Introduction• Gas is one of the leading commodity

Indonesia in the energy sector. • Indonesia has natural gas reserves of 153.73

TSCF at the end of 2010.• There are 217 oil and gas operators

(Production Sharing Contract) which is operating in 217 working area (most of them are foreign companies)

Introduction• Consumption of natural gas for domestic use

in 2010 is 1,080,385 MMSCF• Consumption of natural gas in Indonesia as

the final energy around 34.47 percent, which is the third largest after oil and coal.

• Export of gas in 2010 is 1,761,910 MMSCF.

Gas Establishment Survey

• BPS-Statistics Indonesia conduct three types of gas statistics surveys, namely: ▫Annual Mining survey on Petroleum and

Natural Gas Establishment ▫Annual Survey of Gas Distribution▫Annual Survey of Oil and Gas Refinery

company• The survey is a complete enumeration survey• The method of collecting data is a synthesis

combination of visiting and self enumeration

Gas Establishment Survey

• Annual Mining survey of Petroleum and Natural Gas Establishment has been conducted since 1980.

• The basic statistics collected by this survey are: ▫Number of workers and their compensation▫Production volume▫Sales volume (domestic and export)▫intermediate cost▫Other Income

• The mining establishment cover in the survey are the oil and gas establishment, which already had an exploration and or exploitation license.

Gas Establishment Survey

• Annual Oil and Gas Refinery Establishment has been conducted since 1990.

• The basic statistics collected by this survey are: ▫Number of workers and their compensation▫Raw Material (Oil and Natural Gas) used▫Stock, Production, and Sales by kind of refined

material▫Intermediate cost▫Other Income

• There are only 3 gas refinery companies in Indonesia

• Annual Gas (Distribution) Statistics survey has been conducted since 1980.

• The basic statistics collected by this survey are: ▫Number of workers▫Wages and salaries▫Volume of Gas Sold▫Number of Gas Customers▫Sales domestic volume▫Gas utilization by Kind of Industry▫Volume of Fuel and Lubricant Consumed

Gas Establishment Survey

• Gas distribution establishment cover in the survey are the companies that distribute gas using pipe network

• There are only 8 establishments gas distribution unit in Indonesia

Survey Process

• The survey conducted from planning through dissemination of data

• Planning includes questionnaire design, the determination of the object of the survey, and document distribution

• Implementation of the field include the enumeration, monitoring, and revisit for non response and incomplete or dubious documents

• The final stage is the processing, analysis and dissemination of data.

▫Difficult to get entry permit from companies▫Production units do not have authority to

respond the surveys, however central offices consider unnecessary to provide the data

Survey Problems

•Low of Quality▫Questionnaires difficult to be understand

by companies▫Enumerators do not have enough ability to

understand questions in questionnaires, since they had never received training for energy survey

▫Survey training for officers rarely conducted

Regulations

• Article 27 of Law No 16, 1997 on Statistics : Each respondent shall provide the information required in the statistical basis by the Agency (BPS-Statistics Indonesia).

• Article 37 of Law No 16, 1997 on Statistics: Respondents who violates the provisions of Article 27, shall be punished with imprisonment of 1 (one) year 6 (six) months and a maximum fine of 25,000,000.00 rupiahs.

• Article 20 of Law No 22, 2001 on Oil and Gas : Data obtained from the general survey and or exploration and exploitation is controlled by state and owned by the government.

BP MIGAS• BP Migas established by Law no. 22 of 2001 on Oil

and Gas and Government Regulation 42 of 2002 on the Executive Agency for Upstream Oil and Gas.

• BPMIGAS has duty to exercise control and supervision of the activities of Cooperation Agreement or a Production Sharing Contract in the upstream oil and gas industry.

• Currently BPMIGAS oversees about 245 Contractors Cooperation Agreement (Production Sharing Contract) which operates across the Indonesian archipelago
