Overview of the Unit cost financing mechanism
A. Principles
• The EU grant for Sector Skills and Knowledge Alliances is based on:
– A unit cost contribution 16 separate unit staff costs - 4 groups of countries on the basis of their respective GDP per capita, and to each group is allocated a unit staff cost for the 4 distinct personnel categories.
– Related to staff working days Staff working days x unit cost = EU Grant (contribution for implementing the project)

Overview of the Unit cost financing mechanism
• The resulting EU grant is the EU contribution to cover all activities/costs of the project, whatever their nature:
– Nature: staff; travel and subsistence; subcontracting;
equipment; direct and indirect costs – Activity directly linked: project management, project meetings,
intellectual outputs , IT tools, analyses, studies, dissemination, participation in events, conferences, travel, etc.
B. Optional funding Mobility activities:
- Short term mobility of learners and staff in order to support or complement the other activities of the Alliance

Unit cost financing mechanism Staff working days • Related to permanent, temporary, and interim staff employed by
partner organisations and listed in the detailed project description - section III.2.3, with an employment contract and assigned to the project implementation in accordance with the provisions of the grant agreement.
• Learners, volunteers and persons working through subcontracting (e.g. freelancers, self-employed person, sole traders) cannot be considered as staff member.
• Unit rate cost linked to staff days includes all costs.

Financial aspects linked to the application
Accurate estimation of working days considering: • Appropriate number of people involved in the implementation of
project/work package in coherence with project objectives.
• Cost efficiency of the profile/competence requested for a good implementation of the project in coherence with project objectives.
• When considering the cost benefit ratio, please keep in mind that the unit rate includes all costs.

4. Advice/tips for preparing your application

A strong proposal/application
• Coherent (problems, solutions, target groups, activities, budget, ambitions/resources/competence)
• Simple (objectives, approach)
• Evidence based (ex-ante needs analysis, state of art)
• Clear (identifying the need for such a proposal, solutions, and outputs)
• Rigorous in its planning (which activities, when, for how long, and with what resources)
• Explicit (do not take for granted any information, if it is not in the application it cannot be taken into account)
• Circumscribed (a proposal is not about solving the world’s problems, but about solving a specific issue)
