    Background

    Transboundarysmokehazeromlandandorestfresduringthedryperiodbetween

    JuneandOctoberhasbeenaregulareatureinthesouthernSouth-EastAsiaregionin the past ew decades. These annual fres are caused mainly by land clearing

    and slash and burn agricultural practices in Sumatra and Borneo. The smoke

    hazesituationisusuallyexacerbatedwhenitcoincideswiththeElNio,aclimatic

    phenomenonthatotenleadstoextendeddrierweatherconditionsintheregion.

    In 1997-98, about 10 million hectares o Indonesias orests, one o the worlds

    centresobiodiversity,weredestroyedinfresstartedmostlyinoilpalmplantations

    andagriculturalandorestryholdingsontheislandsoSumatraandBorneo.More

    than20millionpeoplewereexposedtobreathinghighlevelsopollutantsknownto

    causebothacuteandlong-termhealtheects.Severalairportsintheregionhadto

    beshutdownduetopoorvisibility.Totaleconomiclossesacrosstheregionwere

    estimatedataroundUS$9billion.

    Indonesias Plan of Action

    Followingthelastmajorsmokehazeepisodein2006whichhadaectedBrunei,

    Indonesia,Malaysia,SingaporeandsouthernpartoThailandquitebadly,thefveASEANcountrieshavetakenactiontotacklethetransboundarysmokehazeissue

    bysettingupSub-RegionalMinisterialSteeringCommitteeonTransboundaryHaze

    Pollution(MSC).

    Notwithstandingthis,theregionalsmokehazeproblemcontinuestopersist.One

    possiblereasoncouldbetheneedtotacklethelandandorestfresinSumatraand

    Borneohavenotcascadeddowntothecommunityattheprovincialanddistrict

    levels.

    Recognizingthis,Indonesiaormulatedspecifcactionplanstopreventandmitigate

    fres at the provincial and district levels under its National Plan o Action (PoA).

    Indonesiaidentifed35fre-pronedistrictsin8provincesorattention.Indonesias

    PoAinvitedASEANmembercountriestocollaboratewithafre-proneprovinceordistrictinIndonesiatoenhanceitscapacitytotacklelandandorestfresthere.

    State Ministry o Environment [Kementerian Negara Lingkungan Hidup (KLH)] to

    developaMasterPlantodealwithlandandorestfresinJambiProvince.Jambi

    ProvinceislocatedinSouthernSumatraandhasapopulationo2.7millionwitha

    landareao5.3millionhectares.

    tounderstandandassessthegroundconditions,legislationandenorcementregime

    otheexistingfrepreventionandmitigationcapabilitiesandprogrammesinJambi.

    Jambi ofcials brieed the Singapore Project Team

    on the institutional set up, availability o resources,

    etc,inJambitodealwithlandandorestfres.Jambi

    Governor, Bapak Zulkii Nurdin also met with the

    Singapore Team toexpresshis commitment to the

    collaborationbetween

    JambiandSingapore.

    Following the act-fnding mission, the Singapore Project Team prepared the

    Framework o the Master Plan, which was then sent to Jambi and Jakarta, or

    commentsandinputs.

    Ofcials rom Jambi and KLH were also invited to Singapore to work on the

    FrameworkotheMasterPlan.Therameworkwasfnalizedwiththesigningothe

    Letter o Intent (LOI) between KLH and MEWR (Ministry o the Environment and

    WaterResources)inNovember2007toormalizethedevelopmentotheMaster

    Planandtheimplementationoagreedactivitiestodealwithlandandorestfresin

    MuaroJambiRegencyoraperiodotwoyears.

    Under the Master Plan,Singapore provided technical assistance toJambi in the

    implementationosomespecifcprogrammes.

    Isuccessullyimplemented,theJambiMasterPlancanserveasamodelorother

    fre-proneregencies/districtsinIndonesia.

