LOCALCSRS is a Louisiana-firm headquartered in Baton Rouge, Louisiana with offices in Lake Charles and New Orleans, Louisiana, Dallas, Texas and Long Beach, California. ACTION PLAN OUTLINE FOR THE SCOPE OF PRESENTATION

With these targeted areas in the chart above, the outline will be as follows:

1. Review of Information – Available from Staff and Henderson Ridge Consulting as well as any other documents available. Create a data request if gaps exist between information available and that needed in the Planning Process as highlighted. Once all data is evaluated, this activity will create a baseline for evaluating the subsequent steps in CLECO’s project delivery process.

2. Compare Baseline – From planning phase to executing phase. Identify outliers and further investigate cause/effect and reasonableness.

3. Compare Baseline – From executing phase to monitoring and controlling phase. Identify outliers and further investigate cause/effect and reasonableness.

4. Document Findings – Relative to the scope of work.

5. Work with staff – As it relates to testimony, data requests, review of testimony, technical analysis, testify at hearings and make recommendations to the Commission, assist in any settlement discussions or stipulation hearings as well as any post-hearing briefs. We will also attend and testify at the Commission’s B&E session.

MINIMUM REQUIREMENTSRequirement Qualifications

The Commission’s Contract Order requires Applicants to be prequalified by the Commission in

order to be eligible.

• CSRS was pre-qualified by commission staff in February 2021, thus meeting General Order dated November 14, 2014.

Applicants shall, at a minimum, be qualified and prepared to draft and render testimony and/or a report

on the WHR Project as outlined above, be cross-examined with respect to all of the issues addressed in this RFP and which are likely to arise in a prudent

determination proceeding and be qualified and prepared to render testimony at a hearing and/or a

B&E regarding the same.

• The staff proposed to work on the scope of representation are either Licensed Professional Engineers (PE) or Project Management Professionals (PMP). In addition to being licensed or certified in their field, many have provided expert testimony in federal/state court as well as arbitration hearings. Many have testified before the Louisiana Legislature.

Applicants must either be a licensed engineer or have project management/risk assessment experience for this type of project. If an engineer, applicants

must be licensed and in good standing with all applicable engineering licensing and certification

boards. Applicants must be able to testify regarding industry standards and widely accepted industry

practices regarding the project management, design and construction process for the WHR Project. Consideration will be given for experience and

knowledge of plant design and construction as well as utility regulation.

• As a firm, CSRS is licensed in engineering, architecture, and general contracting. We have over 15 professional engineers and project management professionals on staff.

• As noted in the resumes, our mechanical engineer has designed and constructed over 10 power plants internationally.

RELEVANT PROJECT EXPERIENCE

City of New Orleans - Joint Infrastructure Recovery Request (JIRR) ProgramNEW ORLEANS, LA

The City of New Orleans’s Department of Public Works and the Sewerage and Water Board received a $2B FEMA settlement for roads and sub-surface utility infrastructure repairs and upgrades called the Joint Infrastructure Recovery Request (JIRR). The JIRR is the largest and arguably the most critical capital program the City has ever undertaken and is a once-in-a-generation opportunity for the City and its residents to substantially improve its infrastructure and provide resiliency. The City of New Orleans requested CSRS to perform a 30-day comprehensive assessment to determine the current state of affairs as related to the City’s

Global Industries, LLC. Lake Charles LA. Project Manager. Global Industries, Ltd., was a major constructor of offshore oil and gas drilling platforms and pipeline systems. Although it principally serves the oil industry in the Gulf of Mexico, it had, as its name suggests, worldwide operations and has installed pipelines in the Pacific Rim, India, Mexico, West Africa, and the Middle East. In addition to installing and removing pipelines and platforms, Global provided diving and marine welding services for repair and salvage operations.

Primarily working in the Gulf Of Mexico, Brinkman supervised all phases of construction to ensure compliance with specifications for offshore oil and gas projects that included the identification and mitigation risk; ensured construction met specified budget. Georgia Gulf. Plaquemine, LA. Lead electrical engineer for study on 34.5kV overhead electrical distribution lines to the main switchyard for 165kA upgrade • Investigated and evaluated re-rating the thermal capacity of the existing 34.5kV lines if the current was increased by 10% and 16%

and determined if the required clearances were maintained per the National Electrical Safety Code, while maintaining an acceptable conductor temperature as recommended by IEEE and the cable manufacturer. Calculations included conductor length, conductor temperature sag, tension and current.
