IDENTIFICATION, QUALIFICATIONS AND KEY STAFF JSE offers an absolute commitment to provide the highest quality transportation services to ensure that INDOT’s needs are continuously met and that our projects incorporate practical design, remain on budget, and are delivered on schedule. Our experience as one of only three INDOT plan review consultants and our relevant design skills makes us uniquely qualified to provide the design and project management services for on-call project assignments. To date, JSE has provided design services for 19 different INDOT on-call contracts. Through the INDOT Consultant Plan Review contract and our District on-call contracts, we are in constant communication with INDOT Crawfordsville District and Central Office staff. We are aware of new design memos, specification and standard drawing changes, and design manual updates before the changes are released to the rest of the consulting community. We are also working with INDOT on rewriting the Roadway Design chapters of the Indiana Design Manual. We have spent countless hours on research, along with obtaining specialized education and training in preparation for writing the new chapters of the IDM and assisting with defining Practical Design criteria. SUB-CONSULTANTS

NS Services (NS) will join our team to assist with environmental documentation and waterway permitting. They provide high-quality technical expertise in environmental and engineering fields in the most cost-efficient manner possible.

Franco Consulting Engineers (FCE) is a DBE and MBE certified consulting engineering firm qualified to provide professional services in Highway Design, Geotechnical Engineering, Project Consulting, Project Management, Environmental Reports, Utility Coordination and Construction Inspection.

Courtland Title & Escrow, Inc. (CT) is headquartered in Central Indiana, just south of Indianapolis. They are MBE, WBE, and DBE Certified, and INDOT Pre-Qualified. They are incorporated in the State of Indiana and are an INDOT certified firm for providing title searches and encumbrance reports for all State of Indiana federally-funded transportation related contracts. CAPACITY OF PRIME CONSULTANT Our entire 60-employee staff at JSE is devoted to providing transportation engineering services. A large portion of our contracting capacity in the past was obligated to INDOT projects. The majority of JSE’s current INDOT assignments are nearing completion. We have experienced and adequate staff available for immediate assignment. All of our subconsultants report that they have the necessary staff available for immediate assignment.

PROJECT MANAGER

LISA CASLER, P.E. – PROJECT MANAGER Lisa has over 18 years of direct, relevant experience including seven years working for INDOT providing road design and project management services. Having served as Lead Road Design Engineer and Project Manager for numerous INDOT projects, Lisa's design and management experience encompasses a variety of projects including pavement resurface and patching projects, small structure replacements, intersection improvements, sight distance corrections, interstate road rehabilitations, and complex interchange designs. She has been involved in INDOT design-bid-build projects as well as design-build projects. Lisa’s involvement with JSE’s INDOT Plan Review Contract and her participation in rewriting the Indiana Design Manual has provided her with an in-depth understanding of INDOT design criteria, policies and procedures, standard drawings, specifications, and pay items.

SR 163 Bridge Replacement over Humphreys Branch - Crawfordsville District The original scope of work for the SR 163 bridge replacement project in Vermillion County included replacement of the existing bridge over Humphreys Branch, correction of the vertical curve west of the structure, and correction of reverse horizontal curves located to the east of the structure. The total construction cost of the project was $1.2 million. The project was placed on hold for several years and was reactivated in March 2014. In June 2014, the scope of the project was reviewed through the Open Roads initiative. JSE requested updated crash data to analyze and evaluate using the RoadHAT program. Through this process, JSE determined that the benefit/cost ratio to improve the horizontal curve at the east end of the project was very low. JSE prepared streamlined level one design exceptions for superelevation rate and transition length to retain the existing horizontal alignment. A level one design exception was also prepared for horizontal stopping sight distance due to the sight lines falling outside of the right of way at the east end of the project. JSE analyzed the sight lines to show that the even though the sight lines crossed the proposed guardrail, a motorist would be able to see over the guardrail and it would not be an obstruction. This analysis was used to justify the design exception for horizontal stopping sight distance. The vertical curve correction located at the west end of the project was retained. The crash history indicated that there had been a fatality that was attributed to the steep existing grade. After running the RoadHAT program and calculating the benefit/cost ratio, JSE determined that there was sufficient benefit to correct the vertical alignment. JSE utilized the INDOT tools available to develop a project with increased safety and still reduced the construction cost estimate by $400,000. INDOT PM Contact: Richard Gilyeat ([email protected])

