EDITORIAL

The beautiful landscape of Mexico City saw the realizationof two important meetings for Latin-American and Carib-bean librarians: the Seminar of the Associations of Librar-ians and Related Professionals, sponsored by IFLA/LAC andALP, UniversidadAutónoma de Mexico (UNAM) and Mexi-can Librarians Association, and the Meeting of IFLA/LACStanding Committee.

Of the former, the resolutions of which are published in itstotality in this Bulletin, participated more than 60 del-egates and representatives of regional library associations.National reports were presented as well communicationsby representatives of intemational associations and com-mittees, such as AIBDA, ACURIL CIBIM, FID/CLA,EDlBCIC and IFLA The newly elected President of Ameri-can Library Association made a speech on the centraltheme of the Seminar and the representatve of OPS/OMStalked about the role of associations and of intemational or-ganizations. The Seminar, held on a high degree of profes-sionalism, certainly opens new horizons to the associativemovement of the Region. Of course, kindness and accom-plishment of Mexican librarians had a signifcant role in thesuccess reached.

To the meeting of IFLA/LAC Standing Committee, an im-portant event for the planning of IFLA activities in the Re-gion, carne representatives of all of its members, except Ven-ezuela and Trinidad and Tobago.

By now, our library colleagues all over the world are prepa-ring themselves to the trip to Bangkok, Thailand, for the nextGeneral Conference of IFLA. We hope to find many Latin-American and Caribbean librarians in that beautiful city.

IFLAlLAC and the Regional Office announce the death ofPaul Nauta, former General Secretary ofIFLA, a fighter in get-ting Spanish as an officiallanguage at IFLA, and a friend andcounselor ofLatin-American and Caribbean librarians. He willbe missed very much in our Region.

We finish this Editorial emphasizing the need of a bigger par-ticipation of Latin America and the Caribbean in IFLA,calling libraries, organizations and associations to affili-ate to IFLA. It is believed that this will only be possiblethrough an aggressive campaign for affiliation, to be ledby members of the Standing Committee of IFLA/LAC, inevery field of action. IFLA's New Secretary General, Ross Shimmon

On behalf of the Executive Board it is with great pleasurethat we announce the appointment of Ross Shimmon as Se-cretary General ofIFLA, commencing in April 1999. RossShimnmon willleave the position of Chief Executive of theLibrary Association (United Kingdom), a position he has heldsince 1992. As Chief Executive he was responsible to theCouncil of the Library Association for the management ofthe Association and for providing professional leadership.Upon appointment as Chief Executive he was required toprepare proposals for a restructuring ofthe Council and com-mittee system, and of the staff at LA headquarters. This wascompleted and implemented by 1995. Among his achieve-ments were a streamlining of the committee process, the re-vitalization of income-generating activities, and greater em-phasis to public relations and lobbying activities, resulting ina much higher profile for the Association and the profession.

On his appointment, Mr Shimmon said: "I am excited at theprospect ofworking with IFLA at a time when the professionhas a stunning opportunity. Our time has come. We musttake advantage of the growing recognition world wide of theimportance of information and knowledge and the skills nec-essary for their creative exploitation".

Throughout his career Mr Shimmon worked at a variety ofleveIs in professional associations in the UK and in othercountries. After a career of several years in the UK in publicand academic libraries and in library education., MrShimmon was employed in Papua New Guinea from 1979until 1983 at the Administrative College of Papua NewGuinea, where he was responsible for the development andmanagement oftrainning courses for librarians. While in Papua

New Guinea he was founder member ofthe Book DevelopmentCouncil ofPNG, founder member ofthe College ManagementTeam, and Chair ofthe National Library Council ofPNG. Hereceived a Life Membership from the Papua New Guinea Li-brary Association in 1983,just before retuming to the UK andbecoming a member ofLA staff.

These posts incIuded Director ofProfessional Practice (1988-1992) and Divisional Secretary for Manpower and Educa-tion (1984-1988) for which he was responsible to the ChiefExecutive for salaries and conditions of service for 1IS staff,funding oflibrary and information services, information tech-nology, legislation affecting libraries, guidelines on best prac-tice, research and development, accreditation of programmesat universities, and the continuing education programme.

His other professional activities incIude: Member, British Li-brary Advisory Council (1993 to date); Member, NationalBook Committee (1992 to date); Founder/President. Euro-pean Bureau ofLibrary, Information and DocumentationAs-sociations (FBLIDA) (1991-1995); and Facilitator, Constitu-ent Conference, Pretoria, South Africa (1997). Since 1996Mr Shimmon has taken a leading role in the negotiationswith the Institute of Information Scientists with a view tounification of the L.A and ITS to form a new professionalbody.

Mr Shimmon is already well-known to IFLA and knowled-geable about IFLA, having attended most IFLA Conferen-ces since 1987; as a Member of the IFLA Copyright Com-mittee (1991-1993); as a Member ofthe IFLA FAIFE Com-mittee (1997 to date); and as a Member of the IFLA RoundTable on the Management of Library Associations (1988 todate).

Mme. Christine Deschamps, President of IFLA, commen-ting on Mr Shimmons appointment said: " I am confidentthat as IFLA enters the new millennium, the qualificationspossessed by Ross Shimmon are exactIy those needed by theFederation: skilled negotiator and manager; resourcefulness;commitment to high professional standards; broad experi-ence in a membership organization; and ability to work withthe intemational environment. Festivities 00 the Occasion of Leo Voogt's Fare-well as IFLA's Secretary General

As was announced in IFLA Joumal 24(5/6):339-340(1998)Leo Voogt accepted the position of Executive Director of theNetherlands Royal Association for the Book Trade (KVB) asper 1 January 1999. During the preceding month ofDecem-ber 1998, a number of occasions took place for saying goodbyeto him as the Secretary General ofIFI.A.

