OCSE/OECD
L'Organizzazione per la cooperazione e lo sviluppo economico (OCSE) o Organisation for Economic Co-operation and Development – OECD è un organizzazione internazionale di studi economici per i paesi membri, paesi sviluppati aventi in comune un sistema di governo di tipo democratico ed un’economia di mercato.
L'OCSE è stata istituita con la Convenzione sull'Organizzazione per la Cooperazione e lo Sviluppo Economici, firmata il 14 dicembre 1960, e ha sostituito l'OECE, creata nel 1948 per gestire il "Piano Marshall" per la ricostruzione post-bellica dell'economia europea

La Commissione europea partecipa ai lavori dell'OCSE a fianco dei paesi membri dell'Unione europea
L'Organizzazione inoltre mantiene stretti contatti con oltre 70 Paesi non membri (che possono partecipare come osservatori ai lavori dei Comitati o a determinati programmi) e con altre Organizzazioni Internazionali.
Sede/Finanziamenti
L'OCSE ha sede a Parigi ed è composta da un Segretariato, strutturato in Direzioni Generali, che funge da sostegno alle attività di circa 250 tra Comitati e Gruppi di lavoro, nei quali sono rappresentati i Paesi membri.
L’OCSE è finanziata dai suoi Paesi membri, i cui contributi sono calcolati sulla base del PIL. Gli Stati Uniti sono il principale Paese contributore, seguiti dal Giappone. L’Italia figura al sesto posto.

“Novel Food”
Un novel food è un nuovo alimento, o ingrediente alimentare, la cui “novità” è data dal non essere stato utilizzato, del tutto o in quantità significativa e riscontrabile, all’interno dell’Unione Europea prima del 15 maggio 1997, ovvero dell’entrata in vigore del Regolamento CE 258/97 che li definisce e ne normativizza l’uso.
“Novel food”
• Regulation (EC) No 258/97 of the European Parliament and of the Council of 27 January 1997 concerns novel foods and novel food ingredients.
• The Commission Recommendation 97/618/EC of 29 July 1997 concerns the scientific aspects and the presentation of information necessary to support applications for the placing on the market of novel foods and novel food ingredients and the preparation of initial assessment reports under Regulation (EC) No 258/97.
• Section 3.10 of the Commission recommendation 97/618/EC on allergenic potential specifies that studies to test the allergenic potential of novel foods should be compliant to principles of good clinical practice and good laboratory practice.
• Moreover, Chapter XI of the Commission recommendation 97/618/EC on nutritional information on the novel foods requires that studies should be compliant to principles of good laboratory practice.
Strategy The strategy focuses on the following key elements
source of the gene
comparison of the sequence homology of the newly introduced protein to known allergens, as is done with known toxins and antinutrients
immunoreactivity of the novel protein with serum IgE from individuals with known allergies to the source of the transferred DNA
resistance of the novel protein to digestion with pepsin and immunogenicity of the novel protein in appropriate animal models (may be done but not a general requirement because no such test are validated).

Fitosanitari/Biocidi
Presentazione degli studi di efficacia all’US EPA La registrazione dei cosidetti “public health pesticides” (usualmente definiti biocidi in Europa) presso il Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) richiede che l’applicante fornisca informazioni rilevanti relative all’efficacia di questi prodotti, ad esempio, quanto velocemente un insetticida impiega a uccidere l’infestante)
Le richieste di conformità alla BPL si applicano solamente ai seguenti tipi di studi di efficacia:
Studi di efficacia su industrial pesticides (fitosanitari) che l’EPA richiede espressamente di fornire in BPL. Studi di efficacia su public health pesticides (esempio prodotti per l’eradicazione di zanzare, formiche e scarafaggi etc.) Studi di efficacia su avicidi e rodenticidi
Le richieste GLP EPA sono contenute nel 40 CFR Part 160, compatibili con i principi OECD e con il DL.vo 50/2007.
Farmaci veterinari • Although this is no legal
requirement, it is recommended in the respective European and VICH guidelines that these studies should be carried out according to GLP, if possible (Directive 2009/9/EC, amending 2001/82/EC, annex I, title I, part 4, and Eudralex, volume 7a, guidelines).
• The philosophy is to apply GLP standards, firstly to avoid introducing another standard into an existing quality system, and secondly to apply the highest possible degree of quality.
• There are certain national authorities, who are refusing to accept efficacy studies under GLP.

GLP regulatory impact
The pivotal non-clinical safety studies supporting medicine marketing authorization must be conducted in full GLP compliance as request by Directive 2001/83/EC amended by 2003/63/EC.

Where applicable, conformity with the provisions of Directive 2004/10/EC of the European Parliament and of the Council of 11 February 2004 on the harmonisation of laws, regulations and administrative provisions relating to the application of the principles of good laboratory practice and the verification of their applications for tests on chemical substances shall be demonstrated
BIOCOMPATIBILITY TESTING
GLP is explicitly required for IDE (investigational device exemption) and to premarket approval (PMA) submissions.

24,675 chemical registration dossiers on 30 November 2010 (first deadline under the REACH regulation).
Automated completeness check for these dossiers
Compliance check will be performed for at least 5% of the submitted dossiers for each tonnage band.
For studies claimed to be done according to GLP, a GLP claim verification procedure has been developed.
Procedure includes checking status of the laboratory, requesting full study report and requesting, if deemed necessary, a study audit from a GLP monitoring authority.
