2. PRESIDENT’S REPORT NOTE: At the time I first wrote the original of this report for the Inas Europe General Assembly in November 2010, Europe had its own logo (see right). This had been part of an ongoing programme to establish its identity in Europe to assist with fundraising. This logo and the INAS-FID logo were both developed by our members in France at FFSA. In particular I have to thank Michel Chopinaud who put in a lot of time in working on our corporate image. However, with the re-branding of Inas, Inas Europe now uses the Inas logo and follows other procedures in line with the Inas Corporate Image.

The Presidency It was an honour to be elected the President of the European Region of Inas Europe at our General Assembly in Prague in November 2006. This followed the presidency of Bernard Atha, and I was privileged to serve with Bernard on the Executive Committee as Member-at-Large and then Vice President before his 2 times 4 year terms of office draw his role to a conclusion. I have now completed my first four year term of office and I now look forward to serving for a further four years as President. Just as Inas is the International Sports Federation with the responsibility of representing athletes with intellectual disability as a member of the International Paralympics Committee (IPC); so Inas Europe is the regional representative of Inas on the European Paralympic Committee. As President I am a member of the Inas World Executive Committee as the Regional Representative and in this position I attend meetings of the Inas Executive Committee, representing the European Region. I am also a member of the European Paralympic Committee (EPC) and I represented Inas Europe at their 2005 General Assembly in Croatia and in 2009 in Vienna.

My Vice President in 2007, Fausto Pereira, represented Inas Europe at the General Assembly of the EPC. During his Vice Presidency, Fausto was a strong support to me and the Presidency. Thordur Hjaltested is the current Vice President and I am grateful for his support and his knowledge of Inas and procedural matters. Sports Programme Our vision in Europe is to enable all elite athletes with intellectual disability to access competitions of excellence within their own region. In doing so we also give due regard to their rights for equity. Our competition programme in Europe shows we are working well to achieve this objective. The fulfilment of our competition programme is strongly reliant on the excellent Sports Directors. The Technical Committee has been chaired by Pavel Tilinger as the Sports Technical Officer for Inas Europe for many years.

However, he has now stepped down from this position although I am very grateful that he is still able to bring his considerable expertise to the role he still holds as Sports Director for Tennis at European and Inas level. 2010 was a very busy one for Pavel since he was also very much involved in the preparation and delivery of the Global Games. I must also congratulate Alena Erlebachova who, in addition to being the Sports Technical Director for Swimming for Inas Europe, a role which has seen a consistently high level of competition in Europe, was also the Director of the last Global Games. I am grateful for the assistance I have received from Pavel Tilinger as Sports Technical Officer in putting together the list of sports we have staged in Europe. I am very pleased to report that this role has now been taken by Fausto Pereira from Portugal, who whilst being the Director for Basketball is also a long term hard working supporter of Inas Europe. Jose Costa Pereira has been the athletics’ Technical Director for some years now and his experience is a tremendous asset in organising what is the busiest programme within the Inas Europe calendar. Carrying a dual role for football and Futsal, John Ball the Technical Director for football is a strong and valued advisor who is taking Europe into a new era where youth football will be a new initiative, starting with the first youth football tournament in Sweden later this year.

I am very pleased to report that Inas in Europe, since my election in 2006, has organised competition in the following sports: Athletics (indoors and outdoors), Cross Country Running, Marathon Running, Rowing Swimming, Tennis, Table Tennis, Cycling, Football, Futsal, Basketball. 2010 Futsal in Portugal Cycling in Portugal Swimming in Italy Athletics in Croatia Table Tennis in Poland Judo in France 2011 - Thus far Indoor Athletics in Finland Cross Country in the Czech Republic Many of these competitions have been staged as Open competitions and to them we have welcomed athletes from other Inas Regions In addition, Europe has also made a significant contribution to World Championships for Inas by staging world Competition World Championship events in: Football Cycling Cross Country Swimming Basketball Table Tennis Tennis And two Global Games Europe will also be host to the Third Global Games in 2011. Inas Europe Executive and Technical Committee To support the development of the programme and other Inas Europe issues the Executive and Technical Committees meet twice yearly. The Inas FID Secretariat is in the capable hands of Marc Truffaut with the support of FFSA. Until 2010 we had our own website at www.Inas-Europe.com. However, we expect that soon all European matters will be on the Inas website. On the Inas website you will be able to find the Inas Europe Sports Programme but no other information about the Executive or Technical Committees at this time.