On 1 December the Hotel des Indes in The Hague provided thestately background for a farewell from IFLA's Executive andProfessional Boards. During a long and fine dinner, manyspeeches were delivered. IFLA's President, Mme. ChristineDeschamps started the long line of speakers, who all witnessedLeos firm but friendly way ofleadership, praising his numer-ous acomplishments for the Federation, and of course tellingmany anecdotes. AIso many presents were offered: the Execu-tive Board carne up with a modem desk lamp and the Profes-sional Board gave fine crystal wine glasses. Beside this, it wasnot much of a surprise that many a Board member brought abook, CD or necktie as a personal gift. Both Leo and his wifeJolande gave words ofthanks, stating how rewarding the IFLAyears have been to them and reminding those present of sev-eral highlights of that recent pasto

Then on 3 December the Royal Library (KoninklijkeBibliotheek (KB» in The Hague hosted a farewell meetingfor Leo Voogt and the Dutch library community. This wasanother kind gesture from the KB, which has been a gene-rous host to IFLA Headquarters for more than 15 years. Du-ring an interesting session, Leo was addressed by the DutchNational Librarian, Wim van Driinmelen and by ChristineDeschamps. The keynote address was given by the formerState Secretary for Culture, Aad Nuis. His lecture dealingwith the Drainage System to the Delta ofLiterature, was fullof wit. It should be noticed that, although this concemed thefarewell of a Dutchman from the library community of theNetherlands, all speeches were made in English, in honor ofthe number of foreign guests attending. A very animated re-ception followed the meeting.

Leo Voogt's definite farewell was marked by interactions withIFLA Headquarters staff. A special intimate dinner in a smallrestaurant a few days before Christmas 1998 provided thesetting for a number of performances, games, presentationsof presents and, of course, again: speeches!

The Christmas holiday break gave us a brief occasion forrealizing that it was all over now, though leaving us all withfond memories of a particular month of December and a spe-cial Secretary General. (Sjoerd Koopman - IFLA Joumal, Vol.25 (1999), No.l)

Collecting and Safeguarding Oral TraditionsAn International Conference

A 4-day Conference will be held on the theme of "ColIectingand Safeguarding Oral Traditions" in Khon Kaen,Northeastem Thailand, from 16-19 August 1999. Organizedas a SatelIite Meeting of the General Conference of theInternational Federation of Library Associations andInstitutions (IFLA ) this Conference is open to alI with aninterest in the preservation of oral traditions.

Within the context of the UNESCO "Memory of the World"

Program, the Conference Program will deal with various aspectsof collecting and safeguarding oral heritage, including the socio-cultural context; colIection methodologies and selectioncriteria; care, handling, storage and preservation issues; andtechnical matters. Included in the Conference will be anexcursion to the Research Institute ofNortheastem Arts andCulture and the Sirindhorn Isan Information Center(Mahasarakham University, Thailand), an academic resourcecentre with comprehensive information related to all aspectsof northeastem Thai cultures and traditions. Participantsattending this Conference may wish to attend the 65th IFLACouncil and General Conference in Bangkok from 20-28August, 1999.

The Seminar venue will be the Khon Kaen Sofitel Hotel.Special rates have been arranged, beginning with US$45 pernight. There are frequent flights between Khon Kaen andBangkok. Registration fees have been set at US$220 whichincludes the cost of all meals not provided by the hotel, theexcursion and all other conference expenses. Early registrationis recommended. After June 1, 1999, the registration fee wilIincrease to US$270.

Professional activitiesThe professional activities continued in full during the year.The total amount of money which ALP paid for projects andother programme activities was around SEK 2 100000. (Since1992, when the programme became fulIy operational, aroundSEK 10 400 000 has been spent on programme activities.)The funders in 1998 were: SIDA, DANIDA, FINNIDA, theFinnish Library Association, NORAD, three Swedish libraryassociations and the Swedish Institute. In addition, thoseresponsible for projects in the regions contributed their ownresources but also raised considerable funds from externaisources.

ALP Meetings and Seminars in LAC

A Regional Meeting on the UNESCO Public LibraryManifesto took place in Salvador, Brazil, 24-27 March.Countries represented were: Argentina, Brazil, Chile,Colombia, Costa Rica, Mexico, Peru, Venezuela, Martinique,Netherlands AntiUes and Trinidad & Tobago. The seminarwas financed by SIDA. Birgitta Bergdahl attended the seminarand her report was published in IFLA Joumal 24 (1998) 4.Intemational Seminar on Bibliographic Control, Mexico, 21-23 September. This seminar was organized by CUIB of theNational Autonomous University ofMexico (UNAM) in co-operation with the IFLA UBCIM programme. With moneyfrom SIDA ALP financed the participation often specialistsin bibliographic control from Latin America and theCaribbean. Both Spanish and English versions of the reporthave been received.

Meeting of ALP Advisol)' CommitteeThe ALP Advisory Committee consisting of the chairs andsecretaries of the three regional sections and ofIFLA's regionaloffice managers met at Uppsala University Library, 21-26November to plan the activities for the period 2000 - 2001,and to meet with ALP Nordic Support Group. The greaterpart of this meeting was funded by the Swedish Institute.

