Introduction These Information and Publicity guidelines have been produced by the Welsh European Funding Office (WEFO), part of the Welsh Government, to ensure that information and publicity measures are fully integrated into project delivery arrangements. Promoting the support from the European Union’s Structural Funds Programmes is a condition of grant and is included within the approval letter. As an integral element of visits undertaken by the Welsh Government’s Project Inspection and Verification Team, it will need to be verified that the EU support has been properly acknowledged throughout all project documentation and other publicity and information material, including electronic material. Some or the entire grant awarded may be reclaimed if such support is not acknowledged in accordance with the approval of grant and the guidance on publicity. The guidelines set out how project sponsors can meet their publicity requirements at each appropriate opportunity (e.g. use of logos on stationery, leaflets, websites etc) and who you should contact for further information and advice, and where relevant, approval (e.g. logo size). Project sponsors will be required to set out similar provisions in their contractual arrangements with providers. Publicity costs Publicity costs are an eligible project cost and should be discussed with your Project Development Officer (PDO) at the outset of your project application.

Publishing project details on the WEFO website Project sponsors should be aware that in accordance with Article 7 of EC Regulation 1828/2006, WEFO will publish basic details about approved projects on the WEFO website; i.e. the name of the beneficiary, project name, and the amount of ERDF and / or ESF grant allocation. WEFO may also choose to publicise approved projects via other channels (e.g. press releases, advertorials, brochures, events etc). Branding and Logo rules In line with Article 9 of European Regulation (EC) 1828/2006, the Welsh European Funding Office has developed two new Structural Funds logos for Wales. Each logo comprises four elements as follows:

• emblem of the European Union in accordance with the graphic standards set out in Annex 1 of Commission Regulation 1828/2006;

• type of fund i.e. European Regional Development Fund (ERDF) or European Social Fund (ESF);

• Welsh Government (WAG) logo; • Bilingual statement: ‘Europe and Wales: Investing in your Future’:

EU Generic Logo

The EU Generic logo was produced for WEFO use only for publicising all the programmes we run. The logos have been specifically designed. They must NOT be altered, redrawn, or cropped in any way as this affects the impact and quality of the logo. All project sponsors are required to display (via publicity material, plaques, billboards, stationery etc), either the ERDF (European Regional Development Fund) or the ESF (European Social Fund) logo, depending on the delivery of operations. Both logos will need to be used for dual-funded projects. The logos are available from the WEFO Communications team.1

The logos are available in EPS, JPEG and GIF format. If the logo is for use on a website please ensure that it is at least 146px by 109px and links to the WEFO website 'http://www.wefo.wales.gov.uk' The logos have been produced in portrait style. Use of landscape versions is only permitted following the approval of WEFO’s Communication team. We prefer the logos to be situated on the right hand side of documents/publications etc, whether at the top, middle or bottom. Strapline Following the European Commission’s agreement, the bilingual strapline for all 2007–2013 Programmes in Wales is ‘Europe and Wales: Investing in your Future’ Logo size and wording The logos must be reproduced to a satisfactory quality when enlarged, and fully legible when reduced in size. In all cases, the minimum size requirement is 39mm wide x 29mm high. (There is no maximum size restriction.) We recommend that you use the following measurements as a guide when applying logos to publications/documents etc:

• A4: 39mm wide x 29mm high • A3: 45mm wide x 35mm high • A2: 60mm wide x 47mm high • A1: 90mm wide x 69mm high

If printing at these sizes compromises the legibility of the logo, you should include the text ‘Part funded by the European Regional Development Fund through the Welsh Government’ or ‘Part funded by the European Social Fund through the Welsh Government’. When sending artwork to the WEFO Communication team for approval please ensure that you provide dimensions for the publication/document as well as dimensions for the ERDF/ESF logo. Please factor in at least 2 working days for artwork approval to be granted by WEFO. Logo colour The logo should be used in full colour wherever possible. For some circumstances, a black and white version of the logo may be used with prior written approval from the WEFO Communications Team. The logo colours are: reflex blue, process yellow and process black:

Use of other Welsh Government logos Where match funding for a European-funded project is sourced by the Welsh Government, you may need to only include the ESF and/or ERDF logo, as these already include the Welsh Government emblem. However, project sponsors will need to seek agreement from the Welsh Government’s Brand Team (contact tel: 0845 010 3300 or e-mail [email protected] for guidance). Please see Annex 1 for further guidance on how you should use the EU logo.

