Plastics as Wood Substitute

• To conserve wood, GoI, in 1988, had issued a directive to promote wood substitutes, including plastics in all Government and institutional purchases for Furniture, Door & Window frames and Shutters.

• China, faced with similar situation, has a directive where Door and window frames in all Government buildings are to be of PVC only

• In the years to come, preserving forest cover will become even more vital.

• India should actually ban use of wood, wherever suitable alternatives exist

Govt. needs to promote plastic as wood substitute

• Plastic Door & Windows

• Energy consumption: 1/4 - 1/8 of that of steel and aluminum.

• Savings in building heating by 30-50%

• Pipes - R PVC

• Energy consumption in production: 30-50% to that of cast iron and steel pipes.

• Savings in water supply energy consumption by 50%

Plastic Processing industry has been classified under “Green Category” for the purpose of consent

The industry has completed the study at SriRam Institute, Delhi to provide a scientific base to the non polluting classification of the plastic processing industry

Addressing Environmental Concerns

• ICPE (Indian Centre for Plastics in Environment) - Autonomous body founded & run by industry

• Mandates – Research & Technology

– Communication and Education

– Pilot Projects

– Regulatory issues

Single nodal agency recognized by MOEF on Plastics & Environment

• Recycling technology

• Bio - Biodegradable Polymers

• Life Cycle Analysis

• Research papers and technical monographs

• Alternate technologies

Plastics & Biodegradability

• Natural polymers: Cellulose, Polysaccharides, Protein

• Synthetic Polymer: Polyolefins, Nylon, PolyesterBio-polymers - “Polymers

that are capable of being broken down into inert

products by the action of living beings such

as Microorganisms”

…Paper and cellulosic are not totally degradable material, Biodegradability requires a particular

environment to be effective

Bio / Biodegradable polymers identified as One Core NMITLI Programme– Program launched by Dr. R.A. Mashelkar (DG-CSIR)– National / State Committee consisting of Prof. Dr. M. M. Sharma (Ex.Dir. UDCT)– ICPE as co-member of the team

• ICPE - ENVIS Node– Identified by MOEF as a Node of Environmental Information System on the subject of “Management of Plastics, Polymer Wastes and Bio-

polymers, Impacts of Plastics on the Eco-System”.

• Ad. Campaigns in Public Service• “Eco Echoes”- a quarterly Newsletter with wide circulation.

• Lectures & National / International Seminars & Press conferences

• Special Programs conducted in schools(Pahal - Vivek Paryavaran Progra)

Major ongoing national initiatives

Pilot Projects / Regulation

• ICPE - NAGAR - BMC Project - segregation of household waste• Compactor Project Mumbai - Recycling• Tirupati waste management project• PAHAL - Vivek Paryavaran Program - School education / awareness• Matheran / Mahabaleshwar - Civic Cleanliness projects• Waste to Fuel - Jindal Vijaynagar Steel project• Waste to Roads - Bitumen modification at CRRI, Chennai

Regulatory & Statutory: ICPE’s active participation• IS : 14534/ 14535 - 1998 Introducing Coding System / recycling practices

• Packaging Guidelines of MOEF• MOEF notification “ Recycled Plastic Manufacturers & usage rule” 1999

– Thickness for Virgin & Recycled Material specified. – Color coding

ICPECPMACPMA Recycling Industry needs

upgradation

• Industry initiatives:– Technology– Better working Environment– Re-skill and Training

• Government Initiatives:– Allocation of dedicated recycling zone/ Park with

common waste management system– Buy back schemes– Preferential Excise Duty / Sales Tax

Both the Industry and Government to work together to make it happen...
