VATICAN.CITY 1934 PROVISIONALS
The series known as the 1934 provisiona1s came into being beoause of a change ofpostal rates in Italy. The stamps that were overprinted were from the first
tive issue of the Vatican sued in August, 1929. They were overprintedby the Tipografia Ie Vaticana on sh~ets of 100 and went on sale June 16,1934 They were valid for postage unti December 31, 1940.
In , another provisional set was proposed with an ornamental overprint onthe remainders of the 1929 series. proposal was turned down.

One of the rarities of this issue is the rejected essay which was mixed with theissue and sold at Postal Station Number 1 of the Vatican Ci . This essay
can be easily noticed because the overprint of 1.30 on 1.25 is very thin type ratherthan the that was finally used on the two printings.In 1966$ The Philatelic Foundation reported that 301 items from this series hadbeen studied. Of that figure, 9%% were considered to be forgeries.

AR T. 8-NOMINATIONS AND BALLOTING
Section 1 - Nominations for all electiveoffices shall be prepared in dupl icat e andmust be signed by a minimum of four (4)members in good standing who are notnominees. One copy of such nominationsshall be submitted to the Secretary and asecond to the Editor of the Official Organ.In addition, each copy of nominations mustbe accompanied by a signed letter from allnominees, excepting incumbent officers,sta.ti ng that if elected they will accept theoffice for which they are being nominated.