Billboards In line with Article 8 of EC Regulation 1828/2006, all infrastructure or construction projects, supported by the European Structural Funds programmes must erect a billboard at the site during the construction phase, for which the project sponsor will bear the cost. These costs should be discussed with your Project Development Officer (PDO) at the outset of your project application as billboards form an eligible project information and publicity cost. Billboards may either reflect all sources of finance or may just show the respective fund logo. The size and positioning of the logo will need to be agreed by the WEFO Communications Team. The section of the billboard showing European funding support must meet the following criteria:

• the logo must cover at least 25% of the overall billboard size;

• the relevant fund logo should be used, i.e. ERDF (European Regional Development Fund) or ESF (European Social Fund); and

• the EU logo should be no smaller than any other logo shown on the billboard. Here are some examples of good practice:

Following completion of the construction/infrastructure works, the billboard must remain in place for six months. When the work is completed the project sponsor is required to display a permanent commemorative plaque which WEFO will supply free of charge (Please see Commemorative plaque section below).

Commemorative plaques Permanent commemorative plaques are an excellent way to evidence European Structural Funds support. All of our bi-lingual plaques are made from sustainable materials and are available free of charge to all sponsors and beneficiaries. One plaque is sent automatically at approval stage and further plaques can be requested by contacting the WEFO Communications Team. The plaque size is 285mm x 360mm. Where possible, they must be located at the main entrance/reception area, or the most public part of the building. They must be clearly visible to the general public, as well as to staff, participants and other beneficiaries.

Press and Public Relations (PR) It is important that the Welsh Government and project sponsors work together to maximise publicity for projects and highlight the contribution the European Structural Funds are making in Wales. Therefore, before any project sponsor enters into any media-related project publicity they should first contact WEFO’s Press and PR Manager. Records should be kept of formal and informal announcements, press and journal articles and press releases, media interviews (television and radio) and official launches and openings to evidence the publicity measures being undertaken during your project’s lifecycle. These will also help the Welsh Government to monitor any media coverage relating to European-funded projects, as well as the Structural Funds programmes in general. Press releases Press releases are an important way of engaging with the media and communicating messages to the general public. All press releases, features and advertorials relating to a project or beneficiary (e.g. announcing a project approval, a launch event, achievement of milestones) must acknowledge the funding received from the Convergence or Regional Competitiveness and Employment ERDF and ESF programmes 2007–2013 delivered through the Welsh Government; for example:

• the project has been part-funded by the European Regional Development Fund through the Welsh Government.

• the project has been supported by the European Social Fund through the Welsh

Government.

• the project, backed with £12 million from the European Social Fund through the Welsh Government, will help … etc; and

• the project is supported by the Welsh Government, including the European Social Fund.

To monitor this requirement, all draft press releases should be sent, as early as possible prior to publication, to the WEFO Communications Team. This arrangement will also allow us to consider the inclusion of a Ministerial quote and/or Ministerial attendance at a proposed event, as well as possible involvement during the event planning stage. It will also help ensure we can maximise any PR relating to events, project achievements and milestones/case studies by promoting stories on the WEFO website, EU4U, advertorials, and gaining regional, national/EU coverage etc. As part of your press release, you should further describe the tasks of the ERDF and/or ESF e.g. raising skills, job creation, and business support. Please also note that abbreviations must not be used before first spelling out the name of the fund in full. If you choose to refer to the Welsh European Funding Office (WEFO), it must be made clear that WEFO is part of the Welsh Government which is responsible for administering the European Structural Funds in Wales. Project announcements and achievements When a project has been awarded EU funding, it will be announced by the Welsh Government Minister whose portfolio the project activity falls within. Following confirmation of project approval, WEFO’s Press and PR Manager will contact you to discuss a suitable PR approach for a Ministerial announcement. Sponsors should not issue any publicity about project approvals, achievements, milestones etc without first consulting WEFO. Where possible, project funding announcements and achievements should be accompanied by case studies to demonstrate how the project will create benefits for people, businesses, communities and environment of Wales. Using human interest stories is a powerful way of communicating the message of the benefits of the Structural Funds and increases the prospect of media / press coverage. Please see Annex 2 for an example of a press notice.

Your website Project sponsors’ websites should clearly acknowledge the EU funding awarded by displaying the respective ERDF or ESF logo, as a minimum requirement, on the home page. If there are other logos on the page then the ERDF or ESF logo should be given equal prominence. The logos are available in EPS, JPEG and GIF format. Please ensure that it is at least 146px by 109px and links to the WEFO website at 'http://www.wefo.wales.gov.uk' with the alt tag of ‘Welsh European Funding Office’.

