in relation to SRH

• Reduce teenage pregnancies

• Improve birth preparedness, complication readiness and provide early parenting support for adolescent parents

c. Enhance mental health

• Address mental health concerns of adolescents

d. Prevent injuries and violence

• Promote favourable attitudes for preventing injuries and violence (including GBV) among adolescents

e. Prevent substance misuse

• Increase adolescents’ awareness of the adverse effects and consequences of substance misuse

f. Address Non Communicable Diseases

• Promote behaviour change in adolescents to prevent NCDs such as hypertension, stroke, cardio-vascular diseases and diabetes

g. Target Group

The new adolescent health (AH) strategy focuses on age groups 10-14 years and 15-19 years with universal coverage, i.e. males and females; urban and rural; in school and out of school; married and unmarried; and vulnerable and under-served.

3. Mission Indradhanush

• Between 2009-2013 immunization coverage has increased from 61% to 65%, indicating only 1% increase in coverage every year. To accelerate the process of immunization by covering 5% and more children every year, Indradhanush mission has been adopted to achieve target of full coverage by 2020.

• India’s Universal Immunisation Programme (UIP) provide free vaccines against 12 life threatening

diseases free of cost to protect them against Tuberculosis, Diphtheria, Pertussis, Tetanus, Polio, Hepatitis B, Pneumonia and Meningitis due to Haemophilus Influenzae type b (Hib), Measles, Rubella, Japanese Encephalitis (JE) and Rotavirus diarrhoea. (Rubella, JE and Rotavirus vaccine in select states and districts).

• The Ministry is being technically supported by WHO, UNICEF, Rotary International and other donor partners. Mass media, interpersonal communication, and sturdy mechanisms of monitoring and evaluating the scheme are crucial components of Mission Indradhanush.

• The following areas are targeted through special immunization campaigns:

a. High risk areas identified by the polio eradication programme. These include populations living in areas such as:

• Urban slums with migration

• Nomads

• Brick kilns

• Construction sites

• Other migrants (fisherman villages, riverine areas with shifting populations etc.) and

• Underserved and hard to reach populations (forested and tribal populations etc.)

b. Areas with low routine immunization (RI) coverage (pockets with Measles/vaccine preventable disease (VPD) outbreaks).

c. Areas with vacant sub-centers: No ANM posted for more than three months.

d. Areas with missed Routine Immunisation (RI) sessions: ANMs on long leave and similar reasons

e. Small villages, hamlets, dhanis or purbas clubbed with another village for RI sessions and not having independent RI sessions.

4. Mission Indradhanush

• The project is to tackle the increasing HIV prevalence in the North-Eastern states.

• It aims to diagnose 90 per cent of such drug addicts with HIV and put them under treatment by 2020.

• It will cover one lakh people living with HIV/AIDS by giving them treatment and care facilities free of cost.

• It will be implemented in addition to the existing projects of the National AIDS Control Organization(NACO).

• The project has been sponsored by US based Centre for Disease Control and would be implemented by Family Health International 360.

5. Pradhan Mantri Surakshit Matritva Abhiyan

• The Union Government launched Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) to provide free health check-ups to pregnant women at government health centres and hospitals.

• The Scheme was launched by Union Minister of Health and Family Welfare J P Nadda in New Delhi.

• It was announced by Prime Minister Narendra Modi during his monthly radio address Mann Ki Baat in June 2016.

• Key Features

The national programme aims to provide pregnant ladies free ante-natal services (ANC) and required treatment for free on 9th of every month.

• Objectives of the scheme are

a. Provide healthy life to the pregnant women.

b. Lowering the maternity mortality rate.

c. Making pregnant women aware of their health issues and diseases.

d. Making sure safe delivery and healthy life of the baby. The scheme is applicable only for the pregnant women in their pregnancy period of 3 to 6 months.

• It will provide all kinds of medical checkups completely free to pregnant women.

• These checkups will take place at the medical centres, government and private hospitals and private clinics across the country.

• These free of cost tests will include blood pressure, sugar level, weight, haemoglobin test, blood test and screening.