Small Structure Replacements - Seymour District JSE was selected to provide design services for five small structure replacement projects in the Seymour District. Lisa coordinated with the Seymour District environmental and scoping personnel to assess the structures and make recommendations for the scope of work at each location. She wrote an engineering assessment report for each project. The recommendations included incorporated practical design elements such as, in-kind structure replacement, utilizing INDOT’s new shorter guardrail runout lengths, and proposing design exceptions for design elements which did not meet the purpose and need of the project. Lisa prepared and received INDOT Central Office approval for a total of 13 Level One Design Exceptions and also prepared documentation for 10 Level Two Design Exceptions. The estimate total cost savings for the Level One and Level Two Design Exceptions for these five small structure replacement projects is $660,000. Under Lisa’s guidance, JSE has provided the topographic survey, environmental services, right-of-way engineering services, as well as, plan development services for these projects. All of these projects are currently in right-of-way acquisition. PROJECT UNDERSTANDING AND APPROACH

We understand there will be multiple project assignments from this on-call contract. The services required for these assignments may include:

• preliminary engineering assessment/ alternative analysis,

• environmental document preparation, • waterway permits, • topographic survey data collection, • geotechnical engineering, • non-complex road design, • level 1 bridge design, • right-of-way plan development, and • title research.

Over the past 35 years, JSE has successfully provided these design and support services for numerous INDOT projects. The majority of JSE’s INDOT project experience is derived from on-call project assignments. Based on our previous experience with INDOT on-call contracts, we know that multiple projects are often assigned with many on fast-track schedules that require utilizing innovative solutions to keep the projects under budget. JSE has successfully teamed and developed partnerships with local and national consultants and contractors on design-build and public-private-partnerships. These relationships have allowed us to benefit from their construction knowledge and experience in applying innovative design methods that produce construction cost and time savings.

JSE excels in our ability to identify innovative, cost-effective solutions for transportation projects that produce value-added benefits for INDOT.

We understand the importance of these projects to INDOT, property owners, and the traveling public. JSE will approach each project assignment with the same professionalism, intensity, and skill we have displayed on our previous INDOT projects. The key to the successful design, management, and completion of any project is to quickly identify issues that can jeopardize the schedule and budget and provide solutions while keeping INDOT’s staff and team members continually informed. Our ultimate goal and focus is to ensure that our INDOT project assignments stay within budget and on schedule while achieving the desired goals.

Small Structure Design Experience Over the past two years, JSE has been responsible for the design of 15 small structure projects which are listed in the table to the right. Each of these small structure designs has utilized INDOT’s In-Kind Replacement Policy. This amount of experience in a relatively short period of time has allowed us to streamline and perfect our design processes. With this quantity of small structure designs, we have encountered a number of challenges and have developed cost-effective resolutions to each.

Technical Approach Engineering Assessment Our first task in developing small structure replacement projects is the preliminary engineering assessment. If a scoping document is not available, JSE will study the project site, investigate all possible options from slip-lining to paving inverts and from rehabilitation to replacement, develop alternates, and document our recommendations within an Engineering Assessment Report. If a scoping document is available, we will review it to ensure that all viable options were considered and that the most cost-effective solution has been selected.

We will coordinate closely with the Crawfordsville District Project Managers to ensure that each proposed scope of work meets the defined objectives and purpose and need of the project and incorporates “Open Roads” initiatives. At the initial site visits, we will search for potential budget and schedule busters. Identifying potential issues early in the design will allow us ample time to find solutions and avoid surprises later in the project development. Our staff will prepare a detailed estimate for the project to ensure that the project cost is within the allocated budget. A comprehensive engineering assessment is critical to the success of the project because it is the foundation from which all later design activities are built on.

