Improving Career Outcomes for Students with Special Needs Attending our Four Technical Campuses CFE Consultant for Special Populations In October, 2006 Oakland Schools conducted a community/district wide analysis of the issues and barriers for students with disabilities at our Technical Campuses. This root cause mapping process produced a complete assessment of the issues, while defining solutions. In response to our investigation, a CFE Consultant position for Special Populations was created to work with the staff and students at the four Technical Campuses. The district and campus response was positive, yet the work overwhelming, and in 2010 a second position was created. See attached job description. Oakland Schools Partnership with Michigan Rehabilitation Also in response to our root cause mapping, on April 24, 2007 the Oakland Schools Board approved a reduction in workforce of our Career Focused Business Partnership staff due to inadequate program outcomes (low enrollment), alongside costs associated with this program. On August 14, 2008, the Board awarded contracts for four Vocational Coordinators through a Certified Loan Staff Agreement with the Michigan Department of Labor and Economic Growth- Rehabilitation Services. This cash-match agreement multiplies our funds by three, thus significantly increasing the amount of services our students receive through Michigan Rehabilitation Services. As of December, 2010, nine of the contractors resigned for full time district positions, with benefits, in spite of incentives and retention strategy of providing a multiple year contract and mileage stipend. In 2011, our school board approved a contract rate, comparable to Oakland Schools market rate for special education consultants with equivalent credentials, for two Vocational Coordinator contract positions, as opposed to the four positions. The contractors are assigned to two campuses each, with a mileage stipend, to accommodate the travel between multiple districts and campuses. See attached job description, and 2010-2011 year-end report. In spite of staff turnover being our biggest concern, our outcomes have exceeded our expectations and with substantial savings.

• What is an Accommodation?– An accommodation is the use of any resource or technology that improves access to learning expectations, minimizing the impact the disability has on the student’s achievement in the curriculum.

• How is an IEP accommodation different from something that might be done for any student in aCTE setting?– As tiered systems of support, sometimes called Response to Intervention, are implemented across instructional settings, this line may become quite blurry.  An important distinction to keep in mind is that any accommodation identified in an IEP must be used at every opportunity in the time or place it is indicated for.

– Use in testing situations can be dependent on evidence

– Application in postsecondary settings can be dependent on evidence

Consistent Implementation of Accommodations Is Important

CTE is important for students – implementing IEP accommodations helps students benefit from these kinds of learning experiences.• Consider that students with IEPs are at increased risk of 

– Dropping out of school and 

– Not realizing post school outcomes equal to their peers   

• CTE is effective in increasing graduation rates and successful post‐school outcomes for at risk students.

Students Benefit From Accommodations

It’s the law –• Sec. 300.323  ‐When IEPs must be in effect.

(a) General.  At the beginning of each school year, each public agency must have in effect, for each child with a disability within its jurisdiction, an IEP, as defined in Sec. 300.320.

(d) Accessibility of childʹs IEP to teachers and others. Each public agency must ensure that—

(1) The childʹs IEP is accessible to each regular education teacher, special education teacher, related services provider, and any other service provider who is responsible for its implementation; and

(2) Each teacher and provider described in paragraph (d)(1) of this section is informed of—

(i) His or her specific responsibilities related to implementing the childʹs IEP; and

(ii) The specific accommodations, modifications, and supports that must be provided for the child in accordance with the IEP.