• Women will be marked differently using different colour stickers based on their health problems so that doctors can easily detect the problem.

• Different colour stickers will be Red Sticker for Serious patients, Blue Sticker for High blood pressure and Yellow Sticker for Other diseases.

Ministry of Housing and Poverty Alleviation

Deen Dayal Antyodaya Yojana (DAY)

Mission:

• To reduce poverty and vulnerability of the urban poor households by enabling them to access gainful self employment and skilled wage employment opportunities, resulting in an appreciable improvement in their livelihoods on a sustainable basis, through building strong grassroots level.

• The mission would also aim to providing the shelter equipped with essential services to the urban

homeless in a phased manner

• The scheme also address the livelihood concern of the urban street vendors by facilitating with suitable space, institutional credit, and social security and skills to the urban street vendor for accessing emerging market opportunities.

• Implementing Ministry: Deen Dayal Antyodaya Yojana was launched under the Ministry of Housing and Urban Poverty Alleviation (HUPA).

• The scheme is integration of the National Urban Livelihoods Mission (NULM) and National Rural Livelihoods Mission (NRLM).

• National Urban Livelihoods Mission (NULM) is renamed as Deen Dayal Antyodaya Yojana-(DAY- NULM) .Under the scheme urban areas extends the coverage to all the 4041 statutory cities and towns, there by covering almost the entire urban population.

• COMPONENT OF DAY-NULM:

• The scheme has two component one for urban India and other for rural India.

• The Urban component named as Deen Dayal Antyodaya Yojana will be implemented by the Ministry of Housing and Urban Poverty Alleviation.

• The rural component named as Deen Dayal Upadhyaya Grameen Kaushalya Yojana will be implemented by the Ministry of Rural Development.

• MAIN HIGHLIGHTS OF THE SCHEME-Employment through Skill Training and Placement – An expenditure of Rs.15, 000 per person is allowed on training of urban poor which is Rs.18, 000 in North-East and J&K. Moreover, Training urban poor to meet the enormous demand from urban citizens by imparting market-oriented skills through City Livelihood Centers.

• Social Mobilization and Institution Development - It will be done through formation of Self-Help Groups (SHG) for training members and hand holding, an initial support of 10, 000 is given for each group. Assistance of Rs.50, 000 is provided to Registered Area Level Federations.

• Subsidy to urban poor - An interest subsidy of 5% - 7% for setting up individual micro-enterprises with a loan of up to 2 lakh and for group enterprises with a loan limit of up to Rs.10 lakhs.

• Shelters for urban homeless - Cost of construction of shelters for urban homeless is fully funded under the Scheme.

• Other means - Development of vendor markets and also the promotion of skills for the vendors through setting up infrastructure and special projects for the rag picker and differently abled etc.

Ministry of Human Resource Development

1. Sarva Shiksha Abhiyan (SSA)

• SSA-Itisaimedattheuniversalisationofelementa-ryeducationasmandatedbythe86th Amendment to the Constitution of India which made free and compulsory education to children between the ages of 6 to 14 as a fundamental right.

• Initiatives and Sub-Programmes under Sarva Shik-sha Abhiyan (SSA)

a. Shagun Portal - It has two components i.e Repository of best practices to learn from success stories & Online Monitoring of the SSA implemented by States and UTs.

b. Padhe Bharat Badhe Bharat - To improve the reading and writing skills of children in classes I and II, along with their mathematics skills.

c. Rashtriya Avishkar Abhiyan (RAA) - It aims to motivate and engage children of the age group of 6-18 years, in Science, Mathematics and Technology by Institutions of Higher Education like IIT’s, IISER’s and NIT’s.

d. Vidyanjali - To enhance community and private sector involvement in Government run elemen-tary schools across the country.

2. ASMITA (All School Monitoring Individual Tracing Analysis)

• Objective: To track the educational journey of close to 25 crore school students from Class I to Class XII across the 15 lakhs private and government schools

• Launched under Shala Asmita Yojana (SAY).