Hydraulic Design We will conduct a detailed site assessment to observe the existing hydraulic features of each site. Based upon our field reconnaissance, JSE will investigate the use of INDOT’s In-Kind Replacement Policy, as described in Design Memo 13-05, to determine if the site criteria and hydraulic parameters are in accordance with the memorandum. The use of this policy allows the historic performance of the existing structure to be considered in determining the appropriate replacement size of the structure if the following conditions are met: • the structure is in a rural area, • there are no records of flooding complaints at the

site, • there is no history of roadway overtopping at the

required roadway serviceability, • there is no evidence of scour at the structure

outlet, structure undermining, or channel degradation, and

• there are no known debris issues. In order to determine applicability of the In-Kind replacement policy, JSE will submit a flooding questionnaire to all adjacent property owners and the

INDOT Maintenance Division. Based on the current traffic volumes, the roadway-serviceability freeboard will be determined. We will research the Indiana Department of Natural Resources (IDNR) website to determine if there are any existing hydrologic and hydraulic models filed. We will also review the applicable Flood Insurance Study (FIS) based on each project location. We will ensure that the drainage area, Q100 discharge, and existing backwater appear reasonable based upon field conditions and anticipated conditions relying upon our experience with similar projects throughout the state. A detailed hydrologic and hydraulic analysis report will be prepared and submitted to INDOT Office of Hydraulics for approval. Over the past two year, JSE has submitted and received Hydraulic approval for 21 bridges and small structures, 15 of those have utilized INDOT’s In-Kind Replacement Policy. Bridge Design

A small structure will be classified as a bridge when the span length parallel to the centerline of the roadway is over 20 ft. The submittal process for a bridge project is slightly different than the process for a road project and an economic analysis is required to be submitted at Stage 1. JSE has provided economic analysis reports for bridge replacement projects across the state for over 30 years. We rely upon our experience and relationships with INDOT, contractors and precasters to choose the most-economical option for each structure.

Small Structure Rehabilitation Rehabilitation of a small structure is often a feasible option to extend the service life. Slip-lining, paving inverts, or wingwall and headwall reconstruction are all viable options to rehabilitate a small structure when the deterioration is minor. We will inspect and assess each structure to ensure that the best option of either replacement or rehabilitation is chosen. We will rely upon our INDOT bridge rehabilitation small structure condition assessment experience to determine the most cost-effective approach. Schedule We will initiate topographic survey and environmental field activities upon Notice to Proceed to allow design and environmental document preparation to begin immediately. We will focus our efforts to expeditiously reach the preliminary field check and hearing stages, so that, if required, right-of-way acquisition, permitting, and utility coordination can begin as soon as possible. In our experience, getting an early start on these tasks is critical to keeping projects on schedule. JSE and other members of our Team are industry leaders in surveying, right of way, environmental studies, permitting, and geotechnical engineering. Utility Coordination We understand that the Crawfordsville District will be performing the Utility Coordination function for this contract. We will partner with the Crawfordsville District Utility Coordinator to employ INDOT's new utility coordination paradigm. We will assist the Utility Coordinator in any way needed and we will work to avoid utility impacts whenever feasible.

JSE will utilize Open Roads to provide practical designs for each small structurer project assignment.

Right-of-Way We will strive to minimize the number of right-of-way parcels and right-of-way impacts when designing each project. Not only will this reduce right-of-way acquisition costs, but frequently public involvement can be avoided when new right-of-way acquisitions are less than 0.5 acre. On many of JSE’s smaller projects, we have been able to reduce the right-of-way acquisitions such that Public Hearings have not been required. By avoiding Public Hearings, we have been able to obtain Environmental Document Approval earlier and begin the right-of-way acquisition ahead of schedule. This has resulted in months of time savings in the project delivery schedules. Maintenance of Traffic

One measure of a project’s success is the length of time a road is closed, how much the public is inconvenienced or how easily traffic moves through a construction zone. As witnessed by the movement of traffic through the I-465 Fast Track and the Super 70

projects, maintenance of traffic is one of JSE’s areas of expertise. Whether the project is located in an urban or rural setting, we will evaluate and present the MOT alternatives available so that the options that best serve the needs of INDOT and the traveling public can be implemented. Phasing construction while maintaining traffic is often a feasible and prudent option compared to a complete road closure. JSE has successfully accomplished phased construction on numerous INDOT projects. If a closure is deemed more desirable, we can focus on implementing innovations that will allow structure and roadway elements to be constructed quickly to minimize the closure period.