IFLA' s General Conference in AmsterdamAU IFLA ALP staff members participated in the Amsterdamconference, where there was an opportunity to plan futurecooperation together with IFLA's Executive Board andrepresentatives of several other IFLA bodies. ALP also had aPoster Session. With money from FINNIDA ALP fincancedthe participation of Carlos Alemán Campo, Nicaragua andAntoinette FaU Corréa, Senegal at the Conference. They gavea panel presentation at the workshop "Reading & libraryservices to cultural minorities".

IFLA Regional Standing Committee MeetingsThe ALP IFP cooperates closely with IFLA's Regional Officesand Standing Committees in the planning, development andexecution of projects and activities. The annual meetings ofthe Regional Standing Committees in their own regions areinstrumental for the development ofALP. During recent yearsthese meetings have been organized in conjunction withworkshops or seminars to allow for the sharing of traveIexpenses and other costs. Since 1995, IFLA has financed asubstantial part of the meetings.

Birgitta Bergdahl participated in the meeting of the Sectionfor Asia and Oceania in Bangkok, Thailand, 4-6 March, inthe Latin American and the Caribbean Section meeting inSalvador, Brazil, 21-23 March, and in the Africa Sectionmeeting in Tunis, Tunisia, 28-29 May. Birgitta Bergdahl,Gunilla Natvig and Birgitta SandeU took part in the RegionalStanding Committee meetings in Amsterdam.

Standing Committee Meeting

After the 11Latin American Seminar of the Associations ofLibrarians and Related Professionals, the IFLA Section forLatin America and the Caribbean Standing Committeemeeting took place. Participants included Elisabet deCarvalho, Manager of the IFLA Regional Office for LatinAmerica and the Caribbean , Adolfo Rodriguez, President ofthe Committee, Miriam Martinez, from Cuba, Stella MarisFemández and Roberto Servidio, from Argentina, IvoneTálamo and Sueli do Amaral, fom Brazil, Clara Budnik, fromChile, Gloria Rodriguez, from Colombia, Alice Miranda, fromCosta Rica, Marie Françoise Bemabé, from Martinica, BlancaHodge, from St. Marteen, and Estela Morales Campos andRosa Maria Femandez de Zamora from Mexico.

The Committee analyzed projects from several countries andmade considerations on the organization and themes of futuremeetings to be held in Bangkok (Thailand) and the activitiesto be planned far the Conference in Jerusalem in 2000.Roberto Servidio informed on the actions of Argentina toreceive IFLA's approval for the Conference in 2004 in thatcountry.

Stan Made seleeted as one of the recipients ofthe Royal Charter Centenary Medal

Stanislaus Matienga Made is a renowned professional libra-rian, author and educator. He has been in the field oflibrarianship for over thirty five years, nearly thirty of whichas University ChiefLibrarian at the Universities ofSwaziland,Malawi and Zimbabwe. He also lectured in the Departmentof Library and Information Studies at the University ofBotswana from 1991 to 1993 while he was on extended Sab-batica1 . In his early working life Stan Made was a teacher inschools for six years.

Stan Made is a well known writer in his profession. He is theauthor of four books, inc1uding his popular autobiography,'MADE IN ZINBABWE' ofwhich he is working on the sec-ond parto He has a1so had over thirty other works pub1ishedin professional and scholarly journa1s. In his higher educa-tion studies he has researched and produced dissertations forthe MA, FLA, M.Phil and the latest for the D. Phil.

Stan Made is a well travelled professional and has partici-pated diligently in professional activities. He is currently theChairman of the Africa Region of IFLA, as well as Chair-man ofthe Coordinating Committee ofthe Developing WorldDivi~ion VIII of IFLA, covering Asia, Latin America andthe Caribbean, and Africa.

On 8 December Stan Made was honoured by being awardeda Royal Charter Centenary Medal by the British Library As-sociation for his outstanding contribution to the Library pro-fession throughout the world. (University ofZimbabwe, Newsrelease, 16 October 1998).

PRESERVATION ANDCONSERVATION PROGRAMME(PAC)

World survey of digitalized eolleetions in the mostimportant cultural institutions : joint projeetIFLA PAC/UAP

Supported by UNESCO, the IFLA Preservation andConservation Programme (PAC) and the Programme forUniversal Avai1ability of Publications (UAP) are workingtogether in a survey of digitalization programs in the mostimportant cultural institutions, in order to establish a "virtual1ibrary" of digita1ized collections at intemational1evel.

Many national libraries and other institutions are alreadyworking or planning digitalization programs for some or allof their most important cultural collections, in order topreserve them or to increase the access to the documents.

N evertheless, there is not a world list of digitalizedbibliographic collections and it is the aim of this project tobuild it. The project is supported by UNESCO and it haslinks with the UNESCO Memory ofthe Wor1d Program sinceit will try to identif)r collections of intemational relevanceand as so capable to be inc1uded in the Memory of the World

The two objectives ofthe Memory ofthe World program - thepreservation of documents and collections and theimprovement of the access to them - are coincident with theaims of the two IFLA Programs mentioned before:Preservation and Conservation (PAC) and UniversalAvai1ability ofPubications (UAP).The digitalized documents directory will be a free access database in the UNESCO web site. The project started in 1998with the distribution of questionnaires to the nationallibrariesin arder to gather information about their digitalizationprograms. The data base will consist in a 1ist that will allow

the search for all the collections listed and links to the websites of the original collections. The list will not contain theindividual itens of a collection, but it is assumed that detailledinformation on the content of each collection will be foundin the web site of that particular collection.

