Preferred Numbering of LanesRule 2-4-3

Visible numbers identifying the lanes shall be provided. The lanes, when practical, should be numbered from right to left as the swimmer stands facing the course.

Subsequent Violation of Illegal Attire/Jewelry

Rule 3-3-5, PenaltyAn official discovers a competitor wearing illegal attire or jewelry a subsequent time within the same meet.

When it is prior to the start of the heat/round, the official shall notify the competitor to make the uniform legal and/or remove the jewelry before becoming eligible to compete.

Rule 3-3-5, PenaltyWhen the illegal attire or jewelry is observed on the competitor during the heat/round the official shall:a. notify the competitor at the completion

of that heat/round that the competitor was not eligible to compete and is disqualified from that heat (or in diving, he/she has a failed dive).

b. notify the competitor and/or his/her coach that the competitor is now ineligible to compete in any further competition until compliant with Rule 3-3-5.

Dual Confirmation – Referee’s Mechanics

Rule 4-2-2k During the meet it is the referee’s

responsibility to signal by raising one hand over the head with open palm immediately upon discovering a swimming violation.

When using dual confirmation the referee shall not signal immediately on relay takeoffs and no-recall false starts.

Time Differences of More Than 0.3 Seconds May Indicate Potential Timing System

Backstroke StartRule 8-1-2

Swimmers step into the water feet first and line up in the water facing the starting end. Both hands must be in contact with the end of the pool or starting platform

Upon the starting command “Take your mark,” the swimmers shall promptly assume stationary position.

When all swimmers are stationary, the starter activates the starting device.

Prior to command “Take your mark” and until feet leave the wall, the swimmer’s feet including toes shall be completely under the surface of the water.

Water depth at any point 2 to 5 feet in front of the end of the board, must be 12 feet (3.658 meters) or more.

Pools constructed prior to January 1987 must be a minimum of 10 feet (3.045 meters) deep from this same point of measurement .

Blood Detected on CompetitorRule 3-2-6

Changes the reference to blood on the suit from

“excessive” to “any”.

Outlines procedures for care of a competitor who is

bleeding or has blood on the suit:

A. Individual shall leave activity until bleeding is stopped

B. Wound is covered

C. Suit and/or body appropriately cleaned, and/or

D. Suit changed

The individual may return to competition once

appropriate care is received.

Editorial Changes3-3-1 Removes reference to visibility of the

number as a number is not required in swimming/diving.

4-1-3 Defines that in non-championship meets, when one official assumes

responsibilities of both the referee and the starter, the correct reference is “referee/starter”.

4-1-3 Changes the second paragraph of previous 4-1-2 to a new Article 3

as the referee as head official applies to non- championship and championship meets.

Editorial Motionless vs. Stationary

Rule 8-1-1

Throughout the swimming rules and related materials the terminology used with starting procedures has changed from “motionless” to “stationary”.

The term motionless, by strict enforcement, is no movement by the swimmer regardless of whether or not the movement was directly or indirectly related to initiating a starting movement.

SITUATION: The starter gives the command “Take your mark” and the swimmers promptly assume a stationary position. The swimmer in lane 4:

• has a quivering hamstring;

• is wiggling his/her toes;

• has the heel of the back foot quivering;

• rocks back and then stops and holds the position;

• has slight head movement.

SITUATION: The swimmers have received the command “Take your mark” and the swimmer in lane 7 after the command:

• lifts his/her foot off the starting platform;• has a sudden visible jerk of the head;• is rocking back and forth on the starting platform.

25-Yard/Meter and 25-Meter/Yard Conversion Factors

This conversion chart may be used for seeding and qualifying times but not national records.

Reverted to previous conversion factor to accommodate for the fatigue factor in this event.

Time conversions should use the chart on page 71 of the NFHS Swimming and Diving Rules Book.

• The term “Referee/Starter” is found throughout the NFHS Swimming and Diving Rules Book. It is used referring to one official serving as both the referee and starter in nonchampionship meets.

Accommodating Competitor with Disability

Rules 3-3-3, 3-3-4 A competitor with a disability may use

equipment or specific accommodations in the strokes, turns, etc. to accommodate his/her special needs provided, in the judgment of the state association, no advantage is gained and the sport is not fundamentally altered.

Written approval from the state association is required prior to any adjustments made for the accommodation for competition.

Swimmer who cannot start from the starting platform may use an in water start while the rest of the field uses starting platforms.

IHSAA ModificationsContest Season1. Exhibition swimmers and/or divers are not permitted.

2. Swimmers and/or divers below 9th grade are not permitted to swim in a high school contest.

3. The maximum number of meets one can participate in is 18. An athlete is a participant in a meet if they enter one event, regardless of whether that event is a swimming or diving event.

4. A maximum of two IHSAA Outstanding Student Participant

Waivers for non-school competition are permitted during each contest season.

5. Pre-tournament VoteThe IHSAA will email a ratings form to each swimming school. This form is very important, as it assists us in our attempt to select competent, fair and efficient officials for the tournament series.

Tournament Series

1. To enter the IHSAA Swimming and Diving Tournament Series, a member school coach must attend an IHSAA Swimming and Diving Rules Interpretation Meeting.

2. The tournament entry deadline dates are listed below. All entries must be submitted on-line.Girls – January 29, 2009Boys – February 12, 2009

3. A school may enter four (4) or less contestants in each event but only three (3) or less may participate.

4. Relay names must be designated prior to competition.

IHSAA ModificationsNFHS Rule 4-1-1The meet committee shall make decisions on mattersnot specifically covered by the rules or on the misapplication of a rule during a meet. Judgement calls are not subject to review by this (meet) committee. The decision of the meet committee is final.

Indiana Modification – The referee’s decision is final in all meet committee discussions. The meet committee shall serve in an advisory capacity, and function only if the referee-starter wishes to consult with it. All final decisions rest with the referee-starter.

IHSAA InformationOfficialsA. During the regular season, officials are required to wear white

slacks or shorts, a white polo shirt with IHSAA insignia and white tennis shoes. The 2008-09 IHSAA official’s patch must be displayed on the left shoulder sleeve.

B. Tournament Officials Application Deadline: December 20, 2008.

C. System for Selecting and Assigning Tournament Officials1. Officials who worked at the tournament level the previous year will automatically receive a tournament application.2. Officials who did not work at the tournament level the

previous year must request an application, in writing, between November 20 and December 20, 2008.

3. Each official who applies for the tournament series will be mailed a printed copy of the criteria for tournament

assignment.

IHSAA InformationOfficials

IHSAA licensed swimming and diving officials who hold certified status and are interested in judging diving during the IHSAA state championships must attend a certification clinic.

The clinic is designed to instruct swimming and diving officials in the finer points of judging diving.

Only those officials that successfully complete the clinic will be given consideration for a judging position at the state finals.
