In China the legal and cultural environment for Industrial Zone Authorities leads them to not allow

be accepting of flex-space industrial parks.

They want:: pre-determined amount of invested capital per sq

meter of land

pre-determined quality of invested technology

pre-determined amount of employment

Definite tax revenue streams

These goals are understandable, but they limit the type of companies who can come in and set up operation. They make it hard for SME’s to invest.
