IFIF Capacity Development Project ‘Global Animal Nutrition Programme’ Dr. Daniel Bercovici IFIF Board of Directors & Chair of GAN Programme GFFC | 18-20April 2016| Antalya, Turkey

IFIF’s Vision

“IFIF’s vision is to provide a unified voice and leadership to represent and promote the global feed industry as an essential participant in the food chain that provides sustainable, safe, nutritious and affordable food for a growing world population.”

IFIF is a global organisation – One Voice

•  Established in December 1987 – 28 years •  IFIF is made up of :

•  National and regional feed associations •  Corporate members •  Feed related organizations

•  IFIF represents over 80% of the global compound feed produced

Feed-related Organizations

IFIF is a global organization & represents over 80% of compound feed production worldwide

Our challenge is a global one . . .

IFIF Members represent over 80% of global feed production.

IFIF’s Mission •  Represent the global feed industry with international governmental

organizations and agencies, including the FAO, WTO, WHO, OIE and CODEX Alimentarius, on crucial global feed and food issues.

•  Promote science-based solutions and information sharing for the feed

industry by facilitating global forums, such as the Global Feed & Food Congress (GFFC) and the International Feed Regulators Meeting (IFRM).

•  Promote a balanced regulatory framework to support a fair global playing field, facilitate market access and support the competitiveness of the feed and livestock industries.

•  Expand the global network of national and regional feed associations and promote the adoption of international standards and global equivalency.

•  Continue to support and encourage the sustainable development of animal production.

Capacity Development– What is next? Link to IFIF mission and Nr 1 priority in Pillar 3 •  Phase I –Feed Manual of Good Practices for the Feed Industry

•  Phase II - Promote and implement the Feed Manual (Based on Codex Alimentarius) –  Request & link – FAO new Capacity Development Project

–  Answering to the existing needs from countries

•  To implement Phase 2, IFIF developed the Global Animal Nutrition Programme “Train the trainer”

Step 1 – Pilot in key region

Objectives of Pilot Project

–  Extend capacity building to those countries and industries that lack knowledge and feed safety tools;

–  Secure feed safety growth to governments and independent companies;

–  Introduce systems and structures that are required to comply with international feed safety practices;

–  Increase the quality and safety of feed for domestic consumption and international trade.

Pilot project “Train the trainer” : Nigeria

•  Selection of country was carried out based on key criteria: minimum industrial feed production, safety, contacts/access, a country request, strong local partner

•  Thank you to Nigeria Institute of Animal Science (NIAS) and National Agency for Food and Drug Administration and Control (NAFDAC) and Ministry of Agriculture and stakeholders.

•  Steps taken: –  Jan– June 2015: Building Diagnosis

–  7-9 July: Preliminary Visit

–  28-30 Oct : “Train the trainer”

–  Nov to Feb 2016 : Progress Monitoring tools

Pilot project “Train the trainer” : Nigeria

Pilot project “Train the trainer” : Nigeria

Pilot project “Train the trainer” : Nigeria

Pilot project “Train the trainer” : Nigeria

Pilot project “Train the trainer” Lagos, Nigeria

•  Training: Implementation of IFIF/FAO Manual on Good Practices for the Feed Industry – Modules: –  Health hazards associated with animal feed –  Good Production Practices – Pre Requisite Programs –  HACCP –  On farm production and use of feed and feed ingredients –  Cross contamination –  Sampling and analysis

Post IFIF training Progress to measure impact

•  6 working groups for Nigeria’s 6 geo-political zones with

Regional Co-ordinators were appointed.

•  These will organize the Training of others in their respective

regions. They were given terms of reference, with a time line

of achieving the first training by the Q2 2016.

Benchmark of feed mill practices against IFIF trained standards shows strong need

Q1 2016 - Results of 53 commercial feed mills inspected:

•  Number of commercial feed mills inspected = 8

•  Number of Toll Mills inspected =45

Compliance levels:

•  Number compliant = 4

•  Number mildly compliant =4

•  Number non-compliant =45

Next steps: IFIF Global Animal Nutrition Programme “Train the trainer”

•  Monitoring and Evaluation of learnings from Pilot Project – Q3 - Q4 2016

•  Secure funding & partnerships to roll out to other regions (MSP, FAO, STDF) – Q2-Q3 2016

•  Selection and roll out to other regions / countries 2016 -2017

Thank you!
