Top 15 European Hubs by Capital InvestedWhy Europe? According to Juniper Research, European cities dominate the list of top global smart cities. “European cities are forging ahead with efforts to become smart cities, with 60 percent of the world’s leading smart cities based in Europe. It was found that innovation to reduce congestion and energy consumption were key initiatives across many European cities.”Research author Steffen Sorrell recently said: “When addressed effectively, the impacts of reduced congestion are substantial: higher economic productivity, potential for new revenue streams and services as well as a measurable benefit in reduced healthcare costs.”And there are several other recent studies highlighting European success smart city stories.

• The UK’s capital city was ranked in second position globally, behind New York. Smarter London Together was launched by the city’s mayor in order to make London ‘the smartest city in the world’. The city’s boroughs and services will collaborate using technology. The strategy outlines five missions: design, data sharing, connectivity, skills, and collaboration. The London Office for Data Analytics (LODA) programme will launch under the initiative to increase data sharing and collaboration. The goal is to become a data-driven city.

Paris Innovation• Paris, France, has been named 2017's European Capital of
Innovation thanks to an 'inclusive innovation strategy', which saw it scoop the EUR 1 million first prize in the EU's iCapital awards. The awards, which are designed to recognize the most innovative cities in EU countries and those associated to the Horizon 2020 funding program, were announced on 7 November at the Web Summit in Lisbon, Portugal.
• Two runner-up prizes of EUR 100 000 were awarded to Tallin, Estonia and Tel Aviv, Israel, and the prize money will be used to scale up and further expand the cities' innovation efforts.

• Mairie de Paris has created its strategy through three major objectives – The Open City, The Connected City, and The Sustainable City. The city aims to deal with issues such as urbanization, resource scarcity, and climate change whilst reinventing Paris. France wants to reduce its greenhouse gas emissions in its capital city, as well as create more digital inclusion through technologies such as IoT. The firm Vincent Callebaut Architectures has released plans to introduce plant-embedded smart architecture, known as Paris 2050. A sample of their recommendations is shown on the next page.

Cité des Sciences et de l'Industrie("City of Science and Industry", abbreviated la CSI)
• La CSI is the biggest science museum in Europe. Located in Parc de la Villette in Paris, France, it is one of the three dozen French Cultural Centers of Science, Technology and Industry (CCSTI), promoting science and science culture.
• About 5,000,000 people visit the Cité each year. Attractions include a planetarium, a submarine (the Argonaute), an IMAX theatre, an Employment Center, an Innovation Center, … and special areas for children and teenagers.

Cité des Sciences et de l'Industrie("City of Science and Industry", abbreviated la CSI)
• La CSI is classified as a public establishment of an industrial and commercial character, an establishment specializing in the fostering of scientific and technical culture. The goal of the CSI is to spread scientific and technical knowledge among the public, particularly for youth, and to promote public interest in science, research, innovation, and industry.
• The most notable features of the "bioclimatic facade" facing the park are Les Serres – three greenhouse spaces each 32 meters high, 32 meters wide and 8 meters deep. The facades of Les Serres were the first structural glass walls to be constructed without framing or supporting fins.

Station F• Paris is home to Station F, the world’s largest start-up campus, which
is located in a former railway depot the size of the Eiffel Tower laying down. There is room to house more than 1000 start-ups as well as founder companies, such as Microsoft and Facebook. The city also has a so-called Innovation Arc, a network of projects spanning Paris, including small workshops known as FabLabs and an urban farm where people can grow vegetables and learn to reduce food waste.

• Station F, the world’s largest tech campus, has released details of its selection board–which includes some of the tech world’s brightest scions. The campus, located on the site of a historical former freight station, has been busy selecting participants for its founders' program, which will launch later this year.
• Applications will be vetted by a hundred entrepreneurs which Station F’s leadership are confident can turn up some of the industry’s next startup diamonds.
• 21 countries are covered by the board, who have raised a combined $5 billion across their respective careers. They include Soundcloud founder Eric Wahlfoss, Typeform founder, and co-CEO David Okuniev, Sprouterfounder Sarah Prevette and Solomon Hykes, of Docker.

First, Two Disappointing Observations
• Several Innovation Centers and Hubs are nothing more than low-level Incubators that are falsely use the labels of Innovation Center and Innovation Hub. They are plain pretenders!
• Most Centers and Hubs are catering to smart technologies, but not directly tied to Smart Cities or Smart Manufacturing! It’s clear that most Mayors and City Managers are leaving it up to the likes of IBM and AT&T to lead the parade towards Smart Cities, believing that “Smart” is all about technology (like 5G, IoT, AI, and Blockchain)! Very few Mayors and City Managers have a Master Plan for becoming real and complete Smart Cities! Smart Technical Infrastructure is only the basement of a Smart City!

Key Observations
• There is no standardized model for Innovation Centers or Hubs. Each one is different and each one has a different vision of what the Center or Hub is all about. Some of them help only entrepreneurs and startup companies, while others help different, and in some cases, all segments of society.
• The most successful ones have these key ingredients:• They represent a PPP – involving Government, major Corporations, and in
some cases NPOs, NGOs, and Institutions
• They are part of Science and Industry Centers or Cultural Centers
• They reside in Innovation Zones or Industry Sectors

• Major Universities and Community Colleges are also establishing their own Innovation Centers and Hubs with the intent of turning their own students into successful entrepreneurs

• Some Innovation Centers/Hubs behave as the glue for Smart Cities Innovation, Business, and Knowledge Ecosystems
• The “glue” is necessary for educating the public and government officials (of who most of them are totally unaware of what Smart Cities are all about), holding hackathons to involve citizens, spreading the right culture, and more importantly managing the relationships within the ecosystems. Governments cannot do that. Corporations cannot do that. Cities and States need a new arm in managing the emerging Smart Cities and their ecosystems. Innovation Hubs are the best idea so far to do exactly that!

• Innovation Hubs should encourage in bringing Smart Cities Conferences in their own cities for three great reasons:
1. Create excitement, interest, and a real movement in becoming a Smart City. They feed and reinforce the movement
2. Initiate PPPs with local businesses and government agencies
3. Initiate real projects for Smart Cities• St. Louis hosted a Smart Cities Conference in the Spring of 2019. Four

• We are losing ground to European and Asian cities!
• Complacency and false beliefs about our self-importance to the world are harming our cities and society. Believing that we are the best and that we will continue being the best in the future is very harmful. We need to face reality. The writing is already on the wall. Other countries are already talking about becoming Smart Countries, and here we have hard time in convincing major cities in becoming smart! There is a price to pay for inaction and aloofness --- similar to what is happening in the business world!

Here Is What Happened To Our Large Corporations since 1969• 85% of them have disappeared, including the likes of RCA, American
Motors, Penn Central, Pan Am, TWA, Woolworth, EDS, and Amoco.
• Others have merged or were acquired by other corporations, and although they kept their names (like Chrysler, Firestone, and CASE Corp) they are no longer American companies.
• Shocking: Only 53 companies of the Fortune 500 are still around since 1955!• And this number will become even smaller the next 10 years! (Even GE is in trouble)!
• Yes, cities fizzle out as well. The Rust Belt is still full of crippled cities --- and after 50 years, most of them still have not recovered yet.