• ASMITA will be an online database which will carry information of student attendance and enrolment, learning outcomes, mid-day meal service and infrastructural facilities among others.

• Students will be tracked through their Aadhaar numbers

3. Vittiya Saksharata Abhiyan (VISAKA)

• Vittiya Saksharata Abhiyan (VISAKA) was launched by the Union Ministry for Human Resource De-velopment (HRD) to make people aware about cashless economic system.

• It was launched by Union HRD minister Prakash Javadekar in New Delhi.

• It is campaign by Higher Educational institutions for digital econmy.

Key Facts

• VISAKA aims to create awareness among peo-ple about digital economy and cashless modes of transactions

• It was launched on line with Prime Minister’s appeal to youth in ‘Mann Ki Baat’ for creating awareness for making India digital and cash-less economy.

• Under it, young students and faculty members will be roped to encourage and motivate people to use a digitally enabled cashless economic system for transfer of fund.

• For active participation of youth and faculty, HRD Minister also launched a webpage where students can register themselves.

• On this website, students and faculty members also can provide their feedback and sugges-tions on the initiative as well as upload the progress of their work.

4. Ishan Uday

• Scholarships for undergraduates from northeast.

• Under the scheme ten thousand fresh scholar-ships are to be provided for general degree course, technical and professional courses including medical and para-medical courses and will be given through Direct Benefitt Transfer (DBT) to the beneciary student

5. Unnat Bharat

• It aimed at providing rural India with professional resource support from institutes of higher educa-tion

1. Deendayal Upadhyay Shramev Jayate Karyakram

• The scheme is launched to provide conducive environment for industrial development. y Various initiatives under the scheme includes -

b. This portal will help timely redressal of griev-ances.

c. Single Harmonized Form to make ling com-plaints simple.

e. Labour inspector to upload inspection report within 72 hours.

A Scheme for Promotion of Innovation, Rural Industry & Entrepreneurship (ASPIRE)

• The scheme is launched with an objective to set up a network of technology centers, incubation centres to accelerate entrepreneurship and also to promote start-ups for innovation and entrepreneurship in rural and agriculture based industry.

• The planned outcomes of ASPIRE are setting up Technology Business Incubators (TBI), Livelihood Business Incubators (LBI) and creation of a Fund of Funds for such initiatives with SIDBI.

• It is a project launched by the Indian Bureau of Mines in collaboration with National Remote Sensing Centre (NRSC) and Department of Space for monitoring of Mining activity through satellite.

Ministry of Minority Affairs

1. Nai Manzil

• It aims to engage constructively with Poor Minority youth and help them obtain sustainable and gainful employment opportunities that can facilitate them to be integrated with mainstream economic activities.

• Integrated Skill Training is being provided to the youth in market driven skills.

• The other objectives include, raise awareness and sensitization in health and life skills, Mobilize school drop-out minority youths with formal education and certi cation upto level 8th or 10th through National Institute of Open Schooling (NIOS) or other State open schooling systems.

• It was launched for the rst time in J&K in 2016, where girls from minority communities are being imparted three-month skill development training in seven identi ed sectors relevant to the region.

2. Nai Roshni

• It is a scheme for leadership development among Minority Women.

• The objective is to empower and instil con dence among minority women by providing knowledge, tools and techniques for interacting with Government systems, banks and other institutions at all levels.

3. Maulana Azad National Academy for Skills (MANAS)

• MANAS is a skill development architecture aimed at providing an all India Level training framework.

• The training framework is based upon tie-ups with National/International training organizations (on PPP mode) for imparting training to the minority population, for skills that are currently in demand.

• It will also provide concessional credit for minority community after meeting their skilling Needs for expanding their existing businesses and setting up new businesses.

4. Hunar Haat

• Hunar Haat (Skill Haat) is an exhibition of handicrafts, embroidery etc made by the artisans from the Minority Communities organized by the Ministry of Minority Affairs.

• They will be provided free of cost stall, the arrangements for their transport and their daily expenses.