Information about preservation related to the digitalizedmaterial is also being collected. ARGENTINA

The Librarians Association of the Republic ofArgentina and the organization of the 70th IFLAGeneral Conference in the year 2004

The Asociación de Bibliotecarios Graduados de la RepúblicaArgentina - ABGRA has officially submitted the candidacyof Buenos Aires for the 70th IFLA General Conference in2004. Last year, at the 30th October, a completedocumentation was delivered by ABGRA to IFLA at itsHeadquarter in The Hagen, as required. The ExecutiveCommittee is expected to make an inspection visit to BuenosAires.

Since its beginnings ABGRA has worked hard to representits associations internationally establishing links withassociations of other countries in the field of Library andInformation Sciences, as well as participating actively atintemational meetings. ABGRA is affiliated to IFLA since1962, with interruptions between 1967 and 1992, but is anactive member since 1992.

From 1962 on ABGRA is in charge of National AnnualMeetings. These have been supported by the Ministry of

Culture, province govemments and private organizations.These meetings are held in April during the IntemationalBook Fair at Buenos Aires and are attended by approximately700 Argentinian and foreign librarians.

Latiu America in general and Argentina specially have hadlittle participation in IFLA's round tables and other activitiesof its sections and divisions. That means that we are far fromhaving a relevant place and recognition comparing withprofessionals from Europe, Africa, Asia and North America,which have active participation in IFLA's initiatives. Thiscan be confirmed when we observe that only some 30representatives of Latin American, chiefly from CentralAmerica, work in different sections of IFLA; from SouthAmerica only 10 professionals are present, being 2 fromArgentina. None ofthe 31 Sections ofIFLA is directed by aLatin America representative and no Secretariat has itsheadquarters in a country of the Region. In its 11 RoundTables only 2librarians (1 from Chile and 1 from Argentina)took parto The number of papers submitted to IFLA GeneralConference was also very low as well the number of papers toIFLA Journal; as a matter of fact, last year no paper from aLatin American professional was published. There are severalreasons for this but the picture can be changed, providedthat to library associations are offered the necessary conditionsto present their ideas and to exchange knowledge with theircolleagues from other regions and more advanced countries.

The nomination of Buenos Aires is supported by LatinAmerican organizations as well as by Mercosul, through itsIntegrated Commission of Librarians Associations ofMercosul (CIBIM). Govemment authorities in Argentina arecloser to ABGRA since its candidacy to the 70th IFLA GeneralConference and their support will be consolidated as soon asIFLA officially nominates ABGRA. It is also hoped that thiswill help the Association to develop some projects such asthe creation of a Federal System for Libraries and Information,the Librarian's Regulation and Statute, the Public Library ofBuenos Aires. We hope that the impact of IFLA 2004 overBuenos Aires will contribute to move national authorities togive the needed financiaI support to such developments(Referencias, v. 3, n. 3, dic. 1998)

The State of Rio de Janeiro intends to open 156public libraries in 2 years

The most recent goal ofthe State govemment ofRio de Janeirois to create in its 91 municipalities, with joint participationof the community, 156 public libraries, in a period of twoyears. Today, only 4 public libraries are the responsibility ofthe Government.

With a budget of R$8.6 million, the project prepared jointlyby Núcleo Superior de Estudos Governamentais (NUSEG) ofUniversidade do Estado do Rio de Janeiro (UERJ) andFundação Nacional do Livro Infanto-Juvenil (FNLIJ),proposes training in cities selected for the development oflibrary activities. The project is a part ofthe Federal program"One Library in every Municipality". The protocol withMinistry of Education is already signed; the Ministry willgive R$6 million and the State mor than R$2 million.

It is estimated that among 5000 counties in the country, some3000 do not have any kind of library service offered. In Riode Janeiro State priority will be given to areas economicallyweak, says the coordinator ofthe Project, Claudio Mendonça,from NUSEG. "The Metropolitan Region, specially areas ofslums and Baixada Fluminense, will be the most favored".The novelty ofthe project is that every library will be managedby boards with representatives of the community, of theprofessional organizations, educators and state and municipalgovemments. "It will the first time that a project of Stategovernment will have management, monitoring andevaluation with externai participants" says Claudio. "Therewill be periodical evaluation through writing examinationsin schools near the libraries to verifY whether the initiative isgiving its results. Kids will have to write better, otherwisesomething is not going so well".

Building select to receive the libraries cannot have less than70 square meters. Each module will have 2 thousand titles -1.4 basic ones, and 600 to be chosen by the community.Adequate furniture will be furnished and at least a PC.Maintenance ofthe library will have the support ofMunicipalgovemment and it is estimated in R$8 mil per month. Paymentof public officers - selected by boards - will be the responsibilityofFundo de Amparo ao Trabalhador (FAT) and it estimateden R$329 thousand per month. "The stage that requires moretime is that related to selection and training of personnel, butwe believe to fulfill the schedule within these two years",says. Ibero-Ameriean Meeting of NationalRepresentatives ofPublie Libraries - Cartagenade Indias, Colombia, Nov. 18-20, 1998

1. Objectives and ParticipantsThe Meeting was held at the Centro Iberoamericano deFormación, linked to Agencia Espanola para CooperaciónInternacional (AECI). It was convened and organized byDirección General dei Libro, Archivos y Bibliotecas of theMinistry of Education and Culture of Spain, sponsored byAECI, with collaboration ofCentro Regional para el FomentodeI Libro en América Latina y el Caribe (CERLALC).

Main objectives were:1. To contribute for acquaintance of the organizationsresponsible for the coordination and development of publiclibraries in Ibero-American countries; to discuss on theconvenience of periodically hold similar meetings as anopportunity for communication;2. To ref1ect on valid models of public library for Ibero-American community;3. To establish possible cooperative initiatives amongorganizations responsible for the development of publiclibraries in each country and to evaluate mechanisms thatcan contribute to their kick-off.

