+Limited ability to attend ICANN meetings without support

+Citizen of low, lower-middle or upper-middle income economy as determined by World Bank

+Citizen of SIDS (small island developing states) classified as developing and least developed by United Nations

+Preference given to those meeting minimum requirements and from region ICANN meeting is held in

+About 25 Fellowships are awarded for each of ICANN’s International meetings