• Two such Haats has been conducted so far and the ministry has been working to establish “Hunar Hub” in all the states where programmes such as “Hunar Haat” and other cultural events will be organized.

5. USTAAD

• Upgrading the Skills in Training in Traditional Arts/Crafts for Development (USTAAD) is a 100% central sector scheme.

• The scheme aimed at capacity building and updating the traditional skills of master craftsmen/artisans. These trained master craftsmen/artisan will train the minority youths in various speci c traditional arts/crafts.

• Under the Scheme, skill development programme will be provided for all important traditional arts/crafts being practiced by minority communities, for their development and market linkages.

Ministry of Petroleum and Natural Gas

1. Pradhan Mantri Ujjawala Yojana

• This Scheme aims to provide free LPG connections to Women from BPL Households by providing nancial support of Rs 1600 for each new LPG connection.

• The identi cation of eligible BPL families will be made in consultation with the State Governments and the Union Territories based on the socio-economic and caste census data.

• Providing LPG connections to BPL households will ensure universal coverage of cooking gas in the country which will empower women and protect their health.

• It aims to address serious health hazards associated with cooking based on fossil fuels. Non-communicable diseases such as heart disease, stroke, chronic obstructive pulmonary disease and lung cancer and Indoor air pollution causing acute respiratory illnesses in young children is addressed through this scheme.

• It will also provide employment for rural youth in the supply chain of cooking gas.

2. PAHAL

• Direct Benefit Transfer for LPG consumer (DBTL) scheme called, `PAHAL’ aims to reduce leakage of subsidy, reduce intermediaries and eliminate duplicate LPG connections by introducing direct cash transfer of subsidies.

• LPG consumers, who join the scheme, will get the LPG cylinders at market price and receive the subsidy directly into their bank accounts.

have a bank account linked with Aadhaar number for availing LPG Subsidy.

• If they do not possess Aadhaar number, they will have to link their bank account directly with their 17 digit LPG ID.

Ministry Of Power

National Programme for LED

• Prime Minister Narendra Modi has launched National Programme for LED-based Home and Street Lighting in New Delhi for energy conservation by reducing energy consumption.

• Along with this programme, PM launched scheme for Light Emitting Diode (LED) bulb distribution under the Domestic Efficient Lighting Programme (DELP) and a web-based system to enable consumers in Delhi to register requests for procuring LED bulbs under DELP.

• National Programme for LED-based Home and Street Lighting It aims to install LED bulbs for domestic and street-lighting in 100 cities across India by March 2016.

• Under this programme, LED bulbs will be distributed in a phased manner from March 2015 onwards.

• The initiative is part of the Government’s efforts to spread the message of energy efficiency in the country.

• LED bulbs have a very long life, almost 50 times more than ordinary bulbs, and 8-10 times that of CFLs, and therefore provide both energy and cost savings in the medium term.

• It will help in saving of energy around 24 crore units every year.

Ministry of Railways

Rail Safety Fund

• The new rail safety fund called “Rashtriya Rail SanrakshaKosh” to be utilized for track improvement, bridge rehabilitation work, improved inspection work etc.

• It is a non-lapsable fund created by Ministry of Finance, since the union and railway budgets will be merged for the rst time.

• It receives fund from this year budget allocation and also from the Central Road Fund.

• The Central Road Fund is collected by levying Cess on diesel and petrol for safety-related work.

• The Rail Safety Fund was setup based on the recommendation of a committee headed by Anil Kakodkar, former chairman of Atomic Energy Commission Chairman.

Ministry of Science and Technology

National Initiative for Developing and Harnessing Innovations (NIDHI)

• The Union Government has recently launched an umbrella program “National Initiative for Developing and Harnessing Innovations (NIDHI)” for nurturing ideas and innovation into successful start ups.

• The purpose of the program is to provide technological solutions not only to the pressing needs of the society but also targets to create new avenues for wealth and job creation.

• The programme will focus on helping startups to meet their funding, infrastructure and other mentorship needs.

Ministry of Shipping

Sagarmala

• The prime objective of the Sagarmala project is to promote port-led development and to provide infrastructure to transport goods quickly, ef ciently and cost-effectively.