National representatives of sixteen countries attended theMeeting:Argentina, Chile, Colombia, Costa Rica, Ecuador,EI Salvador, Spain, Guatemala, Mexico, Nicaragua, Panama,Peru, Portugal, República Dominicana, Uruguay andVenezuela. Other participants includes AsociaciónIberaamericana de Ciencias de la Información (EDIBCIC),Centro Regional para el Fomento dei Libro en América Latinay el Caribe (CERLALC), International Federation ofLibraryAssociations (IFLA) and UNESCO.

2. ConclusionsThe Forum of National Representatives of Public Librariesin Ibero-American countries convened by Ministry of

Education and Culture of Spain met from Nov. 18-20 1998in Cartagena de Indias, at the Centro Iberoamericano deFormación, of the Agencia Espanola para CooperaciónInternacional1. States that public library must perform an active role inthe consolidation of democratic principies and in theintegration of Ibero-American countries, so that it cancontribute for the education oftheir citizens, being consciousof their participation in society. To reassert these principies,support of the Ibero-American Heads of State andGovernments will be searched for.

2. The Forum also reaffirms the operation of principies onpublic libraries, as exposed en the Caracas Declaration, in1983, and in the Letter of Caracas of 1998, as well as thedefinition given by UNESCO in its Manifest of 1994 "as alocal center of information that favors their users with allkinds of knowledge and information";

3. Recommends that organizations responsible for culturaland library policy of Ibero-American community:3.1 Have a legal framework in each country, to permit theorganization of local, regional and national systems ornetworks, based on the definition of the present mission ofpublic libraries. Considering also the public responsibility oftheir services, its financing must be warranted including withparticipation of the private sector;3.2 give public libraries precedence in development plansand budgets ofthe communities and regions; assign necessaryresources for the creation of public libraries as well as apercentage of their budget for maintenance and improvement,both in urban and rural areas;3.3 insist with organizations in the field of internationalcooperation such as UNESCO, UNDP, BID and World Bank,among others, to contribute for the consolidation of publiclibraries, since these provi de basic services for culture anddevelopment of Ibero American Community, and also forcontinuing education of their citizens;3.4 favor and impel the use of new information andcommunication technologies among public libraries in orderthat they perform their role in Information society;3.5 promote professionalism and training of public librarystaff and also their continuing education, infusing theirconsideration with users as the focus of their services.

4. Approves the constitution of the Ibero AmericanCooperation Program for Public Libraries under thecoordination of Centro Regional para el Fomento dei Libraen América Latina y el Caribe (CERLALC), aided by aninternational committee. For the development of this pragramit is expected to have the help of Ibero American Heads ofState and Govemment. To follow up de Program, the ForumofNational Representatives will meet at least every two years.

International Conference on the Conservation ofPaper and Photographs

The National Archives ofCuba and the Northeast DocumentConservation Center, under the auspices of The Getty GrantProgram, The ACLS/SSRC Working Group on Cuba, andThe Christopher Reynolds Foundation, have organizedanother International Conference on the Conservation ofPaperand Photographs. The conference will take place in Havana,Cuba at the National Archives from November 16 - 18, 1999.

The three day conference, with sessions from 9:00 a.m. to1:30 p.m., has been designed to respond to the requirementsof conservation professionals in archives, libraries, andmuseums ofLatin America. It will include presentations anddiscussion by two acknowledged specialists as well as practicalwork sessions. The principie themes will be conservationplanning, the care and conservation of photographs, andconservation using new technologies in microfilming,photocopying, and digitization.

MEXICO

VII Consulting Meeting of INFOLAC

Universidad de Colina (Mexico) was the headquarter duringMarch 23-24, 1999, of the VII Consulting Meeting ofINFOLAC, the Program of Cooperation among InformationSystems in Latin America and EI Caribe. This is a consultingorganization and was created 10 years ago under the auspicesof UNESCO. National authorities of 27 Latin Americancountries assisted the meeting. Among other activities, reportswere presented on projects developed within the working

program of INFOLAC. It was also decided the next 2-yearworking programo Issues related to cooperation among LatinAmerican and Caribbean countries were also discussed.

During this meeting a new Board of Direction was elected,the president of which is José Rincón Ferreira, director ofInstituto Brasileiro de Informação em Ciência e Tecnologia.He substituted the Cuban Humberto Arango, director ofINFOLAC for the past two years. Attendants at this meetingwere unanimous in emphasizing the need to tightencooperative links with countries of the Region, integratingthe English speaking countries, since all countries share thesame needs and information is of primary importance in everyaspect of development: educational, social, governmental andscientific.

Universidad de Colina was not only the hostess institution, italso participated reporting on the activities developed in thefield ofInformation Technology such as the project of 'CiudadCabeada' and the impulse given to the Centro Interactivo deEducación Multimídia. 11 Latin AmerÍCan Seminar of Associations ofLibrarians and Related Professionals

The Seminar was held in Mexico in the period of March 15-17,1999, under the theme: "The Associations ofthe Future".This Seminar had the participation of the followingorganizations: IFLA, IFLA/LAC, IFLA/ALP and Mexicanorganizations like: Centro Universitario de InvestigacionesBibliotecológicas (CUIB); Dirección General de Asuntos deIPersonal Académico (DGAPA); Dirección General deBibliotecas (DGB); Asociación Mexicana de Bibliotecarios(AMBAC).

