Changes to the delivery of alcohol and other drug services in Victoria

The Victorian Department of Health has redeveloped and recommissioned Victoria’s non-residential alcohol and drug treatment system.

Commencing 1 September 2014, delivery of adult non-residential treatment and support services will involve:

• 16 Victorian catchment areas

• 27 lead community organisations

• 83 providers/consortiums

Central to these changes is the establishment of a dedicated single-point intake and assessment provider in each catchment.

secada is now one of these providers in the south east Melbourne catchment.

information for health professionals

South Eastern Melbourne PHN is the lead agency for secada and gratefully acknowledges its partnering agencies.

Who is secada?secada is a consortium of six organisations in Melbourne’s south east. These organisations are committed to:

• reducing Alcohol & Other Drug (AOD) use,

• improving physical and mental health, and

• reconnecting people to their families and their community.

Each consortium partner has a long history of providing specialist AOD services in the catchment. They also have extensive experience with the client group, including those with co-occurring mental and physical health issues and complex social and forensic needs.

secada partners are:

• Monash Health

• Odyssey House

• Taskforce

• Windana

• YSAS - Youth Support & Advocacy Service

South Eastern Melbourne PHN is the lead agency.

The secada approach

secada promotes a holistic, ‘one person, one plan, one record’ approach to support seamless service delivery to clients and families. secada also works closely with the SURE* alcohol and drug consortium and other health and human service providers in south east Melbourne to provide client information from intake and assessment via timely and secure messaging.

The intake and assessment process offers both face-to-face and telephone responses to clients and families seeking help for alcohol and drug problems.

An online appointment scheduler is available to all secada staff. This enables clients – from first point of contact, through to assessment and service delivery – to leave with their next appointment confirmed.

secada’s ‘no wrong door’ approach ensures all callers are connected to necessary supports as quickly as possible. Clients who are ineligible for secada will be redirected to an appropriate service for them.