• Sagarmala, integrated with the development of inland waterways, is expected to reduce cost and time for transporting goods, bene ting industries and export/import trade.

• It focus on 3 pillars

a. Supporting and enabling Port-led Development through institutional framework for ensuring inter agency and ministries/departments/states’ collaboration.

b. Port Infrastructure Enhancement, including modernization and setting up of new ports and port led industrialization.

c. Efficient Evacuation to and from hinterland.

• The project intends to enhance the capacity of major and non-major ports.

• It also strive to ensure sustainable development of the population living in the Coastal Economic Zone (CEZ).

• Community Development Fund will be created for projects and activities which strive to bring development for coastal communities.

• National Sagarmala Apex Committee (NSAC) is envisaged for overall policy guidance and high level coordination.

• At the state level, the State Governments is suggested to setup State Sagarmala Committee headed by Chief Minister/Minister in Charge of Ports.

• BunkarMitra is a Helpline for handholding of Handloom weavers launched by Ministry of Textiles.

• The professional queries of weavers will be answered by the experts in the eld using this helpline.

• It is single point of contact where weavers can seek solutions for their technical issues/ problems.

Ministry Of Tourism

Swadesh Darshan Scheme:

• Implementing agency: Ministry of Tourism.

• Completely funded by central government.

• Swadesh Darshan Scheme is based on some of tourist circuit that will be covered under the PRASAD (Pilgrimage Rejuvenation and Spiritual Augmentation Drive) and Swadeshi Darshan.

• Features:

a. Attract more tourists.

b. Theme based tourism.

c. The tourist or visitor will get an opportunity to visit the specific tourist circuit in a single tour. The tourists can take the pleasure of thematic tourism under this scheme.

d. The scheme promotes the Indian tourism and development of various pilgrimage sites; the scheme also encourages the local inhabitants to be aware of the issue of maintenance of the city. The local amenities like roads, water food and other things should be maintained to attract more tourist.

e. Employment generation in tourism sector.

f. Under the Swadesh Darshan scheme, thirteen thematic circuits have been identified, for development namely: North-East India Circuit,Buddhist Circuit, Himalayan Circuit, Coastal Circuit, Krishna Circuit, Desert Circuit, Tribal Circuit, Eco Circuit, Wildlife Circuit, Rural Circuit, Spiritual Circuit, Ramayana Circuit and Heritage Circuit.

g. Under the PRASAD scheme thirteen sites have been identified for development, namely: Amritsar, Ajmer, Dwaraka, Mathura, Varanasi, Gaya, Puri, Amaravati, Kanchipuram, Vellankanni, Kedarnath, Kamakhya and Patna.

h. Under the ‘PRASAD’ scheme the focus is on development and beautification of the identified pilgrimage destinations. Whereas, in the ‘Spiritual Circuit’ identified under the Swadesh Darshan scheme, the thrust is on development of particular thematic circuit consisting of various religious/spiritual destination in a State and Union Territory.

Ministry Of Women and Child Development

1. Sukanya Samriddhi Scheme:

• Sukanya Samriddhi Yojana was launched by the Prime Minister Mr. Narendra Modi on 21st January 2015

• This scheme was launched to meet the expense of the Girl child’s higher education and marriage.

Who is eligible under this scheme?

• Gender: Girl child only

• Citizenship: Child should be Indian citizen. NRI, OCI and other cannot open account under this scheme.

• Age limit: On the date of opening the account, the child’s age should 10 years or younger.

• Who can Invest: Parent or Legal Guardian of the eligible Girl child.

• Investment limit:

a. In 1 year, minimum Rs 1000/- needs to be invested., thereafter in multiples of 100/-

b. Maximum of Rs 1, 50,000/- can be invested.

c. Deposits can be made in lump-sum or spread out manner.

d. No limit on number of deposits either in a month or in a financial year.

• Mode of Deposit/Investment:

a. Cash, Cheque, Demand draft, Online payment. All methods are acceptable.