Other publicity Information/material Publications remain an important marketing tool. The ERDF and ESF logos must be clearly shown on all publications/leaflets/booklets/flyers relating to the project in order to acknowledge Structural Funds support, provided through the Welsh Government. Corporate stationery Corporate stationery includes letterheads, compliment slips, note pads, business cards etc. The relevant ERDF and/ or ESF logo should be used on all stationery relating to the European-funded project and should be positioned on the right hand side where possible. In all cases, logos should be a minimum size of 39mm wide x 29mm high. Information events Conferences, seminars, fairs and exhibitions relating to European-funded projects must display the ERDF and/or ESF logo in a prominent place (e.g. display/banner stands and literature) and on any other publicity material used for the event. To ensure logos are displayed appropriately on roll-up banner stands/nomadics etc, please send a draft of your proposed artwork to the WEFO Communications Team for approval Europe Day Lead project sponsors are encouraged to fly the European flag at their site during the week of 9 May (Europe Day) for each year of the programming period 2007–2013. Promotional items Promotional items include banners, pop-up stands, visual presentations, pens, pencils, lanyards, mugs, key rings, bags, t-shirts etc. The relevant ERDF and/or ESF logo should be used on all promotional items relating to the European-funded project and should be positioned on the right-hand side where possible. In all cases, logos should be a minimum size of 39mm wide x 29mm high. Information to beneficiaries Project sponsors are required to make their beneficiaries / participants aware that they are participating in a European-funded project. This is particularly important for beneficiaries of training and employment schemes, and businesses and community groups benefiting from European-funding support. Clearly stating the European funding support in letters to

beneficiaries, as well as using the ERDF or ESF logo on award certificates / application forms etc, are just some of the many options available. The free commemorative plaque should also be placed where it is clearly visible to beneficiaries.

Keeping WEFO informed It is essential for project sponsors and the Welsh Government to work together to ensure we are meeting the EC Regulations 1828/2006 on Information and Publicity. It is therefore important that you include us on your mailing list for proposed press releases, announcements, newsletters etc. WEFO and/or a Welsh Government Minister may also be interested in attending project launch events. We would also welcome any photographs / DVDs of your project, which we may use as part of our own publicity measures to promote how the European Structural Funds are creating benefits for the people and communities of Wales. This includes funding from the current (2007–2013) and previous (2000–2006) EU programmes in Wales.

Welsh language and sustainable development In line with the Welsh Government’s Welsh Language Scheme and Iaith Pawb, the National Action Plan for a bilingual Wales, where possible, all publicity activity relating to your project should be bilingual. Publicity activity, including translation costs, is an eligible project cost, so please discuss with your WEFO project development officer (PDO) at the outset of your project application for European funding. In addition, greater awareness of the environment and sustainable development should be carefully considered in the production of printed literature and use of recyclable materials. Exclusion zone The exclusion zone is the area of clear space that should surround the logo. This is to ensure visual impact, without interference from other elements e.g. other logos, text etc. The exclusion zone is calculated by taking the height of an upper case letter and multiplying it by three. For electronic publications, such as websites, the exclusion zone is calculated by taking the height of an upper case letter on the gif version of the logo which is 5px (or 1 x the height).

Annex 2 Press Release

EU backed scheme to deliver highly skilled workers A £20 million initiative aimed at increasing the number of highly skilled workers in Wales has been announced by First Minister of Wales Carwyn Jones AM.

Through the Access to Masters (ATM) programme, led by Swansea University’s School of Engineering, over 1,400 Masters degrees with annual bursaries and tuition funding worth up to £8,450 will be available to help scholars gain the skills they need to drive forward innovation in businesses in Wales.

ATM is backed with £12.3 million from the EU’s Convergence European Social Fund (ESF) through the Welsh Government. Further funding is provided by the Welsh universities and their private sector partners.

First Minister of Wales, Carwyn Jones AM, announced the funding at Swansea University where he met the first recipient to take part in programme, Ed Carter, who is currently working for local firm, Schmoos Cycles developing shock absorbers for mountain bikes.

Mr Jones said: “Access to Masters represents a crucial step in ensuring that high calibre students are equipped with the skills needed to take up employment in local businesses and position them at the forefront of innovation.

“Raising the skills of the future workforce will encourage greater productivity and growth for businesses across Wales, developing a strong and dynamic economy able to compete on a global stage.”

ATM students will be given the opportunity to apply these high level skills in a ‘real-life’ setting through work placements in key industry and business sectors - improving their chances of gaining employment.

The ATM scheme complements existing skills-based initiatives such as Bangor University’s £33m KESS programme (Knowledge Economy Skills Scholarships) – also backed with £19m ESF, encouraging graduates to further develop skills demanded by employers in the 21st Century.

The Taught Masters format of the coursework will ensure that the graduates move up the skills ladder and the practical, industry-based projects – undertaken with the support of a local company – will ensure that each work-based project is scoped to solve a specific business challenge.

Small and medium sized companies involved in one of the Welsh Government’s key priority areas – the digital economy, the low carbon economy, health, biosciences, advanced engineering and manufacturing – are invited to participate in the multi-disciplinary initiative and benefit from a postgraduate research project tailored to meet the specific needs of the business.

Professor Richard B Davies, Vice Chancellor of Swansea University, concluded:

It is crucial that the Higher Education sector in Wales continues to collaborate with industry and business to ensure that we develop the highly skilled, adaptable, and valued graduates that are capable of building rewarding careers in the sectors of strategic importance to the knowledge economy.

The significant investment made will improve the employment opportunities of the ATM and KESS-funded students; while employers, business and the wider economy will benefit from the increased flow of talented and highly skilled graduates.
