The Sacramento County 2020/21 Information Technology Plan outlines our efforts to update and enhance our technology infrastructure while demonstrating our commitment to enhancing community access to County services and ensuring that the County operates in a secured technology environment. Sacramento County is dedicated to providing quality services to our residents and employees, and preserving and securing our current IT infrastructure while preparing for the future. Our goals for the coming year are high, and we will accomplish these through careful and skillful planning and collaboration.

Message from

The Chief Information Officer

As we continue to modernize the County’s information systems, identify security measures, prepare efficiencies and streamline business processes, the Department of Technology has outlined upgrades and enhancements that will be the focus of the County 2020/21 Information Technology Plan. The Department of Technology has many dynamic projects in progress, which include enhancing online information and community access to county services and supporting major business projects to promote growth. We are also working on improving capabilities of the voice and data networks; improving the cost effectiveness and utilization of IT resources and services; enhancing radio communications infrastructure; and delivering IT services in a consistent and secure manner. As COVID-19 disrupted daily life and employees transitioned to remote work, the Department of Technology acted swiftly to bring options for working remotely and provided capabilities that allowed employees to seamlessly work from home. During this time, we had in excess of 3,000 employees working remote at any given time. To better serve County departments and our residents over the next 12 months, we will focus on:

• Expanding electronic access to County services

• Enhancing the County’s IT infrastructure

• Managing internal IT service delivery from a Countywide perspective

• Ensuring the County operates in a secured technology environment

Chief Information Officer (CIO)

The CIO is responsible for Sacramento County’s strategic use of technology, managing the Department of Technology, and working closely with County departments to implement IT systems that improve business processes and enhance citizen services. The CIO reviews the acquisition of IT services, systems, and resources for consistency with established standards, and works with the County Executive’s Office to secure funding for IT projects. The CIO is also the County Chief Information Security Officer (CISO).

COMPASS Steering Committee (CSC)

The Comprehensive Online Management Personnel and Accounting System (COMPASS) Steering Committee makes policy decisions regarding the use of the Enterprise Resource Planning (ERP) system, sets priorities for implementing changes, communicates policies and decisions countywide, and obtains the resources needed to accomplish the COMPASS mission. Members of the CSC include: Chief Deputy County Executive for Administrative Services departments, Department Directors of Personnel Services, and Finance and General Services. The CSC meets quarterly and is chaired by the CIO.

Geographical Information System (GIS) Steering Committee

The GIS Steering Committee recommends policies and provides guidance for the application of Geographic Information Systems technology in Sacramento County. The committee advocates for shared resources, coordinated integration and delivery of geographic information in order to provide superior service to County departments and constituents. The GIS Steering Committee meets quarterly and membership is open to all departments.

Integrated Justice Information System (IJIS) Steering Committee

The IJIS Steering Committee determines policy direction and project approval for IJIS. The committee ensures that projects are designed and implemented to meet the data sharing needs of 19 stakeholder organizations related to adult and juvenile criminal justice activities. A subcommittee of the Sacramento County Criminal Justice Cabinet, the IJIS Steering Committee is comprised of a technology committee responsible for project development and implementation and a security committee, which provides oversight for criminal justice data security.

Expand Electronic Access to County SevrvicesGoal 1 | Enhancing Information & Community Access to County Services via the InternetThe Department of Technology (DTech) is committed to extending the highest level of service to our customers by providing convenient access to County information and services anytime, anywhere, and on any device. DTech developed the “My Utilities” portal this year to allow customers to view and pay utility bills, look up past payments and bills, manage multiple accounts and set payment reminders. Next year, we will continue to enhance our customer’s online experience through strategic upgrades and enhancements.

Our online inclusion objectives include:

• Move our Intranet SharePoint Sites to the 2019 environment and decommission the 2016 environment

• Implement Consolidated Utility Billing (CUBS) Portal phase 2

• Upgrade Countywide Agenda Management System

• Implement remote Public Comments System for public meetings

• Implement COVID-19 grant funding request workflow process

• Design and implement new Frequently Asked Questions (FAQ) format for Department websites

• Implement Residential Real Property GIS Viewer.