The Seminar was held at the Instituto de InvestigacionesFilológicas de UNAM. It aimed at knowing and reflecting onthe present situation of participant associations as well asplanningjointly future activities. Reflexion included how theycan have effective presence in society, near govemment andacademic authorities and international organizations.The Seminar was coordinated by Rosa Maria Fernández deZamora, B. Sci., and had the participation ofrepresentativesof associations ofthe following countries: Argentina, Brazil,Chile, Colombia, Costa Rica, Cuba, Martinica, México,Panamá, Peru, Puerto Rico, St. Martteen and Venezuela. ThePresident of American Library Association was also present.The Methodology of the Seminar consisted in brief reports

by representatives of national associations on the problemsand activities ofparticipant countries.Afterwards, 5 WorkingGroups were created to discuss on the following themes:- Associations and access to information and the freedom ofspeech- Associations and copyright- Associations and professional ethics- Associations before govemmental and academic authoritiesand intemational organizations. The need of effective actions.-Associations and affiliations. Participation of professionals.Communication with members.-Associations and globalization. Technology, continuingeducation and cooperation.

The conclusions of the Warking Groups were presented tothe audience according to the following issues:

1 - Cultivation of associative behaviorIn order to face problems that hinder development ofassociations, it is recommended to cultivate associativebehavior among its members, to strengthen affiliations andto promote interactive participation among them.It important to stimulate the feeling of participation andidentification of their mission as well as visibility of the group.

Aiming at developing that associative behavior, it isfundamental to work among undergraduate students, theirpotential affiliated, promoting the Association among them,its objectives and activities since they constitute the naturalpillar of future members of the Association.

The mission and visibility of associations in the future musttake into consideration the changing global world where welive in and where electronic advances play an important rolein the professional development oflibrarian associations andcolleges. This leads associations of the future not to limittheir actions within national boundaries, and before thethreshold ofthe 21st century they must render favorably theunion at national and intemationallevels to facilitate leaming,knowledge sharing and thought education, books, informationand the transmission of culture among generations in a globalworld.

It was considered also that for the mission and image of futureassociations one must take care for the changing ability ofassociations, that it be reflected in a pro-active attitude. Thethreshold ofthe new century force associations to an intensivework, creatively taking decisions according to a strategicplanning. Thus, it is convenient that some aspects of theirmission be linked and shared, developing their ability tofacilitating communication among their members and withnational and intemational related associations. Joint work ,cooperation , not competition.

Because of lack of coordination among Iibrarian groups, it isreaffirmed the recommendation ofthe first seminar oflibrary

associations, held in Caracas, 1987, that express that whenmore than one association exists, these must create afederation or any other kind of organization havingrepresentatives of the existing associations.It is important to implement meetings to promote the raise ofthe academic standards of the association members throughconferences, meetings, events, awards, scholarships,professional interchange, adviser activities in legal, technicaland accountant activities, professional centers and others.

2.Professional ethicsAssociations must have their code of professional ethics anddisseminate it widely among their communities. It isrecommended that existent codes of professional ethics inBrazil, Mexico, Peru and Puerto Rico and other countries beanalyzed, adapting it to the requirements of new times.

3.Access to information and the freedom of speechAssociations must stimulate activities of their members andof their libraries in their communities assuring their right toinformation. Associations must give support to libraries sothat these fulfill their goals, assuring maximum access toinformation.

4. Organization and function. It is recommended that- Guidelines established by IFLNUNESCO for managementof associations be reviewed and analyzed, adapted andadopted.- Persons looking for positions in associations be elected byits members according to a profile previously definedpreferably including institutional support, leading andadministrative capacity, as established by their respectiveregulations.- Associations promote Iinks with other govemmental andacademic organizations and intemational organizations, inorder to obtain greater participation by presenting projects,preparing opinions, etc.- Associations credit themselves before correspondentgovernmental and academic organizations as technicalconsultant for activities related to Iibraries and the promotionofreading.- Associations wark on the basis of a strategic planning aimingat the future.- A identity diagnostic of each association be prepared startingfrom objective indicators such legal existence, fiscalidentification, economic resources, social headquarters, namear verbal identity, logotype, color identity and cultural identity(actions and attitutes, quality, efficiency, etc.)

5. FinancingIt is recommended that:- Quotas of affiliation be determined according to theirposition and geographic localization.- Associations give access to their members information onresources available through contests such as UNESCO, IFLA,

FID, etc.- Necessary support be given to development ofprojects thatfacilitate obtainrnent of economic resources; in this aspect,projects must be multidisciplinary and have participantplanning.- Associations have knowledge of existent fiscal legislationin their countries so that they and their members benefit frommechanisms of deduction of taxes that enterprises may haveto support cultural and educational activities.- Associations work with other professionals, patrons, relatedassociations, to facilitate their management.

6. Globalization and TechnologyIt is recommended that:- Associations take part in a global way in technologicaldevelopment where is necessary not only the use of newtechnologies, but telephone and post office mail as well.- Standardization be stimulated in every country for systemsand technological packages to assure compatibility in thetransfer of information, essential to cooperative work.- Assistance and orientation be given to experts in informationin their decision on acquisition of technological packages,based in intemational standards that warrant data exchange.

7.Communication and cooperation- Relations be strengthened and cooperative activities amongnational and local associations be developed.- Associations create their Web pages, disseminating themwidely and linking them with IFLA/LAC and otherassociations.- A c10sed discussion list be created among the representativesof the associations, to complement and fulfill agreements asestablished in this Seminar.