    The JambiProvincialGovernment selectedMuaro JambiRegency basedonthe

    ollowingconsiderations:

    WaterAlliance(SDWA)andEnhancementoaquacultureexpertiseinJambiwith

    SingaporeFoodIndustries(SFI).

    (1) Workshop to Develop the Capacity o the Jambi Ofcers in Reading and

    Interpretation o Satellite Imagery and Hotspot Inormation

    Objective: To train the Indonesian ofcials in the area o satellite imagery

    interpretation.

    Details: Under this Action Programme, a workshop was organised or ofcials

    dealing with environment, orestry and land management issues. The workshop

    coveredthe principles osatellite remote sensing,understanding o the basis or

    hotspotandsmokehazedetectionusingsatellites,interpretationosatelliteimages

    andbasicknowledgeoambientairqualitymonitoring.

    TworunsotheworkshopwereconductedinSingaporeinJanuary2008andMarch

    2008,byofcersromMeteorologicalServicesoSingaporeandthePollutionControl

    DepartmentotheNationalEnvironmentAgency(NEA).

    Outcome:OfcialsromJambiprovincialgovernmentandKLHwhoattendedthe

    workshopsbecame profcient in satellite imagery interpretation andsubsequently

    actedastrainersortheirrespectiveofcersintheirprovincesandorganisations.

    (2) Socialization Workshop on Sustainable Farming and Zero-Burning

    Practices

    Objective:Toincreasetheknowledgeandcapabilityoparticipantsinpreventing

    andmanagingfresinthelandandorests.

    Details:JambiprovincialgovernmentandNEAjointlyorganizedtheworkshopwith

    supportromPTWiraKaryaSakti,apulpplantationcompany.HeldinApril2008

    in Jambi, the workshop was attended by participants comprising village chies,

    communityleaders,governmentofcialsandnon-governmentalorganizations.

    Internationalexpertsonpeatlandmanagementandorestfresuppressionsuchas

    Singapore-DeltWaterAlliance(SDWA)andAsiaPacifcResourcesInternationalLtd

    (APRIL) also shared their experiencesat the workshop. Hands-ontrainingwere

    conductedatPTWirkaryaSaktisCommunityDevelopmentCentre.

    Outcome: Besides increasing the knowledge and capability o participants in

    preventingandmanagingfresinthelandandorests,theworkshopalsoraisedthe

    awarenessamonglocalcommunityonfreprevention&suppression,sustainable

    armingpracticesandzero-burninglandclearancemethods.

    (3) Development o Land-Use Map or Muaro Jambi Regency

    Objective:Todevelopanup-to-datelandusemaporJambiofcialstoidentiyand

    monitorareasaectedbyorest/plantationfresandwhichtheycanuseortheirfre

    preventionplanning.

    Details: The map was developed by Singapores Centre or Remote Imaging,

    SensingandProcessing(CRISP),incloseconsultationwithofcialsromMuaroJambi

    RegencyPlanningBoard.Satelliteimagerydatawasutilizedtoconductageneral

    land analysiso the Muaro Jambi region tomap out orested areas, grasslands,

    plantationsetc.

    Outcome:Theup-to-datelandusemaphasenabledtheJambiofcialstoidentiy

    andmonitorareasthatareaectedbyorest/plantationfres.Inaddition,themapis

    useultotheJambigovernmentintheirlandresourceplanningtomeetthechallenges

    acedbytheRegency,especiallyintheareaodeorestation.

    (4) Installation o a Geographical Inormation System (GIS) to Support

    Regional Fire and Haze Monitoring and Assessment

    Objective:Todevelopasystemtosupportregionalfreandhazemonitoring,and

    generateinormationonhotspotactivitiesinMuaroJambiRegency.

    Details:GIScanbeusedtomanage,analyzeanddisplaygeographicallyreerenced

    inormation, such as hotspot inormation generated rom satellite data. It could

    alsobeusedtogenerateuseulmonitoringinormation,whichcanbeusedbythe

    Indonesianofcialstoidentiyareasaectedbylandandorestfres.Suchinormation

    isuseulintheassessmentotheregionalfreandsmokehazesituation.

