It has come to our attention that the Deer Springs Fire Safe Council has been mentioned in the Evacuation Plan, which appears as Appendix K in the Draft Environmental lmpact Report for the proposed development. The Fire Safe Council is a community volunteer, public benefit corporation and is not in the habit of screening ElRs to see when we are mentioned, so we were unaware until very recently that we have been cited in this document. Nor were we ever contacted by the preparer of this document, FIREWISE 2000, Inc., during its preparation. Now that we have reviewed the Evacuation Plan, the Deer Springs Fire Safe Council needs to clarify the record. On Page 7 of the Evacuation Plan, Section V, the first paragraph of that section states that the Deer Springs Fire Safe Council has developed an evacuation plan for the proposed Lilac Hills Ranch. A portion reads as follows: ln terms of the Lilac Hills Ranch development the applicable regional evacuation plan was developed by the Deer Springs Fire Safe Council and approved by Cal Fire and the DSFPD. This statement is incorrect. The Deer Springs Fire Safe Council is not a public safety agency and does not plan or conduct evacuations in times of emergency. We have NOT devetoped an evacuation plan for either the Deer Springs Fire Protection District in general or Lilac Hills Ranch specifically, as that is the role of public safety agencies, COUNCIL

The Deer Springs Fire Safe Council is a public benefit corporation organized andoperated exclusively for charitable and educational purposes within the meaning ofSection 501(cX3) of the lnternal Revenue Code. The primary objective and purpose ofthe Deer Springs Fire Safe Council is to provide education, exchange information andfoster fire prevention and fire safety within the Deer Springs Fire Protection District.