8. Education and Library ScienceIt is recommended that:- Programs of education for Library Science be disseminatedthrough Web pages including curriculum, duration, basicbibliography and profile of staff, aiming at one knows thedirection of education in other Regions or countries.- Advanced study programs at national levei be favored, withcurriculum easily accredited international1y- Programs of education and training offered by libraries andrelated organizations be investigated by associations aimingat introducing the profession in the market with other aspectsrelated to the handling of information.- Need of continuing education be investigated by associationsamong their members aiming at achieve those needs at most.- Programs of professional education at various leveis suchas undergraduate and graduate, continuing education andtraining in c1ass rooms or remotely, have the collaboration ofassociations in the preparation of recommendations andguidelines taking into consideration their relevance andquality, so that requirements from globalization in the newmillenium be met.

9 CopyrightIt is recommended that:- Meetings with authors, editors, booksellers and librariansbe held in the frame of congresses of associations.- Associations participate on the elaboration ofthe legislationon copyright in their respective countries, to protect the rightof authors.

10 Other issues It is recommended that:- UNESCO project on the Memory of the World bedisseminated among the associations and their members andsupported in all aspects related to the conservation of thedocumentary assets oftheir countries.- Associations disseminate and give consequence beforegovemmental authorities and libraries ofmanifests on publicand school libraries prepared by UNESCO/IFLA .

11. Final considerations- The librarian associations and colleges present to the seminarmust commit themselves with the approved proposalsaccording with their possibilities and necessities.- The follow-up ofthese recommendations be made in a futureSeminar with similar characteristics to this one.Afier approval of this report it was suggested that IFLAconsider the possibility of reducing monetary contributionsof developing countries; and to support the candidacy ofArgentina to hold the next IFLA General Conference in 2004.The Seminar was marked by its excellent organization andfor the material support given by Instituto de InvestigacionesFilológicas of UNAM, whose care and heartiness weremanifest all the time. The same can be said of other institutionsof University that participated in the organization and thatgave their best so that the Seminar could succeed. For allthat, the Seminar thanks representatives of such institutionsand send its greetings.

The work is the result of a field research. Due to magnitudeofthe project, to give details ofthe situation of 1333 librariesin the City or Mexico, the survey was in charge of a team of15 undergraduate students on Library Science of Faculdadede Filosofia e Letras, ofUNAM. The publication, coordinatedby ProL Rosa MarÍa Femández de Zamora, gives for eachlibrary data on localization, date of creation, type of library,subjects covered, budget, services offered and time schedule.It goes further and indicate in the map public, special andacademic libraries. A preliminary study accompanies themap with tables and graphics as wel1 the results ofthe research giving the number of libraries, the total holdingof every library, different forms of organization, the rationnumber of libraries versus number of inhabitants for region,levei of automation and use of resources. These data makepossible to have a panorama oflibrary situation in the City ofMexico.

3.Acceso a la información y libertad de expresiónLas asociaciones deben fomentar el trabajo de sus miembrosy de las bibliotecas en las comunidades locales garantizandoel derecho a la información.Las asociaciones deben apoyar a las bibliotecas para que éstascumplan su objetivo asegurando un mayor acceso a lainformación.

4.0rganización y funcionamiento. Se recomienda que se revisen y analicen los lineamientosestablecidos por IFLA/UNESCO sobre la administración deasociaciones y se adapten y adopten dichos lineamientoss..Que los aspirantes a puestos directivos de las asociacionessean elegidos por los socios de acuerdo con un perfil definidoque incluya preferentemente apoyo institucional, habilidadesde liderazgo y gerenciales, de acuerdo con el reglamento decada asociación. Que se promuevan los enlaces con las asociacionesnacionales, la autoridades gubernamentales, académicas yorganismos internacionales para lograr una mayor presenciaa través de la presentación de proyectos, dictámeneselaborados por la asociación.. Que las asociaciones se acrediten ante los organismosgubernamentales y académicos correspondientes, comoórganos técnico consultivos en relación con las actividadesvinculadas con las bibliotecas y con la promoción de lectura.. Que las asociaciones trabajen sobre la base de unplaneamiento estratégico con vistas aI futuro.. Que se estimule la elaboración de un diagnóstico de identidadde cada asociación a partir de indicadores objetivos, tales comoexistencia legal, identificación fiscal, recursos económicos,domicilio social, nombre o identidad verbal, logotipo,identidad cromática e identidad cultural (acciones yactitud,calidad, eficiencia, etc.).

5.Financiamiento. Que se propongan cuotas de afiliación para los asociados deacuerdo con su categoría y localización geográfica. Que las asociaciones hagan accesible a sus sociosinformación sobre las fuentes disponibles que otorganfinanciamiento por concurso, tales como UNESCO, IFLA,FID, etc. Que se consoliden los apoyos necesarios para concretarproyectos que faciliten la captación de recursos económicos,para lo cual es necesario que un proyecto sea multidisciplinarioy de planificación participativa .. Que las asociaciones tengan conocimiento de la legislaciónfiscal vigente en su país, para que ellas y sus socios sebeneficien de los mecanismos que las empresas tienen paradeducir impuestos ai apoyar las actividades culturales yeducacionales.

. Que las asociaciones trabajen con otras profesiones,patrocinadores, asociaciones afines, que faciliten su gestión.

6.Globalización y tecnología. Que las asociaciones participen de una manera global en eldesarrollo bibliotecológico, para lo cual es necesario que,además de utilizar la tecnología se utilice los tradicionalesteléfono y corre0 postal.. Que se promueva la normalizaciónn de los sistemas ypaquetes tecnológicos en cada país, que garanticen lacompatibilidad en la transferencia de la información, lo quees fundamental para el trabajo cooperativo.. Que se asesore y oriente a los especialistas de informaciónen la toma de decisiones sobre paquetes tecnológicos, a partirde normas internacionales que permitan el intercambio .