    Outcome:GISwasimplementedsinceJuly2008togenerateaccurateinormation

    onareasaectedbylandandorestfresromsatellitedata.

    (5) Setting up Air and Weather Monitoring Stations and Development o a

    Fire Danger Rating System

    Objective:Toinstallmonitoringstationstomeasuretheleveloparticulatematter

    (PM10)inambientair,windspeedanddirection,temperature,relativehumidityand

    rainall.

    Details:Twoautomatedairmonitoringstationsandtwoweathermonitoringstations

    wereinstalledinJambiProvince.TheairmonitoringstationsenableJambiresidents

    tohaveaccesstodailyPollutantStandardsIndex(PSI)readings.Thesereadings

    areuseulduringperiodsohazeepisodes,asthePSIreadingswouldbeusedto

    activatetheissuanceohealthadvisoriesandimplementationohealthprotection

    measuresorthelocalresidents.

    Inaddition,duringperiodsodryweather,thedataobtainedromthenewlyinstalled

    weathermonitoringstationsareusedasinputsortheFireDangerRatingSystem

    (FDRS).TheSystemgeneratesaFireDangerRatingIndex(FDRI),whichdenotes

    the risk o orest/vegetation fre occurrence. The Index is helpul in planning fre

    managementresourcesandgivingearlywarningtopreventlandandorestfres.

    Outcome: Theairandweathermonitoringstationshavebeeninstalledsuccesully

    andareoperatingwell.TheofcersromMuaroJambisenvironmentalofcehave

    beentrainedtooperateandcarryoutsimplemaintenanceandtrouble-shootingo

    theairandweathermonitoringequipment.

    (6) Review o the Fire Prevention and Suppression Capability and Capacity o

    Plantation Companies and Relevant Stakeholders in Muaro Jambi Regency

    Objective: Toconductareviewothe frepreventionand suppression capability

    and capacityoplantation companies and relevant stakeholders in Muaro Jambi

    Regency.

    Details: NEA had partnered Asia Pacifc Resources International Ltd (APRIL),

    acompanywithpulpandpaperconcessionsinSumatratocarryoutthisaction

    programme.APRILhadoeredtheservicesotheirfresaetyandaviationmanager,

    Mr Brad Sanders, who has extensive ground experience and expertise on fre

    preventionandsuppressioninIndonesia.MrSandersconductedthereviewinJambi

    in November 2008, together with a team o ofcers rom NEA, Jambi Provincial

    GovernmentandMuaroJambiRegency.

    Outcome:Thereviewcarriedoutincludedanassessmentoexistingfre-fghting

    arrangements inMuaro Jambi Regency and theircapabilities and eectivenessinfre preventionand suppression. The review also identifed gaps infre-fghting

    arrangement among the provincial government, concessionaires, community

    plantations,ManggalaAgni(frebrigade)andlocalvillagebrigadesinMuaroJambi

    Regency. The fndings and recommendations have been shared with the Jambi

    provincialgovernmentandusedinatrainingworkshoptobridgethegapsidentifed.

    (7) Training Workshop on Fire Fighting and Suppression Capabilities

    Objective: To conduct training on fre-fghting or the villagers, Manggala Agni

    (FireBrigades)andotherstakeholderssuchasplantationcompaniesandDistrict

    Ofcials.

    Outcome:Thestakeholdersweretaughtthatfrepreventionwasthemosteective

    wayominimizingandmanagingfres.Severalstrategicmeasureswereidentifed

    andcompiledintoanActionPlantobedisseminatedtotherelevantstakeholders,

    especially the Provincialand RegencyGovernment sothatthere wouldbebetter

    coordinationbetweenthestakeholderstosuppressthelandandorestfres.