Goal 2 | Supporting Major Business Projects to Promote GrowthWe aim to be a strategic partner for County departments as they evaluate business needs and implement dynamic solutions in an evolving technology environment. The Department of Technology completes an annual assessment of the County’s most critical systems to determine the support required to continue business operations. Many of the projects in the upcoming year come from this assessment and aim to retire legacy systems, automate business processes, and help Departments achieve their digital business strategy through application modernization.

Featured Project

Automation

The Property Tax Team has worked on multiple projects this year to increase efficiencies and reduce manual processing. One of the most recent projects has automated the creation of weekly tax bills resulting in reducing manual processing by 90%. The use of business rules and validation allows staff to focus on the exceptions instead of manually validating and creating each

bill. The process also cancels prior bills and reverses the payments.

Enhance the County’s IT InfrastructureGoal 1 | Improving the Capabilities of the Voice and Data NetworksCounty of Sacramento’s Wide Area Network (CoSWAN) supports over 14,000 IP telephones and analog communication devices. Many of these telephones have been active since the original migration to IP telephony began, back in the early 2000s. As the Communications Management infrastructure is upgraded, those older unsupported telephones have been deprecated. At the same time, enhancement of the infrastructure allows for support of “soft” phone applications that no longer require a telephone appliance, but are virtual phones emulating a telephone’s functionality. This application can run on desktop and laptop PCs, as well as on smartphones. The new application is called Jabber and gives CoSWAN clients a very flexible and portable telephony option, as well as an opportunity to significantly lower cost when considering telephone replacement. The projects outlined for the following year include upgrades that allow us to continue to provide robust and secure communication networks for the County.

Voice and data objectives include:

• Implement Network Access Control infrastructure (Identity Services Engine) to allow granular control of internal resource access from the edge of the network

• Deployment of Cisco’s Umbrella infrastructure to disallow DNS access to bad actors

• Implementation of Cisco’s Jabber (software phone), allowing the County’s telephone traffic to be forwarded to user’s remote location

• Data center upgrade – Replacing core network hardware in both data centers

Goal 2 | Improving the Cost Effectiveness and Utilization of IT Resources and ServicesDTech continuously looks to extend resources and services in a way that will provide cost efficiencies to departments across the County. In the coming fiscal year, we continue to look for cost and resource efficiencies by ensuring that the County workforce is operating in a current, supported technology environment.

• Support the County during the COVID-19 Public Health Emergency

• Develop a Plan for DTech staff returning to the office safely

• Update DTech Continuity of Operations Plan

• Migration of tertiary (tape) archival backups to digital cloud-based storage for Clerk-Recorder and Department of Human Assistance

• Migration of VMWare environment to Microsoft HyperV platform to reduce cost of virtual server licensing

• Migrate off the current version of FileNet 2008 servers that are no longer supported

• Upgrade to the current version of Accela

• Upgrade and migrate all Enterprise Service Bus (ESB) packages to the Version 10.x of the Web methods ESB software which is hosted on new servers

• Windows 10 upgrade to version 1909

Goal 3 | Enhance Countywide Radio Communications InfrastructureThe Sacramento Regional Radio Communications System (SRRCS) is a region-wide public safety communications system resulting from a twenty-year partnership of many governmental jurisdictions that have collaborated and shared resources to develop and operate a state of the art public safety communication network.

In January 2013, SRRCS began an eight-year transition from the analog radio system to a new 30-channel Project 25 (P25 or APCO-25) compliant system. P25 is a suite of standards for digital radio communications for use by federal, state, and local public safety agencies in North America to enable them to communicate with each other during emergencies. The transition to the P25 system is planned to complete in December 2020.

