6. On 611712004, Governor Jeb Bush approved HB 1381 which was passed by the Florida Legislature as enabling legislalion for the Englewood Water District, (EWD) (See Exbibill ).

7. The Florida Legislature has no authority delegated from We the People in the Florida Constitution to set up a private company, such as the EWD, as an unlawful monopoly. The enablins legislation liB 1381 breaches Article 4 Section 4 of our U.S. Constitution, guaranteeing each State a Republican Form ofGovemment and therefore is null and void. ab initio, from the start as ifit never happened. No authority has been delegated to any branch of our Florida Government to force We the People to contract against our will . 9. At no time has EWD initiated or supplied a study claiming evidence that the sewer project for District V9-C is required for safety reasons or for the good of the public health.

10. On 41212015 We the People, in the persons of Debr. Baker, Eloise Soehn, Joan Armond, Nancy Attaway, Harry BeDan, and Renee Lopez testified at the EWD Board Meeting before the alleged Criminals to the fact that We the People can not afford either the capital costs nor the recurring costs for new sewers. Additionally, all evidence shows that our septic systems currenUy are operating acceptably. As a result of our inability to pay the Defendants, the Englewood Water District, EWD will cause We the People to be judged in default of a contract we never voluntarily and knowingly entered into, a lien will be placed against our property, and we will lose our property. 26. Provide each V9-C property owner with a hand signed (not mechanically reproduced) written apology for the Breach of Their Peace and Breach of Duty owed to them by the Defendants. To be approved by the Common Law Grand Jury fust.

27. Penal Codes to penalties for remedy, Punitive damages, Redress for Grievances, CLGJ in Sarasota County penahies and fees, shall be applied to all Defendant criminals to restore damages as remedies to all victims, and remedies to all victim's families.