    Experience and Lessons Learnt

    Importance o Communication

    TheSingaporeProjectTeamestablishedcontactwiththeirIndonesiancolleagues

    in Jambi Province in January 2007 ater Indonesia invited ASEAN countries to

    collaborate with its fre-prone provinces/regencies to prevent and mitigate land

    andorestfresundertheIndonesiaPlanoAction(PoA).Together,theyworkedto

    understandthelocalgroundconditionsintacklinglandandorestfres.Theofcials

    rombothcountriesalsometoverseveralmonthstodiscussanddeveloptheaction

    programmes.WiththestrongleadershipromtheGovernoroJambi,commitmentby

    hisprovincialofcials,aswellassupportromKLH,theofcialsrombothcountries

    wereabletosuccessullycompleteallthe7actionprogrammeswithintwoyears.

    During the dry season in 2008, the Jambi ofcials were able to utilise the tools

    developedundertheactionprogrammesuchashotspotinormationandland-used

    map,tomonitorthehotspotssituationinJambiandalsodevelopfresuppression

    strategies.NEAofcialsalsoprovidedsupportandworkedcloselywiththeIndonesian

    ofcialstounderstandthegroundsituation.

    Contributions o Non-Government Organizations (NGOs)

    Apart rom the Jambi provincial government, Non-Government Organizations

    (NGOs)alsoplayedanimportantroleintheimplementationosomeotheprojects.

    Forinstance,YayasanPinangSebatang(PINSE),anactiveenvironmentalNGOin

    Jambi,wasinvolvedinsomeotheprojectssuchasthesocialisationworkshopon

    sustainablearmingandzeroburningpractices.

    PINSEworkedcloselywiththeJambiprovincialgovernmentandhadbuiltupgood

    rapportwiththeJambicommunity.Duringthesocializationworkshop,PINSEused

    theirgoodlocalcontactstogarnersupportromthevillagechiesandvillagersto

    participateattheworkshopsandalsopromotezeroburningpracticesinthelocal

    community.

    Partnership with Experts

    Expertsnotonlybringon-boardtechnicalknowledgebutalsoprovideuseulcontacts

    intheareaofrecontrolandmanagement.Throughpartnershipswithexpertssuch

    asSingapore-DeltWaterAlliance(SDWA),researchandappropriatestrategieswere

    developed tomitigatethe fresindegradedpeatlands.Peatlandfresareamajor

    sourceotransboundarysmokehazeaectingtheregion.

    Availability o Real-Time Inormation on Weather and Air Quality

    ThePollutantStandardsIndex(PSI)andtheFireDangerRatingIndex(FDRI)provided

    useulinormationtoprovincialauthoritiesandthelocalcommunitytopreventand

    mitigatelandandorestfres.Thesedatabenefttedthecommunitybyproviding

    early warning o dry conditions and early detection o land and orest fres. The

    accuratemeasurementotherelativeseverityodryconditionsalsoservesasan

    aidtofrecontrolprogrammes.Inthelongerterm,theinormationobtainedcouldbe

    usedtoassisttheprovinceinagriculture,arming,aviation,research,etc.TheJambi

    provincialgovernmentthroughitsBadanLingkunganHidup(EnvironmentOfce)has

    takenoverandisnowmanagingtheairandweathermonitoringstations.

    CONCLUSION

    WhiletheIndonesia-SingaporecollaborationinJambiprovincehasprogressedwell,

    werecognizedthatthecombinedeortsinJambirepresentsonlyasmallpartoa

    muchlargerchallengeacedbyIndonesia,aslandandorestfresarenotjustan

    environmentissueinIndonesia,butalsoaectstheeconomyandhealthissueas

    well.Theexperiencesandlessonsgainedthroughthiscollaborationhaveenabled

    thelocalcommunityandplantationcompaniesintheprovincetobebetterprepared

    todo theirparttoprevent thefresandsmokehazeproblems. Theexperiences

    gainedintheimplementationotheJambiMasterPlancanbereplicatedinother

    fre-proneprovincesandinthelongrunhelptobringaboutahaze-reeASEAN.

