    Why develop ICT Plans? The need to develop ICT policies stems from the challengesthat many African countries are facing because of globalization and liberalization. Globalization has removedtime differences and geographical boundaries betweencountries. Many African governments are now aware of theimportant role of ICTs in transforming economies in anincreasingly knowledge-based global village.

    ICTs can address the creation of wealth, management of theHIV /AIDs epidemic, and others. Consequently, several

    African countries, like Egypt, Mauritius, Rwanda, and SouthAfrica have developed comprehensive national policies andstrategies to transform their nations into information/knowledge societies. The expansion of human capacity,especially in and through ICT, is critical in thesenational policies and strategies because of theinformation oriented societies that are emerging

    globally.

    Why Human ResourceDevelopment ?

    Knowledge is power. Knowledge creation and theability to translate ICT skills and knowledge to thebenefit of society are critical. A countrys future isdetermined by the size and quality of its

    human capital.ICT skills are required for empowerment to

    enhance value and create opportunities through new technologies. Human capital must be

    developed through training, research andcapacity building .

    The creative ability needed cannot be developed witha mindset of too much downloading and nouploading. Fundamental ICT skills are neededespecially for creative problem solving and