7.Comunicaciones y cooperación. Que se fortalezcan las relaciones y se realicen actividadescooperativas entre las asociaciones nacionales y las locales.. Que las asociaciones creen su página web difundiendolapor todos los medios, ligandola con la de IFLAlLAC y la deotras asociaciones. Se sugiere la creación de una lista de intereses cerrada entrelos representantes de las asociaciones para cumplimentar ydar seguimiento a los acuerdos deI presente seminario.

8.Educación bibliotecológica. Que los programas de educación bibliotecológica se difundana través de páginas web dando a conocer los programas,contenido de éstos, duración, bibliografia de apoyo y perfildeI instructor, a fin de conocer la dirección de la educaciónen otras regiones o países.. Que se promuevan en el ámbito nacional, planes de estudiode avanzzada, con contenidos curriculares, que faciliten laacreditación internacional..Qu las asociaciones investiguen la oferta de formación yentrenamiento que brindan las bibliotecas y otras institucionesafines, con el propósito de que la profesión se mercadee enotros sectores profesionales vinculados con el manejo deinformación. Que las asociaciones investiguen las necesidades deeducación contínua de los miembros a fin de satisfacer enmayor medida estas necesidades .. Que las asociaciones colaboren con los distintos programasde fornÍación profesional, licenciatura y posgrado, educacióncontínua y capacitación presencial y a distancia, y queparticipen en la elaboración de recomendaciones ylineamientos sobre la pertinencia y calidad de los mismos,para que respondan a los requerimientos derivados de laglobalización frente aI nuevo milenio.

9.Derechos de autor. Que se promuevan encuentros entre autores, editores,librerosy bibliotecarios dentro deI marco de los congresos de lasasociaciones.. Que las asociaciones participen en la legislación dei derecho

The Library and the Lighthouse of Alexandriawill be rebuilt

The Library and the Lighthouse of Alexandria, in Egypt, willreappear in the place where they once existed in Ancient times.Works of the reconstruction of the library - bumt in a fire in48 b.C. during a fight between Julius Caesar and one of thelatest Egyptian pharaohs - have place in a area 45 thousandsquare meters large. UNESCO intends to gather in such aplace the whole culture of the world reaching 8 millionvolumes. Hosni Mubarak, the President of Egypt, intends toinaugurate it this year.

Some 17 centuries ago the Lighthouse was considered to beone of the 7 Wonders of the World, but it was destroyed in1303 during an earthquake. The works of reconstruction didnot begin, but there is a sum ofUS$70 million given by PierreCardin Foundation for that.

One of the causes of this delay lied in the fact that over thefoundations ofthe Lighthouse Fortress Qaitbey was built bySultan AI Malek Alashref Saif Aldin. As this construction isalso an historical monument, Egyptians do no want to haveit destroyed. So, the Lighthouse will be built not exactly inthe original place. Next year, when works begin, the complexwill be considered one of the world most important touristicattractions chiefly because the subacquatic park that will bebuilt in the place where the French archaeologist FrankGoddio discovered the ruins of Cleopatra's Palace.

The first Lighthouse was 145m high and built in 285 b.C. inthe island ofFaros, at the city founded by Alexander the Great.According to Greek historians, a mirror made of bronzereflected the sun light more than 60km faroThe project ofthenew lighthouse was presented to the public last year duringExp098 at Lisbon, as a 'symbol ofpeace forthe next century'.The work will be 30m higher than the original one and willbe made of concrete, coated with glass and lit by thousandsof multicolored lamps. The Library of Alexandria will be builtexactly where the original building is supposed to have existed.It was considered an world cultural center by the dawn oftheChristian Age. It worked as a College where scholars studied

and taught, based on the enormous collection of papyrus andparchments, within which were the oldest manuscripts of theOld Testament. The library is a magnificent project ofUNESCO: the main building, glass-coated, wiIJ be like animmense dish.According to the project coordinator, ProfessorImohsen Zahran, within that structure II pavements overlayedIike mezzanine will be built. The complex inc1ude aplanetarium, a library for blinds, archaeological and scientificmuseums, another museum for handwriting, a laboratory ofconservation and restoring and hoteIs. H-HistBibl is affiliated with the History Section (HS) oftheReference and User Services Association, a division of theAmerican Library Association, and Association for theBibliography of History (ABH). The ABH is an affiliatedsociety of the American Historical Association (AHA),publishes an annual newsletter and sponsors at least onesession at each annual meeting of the AHA.

The editors serve two-year renewable terms, with the approvalof the H-Net Executive Committee and rotate their duties.The current editor wiIJ be identified in ali messages comingfrom the list. Dr. James Billington, president ofLibrary ofCongress (USA),visited Brazil during the week March 18-25. He gave twolectures during his visit: one at the Senate on March 22 andanother at USP on March 25. The title ofthe lecture was: theHistorie Library and the Electronic Future.

In Rio de Janeiro he received the Gold Medal from FundaçãoBiblioteca Nacional (National Library Foundation) and visitedthe Regional Office of Library of Congress, directed byPamella Howard-Reguindin.During his visit he had meetings with Brazilians intelectuaIs,librarians and politicians.

En la tabla de materias se registróla abreviatura de cada norma, su nombre completo y, en seguida,los números de las fichas que le corresponden.Este folleto es una invitación para empreender una tarea demayor envergadura: recopilar las diversas normasbibliotecarias empleadas en América Latina, ya que la autoraespera que cada uno de los lectores de este folleto le envíeinformación sobre normas utilizadas en su país y que noincluye este docuemnto .