    Tujuannyaadalahuntukmemastikanbahwaberbagaikegiatanatasnamapemban-gunanuntukJambikhususnyatidakhanyamemikirkankepentingandanmanaatjangkapendek.Halinipentingkarenaberbagaikegiatanpembangunankitamasihbanyakbersandarkankepadapemanaatanlangsungsumberdayaalam,yangapa-bilasumberdayatersebutsudahterkurasmakaungsilingkungansangatsulituntukdikembalikanmendekatikeadaansemulaataubahkanjikadibiarkanrusakakanme-

    merlukanbiayayangsangatbesaruntukmerehabilitasinyamelebihinilaipendapatannominalyangdiperoleh.

    Dalamhalpengendaliankebakaranhutandanlahan,dengandukungansemuapihakdibantuiklimyangbasahmakapemerintahIndonesiatelahberhasilmenekanjumlahtitikpanassebesar52%padatahun2007dan49%padatahun2008dibanding-kandenganjumlahtitikpanaspadatahun2006.Tetapipadatahun2009,menurutdatapemantauantitikpanasKementerianNegaraLingkunganHidup(KLH)sampaidenganmingguini,diwilayahSumatrajumlahtitikpanasadalah6615dansudahmelebihijumlahtitikpanaspadaperiodeyangsamapadatahun2006yaitu5365titikpanas.KeadaanyangsamainijugaterjadidiJambidimanajumlahnyaadalah710titikpanaspadatahun2009dibandingkan392titikpanaspadatahun2006.KhususuntukKabupatenMuaroJambi,jumlahtitikpanasterdeteksisampaisaatiniditahun2009adalah15titikpanas,lebihrendahdibandingkanpadaperiodeyangsamatahun2006yaitusejumlah46titikpanas.

    Kecenderunganpeningkatanjumlahtitikpanaspadabulanakhir-akhiriniditahun

    2009 menimbulkan perhatian kita karena disamping Indonesia tidak akan dapatmencapaitarget penurunan titikpanas, kondisi ini juga telahmeniadakanupaya-upayayangtelahdansedangdibangunselamaini.Adapuntargetpenurunanjumlahtitikpanasyangtertuangdalamrencanaaksinasionalperubahaniklimadalahsebe-sar50%sampaitahun2009,sebesar75%sampaitahun2012dan95%sampaitahun2025.

    Ijinkansayauntuksekilasmemberikanuraiantentanglatarbelakangterjadinyaker-jasama Indonesia dan Singapura mengenai pengendalian kebakaran di ProvinsiJambi.HalinidibangundaripertemuanTechnicalWorkingGroup(TWG)danMinis-terialSteeringCommittee(MSC)yangsecararutindiselenggarakanditingkatregion-al.Pertemuaninibertujuanuntukmembangunkerjasamaregionalterkaitpengen-daliankebakaranhutandanlahansertapencemaranasaplintasbatas.Kerjasamadiperlukankarenaisuinisudahmenjadiperhatiantidakhanyaditingkatnasional,tetapijugatingkatregionaldaninternasional.Isuyangdibicarakantermasukdamp-akkebakaranhutandanlahanyangberupaasapyangtelahmerugikandiberbagai

    Indonesiamemerlukandukungandarinegaralaindalampengendaliankebakaranhutandanlahan.KerjasamayangdibangunantaralaindenganPemerintah

    SingapurayaituuntukmencegahdanmenanggulangikebakaranhutandanlahansertadampaknyadiProvinsiJambi.KerjasamainitertuangdalamLetteroIntent(LOI)yangtelahditandatanganipadatanggal7Nopember2007.BerdasarkanLOIyangtelahditandatanganitersebutbahwakegiatanyangdiidentifkasidandisepakatiuntukdilaksanakandalamkerangkaLOIiniharusdisepakatiolehduanegara. Untuk itu, kegiatan yang dilaksanakan harus dapat mendukung ProvinsiJambidalampengendaliankebakaranhutandanlahansertapencemaranasaplintasbatas.Selainitu,jugadapatmenggerakkanpihakterlibatuntukberperanlangsungdalampengendaliankebakaranhutandanlahan.Halinisupayadapatmenunjukkanbahwaseluruhpihakberkomitmendanberkontribusilangsungdalampengendaliankebakaranhutandanlahansertapencemaranasaplintasbatasyangtidakhanyauntukmengatasipermasalahannasionaltetapijugadiregional.