• Operation of the account:

a. The account will be opened and operated by the guardian of a girl child till the girl child, in whose name the account has been opened, attains the age of 10 years.

b. On attaining age of 10 years, the girl child may herself operate the account if she wishes to do so. If not the gaurdian will continue operating the account.

• Tenure of the Scheme:

a. Deposit needs to made until 15 years from opening of account.

b. Deposit under scheme will mature 21 year after opening of the account.

2. Maternity Benefit Programme

• Since 2005, JSY pays Rs.1,400 to poor women who deliver in a hospital, for the rst two deliveries.

• National Food Security Act (2013) mandated the payment of no less than Rs.6,000 to all pregnant women, irrespective of their income status.

Matritva Sahyog Yojana.

• It was implemented using the platform of Integrated Child Development Services (ICDS) Scheme and in selected 53 districts across the country. y MBP is the Pan-India Expansion of Indira Gandhi Matritva Sahyog Yojana.

• The Scheme provides cash incentives to pregnant and lactating women.

a. For the wage loss so that the woman can take adequate rest before and after delivery;

b. To improve her health and nutrition during the period of pregnancy and lactation;

c. To breastfeed the child during the rst six months of the birth, which is very vital for the development of the child.

• All Pregnant Women and Lactating Mothers (PW&LM), excluding those in regular employment with the Government or PSUs or those who are in receipt of similar bene ts under any law for the time being are eligible.

• The cash incentive is payable in three instalments for the rst two live births in three stages.

• The cash transfer would be Aadhaar linked through the individual bank/post of ce account etc. in DBT mode.

• It is a Centrally Sponsored Scheme and the cost sharing between Centre and States is 60:40 for all the States and UTs (with legislature), 90:10 for NER and Himalayan States and 100% GoI share for UTs without legislatures.

Niti Aayog

Lucky Grahak Yojana and Digi-Dhan Vyapar Yojana

• The Government of India seeks to promote digital payment methods to encourage consumers and merchants to increasingly shift to these payment modes.

• The two schemes, namely Lucky Grahak Yojana for Consumers and Digi-Dhan Vyapar Yojana for Merchants, seek to nudge people towards significantly higher usage of digital transactions through the offer of incentives.

• The Lucky Grahak Yojana and the Digi-Dhan Vyapar Yojana offers cash awards to consumers and merchants who utilize digital payment instruments for personal consumption expenditures.

• The scheme specially focuses on bringing the poor, lower middle class and small businesses into the digital payment fold.

• The National Payment Corporation of India (NPCI) is the implementing agency for this scheme.

• The scheme comprises of two major components, one for the Consumers and the other for the Merchants:

• Lucky Grahak Yojana (Consumers)

• Eligibility criteria

a. All Consumer to Merchants, Consumer to Government and all AEPS transactions done from November 8, 2017 are eligible. Person to Person and Business to Business transfers are not eligible.

b. Customers and merchants using RuPay Card, BHIM, UPI (Bharat Interface for Money/Unified Payment Interface), USSD based *99# service and Aadhaar enabled Payment Service (AePS) are eligible for participating in the daily and weekly lucky draws. Transactions through Credit cards/ e wallets are not eligible.

c. Transactions between Rs 50 - Rs 3,000.

• Awards

a. Daily reward of Rs 1000 to be given to 15,000 lucky Consumers for a period of 100 days

b. Weekly prizes worth a maximum of Rs 1 lakh to 7000 Consumers

c. 3 Mega Prizes for consumers worth Rs 1 cr, 50 lakh, 25 lakh for digital transactions between 8th November, 2016 to 13th April, 2017 to be announced on 14th April, 2017

• Digi Dhan Vyapar Yojana (Merchants)

a. Prizes for Merchants for all digital transactions conducted at Merchant establishments

b. Weekly prizes worth a maximum of Rs. 50,000 to 7000 merchants

c. 3 Mega Prizes for merchants worth Rs 50 lakhs, 25 lakh, 12 lakh for digital transactions between 8th November, 2016 to 13th April, 2017 to be announced on 14th April 2017