SRRCS is in the process of implementing new capabilities for its subscribers. The regional partners are working on policy and procedures for connecting smart phones to the infrastructure so the smart phone will have push to talk capabilities like radios. SRRCS is also researching the cost effectiveness of enabling Global Position Satellite (GPS) tracking on all mobile and hand held radios attached to the system.

Our radio communication upgrade objectives include:

• Replace SRRCS microwave backhaul network on all radio towers

• Complete migration of all SRRCS customers to the new P25 System and decommission the legacy radio system

Manage Internal IT Service Delivery from a Countywide PerspectiveGoal 1 | Deliver IT Services in a Consistent Manner CountywideTo promote the delivery of IT Services in a Consistent Manner Countywide two new initiatives were implemented. The first is a monthly technical review meeting where technical topics affecting the County’s desktop environment are discussed and standards are set for all the disparate environments. This meeting is specifically targeted to all Field Service Managers and Supervisors, but open to all technical staff that wish to attend. The second initiative is a countywide agreement standardizing our supported Windows 10 environment on the Fall Release; this combined with the policies and procedures on how the County will continue to upgrade environments ensures we keep our operating systems on supported versions.

Our organizational objectives include:

• Evaluate IT infrastructure hardware and software tools for technology alternatives to reduce operating costs

• Support the Department of Voter Registration and Election during the Presidential election

• Upgrade Jira, Service Desk, Manifest / Insight, Confluence and all related add-ins to the current version

• Upgrade to ArcGIS Countywide platform

• Implement the 2020 COMPASS support packs

• Streamline the business process for County vendor invoice payments (Claims) in COMPASS, for Finance Payment Services

• Implement Fiori for the interactive forms in COMPASS

• Automate Access Admin requests to the Help Desk

• Complete implementation of the County Budget System

Ensure the County Operates in a Secured Technology EnvironmentGoal 1 | Deliver IT Services in a Secure MannerSecure IT service delivery requires continuous accurate tracking of information systems, their supporting operating system (OS) versions and frequent, regular auditing of those devices for potential security vulnerabilities and compliance issues. Additionally, it requires dynamic and constant monitoring of the state of those devices to guard against malware exploits or malicious access to those devices by external actors. To meet these requirements, DTech has deployed Tanium to maintain IT asset management (ITAM) and endpoint vulnerability assessment (VA) along with Crowdstrike for endpoint detection and response (EDR).

Our information security objectives include:

• Implement National Institute of Standards and Technology (NIST) Security framework and controls policies

• Expand the County Security Operation Center Capabilities by implementing Tanium for Vulnerability scanning and asset management

• Implement Multi-Factor Authentication (MFA) – and extend it across the enterprise

• Ensure security patches are being done and security measures can be taken if there is an incident

Awards & RecognitionBest of the Web – 1st Place WinnerThe Center for Digital Government announced Sacramento County’s website took first place honors in its 2015 Best of the Web Award, County Portal category. For 20 years they have recognized cities, counties and states throughout the U.S. for their outstanding portal websites.

The County won for its creation of the Sacramento County website: www.saccounty.net.

Digital Counties Survey Winner – 5th PlaceSacramento County continues to be recognized as a national digital leader, securing fifth place in the Center for Digital Government’s 2017 Digital Counties Survey. Sacramento County is leading the way in IT-related initiatives that involve citizen engagement, policy, operations and technology/data.

Digital Government Achievement AwardsTwo County projects received special accolades from the Center for Digital Government’s 2016 Digital Government Achievement Awards. Hack4Sac, the County’s first ever civic technology engagement event, won in the Driving Digital Government Local category. In the Internal Government category, the Department of Human Assistance Service Management Reporting Tool (SMART) earned recognition.

Recognition from the Public Technology InstituteSacramento County is one of four jurisdictions nationwide to receive the 2017 Tech Savvy designation. Through this award, the Public Technology Institute recognizes local governments who represent a culture of excellence through technology governance and enterprise-wide practices.

OtherSacramento County has also been designated as a 2015-2017 Citizen Engaged Community in recognition for excellence in the County’s 311 Connect program.