MRS and Oakland Schools Certified Agreement YEAR END REPORT (Oct 2010-July 2011) The Michigan Rehabilitation Services (MRS) and Oakland Intermediate School District entered into a Certified Agreement to hire four Vocational Coordinators at the Tech Campuses to enhance employment services to students at the Tech Campus. In the first year (2007) of the program 35 students were served in addition to non MRS referrals at the Tech campus. This number has steadily increased. As of July 2011 198 students have been served through this partnership. There are currently 127 open cases. Between Oct 2010 (beginning of the MRS fiscal year) and July 2011, 38 new student applications were received. MRS continues to serve 144 students that have graduated. In addition to serving MRS customers, Vocational Coordinators have assisted an additional 90 students at the Tech Campuses in services such as outreach, resume writing, interest testing, mock interviews, community networks, and drivers training resources. Noteworthy and challenging, three of the four Coordinators left their positions this year. Tracy Farr left the Northwest Campus in February 2011 and Cecilia Angyl left the Northeast Campus position in December 2010. Mary Crockett provided services at the Southeast and Southwest Campuses, and Anahita Lord, with the assistance of MRS Counselor Jack Betts) provided interim services at the Northwest and Northeast Campuses. A Vocational Coordinator, Ivy Horn was hired in July 2011. As of July 2011 $183,000 has been authorized by MRS for students. Purchased services include but are not limited to the following:

Services Provided by the Vocational Coordinators Referrals/Intakes The Vocational Coordinators are actively engaged in providing comprehensive services to the customers to ensure a successful employment outcome. While Coordinators receive referrals throughout the school year, they emphasize the importance of receiving referrals early in the academic year to allow for adequate time with planning and engaging in employment search activities. Therefore the Coordinators developed a system and worked diligently with the Transition Coordinators and Tech Campus staff to expedite the MRS referrals. This generated 70 student referrals to MRS as of July 2011. Not all of these referrals resulted in actual application for services as it is the customer’s choice whether they will or will not apply for agency services. In many instances multiple contacts were made to follow up on the referrals but customers chose not to respond or did not provide information necessary to complete an MRS application. Assessments/ Eligibility /Planning: The Federal Rehabilitation Act requires that MRS conduct a vocational needs assessment to determine the goals, nature and scope of rehab services to be included in the Individualized Plan for Employment. This assessment begins simultaneously with the assessment of eligibility and is carried out in integrated setting to the extent appropriate and consistent with the individual’s informed choice. The disability information obtained and documented at intake by the school and/customer is often insufficient to plan services and assist a customer with direct job placement/employment. Therefore much time is initially spent in obtaining accurate information on the disability from treating sources (physicians, therapists), determining if the disability is stable and treated, understanding the implications related to employment, arranging for supports and accommodations before the customer is ready to be placed on the job. Barriers that impede immediate job placement include but are not limited to:

Untreated disabilities and or complex cases with multiple disabilities. Lack of identified job accommodations or employment supports. With the economic climate, customers seeking further training before

employment. No linkage to other community agencies which is essential for long term support. No work experience. Time and attendance and behavior problems at the school. Lack of career awareness and work experience. Lack of understanding of how work impacts Social Security benefits.

Currently there are nine customers whose Eligibility has been delayed due to reasons of needing further diagnostics or the customer is participating in an Extended Assessment because serious questions exist whether the customer would benefit from agency services leading to employment. During this period the Coordinator continues to identify and arrange for assessments that will assist in determining MRS eligibility. Participation in a community based work assessment is encouraged as part of the Federal requirement that a thorough vocational rehab needs assessment be completed to obtain information on customer’s work behaviors, strengths, abilities in a competitive work setting and determine readiness for competitive work. Students often lack work skills and have limited exposure to the world of work. These assessments are usually arranged within their career cluster may also include other areas of work interest. Job coaching is included during this period. To date 42 customers participated in this service. Linkages to Community Services Vocational Coordinators also play a key role in linking the customers to other adult community agencies:

Community Mental Health Department of Human Services Social Security Administration Disability Network of Oakland and Macomb Other Human Service Agencies

These supports are critical because MRS services are short term in nature and the needs of the customers often extend beyond the short term support the agency provides. Customers have participated in services offered by our community partners in the area of soft skills training, mobility training and Keystone program. There are currently 23 students at MCTI and at least 70 students that received assistance with training (on the job, vocational/trade programs, college training, drivers training etc). There are 17 students beginning programming at MCTI this Fall.