    Padahariini,salahsatubentukdarikerjasamayangdilakukanadalahmelakukanpemantauanpencemaranasapdenganparameteryangdipantauadalahPM10.Pe-mantauanPM10pentingsebagaisistemdeteksidinisehinggapemerintahdaerahdapatmengambillangkahsegerasepertiuntukmelindungimasyarakatsupayatidak

    terpapar asap yang dapat mengganggu kesehatan, atau terhadap keselamatantransportasi.AlatyangdibantuolehPemerintahSingapurainisupayadapatdiop-erasionalisasikandandipeliharadenganbaikolehPemerintahDaerah.

    Iamverypleasedtobeheretodayonthishappyoccasiontowitnesstheofcialtaking over o the air quality and weather monitoring stations by our Indonesian

    riendsandcolleagues.TodayseventmarksanimportantmilestoneintheIndonesia-SingaporeCollaborationinJambiProvince.ThiscollaborationwouldnotbepossiblewithoutthecommitmentromPakZulkiiandhisofcialsintheJambiprovincialgovernmenttoworktogetherwithSingapore.Ialsowanttoexpressdeepappreciationtomydearcolleague,PakRachmat,whohasstronglysupportedthisprojecttogetherwithhisdedicatedteamromtheIndonesianStateMinistryoEnvironment.

    BackgroundoCollaborationIrecallthatin2006aterahazeepisode,IndonesiahadinvitedASEANcountriestocollaboratewiththefre-proneprovinces/regenciestopreventandmitigatelandandorest fresunderthe IndonesianPlanoAction (PoA). Singaporehad respondedimmediatelytothatinvitationandoeredtocollaboratewiththeJambiProvincialGovernmentandIndonesiasStateMinistryoEnvironmenttodevelopaMasterPlantodealwithlandandorestfresinMuaroJambiRegency.

    FollowingthisinJan2007,ateamoofcersromtheSingaporeMinistryotheEnvironmentandWaterResources(MEWR)andtheNationalEnvironmentAgency(NEA)establishedcontactwithourriendsinJambi.Together,theyworkedondeeperunderstandingothelocalgroundconditionsintacklinglandandorestfres.Aact-fndingmissionwasconductedandsubsequentlyollowedbyseveralothersimilarvisitstoJambioverseveralmonths.WiththestrongleadershipoPakZulkii,commitmentbyhisprovincialofcialsaswellassupportromourKLHcolleagues,bothourcountriesworkedcloselytogethertodeveloptheJambiMasterPlantoimplementmeasurestoaddressthelandandorestfres.

    TheLetteroIntent(LOI)signedinNov2007ormalisedourcollaborationandtheJambiMasterPlan.TheLOIprovidedbothIndonesiaandSingaporetheopportunitytojointlydevelopandimplementactionprogrammesandmeasurestoeectivelypreventandmanagethefresontheground.

    ActionProgrammesUndertheCollaboration

    Atotalo7actionprogrammesweredeveloped.ItiswithgreatpleasuretodaythatI

    announcethatwehavealreadycompleted6othese7actionprogrammes.IwastoldthattheJambiofcialsappointedbyPakZulkiitoimplementthevariousactionprogrammeshadbeenverycooperativeandhelpulinensuringthesmooth

    implementationotheactionprogrammes.AllthesewouldalsonothavebeenpossiblewithoutthehardworkotheJambiProvincialGovernmentunderPakZulkii.Theyarecommittedbecausetheyrecognisethatthesmokehazeaectedthehealthandeconomicwell-beingothepeopleoJambimorethananyoneelseintheregion.

