IFAD PTA Water offers a solutions-based service in support of the design and implementation phases of the IFAD project lifecycle. We are your in-house advisor and can help you:• Identify opportunities for developing and improving the likelihood of success with

your project when it comes to water-related issues.• Identify the various impact pathways for water.• Provide guidance on a balanced design for implementation.• Leverage our repository of knowledge and networks to help you find the right

consultant or provide you with targeted information.• Provide guidance on where and how water-based approaches have worked before.• Provide support on how to document the activities and outcomes of your project.• Understand your problem from a technical or water perspective and provide tools in

support of your work (e.g. ToRs, M&E indicators; sector analysis).• Work with your technical consultant to broaden their knowledge of the water sector;• Provide decision-support on water-related issues.• Support you on procurement and partner with you to meet on-time delivery of your

The challenge

IFAD know-how in rural development project(answering livelihood needs for water)

IFAD mandate to finance the agriculture sector(financing agricultural water – and agro-

processing)

Page 7: IFAD and R ural Water Management

Challenging “Business as Usual”

Our IFAD approach: Strengthen stakeholders:

Farmer organizations, trans-boundary agencies, decentralized agencies, private sector market supply chains, consumer organizations, educational centers, research

Improve smallholder market linkages Enhance water management in rainfed areas for HH FNS,

including pastoralism Increase subsurface storage (3R concept) Ensure a next generation of AWM expertise Networking for K and Learning (CoP Water & Rural People Foster innovations, multi-functionality and information

Page 8: IFAD and R ural Water Management

Implementation Issues

Some topics: Lessons Learnt

Documented but not fully understood and used at HQ and field Training and Capacity Building

Lack of technical training of implementers, PMUs, farmers, contractors; No new AWM expertise building or mentoring hand-over

IFAD Guidelines Guidelines are inadequate regarding technical issues (e.g. bidding)

Composition of Missions Limited number of technical advisors on missions; frequency and follow-

up. Co-funding of Projects

Supervision aims at suiting co-funder agendas rather than the project Community Involvement

Insufficient involvement beyond design; O&M, warranty, fiscal autonomy Design Documents

Documents not share widely, inhibiting understanding by PMU … and so on

Your Contribution: today and beyond

What can PTA Water learn from you to share with others?

“Business as Usual”

Most current efforts aim at an increase of surface storage

Is this the way to reach 80 million rural poor by 2015?