Open Roads We understand that INDOT’s focus is on providing substantive safety rather than nominal safety and this goal can often be accomplished by providing minimum or less than minimum design standards which can result in reductions in project costs. Members of our staff have been trained on the use of both RoadHAT and Interactive Highway Safety Design Model (IHSDM) software. Each of these computer programs can be used to support open roads initiatives and justify level one design exceptions. As part of JSE’s INDOT Plan Review Contract, we have been heavily involved in rewriting the Indiana Design Manual. With INDOT’s guidance, we have written all or parts of the following chapters: Project Development, Plan Development, Geotechnical Process, Roadway Design, Roadside Safety, At-Grade Intersections, Interchanges, Pedestrian and Bicycle Safety, and Special Design Elements. This experience has given us a unique insight on INDOT’s focus on practical design and an in-depth knowledge on how they envision it being implemented.

Applying Open Roads Initiatives With significant small structure project experience, JSE has developed a number of design strategies for implementing Open Roads initiatives.

• Streamline the Environmental Study by using the Minor Projects Programmatic Agreement, where applicable, which does not require a full Section 106.

• Determine the structure size using the In-Kind Hydraulic Replacement Policy which considers the historic performance of the structure when determining the replacement size.

• Match the existing travel lane and shoulder widths to provide a consistent cross section meeting drivers’ expectations.

• Prepare Level One Design Exceptions to justify retaining existing geometric features which are performing safely.

• Limit the full-depth pavement replacement to only the length that is needed to address the deficiency.

• Reduce the project limits by minimizing the guardrail runs through the use of INDOT’s reduced guardrail runout lengths.

• Coordinate with the Geotechnical Engineer to determine if steeper sideslopes can be specified behind guardrail to minimize the project footprint and avoid right of way, utility, and environmental impacts.

• Minimize the number of traffic maintenance phases and the quantity of temporary pavement.

PROJECT UNDERSTANDING AND APPROACH

Utilizing Design Exceptions Practical design can be achieved with spot improvement type projects, by utilizing level one and level two design exceptions to document variances from engineering policy. For example, providing the required minimum lane and shoulder widths on a spot improvement project where the existing lane and shoulder widths are substandard is not practical or cost-effective. The table to the right summarizes the number and type of design exceptions which were prepared by JSE on our Seymour District small structure replacement projects. Our previous experience assisting INDOT Central Office staff in outlining the requirements for the Streamlined Design Exception has proven to be invaluable as we have received approval for each of these Level One and Level Two exceptions. PROJECT EXPERIENCE

SR 445 over Branch of Beech Creek (JSE PM: Lisa Casler, PE) Greene County, Indiana JSE was selected to provide design services for a new precast reinforced concrete three-sided structure on SR 445 over Branch of Beech Creek. The original scope of work called for meeting 3R desirable criteria. In June of 2014, Lisa took the lead to re-scope the project to minimize costs and impacts. The new design reduced the lane widths from 12 ft to 11 ft and reduced the shoulder widths from 8 ft usable/6 ft paved to 6 ft usable/2 ft paved to match the existing cross section. The guardrail lengths were reduced by utilizing the recently revised values from the IDM and the existing superelevation was perpetuated rather than upgraded. Both of these revisions aided in minimizing the project length. INDOT Hydraulics also approved a revision to the hydraulic design to utilize the In-Kind Replacement Policy. The structure size went from a 32 ft span by 10 ft rise arch-top three-sided structure to a 20 ft span by 11 ft rise three-sided structure. After coordinating with the Geotechnical Engineer to steepen the side slopes, the length of the structure was also reduced from 130 ft to 97 ft. In addition, the area of new right of way was reduced, and one parcel was completely eliminated.

By re-scoping this project, JSE was able to reduce the total construction cost by 45% saving INDOT $590,000.

