Shri Swadheen Kshatriya, Chief Commissioner RTS belongs to the 1980 batch of IndianAdministrative Service. During initial years of service, he held various assignments like AssistantCollector at Pusad & Washim, CEO Zilla Parishad, Ahmednagar & Collector, Nanded. Thereafter,he was on deputation to Government of India in the Ministry of Steel, Power & Ministry ofHome Affairs.

On return from Government of India, he held other important assignments in Maharashtraincluding Vice President & CEO MHADA, Commissioner, Sales Tax, General Manager BEST,Principal Secretary, Housing Department, Principal Secretary to Chief Minister, MunicipalCommissioner of Mumbai and then, Additional Chief Secretary (Revenue).

As Commissioner, Sales Tax he was Chairman of the Committee for classif ication ofCommodities and use of Harmonized System of Nomenclature and drafted the law for ValueAdded Tax system. As Principal Secretary of Housing Department he wrote the Housing Policyfor the state focusing on affordable housing. As ACS(Revenue) he prepared the policy forrenewal of leases, carried out re-organisation of sub-division and introduced the SuvarnaJayanti Rajaswa Abhiyan which received tremendous response.

He was the Chief Secretary to the Government of Maharashtra from 1st August, 2014 to 28th

February 2017. As Chief Secretary of Maharashtra State he has played an important role informulating the Right to Services Act and its implementation. The Make in India event andBRICS Conference organized in Mumbai were very successful. For Ease of Doing Business largenumber of permissions were reduced and simplified by introducing Single Window System.For mitigating the drought conditions more than 5000 villages were covered every year underthe Jalyukta Shivar Scheme which emphasizes Watershed development, Area treatment andcreating water bodies in these villages. Similarly, an ambitious programme for constructingfarm ponds was undertaken. Farmers in the worst drought affected Districts were providedsubsidized- wheat at Rs.2 per Kg & rice at Rs.3 per Kg. Drinking water was transported bytrain over 300 Kms for city of Latur. Despite the drought conditions, Maharashtra Staterecorded growth rate of 8% during the year 2015-16.

As a Chief Secretary of the State and Chairman of Various High Power Committees, he gavemomentum to various ambitious projects like Navi Mumbai International Project, MumbaiTrans Harbour Link (MTHL), Metro Projects. A very long pending project of CCTV in Mumbaiand Pune got commenced only after he sorted out issues through consistent follow-up andreviews.

On 1st March 2017 Shri Kshatriya was sworn in as the first State Chief Commissioner for Rightto Service for a Five Year Term. He has been entrusted with the responsibility to insure thatthe Maharashtra Right to Public Services Act is implemented in letter and spirit.

Shri Aditya Prasad Padhi joined the 1983 batch of IAS in Odisha Cadre after his Bachelor’s degreein Electronics & Communication Engineering from the Indian Institute of Science, Bangalore.Shri Padhi has wide experience working in Govt. of Odisha & Govt. of India being placed in KeyDepartments i.e. Rural Development, Industries, Urban Development, Finance, Transport andHome. During 1992-94, Shri Aditya Prasad Padhi did his MBA at the Yale School of Managementin USA on a World Bank scholarship. Prof. Sankar Ghosh

Dr. Sankar Ghosh is the Silverstein and Hutt Family Professor of Microbiology and chair ofmicrobiology and immunology at Columbia University, in New York. His research focuses onunderstanding the regulation of signal transduction and gene expression mechanisms in innateand adaptive immunity.

Dr. Ghosh received his bachelor’s degree in 1979 and his master’s degree in 1981, both fromCalcutta University in India. He completed his Ph.D. in molecular biology from Albert EinsteinCollege of Medicine in New York in 1988. Dr. Ghosh carried out his postdoctoral fellowshipwhile working in the laboratory of Nobel Laureate Dr. David Baltimore at MIT. Dr. Ghosh’sresearch has led to the publication of 116 papers in premier scientific journals, including Nature,Cell, and Science, as well as 44 chapters, review articles and books. He was the recipient ofthe 2002 AAI Pharmingen Investigator Award, the 2006 Ranbaxy Science Foundation Awardfor basic medical research, the 2008 F.W. Alt Award for new discoveries in immunology fromthe Cancer Research Institute, the 2010 American Association of Indian Scientists in CancerResearch-Outstanding Scientist Award, and the 2017 Distinguished Ph.D. Alumnus Award fromAlbert Einstein College of Medicine. In 2007, he was elected as a Fellow in the AmericanAssociation for the Advancement of Science.

Dr. Ramesh Talreja is currently Tenneco Endowed Professor in the Department of AerospaceEngineering and in the Department of Materials Science and Engineering at Texas A&MUniversity. Prior to that, 1991-2001, he was a professor of aerospace engineering at GeorgiaInstitute of Technology. Dr. Talreja has published extensively in the composite materials field.He has written 34 book chapters, given over 240 invited presentations at conferences,universities and industry R&D organizations, taught over 20 short courses, and is or has beenon Editorial Boards of 18 international journals. He is the recipient of the 2013 ICCM Scala Awardand World Fellow and Life Member of ICCM. His current interests are in cost-effective andsustainable design of composite structures.

John’s independent research career began at The University of London (UCL), School ofPharmacy in 2005, where he was appointed as an RCUK-EPSRC academic fellow in ChemicalBiology & Cancer Medicinal Chemistry.

In September 2007, he was appointed at the University of Nottingham as an AssociateProfessor in Organic Chemistry, and in 2017 moved to his current position as Professor ofOrganic Chemistry at the La Trobe Institute for Molecular Science.