Additional Note: Ivy Horn, the new School to Loan Vocational Counselor, joined the Oakland School team on July 5, 2011. Since then she has been instrumental in researching and assisting with complying the necessary data for the annual report for 2010. Mrs. Horn has gone through an introductory orientation to the Oakland County District of MRS processes that focus on servicing our School participants. Because of her prior experience with Project Search in the Detroit/Wayne County District, she has served as a reference for the Oakland County counselors involved with the project. Mrs. Horn has begun one-on-one meetings with the current MRS participants and their parents, some that have graduated and some who are still in high school or training programs. Mrs. Horn has been instrumental with infusing the cases for the two Tech campuses: Northwest and Northeast Tech campuses under one Voc. Rehab counselors’ domain. Mary Crockett 2010-2011 Contributions Mary has been actively involved in managing questions related to the delivery of Vocational Rehabilitation Services for all 4 Technical campuses. She has spent extensive time working with Transition Coordinators from all sending districts to insure that the referral process continues to run smoothly, despite changes in the staffing patterns. “Collaboration” has been her driving force this past year. Relationships with School to Career staff, OSTC Instructors/I.T.’s, Job Placement vendors, Employers and local service providers have been established and nurtured to enhance the outcomes for our students. 10 additional Community job sites have been established through her Employer Development efforts. Specific companies which have expressed an interest in OSTC students have been: Adepco, Inc., Farmer Johns, General R.V., Fisher Buick-Troy, Alcan Automotive, Enviro Clean, Olga’s Kitchen, Abel Automotive, Lil Nell’s Pet Care, TCF Bank and TKM Landscaping. Additional family/student activities that Mary was involved with this past school year included: OSTC-Open House, OSTC-SW and OSTC-SE Transitions Seminar, BMMT Job Readiness Fair/Mock Job Interviews.

MRS SERVICES AT A GLANCE Michigan Rehabilitation Services partners with individuals and employers to achieve quality employment outcomes and independence for individual with disabilities. Eligibility: An eligibility determination is based on the applicant having the following:

a. An existing physical or mental impairment b. Vocational or work-related barriers because of the disability c. Requirement of vocational rehabilitation assistance d. Can benefit from services that will lead to employment.

Six Steps to Vocational Rehabilitation

A. Orientation, Application, Eligibility and Plan Phase Once MRS Counselors receive a referral an orientation is scheduled for the customer to learn about the agency. If they decide MRS is right for them they will complete an application. If they meet all requirements an eligibility decision will follow and then an Individualized Plan (IPE) is written. As part of determining eligibility and writing an IPE a comprehensive vocational needs assessment is conducted to determine the goals, and the nature and scope of rehabilitation services to be included in the IPE. This comprehensive assessment includes but is not limited to psychological/vocational assessments, community based assessments and other pertinent evaluations. This thorough assessment ensures that the disability factors have been addressed, supports and/accommodations arranged so a positive employment outcome may be achieved and the customer maintains the employment with the supports identified. The IPE is written consistent with the customer’s strengths, resources priorities, abilities, capabilities, interest and rehab needs. The labor market conditions are taken into account when developing a realistic and attainable goal is identified.

B. Plan Initiation and Service Provision Phase The IPE is developed with services to achieve the employment goal. Examples of such services in an IPE: Guidance and counseling, therapy (mental/physical), transport, assistance connecting with other community agencies, job coaching, training, job seeking skills, placement and follow up. Services may be provided directly or purchased from public and private sources when necessary for the customers’ employment success. While typically diagnostics and community based assessments are completed prior to writing a Plan they may be provided at any time during the course of a customer’s vocational rehabilitation. C. Placement, Follow up, Closure Job Placement includes assistance with Resume Writing, interviewing, participation in mock interviews, job seeking skills workshops, job development. Counselors are also engaged in job development with employers. Once a customer is placed on the job, follow up occurs for at least 90 days before the case is closed. The Counselor when appropriate ensures the customer is referred to and receives assistance from other community supports such as Community Mental Health so that the customer may have long term employment supports (coaching, follow up, transport) in place.