The UEFA Football Project In 2005 1 million Swiss Francs (equivalent to 630,000 Euros) was given to Inas Europe for the development of football and futsal. The sum was to cover the period 2005 – 2008. The money was allocated to football schemes throughout Europe. I produced the final report to UEFA which seems satisfied that the money has been used well. Relationships between Inas Europe and UEFA, and FIFA, are good and it is hoped that a similar grant will be negotiated again.

Thanks are due to Jeff Davis (the previous Football Technical Officer for Europe), Tracey McCillen of the UK Association and Katalin Gruiz the Inas treasurer who managed the distribution and monitoring of this grant. A small sum of money remains (16,000 Swiss Francs/€13,000). To this sum will be added a further grant of €6,000 from UEFA. This we have obtained through a joint project with the EPC. These funds have been used to support Futsal in Portugal and the Under 23 Football Challenge in Sweden in 2011. This grant was unique and Inas Europe continues to seek funding from sponsorship within the European Union. Copies of the Report with reports and photographs from all the projects supported may be obtained from the Inas secretariat.

Looking Back Inas in Europe has always been a strong area of Inas development. It is no coincidence that both Inas Europe and Inas (FID) were first registered in the Netherlands at the same time. Similarly, the Constitutions for each were developed in parallel. Over the years the Membership has developed and new countries are joining almost every year. The current Membership of 25 countries demonstrates the strength of the European Region. However, it has to be noted that some countries who had athletes registered before the classification system was strengthened have not registered athletes or renewed their membership. Hopefully, Lithuania, Romania, Serbia & Montenegro (Formerly Yugoslavia) and Turkmenistan will join again and register their athletes in the future. Any review of the past would be incomplete without acknowledging the great influence Bernard Atha CBE had upon its development. Bernard was the President of Inas Europe from the re-building of Inas following Sydney 2000 and was instrumental in many of the joint initiatives with the IPC that led eventually to the re-admission of Inas athletes to the Paralympics.

Looking Forward It is now clear that the Inas Executive is promoting a changed view for the role of the Regional Committees. This proposal will go to the General Assembly of Inas in Australia in 2011. However, Europe discussed this at its General Assembly in 2010 and it was clear then that the European Membership valued the current structure. Whilst not wishing to put obstacles in the way of the Inas ‘Way Forward’; at the same time there is an earnest wish from the European members that whatever the ‘new’ structure is, it does not remove all that is good in Europe at this time.

The subject of the IPC ban on athletes with intellectual disabilities was high on our agenda in Prague in 2006 and again on the agenda of the General Assembly for 2008 in Sweden. For our General Assembly in 2010 I was pleased that we were able to incorporate a Classification Workshop within our programme. This reflects the success of Inas in gaining re-entry to the Paralympics programme and we look forward to seeing our athletes in London in 2012. To manage the region Inas Europe funding comes from the Membership Fees of the member countries and a small capitation charge levied at competition. However, the General Assembly of 2010 agreed that the Membership Fees would be withdrawn from 2012. This is to avoid confusion that can arise when countries have a dual responsibility for fees in order to maintain their position of good standing. Attached to this report you will find a statement of the finances for Inas Europe. I am grateful to Chris Hindley, our treasurer for his hard work in managing our finances and producing the Financial Report. All of the officers of Inas Europe are volunteers. In this respect I am most grateful for the support I have received from members of the Executive and

Technical Committees. Therefore, a very sincere thank-you to the Executive Committee and the Technical Committee who you will find listed earlier in this report. Over the past four years that have been some changes in the personnel. On these occasions I know I will enjoy meeting the many talented athletes, their coaches and team support staff that make Inas Europe such an exciting region.

3. Financial Summary Treasurers Report

Report and Accounts 2010

I have attached for your attention a copy of the draft Report and Accounts for the year ended 31 December 2010.The gross income for the year including donations from

members was €32,109 and expenditure €25,928 leaving a net surplus of €6,181. The

total net reserve at the year end was €48,814.

Membership Fees

€2,400 has been received from 12 countries and €2,200 remains unpaid from 11 countries

Chris Hindley Treasurer Inas Europe NOTE: Because the Financial year runs from January to December, the last complete year is that for 2010. The accounts show an income heading ‘Donations from Members’ This figure reflects the costs borne by the members of the Executive and Technical Committee Members in attending meetings of the Committee. This, and the counter heading in the expenditure, ‘Travel and Accommodation Costs’ reflect the actual cost of running the Committee, noting that all the members of the Committee are volunteers. The small difference is accounted for by the fact that Inas Europe covers the additional costs of attending events in their official capacity for the Official Representative and the Sports Technical Director. Since the organisers pay the internal costs of travel and accommodation for these officers, Inas Europe pays for the travel to and from the country holding the event.