John is a professional visiting scientist in the Sharpless laboratory at The Scripps ResearchInstitute (La Jolla), and Chair Professor of Biomimetic Synthesis and Chairman of the AmityInstitute for Click Chemistry Research and Studies (India).

His research interests include Click Chemistry, Biomimetic Synthesis, Anti-Cancer & AntibioticDrug Discovery and Chemical Biology.

Niraj Kumar (1973-) is the author of classic work on Asian Integration, “Arise, Asia! Respond toWhite Peril” (January, 2003). The sequel “Asia in Post-Western Age” has been published in2014. His recent edited work is “Himalayan Bridges” (KWP: 2016) [co-editors Ambassador P.Stobdan and famous linguist George van Driem]. His works span from global financial marketto geopolitics. He works with equal passion on grand strategy of major powers, counter-insurgency strategies, structure of mantras and economic theories. He has to his credit twovolumes of poetry in English, “Autopsy of Revolution” (2006) and “I Have No Voice” (2012).He was closely associated with legendary socialist leaders George Fernandes and instrumentalin reviving the magazine OtherSide launched by George Fernandes. Recently, he launchedthe initiative of Asia Peace Forum under the aegis of Society for Asian Integration with whichhe is closely associated. He is an initiate in Ramakrishna Mission Order and disciple of SwamiRanganathanadaji Maharaj.

His forthcoming work is Nalanda: Recovering the Fusion of Horizons (DK Printworld, 2017).

At present, he is serving as Deputy Secretary, Department of Land Resources in theGovernment of India.

Dr. P. B.Vidyasagar has been working in the field of Medical and Health Physics for the lasttwenty years. The significant contributions that he has made assume more importance onthe following background. He has started his work in this field at the times when it was littleknown in the University system. Over the years he has been able to develop the tradition ofinterdisciplinary studies by introducing various courses and also motivating students toundertake research programs in this field. Dr. Vidyasagar has made unique and significant contributions at the interface of science andsociety through scientific writing. Over the years he has participated in science popularizationprograms organized by Govt. of India and other Non Governmental Organizations. He has tohis credit 13 books (Marathi and English), about 150 articles in news papers and magazines, 25Radio talks, Ten educational films, about 100 lectures on science subjects at remote places,school and colleges. One of his books has been translated in Kannada language and has beenserialized in a weekly. The other book has been read on All India Radio for one year. One of hisbooks Superclone is used as a text book for M.A. Marathi degree of Pune Univ. His academicand social contributions are duly recognized by the academic and social organizations andhave bestowed on him prestigious awards such as Best Teacher award by University of Pune,Vidya Vyas Puraskar by Vidya Sahakari Bank and G. R. Paranjape award by Maharashtra SahityaParishad. Dr. Vidyasagar has been awarded Regular and senior associate ship by AS-ICTP.

Teaching and Education

Dr. Vidyasagar has designed, modified and taught courses at undergraduate and post graduatelevel related to biophysics and medical instrumentation. He has also been instrumental inestablishing degree courses such as B.Sc. (applied) (optometry) and B.Sc.(applied) (BiomedicalTechniques). He has conducted refresher courses for college teachers on a national basis.Interactive software tools that have been developed by his research team can be used forapplications in the hospital as well as for medical education. Sunil Khanna is the President and Managing Director of VERTIVTM in India. He was appointedto the role in September 2012, moving over from his previous responsibility as ManagingDirector of the Emerson Process Management business in India.

Sunil’s primary focus at VERTIVTM is to lead the organization to drive growth and profitabilityin line with VERTIV’s strategic direction and business ethics. He is also tasked with theresponsibility of organizational development and talent management in order to sustain longterm growth and enhance the company’s competitive edge in the market place.

An integral part of VERTIV’s growth story in India over the years, Sunil has been a strongadvocate for the customer and is actively involved in Industry-Academia initiatives. He is oneof the Founding members of the Automation Industry Association and has led the trade-bodyin the role of President from 2008 to 2010. He was also elected a Member of CII NationalExecutive Council in 2009-2010. Additionally, he has been a member of CII’s Western ZoneCouncil on Green Initiative & Employable Education. Mr Sunil Khanna was elected as ViceChairman of Maharashtra State Council from 2015-16 and elected as the Chairman for the year2016 -17.

Sunil had joined Emerson Process Management in India in 2004 and was appointed MD in2006. Prior to joining Emerson, he was engaged with ABB India and held various leadershippositions including vice president - automation technology. He has a cumulative experienceof over 30 years in the Industrial and IT sectors. Sunil also has vast international work experienceincluding postings in Singapore, Indonesia, UK and USA.

Sunil holds a Master of Technology (M. Tech) in Electrical Engineering from IIT, Kanpur 1978and a Bachelor of Technology (B. Tech) in Electronics Engineering from IIT-BHU 1976. Headditionally has a Graduate degree from the Emerson Leadership Program.

Sunil is based in the company’s India headquarters in Thane, Maharashtra.

Ásdís Guðmundsdóttir has a BA in Sociology and Mass Media from the University of Iceland,and a Msc in Management from Bifröst University. She also has a MA degree in InternationalManagement from the EAE business school in Barcelona. Her work experience includesdirecting a labour union, teaching, both on University and college level as well as counseling.She is currently a project manager, consultant and a trainer at the Directorate of Labour inIceland.

Ásdís manages several projects for women entreneurs, such as Grants for WomenEntrepreneurs, provided by the Ministry of Welfare and Svanni – Loan Guarantee Fund forwomen. She has extensive experience in European level projects and is leading one Erasmus+project for women in rural areas where the aim is to provide training and networking.