INDOT Consultant Plan Review (JSE PM’s Melissa Effinger, PE; Jeff Matern, PE) Western Half of Indiana JSE is currently providing Consultant Plan Review services for INDOT State and Local Public Agency Federal-Aid projects. We have been responsible for the management and review of over 1000 road and bridge projects. We review each submittal for scope compliance, Level One design criteria conformance, and verification of design elements to INDOT standards. Providing plan review services has allowed us to develop outstanding relationships with the staff of INDOT’s Preliminary Engineering, Environmental, Design, Land Acquisition, Construction, and Utility Sections. Because of our close relationships with INDOT, our ability to effectively and quickly coordinate and resolve design issues is greatly enhanced. JSE works closely with and is considered an extension of INDOT’s Consultant Services Division. JSE has nine project managers trained to review consultant and INDOT-designed projects. JSE is credited with saving INDOT over $60 million in construction and right-of-way costs through our innovation and value engineering recommendations.

Seymour District Small Structure Replacements (JSE PM: Lisa Casler, PE) Jefferson, Ripley, and Brown Counties JSE was selected by the Seymour District to provide design services for five small structure replacement projects. JSE coordinated with the Seymour District environmental and scoping personnel to assess the structures and make recommendations for the scope of work at each location. An engineering assessment report was written for each project. The recommendations included in the scope of work incorporated practical design elements such as, in-kind structure replacement, utilizing the AASHTO Roadside Design Guide for shorter guardrail runout lengths, and proposing level one design exceptions for design elements which did not meet the purpose and need of the project. JSE has provided the topographic survey, environmental services, right-of-way engineering services, as well as, plan development services for these projects.

US 6 Small Structure Replacement (JSE PM: Lisa Casler, PE) LaPorte County, Indiana JSE was selected for the design for the US 6 small structure replacement over Porter Ditch in the LaPorte District. Lisa Casler served as the designer and project manager for the 14 ft span by 8 ft rise reinforced concrete box culvert. Through the Open Roads initiative, Lisa was able to refine the original scope to provide an in-kind structure replacement and shorten the project limits reducing the construction cost by $180,000. Lisa analyzed the crash data along with the design requirements from the Indiana Design Manual to make cost-effective design exception recommendations to minimize the construction cost while addressing the needed improvements. The tracings submittal for this project was recently submitted. INDOT PM Contact: Charles Bradsky ([email protected]) “Lisa led the schedule throughout the project and was always willing to answer any questions that were asked. She was active in determining the safest solution for Open Roads and helped INDOT realize a savings of over $180,000. All submissions were turned in ahead of schedule with very minor, if any, errors.” - INDOT PM Charles Bradsky SR 9 over Flat Rock River (JSE PM: Melissa Effinger, PE) Shelby County, IN JSE provided engineering assessment, hydraulic analysis, road design, bridge design, bridge rehabilitation, maintenance of traffic, and traffic design services for this $3 million bridge replacement and road reconstruction project. The project was let in December 2012 and construction was completed in 2013. During the assessment phase, JSE inspected the existing bridge and prepared both a Bridge Rehabilitation Scoping Report for the existing structure and an Economic Analysis for a new structure. In comparing the results of these reports, it was found that the repairs necessary for a full rehabilitation of the existing structure were not cost effective as compared to the bridge replacement. As a result of JSE’s inspection, the existing truss warranted a weight limit posting which was not well-received by local businesses. INDOT contracted JSE to prepare plans for an emergency repair which allowed the bridge posting to be removed while environmental issues, due to an existing archaeological site and the existing structure being eligible for listing on the National Register of Historic Bridges, were resolved. JSE also employed a number of practical design measures to improve the cost effectiveness of the bridge when the Geotechnical Engineer found competent rock close to the ground profile. JSE was able to shorten the bridge spans by 20 ft each, utilize a smaller concrete girder section, and eliminate the need for an expensive pile driving operation through the use of shallow foundations. JSE also gained approval to reduce the waterway freeboard, thereby significantly reducing the amount of roadway fill needed in the approaches. “Melissa Effinger and the staff have been fantastic to work with under very trying circumstances and enormous pressure at times.” – INDOT PM Mark Blake