    Amongstthe6programmescompletedistheinstallationandsettingupotheairqualityandweathermonitoringstationsinMuaroJambiRegency.ThesestationshavebeenoperationalsinceDec2008andIhavebeeninormedbyPakZulkiithatdatacollectedromthesestationshavegivenhispeopleaccesstovaluableinorma-tionsuchasthestateotheairqualityandalertsonthefredangersituation.IhopethatthesestationswouldcontinuetosupportJambiseortsinthepreventionandmitigationothefres.Iunderstandthatthelastremainingactionprogramme,namelyTrainingonFirePreventionandSuppressionCapabilities,willalsocommencesoon.Withthecompletionothatprogramme,SingaporeandIndonesiawouldhavethencompletedalltheprogrammesidentifedundertheLOI.

    Theseactionprogrammeshavebenefttedthelocalauthoritiesandcommunitiesbyenhancingtheircapacitiesandknowledgeinpreventingfres.Inthisregard,wehopetocontinuecollaboratingwithJambibeyondtheagreedprogrammesundertheLOI.

    Iamthereorepleasedtonotethattwonewactionprogrammeshavealreadybeendeveloped.OneothemistheJambiPeatlandManagementproject,whichisjointlyimplementedwithourpartnersromtheSingaporeDeltWaterAlliance(SDWA)andtheJambiUniversity.Theotherproject,whichinvolvestheEnhancementoAquacultureExpertiseinJambi,wouldcommencebythisyear,anditwillbecarriedoutinconjunctionwithourpartner,theSingaporeFoodIndustries(SFI)

    TransboundaryHazePollution

    Whileourcollaborationhasprogressedwell,wemustallbeawarethatourprogrammesinJambirepresentonlyasmallpartoamuchlargerchallengethatweace,aslandandorestfresarenotjustanenvironmentissue,butalsoaneconomicandsocialone.Wethereorehavetorelyonacoordinatedmulti-sectoralapproachandlongtermcommitmentbynotonlyallousheretoday,butalsobyourcol-leaguesinotheragencies,partnersintheprivatesectorandalsothelocalpopulation.Onlywheneveryvillageandplantationineveryprovinceiscommittedtoeortstopreventsmokehazewilltheregionbereeromiteverydryseason.

    Theregionisnowinthedryseasonandthereoremustremainvigilanttoensurethatsmokehazedoesnotaectus.Themainmessagethatwewanttoconveyromtodayistheneedtostepupeortstopreventandmitigatelandandorestfres.I

    believethatallousareawareotheeconomic,healthandsocialrepercussions,nottomentionthefnancialeectssuchas lossotourismreceipts,increaseinhealthcosts,andenvironmentalpollutioncosts,iaseverehazeepisodeweretostrikeusagain.Hence,Iwouldliketourgealloustocontinuecooperatingcloselywithoneanother,sothatalloourhardworkdonesoarwouldnotgotowaste.Wemustworktowardsahaze-reeASEAN.

    ConcludingRemarksBasedontheeedbackrommyofcers,oneworthytakeawayromtheIndonesia-Singapore collaboration inJambi is the genuine riendship and closerelationshipbuiltupovertheyearsbetweenofcialsrombothcountries.SingaporeandIndonesiaarecommittedtomaintainthiscloserelationshipsothatwemaycontinuetoworktogethereectivelytojointlytacklethechallengesassociatedwithlandandorestfres.

    Inclosing,IwishtoexpressmyspecialthankstoPakZulkiiorgivinghissupportandleadershipselessly.ThecollaborationwouldnothavebeensuccessulwithoutPakZuliispivotalroleinguidingourofcialsandgivinghisullsupporttotheimplementationotheactionprogrammes.

    IwouldalsoliketothankPakRachmatortakingprecioustimeoyourbusyscheduletogracethisimportanteventandyourcommitmenttopreventinghazeintheregion.
