What does e-Government (eGov) mean?
“E-Government” refers to the use by government agencies of information
technologies … that have the ability to transform relations with citizens,
businesses, and other arms of government.
Ends: better delivery of government services to citizens, improved
interactions with business and industry, citizen empowerment through access
to information, or more efficient government management…
Benefits: can be less corruption, increased transparency, greater convenience,
revenue growth, and/or cost reductions…
e-Gov aims: to make the interaction between government and citizens (G2C),
government and business enterprises (G2B), and inter-agency relationships
(G2G) more friendly, convenient, transparent, and inexpensive…. “ World Bank
… and this is the IEEE Mission
Evolve from the past, means new perspectives…
Public organizations are very different from companies
and private organizations
In addition, Information Society has new paradigms,
because society has evolved with technology
… and future means VISION…
… but what does Vision mean?

The IEEE eGovernment Initiative Mission & Some Areas:
Mission – To support public managers worldwide pursuing excellence in
management of innovation and technology on eGovernment in order to
be more efficient, effective and transparent, to serve to the citizen.
Some related interest areas:
1.Design of governmental systems, standards, architectures and
configurations for interoperability
2.Infrastructure and underlying architecture in public organizations
3.Project design, scalability, maintainability, special policies, standard
development platforms, etc
4.Protection and hosting of data, privacy, resistance to hacking and

but... e-Government cybersecurity is
harder to control:
complex structure & accountability (decentralized, multi-organism, dispersed authority,
independent agencies)
Standards & best practices from e-Business world could be used The process approach for information security management presented in ISO/IEC 2701:2005
encourages its users to emphasize the importance of:
a) understanding an organization’s information security requirements and the need to establish policy and
objectives for information security;
b) implementing and operating controls to manage an organization's information security risks in the context
of the organization’s overall business risks;
c) monitoring and reviewing the performance and effectiveness of the ISMS; and
d) continual improvement based on objective measurement.
